Prior to this, he served as Minister for Higher Education, Research, Science and Technology in The Gambia. He has also held the portfolio of Minister of Foreign Affairs of The Gambia. As Ambassador and Permanent Representative, Dr. Tangara has represented The Gambia on the Executive Boards of the United Nations Children’s Fund (UNICEF), the United Nations Educational, Scientific and Cultural Organisation (UNESCO) and UN Women. He has served as Chairman of the African Group at the United Nations, during which he presided over the memorial meeting for the late Nelson Mandela. He was also the Chairman of the University of The Gambia Governing Council, President of Alliance Franco-Gambienne and Honorary Ambassador of the Brabant Wallon (Belgium). He worked as the former coordinator of the National Authorising Office Support Unit (NAOSU) for European Union funded programmes and projects in The Gambia and has been a consultant for the United Nations Fund for Population Affairs (UNFPA) and other international organisations. Dr. Tangara has served as the Government of The Gambia’s Science, Technology and Innovation focal person and also served as Governor of the African Capacity Building Foundation. Dr. Tangara holds a doctorate degree (PhD.) from Université de Limoges, France.

    UA: 247/12 Index: AFR 27/005/2012 The Gambia Date: 23 August 2012 URGENT ACTION ALL GAMBIAN DEATH ROW INMATES TO BE EXECUTED Gambian president Yahya Jammeh has announced that all death row inmates will be executed by mid-September. Amnesty International urges the President to immediately retract this call and impose an official moratorium on executions. On both 19 and 20 August, in a television address broadcast to mark the Muslim feast of Eid-al-Fitrt, President Jammeh announced to the nation that, by the middle of September all death sentences will be “carried out to the letter”, to “ensure that criminals get what they deserve.” If executions are carried out, it will mark the end of a 27-year period without executions. According to The Gambian government, there were 42 men and two women on death row as of 31 December 2011, 13 of whom had been sentenced during that year. This year, three men have reportedly also received the death sentence, making a total of 47 people currently on death row. This announcement by the President has caused a great deal of fear and distress to death row inmates and their families. Death sentences, carried out by hanging, are imposed for murder and treason. In The Gambia, death sentences are known to be used as a tool against the political opposition. Furthermore, international standards on fair trials, including presumption of innocence, access to lawyers and exclusion of any evidence obtained as a result of torture, are often not respected. President Jammeh’s announcement follows the launch in May 2012 of what the President called “Operation Bulldozer” to “rid the country of all criminals”.

It started public hearings on 7th January 2019 and will proceed in chronological order, examining the most serious human rights violations that occurred from 1994 to 2017 during the rule of former President Yahya Jammeh. While the testimonies are widely reported in the press and commented on social media, triggering vivid discussions and questions regarding the current transitional process in the country, a summary of each thematic focus/event and its findings is missing. The TRRC Digests seek to widen the circle of stakeholders in the transitional justice process in The Gambia by providing Gambians and interested international actors, with a constructive recount of each session, presenting the witnesses and listing the names of the persons mentioned in relation to human rights violations and – as the case may be – their current position within State, regional or international institutions. Furthermore, the Digests endeavor to highlight trends and patterns of human rights violations and abuses that occurred and as recounted during the TRRC hearings. In doing so, the TRRC Digests provide a necessary record of information and evidence uncovered – and may serve as “checks and balances” at the end of the TRRC’s work.
