MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE HILL COURT COMMUNITY CENTRE, MAIN STREET, BUSHBY, ON MONDAY 11 FEBRUARY 2019, AT 7.00 P.M.

PRESENT Members: Mrs P Chamberlain (Chair), Mrs A Burrell, Mrs E Derrick, Mr H Gopsill, Mrs K Goodacre and Mr R Lamming. ACTION 19/28 APOLOGIES FOR ABSENCE Apologies were received and accepted from Mr J King. 19/29 REQUESTS FOR DISPENSATION FROM MEMBERS ON MATTERS IN WHICH THEY HAVE A DISCLOSABLE PECUNIARY INTEREST There were no requests for dispensation. 19/30 MINUTES OF THE MEETING HELD ON MONDAY 14 JANUARY 2019 The minutes of the above meeting were approved and signed as a true record. 19/31 MATTERS ARISING FOR INFORMATION The following matters were noted: Minute 19/07 – LCC Highways have confirmed that once the surface dressing has been completed on Grange Lane, SLOW markings will be placed on either approach to the bend as part of the lining programme. Minute 19/21a – No objections have been received to the installation of the Silent Soldier Silhouette on the external wall of the Memorial Hall. This will take place in the coming weeks. Minute 1921b – It was noted that HDC advise against post mounted litter bins. A charge of £40.00 per bin will be made for installation. 19/32 MATTERS RAISED BY MEMBERS OF THE PUBLIC There were no matters raised. 19/33 GENERAL PURPOSES COMMITTEE The provisional date of Thursday 7 March was noted should items requiring a meeting of the GPC be agreed later in the agenda. 19/34 CLERK’S REPORT a) Planning Decisions 18/01213/TPO – works to trees (fell), (LCC TPO 6, 19 Hollies Way, ). Approved by LCC. 18/01962/FUL – erection of 2 storey side and single storey rear extensions (19 Sedgefield Drive, Thurnby). Approved. 18/01986/FUL – Conversion of two dwellings into one dwelling, erection of a two and single storey rear extension, erection of a porch to side elevation, front dormer and internal alterations (763 and 765, Road, Thurnby). Approved. 18/02016/TCA – works to trees (fell), (Thurnby Memorial Hall). Approved.

18/02059/FUL – erection of 2 storey side and single storey rear extensions (4 Padwell Lane, Bushby). Approved. 18/02080/FUL – erection of 2 storey front, side and rear extensions, single storey and lower 2 storey rear extensions, including creation of an annexe (62 Dalby Avenue, Bushby). Application withdrawn. 18/02115/FUL – erection of detached garage, boundary treatment and new access (revised scheme of 18/01171/FUL), (1 Bennion Road, Bushby). Refused. b) Active Holiday Club – A proposal to run an active holiday club in was noted. It was agreed that, while this may be a future project, there is not a suitable venue at the current time. It was agreed to forward the information to Scraptoft Parish Council. c) Improvements to National Cycling Route 63 – A request from Houghton-on- the-Hill Parish Council to support improvements to the section of the route between Houghton and Thurnby was noted. It was agreed to support the pursuit of improvements, but not to allocate funding. 19/35 COUNCILLORS’ REPORTS Mrs A Burrell reported that she had received a letter from a resident with suggestions regarding addressing fly tipping on the layby on the road to Stoughton. It was agreed that this be forwarded to HDC. Mr H Gopsill reported that the scheduled meeting of the 747 Bus Group had been deferred. 19/36 PARISH COUNCIL ELECTIONS The following matters relating to the Parish Council elections on 2 May 2019 were noted: ▪ Nomination packs will be available at the beginning of March. ▪ A briefing for candidates will be held at HDC on Wednesday 20 March 2019 at 6.00pm. ▪ Notices of Election will be published on Friday 22 March. ▪ Nomination papers must be delivered by hand and not posted. ▪ Three events for nomination check and receipt are to be held. ▪ Nominations will close at 4.00pm on Thursday 4 April. ▪ Statements of Persons Nominated will be published on Friday 5 April. 19/37 PLANNING APPLICATIONS Mrs A Burrell did not take part in discussion other than to provide advice. a) 18/01927/FUL – erection of two storey side and rear extensions (revised scheme of 18/01360/FUL), (Greystokes, 14 Dalby Avenue, Bushby) – amended plans. It was agreed to submit a NEUTRAL response with no comments. b) 18/01984/FUL – erection of 1.5 storey extension to rear with juliette balcony, creation of dormer windows including alterations to front elevation and installation of roof lights (58 Station Road, Thurnby) – amended plans. It was agreed to to submit a NEUTRAL response, subject to the objections raised by residents of the neighbouring property (60 Station Road) regarding confirmation of the removal of a window which would overlook 60 Station Road. c) 18/02171/FUL – erection of a single storey outbuilding for disabled accommodation (7 Winkadale Close, Bushby) – amended plans. It was agreed to OBJECT to the application on the same grounds as previously submitted. The revision from a pitched to flat roof does not address the reasons for the Parish Council's previous objection, nor comments submitted by neighbours. d) 19/00069/FUL – erection of part single part two storey rear extension (19

