STEVENAGE BOROUGH COUNCIL of Daneshill House, Danestrete, Stevenage, Hertfordshire, SG I IHN ('SBC') and which expression shall include its successors in title) 2. NORTH HERTFORDSHIRE DISTRICT COUNCIL, of Council Offices, Gernon Road, Letchworth, Hertfordshire, SG6 3JF (‘NHDC’) and which expression shall include its successor in title 3. EAST HERTFORDSHIRE DISTRICT COUNCIL, of Wallfields, Pegs Lane Hertford SG13 8EQ which expression shall include its successors in title) (EHDC) and which expression shall include its successor in title 4. HERTSMERE BOROUGH COUNCIL of Civic Office, Elestree Way, Borehamwood, WD6 1 WA which expression shall include its successors in title) (HBC) and which expression shall include its successor in title 1.0 Recitals 1.1 The object of this Agreement is to reflect certain mutual commitments and to regulate the rights of SBC, NHDC, EHDC and HBC in relation to a joint arrangement for the setting up and running of a CCTV system for the purpose of reducing crime in The Area. 1.2 This Agreement relates only to the single joint arrangement referred to in it and shall neither " constitute each party to it the agent of the other party (save the circumstance described in Clause 10.3 hereof nor shall it constitute a partnership between such parties. 1.3 A Code of Practice attached hereafter forms part of this agreement containing provisions relating to inter alia system management accountability, civil liberties, data protection, control and operation of the cameras, police contacts and use of the system, public information and monitoring and evaluation. -

We are content to rely on our representations of 7 December 2015 on the pre-submission plan, but would also like to comment briefly on Matter 2, question 17 which asks: “Is the Luton HMA correctly and accurately described in paras 1.18, 4.5 and 4.7 of the Plan? In particular, is any part of Dacorum Borough Council within the Luton HMA? [see Council’s ‘minor modifications’ MOD9 & MOD29]” The ‘Luton and Central Bedfordshire Strategic Housing Market Assesment Refresh 2014’ (examination document HOU 003b) included two small parts of Dacorum in the Markyate and Gaddesden Row areas within the Luton Housing Market Area. In our letter of 20 July 2014 in response to the Draft Luton Local Plan we commented that the Dacorum parts of the Luton HMA were rural areas, not well served by services and facilities and therefore not considered suitable locations for growth. The boundaries of the Luton HMA were reviewed in the ‘Housing Market Areas in Bedfordshire and surrounding areas’ report (examination document HOU 003d). -

Rt Hon Oliver Dowden CBE MP Member of Parliament for Hertsmere End of Parliament Report – November 2019 As this Parliament reaches its conclusion, I wanted to write to you to update you on my work over the previous four years as your Member of Parliament. As always, a report of this length cannot cover everything so to see more of what I have been working on please do visit my Facebook, Instagram, Twitter or website where I regularly share posts and updates. Transport After my four year long campaign, Oyster was delivered to Potters Bar and Radlett in August. This enables people to travel easily and more flexibly, and I formally opened the system with the Transport Secretary at Radlett Station. I’ve also made progress securing upgrades to transport facilities across the constituency. After pressing Thameslink, Elstree and Borehamwood Station has been completely overhauled, including a much-needed wider entrance and re-furbished concourse. Moreover, a £300m Government investment into Thameslink’s infrastructure has delivered improvements along the whole line. Potters Bar and Radlett will be receiving money from the £15m Passenger Benefit Fund and I successfully pushed Govia Thameslink to speed the roll-out of new, larger and more modern carriages to improve passenger journeys. At the same time I continue to meet regularly with representatives from London Northwestern about improvements to Bushey Station, including more toilets, shelters and bike racks. I know the service on Thameslink and Great Northern has at times been completely unacceptable. I commute and know first-hand the frustration and anger caused by the timetable chaos last year. -

It is not good because: Not enough families from target groups are accessing the centres’ services. Most families are registered with the centre, but there are not yet good levels of engagement with a minority of some groups, including lone parents, workless families and families living in Otterspool. Leaders do not always ensure they collect or make enough use of information from all partners to show the difference services are making to families lives. For example, they are not tracking the progress of individual children’s achievements at the end of the Early Years Foundation Stage to help measure the impact of services. The monitoring of case files by centre leaders is not robust enough. There is evidence of close partnership working but no clear audit trail to show the decision-making process. Not enough boys and children who are eligible for free school meals (FSM) in the Bushey Mill area are ready for school. The centres are working with key partners to reduce this inequality gap and to increase the number of two-year-olds taking up their entitlement to high quality early education to gain a head start in their learning and development from a young age. -
