RCI was asked to verify and augment (if necessary) the Vegetation and Wildlife sections of the 1995 Bluffs Environmental Impact Report (EIR) for inclusion in the Initial Study for the Project. The Town requested site-specific analyses to: 1) Review and determine the applicability and conformance with the impact analysis and mitigation measures specified in the 1995 Bluffs EIR, and 2) Conduct additional site reconnaissance of the VTPM/UPA Project Site (approx 4.3 acres) as well as the two additional parcels (labeled LLA 08-001 Parcels 1 and 2) and the Parcel A, as shown on the attached Sheet 1. On September 8, 2010 two RCI Biologists completed an inspection and site assessment of the VTPM/UPA Project Area and reconnaissance of the 1995 Bluffs EIR Project Area. -

________________________________________________________________________ Lesser Prairie-Chicken Habitat Map for Portions of Eastern New Mexico ________________________________________________________________________ 16 November 2005 Lesser Prairie-Chicken Habitat Map for 1 Portions of Eastern New Mexico Paul Neville, Teri Neville, and Kristine Johnson2 ABSTRACT The purpose of this project was to provide a map depicting the extent and location of lesser prairie-chicken habitat in New Mexico. The 923,441 ha (2,281,868 ac) study area includes most of the remaining occupied habitat for the lesser prairie-chicken in the state. We used field data in conjunction with satellite imagery and aerial photography to create a vegetation map. We classified the map according to plant associations and subsequently regrouped it into map units that incorporated landforms, to reflect the habitat requirements of lesser prairie-chickens. We performed GIS analyses incorporating vegetation type, patch size, and fragmentation to identify areas of high quality lesser prairie-chicken habitat. These analyses demonstrate that only three places within the mapped area contain large patches of suitable habitat, and one of those is south of US 380, where LPCH populations are already sparse and scattered. The GIS analyses also indicate that the vast majority of high-quality vegetation types occur in patches smaller than 3200 ha, rendering them by most definitions below the minimum size required by LPCH. Abronia maritime Abronia maritima is a species of sand verbena known by the common name red (Coastal) sand verbena. This is a beach-adapted perennial plant native to the coastlines of southern California, including the Channel Islands, and northern Baja California. Abronia villosa Abronia villosa is a species of sand-verbena known by the common name desert (Inland) sand-verbena. It is native to the deserts of the southwestern United States and northern Mexico and the southern California and Baja coast. Adenostoma Adenostoma fasciculatum (chamise or greasewood) is a flowering plant native to fasciculatum California and northern Baja California. This shrub is one of the most widespread (Coastal/Inland) plants of the chaparral biome. Adenostoma fasciculatum is an evergreen shrub growing to 4m tall, with dry-looking stick-like branches. The leaves are small, 4– 10 mm long and 1mm broad with a pointed apex, and sprout in clusters from the branches. Arctostaphylos Arctostaphylos uva-ursi is a plant species of the genus Arctostaphylos (manzanita). uva-ursi Its common names include kinnikinnick and pinemat manzanita, and it is one of (Coastal/Inland) several related species referred to as bearberry. Arctostaphylos Arctostaphylos edmundsii, with the common name Little Sur manzanita, is a edmundsii species of manzanita. This shrub is endemic to California where it grows on the (Coastal/Inland) coastal bluffs of Monterey County. Arctostaphylos Arctostaphylos hookeri is a species of manzanita known by the common name hookeri Hooker's manzanita. Arctostaphylos hookeri is a low shrub which is variable in (Coastal/Inland) appearance and has several subspecies. The Arctostaphylos hookeri shrub is endemic to California where its native range extends from the coastal San Francisco Bay Area to the Central Coast. -

APPENDIXF THREATENED AND ENDANGERED SPECIES CORRESPONDENCE INTRODUCTION Forest Service policy regarding Biological Evaluaitons is summarized in Forest Service Manual (FSM) 2672.4. The intent of the Bilogical Evaluation process is to assess the potential impacts of propsed management activities, and ensure that such activities will not jeopardize the continued existence of: 1. Species listed, or proposed to be listed, as Engangered or Threatened by the U. S. Fish and Wildlife Service and 2. Species designated as sensitive by the Regional Forester. AFFECTED ENVIRONMENT Project Area The Sioux Ranger District proposes to update allotment management plans for 11 domestic livestock allotments on National Forest System lands in the North and South Cave Hills and East Short Pine land units. The decision associated with this proposal and analysis wi" determine where livestock can graze, when grazing wi" occur and what specific guidelines will be established to regulate the intensity (timing and duration) of grazing. The analysis area includes about 17,700 National Forest acres. The climate is continental and semi-arid, with large seasonal and daily temperature variations being common. Most of the rainfall during the summer is from thunderstorms; flash flooding can occur form the more severe thunderstorms. Streamflow is erratic with most streams being intermittant in nature. Ecological units include hardwood draws, Ponderosa bench and slope, upland, rolling, and table top grassland, rockland, and rimrocks. Detailed information regarding plant community composition and location is found elsewhere in the environmental analysis for this proposed action. Field surveys have been conducted within or adjacent to the project area by Linda Spencer, Kim Reid, Jeff DiBenedetto, and Tim McGarvey during the 2001 field season (s). -
Identification of Plant Species for Crop Pollinator Habitat Enhancement in the Northern Prairies

