1. Introduction

 This design and access statement has been produced by GGP Consult on behalf of Northern Gas Networks to support a planning application submitted to Doncaster County Council for the demolition of the current compound around NGN’s existing Carcroft PRI site and the subsequent construction of a new 3.0m high weld-mesh perimeter compound fence with corresponding Double vehicle access gates and single personnel access/emergency gates.

 This statement should be read in conjunction with planning drawings and the planning application form, most notably drawings:

2. Context

The Site and Location

 NGN’S Carcroft AGI site (centre point) lies approximately 1km North of the centre of Carcroft and approximately 8km North West of Doncaster Centre, in .

 The site is located just South/West of Skellow Road (B1220)

 National Grid Reference (Centre of Site) = 454100 E, 409667 N

Planning Policy

 Planning Policy Statement 1 – Delivering Sustainable Development sets out government policy on sustainable development. o Paragraph 23 (viii) states: “Ensure that infrastructure and services are provided to support new and existing economic development and housing” o Paragraph 26 (i) states: “Recognise the needs and broader interests of the community to secure a better quality of life for the community as a whole”

 Planning Policy Statement 25 – Development and Flood Risk sets out Government policy on development and flood risk. It aims to ensure that flood risk is taken into account during the planning process so developments do not take place in high risk areas of floods.

3. Design

Present Use

 The existing site is in continuous use by NGN as part of its gas distribution network. Currently access to the site can only be made through a third party access (Refer to photo 1), and there is no direct access from the main access road.

Proposed Use

 The site is to be upgraded to maintain a secure and reliable gas distribution network for the future throughout the area. As part of this the existing 2.4m palisade fencing is to be removed and in its place a new compound constructed.

Amount

 The proposals include for the installation of 147m linear metres of anti intruder fencing around the perimeter of the refurbished site.

Scale

 The proposed fencing is 3.0m high weld-mesh with a galvanised finish. The top 600mm of the fence is to be cranked out at 40 degrees away from the inside of the site and “Binns” flexible security topping and barbed concertina tape installed along the full length of the fence (including access gates)

Landscaping

 The site is bordered by woodland and bushes to the North and west boundary, these are not to be touched as part of the development.

Appearance

 The fencing is to be a mesh anti intruder fence with barbed wire at the top to prevent unauthorised access to the site.

 The fence will be have a galvanised finish, with a ground sill of 300mm width below.

4. Access

 The site will be accessed via a track leading from Skellow Road (B1220).

 Access to the site is controlled and restricted to authorised personnel, the fence aims to restrict unauthorised access to the site.

 Primary access is to be provided through lockable 3.815m wide main access gates and 1 single personnel gate to the South East of the site. Personnel escape gates are provided around the site for safety considerations. This will allow access without needed to go through third party access.

 An internal road is to be provided to allow vehicles carrying maintenance equipment to access and park within the site without blocking the primary access track.