Charnwood Drive, Thurnby). It was agreed to OBJECT on the following grounds: - overdevelopment of the property; - overbearing impact on neighbouring properties to either side; - inadequate off-street parking provision. e) 19/00093/TCA – works to trees (fell) (55 Main Street, Bushby). It was agreed to ask the tree warden to provide the Clerk with comments on the application, for submission. f) 19/00158/FUL – erection of single storey side extension (7 Herrick Drive, Thurnby). It was agreed to submit a NEUTRAL response with no comments. It was proposed by Mrs P Chamberlain and seconded by Mrs K Goodacre, that the above decisions be approved. This was RESOLVED. 19/38 SPORTS AND RECREATION WORKING GROUP A final version of the Sports and Recreation Working Group Report, as circulated to Cllrs, and a verbal report of the S&R meeting held on 31January 2019 were received. The Working Group was thanked for its work, in particular the authors of the report, Prof D Chiddick and Mr D Wigley. It was noted that the main conclusions of the S&R Working Group were that formal sports provision be concentrated at Wadkins and recreation/informal sports provision be concentrated at Manor Field. The report included several specific recommendations in relation to Wadkins and Manor Field. It was agreed that the remit of the Working Group established to progress the improvement of sports facilities at Wadkins (minute 19/15c, meeting held on 14 January 2019 refers) be extended to include consideration of these recommendations. In addition, it was agreed that Mrs A Burrell would join the Working Group. Other members of the Parish Council were asked to forward their own comments on the recommendations, for consideration by the new Working All Group. It had been suggested by the Working Group that landscape plans for Wadkins and Manor Field be commissioned. However, after discussion, it was agreed that this would be premature at this stage, as there are issues to be addressed with HDC, the landowners. In addition, it was agreed that the Parish Council should apply to join SCAPE, public sector procurement specialists. It was proposed by Mr H Gopsill and Cllrs AB & seconded by Mrs E Derrick that discussions with HDC be initiated, including SG & becoming a member of SCAPE. This was RESOLVED. Clerk 19/39 FINANCIAL MATTERS It was proposed by Mr H Gopsill and seconded by Mrs P Chamberlain that the following be approved. This was RESOLVED. vi) ESPO (gas at Hill Court) – 47.73 Purchases i) HDC (Installation of litter bins) - £40.00 per bin ii) 2Commune (upgrade of website template) - £100.00 (if ordered by 31 March – normally £250.00 + VAT) iii) Salusbury Harding & Barlow (solicitor fee to review Hill Court licence agreement with Partnership (NHS) Trust) - £100.00 + VAT In addition, it was proposed by Mrs E Derrick and seconded by Mr R Lamming, that Mr S Swinden be appointment on a temporary contract as secretary to the Neighbourhood Plan Steering Group, pending a permanent appointment. The appointment would be paid on an hourly basis, at scale point 26. This was RESOLVED.

