Pride in the fact that without imposing undue burden on the common man, the Railways are poised to create history by generating a cash surplus before Dividend of Rs 20,000 cr as against Rs 14,700 cr in the previous year. This is the same Railway that defaulted on payment of Dividend and whose fund balances dipped to Rs 359 cr in 2001. I express heartfelt gratitude towards 14 lakh railway employees who in the face of stiff competition have conquered all odds with an indomitable spirit displaying matchless zeal, vigour and teamwork. Sir, Lord Krishna was acclaimed as Giridhar when in a moment of crisis he lifted Mount Govardhan on his finger. However, he did this with the supporting hands of thousands of fellow villagers. Even though people are giving me the credit for the turnaround of the Railways, with all humility I would like to share with the august House that this miracle has been brought about through the tireless efforts of 14 lakh railway employees and unbounded affection and support of my country men. This served to enthuse and inspire Railwaymen to new heights in the year 1986-87, and in the current year 1987-88. 2.1 The best productivity indicator of freight operations, Net Tonne Kilometres per Wagon per Day, which had increased to 1296 (BG), in 1985-86, reached a new high when it touched 1420 in the year 1986-87-- an improvement of as much as 10%. 1350 was the target for the terminal year of the 7th Plan. I am happy to say, we have steamed way past this figure three years ahead of time. It has enabled the Indian Railways to retain the position it had achieved last year as a world leader in freight capacity utilisation, leaving behind countries even in the developed world. Members will appreciate the magnitude of the increased freight transport effort when I state that with only a very marginal increase in the wagon fleet, the first two years of the 7th Plan together, have produced an additional 41.1 billion net tonne kilometres. This has surpassed by as much as 56% in these two years alone, the transport increase of 26.2 billion in the entire five year period taken together, of the 6th Plan.

    Indian Railways Budget Speech 1979-80 Speech of Prof. Madhu Dandavate Introducing the Railway Budget For 1979-80 on 20 th February, 1979 Mr. Speaker , I rise to present to the House an account of the performance of the Indian Railways during the current year and the Annual Financial Statement showing the estimated receipts and expenditure for the year 1979-80. While presenting the Budget for 1978-79, I had proposed a number of measures, offering a better deal to the rail-users, particularly the II class passengers, and to the railway staff. I am glad to say that despite the difficulties encountered by the railways due to the fury of floods and other odds, including public agitations unrelated to railway problems, 1978-79 has been yet another year of concerted efforts by the Railways to accomplish the tasks assigned to them. Actuals for 1977-78 - Record Surplus 2. Before I proceed to discuss the Railways’ performance during 1978-79 and the Revised Estimates for the year, I would like to refer to the actual financial results of 1977-78. I am happy to inform the House that in the 125 th year of the Indian Railways, as against the projected surplus of Rs. 89.32 crores in the Revised Estimates, the Railways actually achieved an all-time record surplus of Rs.126.23 crores. The increase in the net surplus has been achieved despite the originating revenue loading of goods traffic falling short of the Revised Estimates by about three million tonnes through stringent economy measures, curtailment of revenue expenditure in tune with the decline in traffic and better realisation of outstanding dues.

SHRI RAYAPATI SAMBASIVA RAO (GUNTUR): I would like to bring to the kind attention of the Union Railway Minister the long cherished desires of the people of my Guntur constituency. The long pending desire to have a day time train between Chennai and Guntur was met by the authorities with the announcement of diversion of Chennai-Vijayawada-Chennai Jan Shatabdi Express (2078/2077) with effect from 1st July, 2011. Revised time table for this route was also announced. However, so far the decision of diversion of route has not been implemented and the train has not been started. Guntur is an important city and the largest populated district in Andhra Pradesh and also having the Railway Divisional Headquarters. The city is dotted with engineering college, medical college, Science and other degree colleges, and a number of corporate institutions. Many software engineers of Guntur are employed in IT industry in Hyderabad, as well as in Mumbai, Pune, Chennai and Bangalore. In view of this, it is requested to include the following intercity express trains in the coming Railway Budget of 2012-13. Earlier, Nagarjuna Express was running between Guntur and Secunderabad. Now that Express train has been extended up to Visakhapatnam. By the time it reaches Guntur, the Guntur passengers do not even get one berth for them to travel. Now Nagarjuna Express has been converted into Janmabhoomi Express. It is a long bound train. By the time it reaches Guntur, not even ten persons get accommodation.