Robson* The Manitoba Museum, 190 Rupert Avenue, Winnipeg, MB Canada R3B 0N2 Abstract—Wild pollinators have a positive impact on the productivity of insect-pollinated crops. Consequently, landowners are being encouraged to maintain and grow wildflower patches to provide habitat for important pollinators. Research on plant-pollinator interaction matrices indicates that a small number of “core” plants provide a disproportionately high amount of pollen and nectar to insects. This matrix data can be used to help design wildflower plantings that provide optimal resources for desirable pollinators. Existing interaction matrices from three tall grass prairie preserves in the northern prairies were used to identify core plant species that are visited by wild pollinators of a common insect-pollinated crop, namely canola (Brassica napus L.). The wildflower preferences of each insect taxon were determined using quantitative insect visitation and floral abundance data. Phenology data were used to calculate the degree of floral synchrony between the wildflowers and canola. Using this information I ranked the 41 wildflowers that share insect visitors with canola according to how useful they are for providing pollinators with forage before and after canola flowers. The top five species were smooth blue aster (Symphyotrichum laeve (L.) A. & D. Löve), stiff goldenrod (Solidago rigida L.), wild bergamot (Monarda fistulosa L.), purple prairie-clover (Dalea purpurea Vent.) and Lindley’s aster (Symphyotrichum ciliolatum (Lindl.) A. & D. Löve). By identifying the most important wild insects for crop pollination, and determining when there will be “pollen and nectar gaps”, appropriate plant species can be selected for companion plantings to increase pollinator populations and crop production. -

Breeding Science 59: 471–480 (2009) Review Progress in phylogenetic analysis and a new infrageneric classification of the barley genus Hordeum (Poaceae: Triticeae) Frank R. Blattner* Leibniz Institute of Plant Genetics and Crop Research (IPK), D-06466 Gatersleben, Germany During the last decade several phylogenetic studies of Hordeum were published using a multitude of loci from the chloroplast and nuclear genomes. In many studies taxon sampling was not representative and, thus, does not allow the inference of relationships among species. Generally, chloroplast data seem not suitable for reliable phylogenetic results, as far reaching incomplete lineage sorting result in nearly arbitrary species relationships within narrow species groups, depending on the individuals included in the analyses. Nuclear loci initially resulted at contradictory phylogenetic hypotheses. However, combining at least three nuclear loci in total evidence analyses finally provides consistent relationships among Hordeum species groups, and supports data from earlier cytological and karyological studies. Thus, recently published phylogenies agree on the monophyly of the four Hordeum genome groups (H, I, Xa, Xu), monophyly of the H/Xu and I/Xa groups, and separation between Asian and American members within the I-genome group. A new infra- generic classification of Hordeum is proposed, dividing the genus in subgenus Hordeum comprising sections Hordeum and Trichostachys, and subgenus Hordeastrum with sections Marina, Nodosa, and Stenostachys. The latter consists of two series reflecting the geographical distribution of the taxa, i.e. series Sibirica with Central Asian taxa and series Critesion comprising native taxa from the Americas. In section Nodosa all allo- polyploid taxa are grouped, which are characterized by I/Xa genome combinations. -
Germination Patterns of a Suite of Semiarid Grassland Forbs from Central New Mexico
REFEREED RESEARCH Germination patterns of a suite of semiarid grassland forbs from central New Mexico Rosemary L Pendleton and Burton K Pendleton ABSTRACT We examined the germination response of 21 forb species collected from semiarid grasslands of central New Mexico. After-ripened seeds were subjected to 1 of 3 treat - ments: 1) no treatment; 2) a 3-wk stratification at 5 °C (cold-moist treatment); or 3) a 3-wk warm-moist treatment at 30 °C. All seeds were incubated under an alternating 10/20 °C temperature regime for 6 wk following treatment. Temperature regime had a significant effect on 13 of the 21 species. Twelve species responded positively to the warm-moist treatment, germinating during or following 3 wk at 30 °C. Six species were largely nondormant, germinating under all 3 treatment regimes, and 5 species did not germinate to an appreciable degree under any of the 3 treatment regimes. Ten species responded negatively to the 3-wk stratification, and in only one case was germination slightly improved by the 3-wk stratification. A subsequent 12- wk stratification treatment did, however, increase germination for 3 of the 5 dormant species. These results indicate that, while some species may require stratification, many southwestern grassland forbs are adapted to the combination of moisture and temperature associated with a monsoonal regime, that is, a warm-moist period. Sum - mer, rather than fall, sowing is recommended as it will provide the benefit of dor - mancy-breaking dry heat followed by warm-moist conditions of the July to Septem - ber monsoon.