Mr R Lamming reported that a savings account with Unity Trust would yield interest at 0.4%. It was agreed that the Clerk obtain the necessary forms for establishing a Clerk savings account. 19/40 HDC LOCAL PLAN 2011-31 MAIN MODIFICATIONS CONSULTATION It was noted that, following the Local Plan Hearings, a number of Main Modifications have been prepared by HDC at the request of the Planning Inspector, in order to make the Local Plan sound. The Final Schedule of Proposed Modification is available at https://www.harborough.gov.uk/consultation/info/87 for consultation until Tuesday 26 February 2019. Consideration was given in particular to Main Modification (MM3) (Policy ref: GD2 Settlement Development). It was noted that MM3 addresses the circumstances under which additional development might be allowed, in addition to that contained within the Local Plan. It was proposed by Mrs P Chamberlain and seconded by Mr R Lamming, to SUPPORT the Main Modification (MM3). This was RESOLVED. Clerk 19/41 PLANNING ENFORCEMENT MATTERS There were no new cases to report. 19/42 JELSONS DEVELOPMENT OFF PULFORD DRIVE It was reported that a calculation of the open space (less SUDS and public footpaths) has been requested from the developer, in order for a commuted sum to be calculated. 19/43 HDC CONSULTATION WITH PARISH COUNCILS ON THE PREPARATION OF A BUILT FACILITIES STRATEGY Cllr AB & It was agreed that Mrs A Burrell and the Clerk would draft a response. Clerk 19/44 STRATEGIC GROWTH PLAN It was noted that the Strategic Growth Plan has been published at www.llstrategicgrowthplan.org.uk 19/45 LCC PROPOSED MANDATORY SCHOOL KEEP CLEAR MARKINGS, MAIN STREET, THURNBY (ROAD TRAFFIC ORDER) It was proposed by Mr H Gopsill and seconded by Mrs E Derrick that the Parish Council support the above Road Traffic Order). This was RESOLVED. In addition, it was noted that Fernvale School have also applied for mandatory school keep clear markings on both Somerby Road and Pulford Drive. 19/46 HIGHWAYS MATTERS a) Grange Lane pedestrian safety scheme – it was noted that a meeting is being arranged with representatives of LCC Highways to progress matters. b) Carriageway repairs (Main Street, Court Road and Grange Lane) – it was noted that repairs will be undertaken on 20 February 2019. Repairs to the carriageway on Somerby Road are to take place in the same week.

c) Parking enforcement – it was noted that confirmation is awaited regarding further visits by CEOs. d) Monthly reports on issues raised with LCC Highways – it was reported that these are still to be received. 19/47 LICENCE AGREEMENT WITH THE LPT (NHS) TRUST FOR THE USE OF THE HILL COURT COMMUNITY CENTRE A draft licence has been agreed with the LPT (NHS) Trust. This will be finalised once the Parish Council’s solicitor has reviewed the content. 19/48 COMMUNITY RESILIENCE PLAN FOR THURNBY AND BUSHBY It was reported that this is nearing completion. It was agreed that Mr M Patrick who is a key holder for the Hill Court Community Centre, should be included as a contact. It was noted that the two primary schools may not be able to provide out of hours access as emergency centres. If this is the case, it was agreed that the Scraptoft Community Hub be included to give coverage to the north of the A47. 19/49 COMMUNITY SAFETY The HDC Partnership E-Newsletter and the Harborough Newsletter, as previously circulated, were noted. Both newsletters have been posted on the Parish Council’s website. It was reported by Mr S Galton, that Lord Bach, Police and Crime Commissioner for Leicestershire is expected to undertake a patch walk in Houghton-on-the-Hill, Scraptoft and Thurnby and Bushby in April. 19/50 CONSULTATION ON THE LEICESTERSHIRE PLANNING OBLIGATIONS The response to the above prepared by Mrs E Derrick and the Clerk, as circulated by email, was noted. 19/51 OPEN LETTER FROM THE CHAIRMAN OF THE NALC An open letter to Cllrs was received and noted. 19/52 ENVIRONMENTAL MATTERS a) Report from Tree Warden – in the absence of Mr J King, there was nothing to report. It was noted that HDC have confirmed that the fir tree on Church Green will be cut back. b) Litter – The continued problem of fly tipping at the Lay-by on the road to Stoughton was noted. c) Other environmental matters – the following were agreed: ▪ A request to be submitted to HDC regarding clearing fallen leaves on Dalby Avenue, Station Road and the public footpath at the Manor Field play area. ▪ Overhanging vegetation at 43 and 45 Dalby Avenue be reported to LCC Highways. ▪ Damage to footpath D20 by contractors working on the Bloor Homes development at Charity Farm to be reported to the Footpaths Officer at LCC Highways. Clerk 19/53 AGENDA ITEMS FOR NEXT MEETING No items were identified. 19/54 DATE OF NEXT MEETING The next meeting will be held on Monday 11 March 2019, commencing at 7.00 pm at the Hill Court Community Centre.
