The Gladstone Area Promotion and Development Limited (GAPDL) Communities for Children (CfC) is part of the Family Support Program (FSP) which provides prevention and early intervention programs to families with children up to 12 years, who are at risk of disadvantage and who remain disconnected from childhood services. The initiative is delivered by GAPDL in partnership with the Australian Government Department of Social Services. The CfC program aims to improve opportunities for children in disadvantaged communities, including child protection and development through targeted approaches to vulnerable families on issues of: • Health • Safety • Education • Communication, and • Participation in the broader community GAPDL CfC works in partnership with local agencies, businesses and the community to create positive and sustainable outcomes for children aged 0 to 12 years. As the Facilitating Partner for Communities for Children in , we are responsible for the contract management and funding for local CfC projects and programs. Objectives of the Program To improve the health and wellbeing of families and the development of young children, from before birth through to the age of 12 year, paying special attention to the key priorities. To create strong child-friendly communities that understand the importance of children and the apply this capacity to maximise the health, wellbeing and early development of young children at the local level. Key Priorities for 2017-2019 Healthy Young Families: Supporting parents and carers to care for their children before and after birth, and throughout the early years. Supporting Families and Parents: Support for parent and carers to provide children with secure attachment, consistent discipline and quality environment that are stable, positive, stimulating, safe and secure. Early Learning: Support parents and carers to access high quality early learning opportunities, early identification and support for children at risk, and skills so they can stimulate and promote child development and learning from birth. School Transition and Engagement: Support children and families to make a smooth transition to school and work with local schools to assist children and families with their ongoing engagement with school.

2018 GAPDL Communities for Children Service Directory 2 Generated: 05 October 2021 Programs and resources funded during 2017-2019 include: 123 Magic and Emotion Coaching: A three-week (6 hours total) parenting course that helps parents and carers learn to manage difficult behaviour in children 2-12 years old. Engaging Adolescents: A three-week (6 hour) parenting course that helps parents and carers of 13-18year olds to develop greater confidence in parenting adolescents and to build stronger relationships with their teens. Circle of Security: An eight-week early intervention program designed to enhance attachment and security between parents and children. This course targets younger children but is relevant to all age groups, inclusive of teenagers. Play2Learn Program: The Play2Learn program is a supported playgroup that aims to improve the early childhood development, parenting skills and connection to community for those who attend. Multicultural Playgroup: The Multicultural playgroup provides a volunteer facilitated playgroup for families with children aged five years and under. The playgroup provides a bridge for community services to connect with culturally and linguistically diverse people (migrants) in the Gladstone Region. Wings to Fly: A professional development program for early years educators (0-5 years). The program builds upon educator’s capacity and strategies by developing a creating understanding of ways to build relationships that support children’s resilience and wellbeing. DADDY: A three-week program for male caregiver, parents and grandparent, DADDY is a practical and fun approach to understanding the important role males play in our children’s lives. Safe Sleep Space: The Safe Sleep Space resource has an emphasis on caregiver interaction and social and emotional development. The approach offers you a better understanding of your baby’s needs, cues and capabilities, then provides a step-by-step guide to workable strategies for creating and emotional and physical safe sleep space. My Safety Steps: The My Safety Steps resource was developed from the Building a Child Safe Community Project. This project focused on creating a more child friendly, child safe community working in partnership across community, Government and business sectors. The booklet includes practical and interactive ideas on how to teach children how to stay safe (physical and emotional queues), who to ask for help if you’re not feeling safe and what to do in an emergency. Parenting Support and Programs Calendar: The Gladstone Region Parenting Support and Programs Calendar is collated by the GAPDL CfC but provides a publication that includes as many support programs listed in a single document. REAL Support Services delivers five different types of support: Intensive Intervention Support REAL Support Facilitators work with families in their homes. Support is tailored to assist Reunifications, Intervention with Parental Agreements, Kin and Foster Placements. Client-Centered Plans seek to address areas of concern with a view to implementing strategies, building skills to increase capacity and stability, repairing relationships, and sustaining the family unit. Residential Placement Support and Independent Living Skills REAL Support Facilitators assist Young People who struggling within residential placements, requiring assistance to transition to independent living models or stabilise in care homes. REAL Support Facilitators can link these clients with any necessary networks such as Centrelink, doctors, counseling, work experience items, and can transport to any necessary appointments (Youth Justice, job seeking, medical etc.). REAL Support Facilitators engage in diversionary and activity based-therapy (including access to trauma informed fitness program), role-modeling and mentoring, using a strengths-based approach to encourage Young People to succeed in their endeavours and redirect to more positive life choices and outcomes. Transportation Assistance and Supervised Contacts REAL Support Facilitators can provide basic transport assistance for clients to appointments, including practical support to and from school, supervised contact arrangements and other. Weekend Respite and Emergency Response REAL Support Facilitators can provide weekend respite and emergency response to placements and young people in distress. This includes after hour emergency support, and weekend hours wherein Young People can engage in activities outside the placement to allow Carers and Young People time for self-care, de-escalation of high stress situations and preservation of relationships.

In 2017 we brought home to Gladstone our second child, a daughter who had been born with a complex undiagnosed genetic condition, otherwise known as a syndrome without a name (SWAN). While there was so little the doctors could tell us, one thing we knew was that our daughter had a life limiting condition that had flung us deep into the world of disability and support. As we struggled to re-build our family and make sense of our beautiful girl’s complex condition, we came to realise that while we were well supported in some ways, there were some glaring omissions in the support our family truly needed. Six months after arriving home, our first National Disability Insurance Scheme (NDIS) package was approved, with the promise of the support our daughter needed to grow and develop to the best of her potential. After four months of trying to put our NDIS package to good use, we were still unable to find a support service willing to engage with our daughter. We were told that her artificial airway (tracheostomy) was too complex to manage, that insurances would not cover the risk, that staff could not be trained to care for a child so medically complex; in other cases, we were told nothing as our calls and e-mails went unanswered. This is when we realised that what we needed may not be out there for us, and if we wanted that to change, we would have to do something about it. Using my background in business, and Ellie’s experience as a teacher, we first set up a micro-company for the purpose of training and employing support staff for our daughter. It wasn’t enough for us to engage ‘independent contractors’; we needed people who were in it for the long haul, who we could trust with our daughter’s life and who would be personally invested in her long-term growth and development. Three years on and our small support team has not changed. Having the right support has meant that Ellie has been able to return to her work as a teacher, our daughter is kicking goals and our family as a whole is not only surviving but thriving. We know through lived experience the difference that quality support can make in the life of someone living with disability, as well as their family. We understand that those in our community living with disability have the same rights to living a full and meaningful life as anyone else. We all deserve the opportunity to learn and grow, as well as participate and contribute in our local communities. We all deserve to belong. Building on our original business model with our own daughter at its heart, we have expanded into Lionheart Inclusion and Training Services. Our business name is Lionheart because fierce advocacy is at the heart of everything we do. Those living with disability know that the life they deserve – the community, the purpose, the belonging – does not come on a silver platter. It is something that has to be fought for with fearless passion. We emphasise inclusion because this is the right of every person we work with, and an inclusive world is what we dream of for our daughter. Our team of highly qualified inclusion support staff know that a full and meaningful life looks like many different things to many different people. We take a collaborative approach to understand the barriers that exist in each of our client’s unique circumstances. It is through this understanding that we tailor our support to best meet the needs of each individual, creating the inclusion and belonging that we all deserve.
