a. Essex County Environmental Center - Recycling Program - (Mrs. Jackson)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the Essex County Environmental Center in Roseland, NJ to come visit Wahlstrom Academy Pre-K students and staff on 2/11/2020 and 2/12/2020 at no cost to the district.

b. The Community Pride, Family Support Center – (Dr. Davis)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve a proposal to have a Community Pride, Family Support Center housed at Carver Institute at no cost to the district.

c. Field Day - (Ms. Davis)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve permission for Gibson Academy staff and students to attend Field Day on 5/22/2020 at no cost to the district.

d. Pennies for Patients Program – (Ms. Davis)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve permission for Gibson Academy staff and students to participate in the Leukemia & Lymphoma Societyʹs Pennies for Patients program which will run from January 15‐30, 2020 at no cost to the district.

e. Spanish Honor Society "Sociedad Honoraria Hispanica" - (Dr. Estrict)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the creation of the Spanish Honor Society ʺSociedad Honoraria Hispanicaʺ (SHH) to be able to provide our scholars more opportunities for scholarships, exposure and international travel through the resources the society provides. The cost to the board will be a one‐time $35 charter fee. This year we have about 40 students who qualify for the SHH.

Cares Empowerment program for 6th, 7th, and 8th grade girls starting January through June 2020 with a cost to the District not to exceed $3,000.

a. List of Bills (Ratify)

WHEREAS, N.J.S.A. 18A:19.3 and N.J.S.A. 18A:19-4 authorizes the School Business Administrator/Board Secretary to make payments between board meetings for all claims that have been duly audited; and

WHEREAS, the School Business Administrator/Board Secretary has reviewed the documentation supporting the attached list of bills;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, ratifies the payment of bills on the attached lists totaling $684,816.50. (Attachment 3-a)

b. List of Bills

WHEREAS, N.J.S.A. 18A:19.1 and N.J.S.A. 18:6-31 provides for the Board of Education to authorize the payment of bills; and

WHEREAS, the School Business Administrator/Board Secretary has reviewed the documentation supporting the attached list of bills;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, authorizes and approves the payment of bills on the attached lists for the Tuesday, January 14, 2020 board meeting in the amount of $5,877,833.99. (Attachment 3-b)

c. Appropriation Transfers

WHEREAS, N.J.S.A. 18A requires that the Board of Education approve appropriation transfers; and

WHEREAS, Board of Education Policy #6422 delineates the process for transfer of funds between line items; and

WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation transfers;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, does ratify the transfers approved by the Superintendent of Schools. (Attachment 3-c)

d. T-1 Request for Taxes from the City of East Orange

WHEREAS, N.J.S.A. Title 40 provides for a board of education in a Type I School District to requisition Tax-Levy monies from the municipality in an amount estimated to represent the balance of its projected cash flow needs; and

WHEREAS, the Secretary of the Board has determined this amount to be $1,862,022.83 for the month of January 2020;

d. T-1 Request for Taxes from the City of East Orange –Cont’d

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, authorize and direct the Board Secretary to execute and serve the T-1 Request for Tax-Levy monies from the City of East Orange. (Attachment 3-d)

e. T-2 Request for Debt Service Taxes from the City of East Orange

WHEREAS, N.J.S.A. 54:4-75 and 76 provides for a board of education in a Type I School District to requisition Debt Service monies from the municipality in an amount deducted from the Equalization Aid for the Qualified School Bonds; and

WHEREAS, the Secretary of the Board has determined this amount to be $941,831.00 for February 1, 2020.

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, authorize and direct the Board Secretary to execute and serve the T-2 Request for Debt Service monies from the City of East Orange in the amount of $941,831.00. (Attachment 3-e)

f. Recommendation to Approve Fund Raising Requests

WHEREAS, in accordance with Policy #2430 - Extracurricular Activities, fund-raising activities of extracurricular groups must be approved by the Board upon review by the Superintendent; and

WHEREAS, the Superintendent of Schools has reviewed and supported the attached requests for Fund Raising Activities;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the Fund Raising Requests on the attached list. (Attachment 3-f)

g. A-148 Secretary’s Report

WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Secretary of the Board of Education shall report to the Board at each regular meeting but no more than once each month, the amount of total appropriations and the cash receipts of each account, and the amount for which warrants have been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and

WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, accept and adopt the A-148 and for it to become part of the official minutes of this meeting: (Attachment 3-g)

WHEREAS, the Treasurer shall report to the Board of Education on a monthly basis on the Form A-149, which is prescribed by the Commissioner of Education;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, for the period ending November 30 2019 upon the recommendation of the Superintendent of Schools, adopt the A-149 and cause it to become a part of the official minutes of this meeting: (Attachment 3-h)

WHEREAS, the East Orange Board of Education has received the audit; reviewed the recommendations contained in the Management Report on Administrative Findings-Financial, Compliance and Performance Reporting Audit Report for the period July 1, 2018 through June 30, 2019 as prepared by its Auditor of Record, Lerch, Vinci & Higgins; and

WHEREAS, the East Orange Board of Education has reviewed the findings and responses to these recommendations;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent, does hereby,

1. Authorize the Board Secretary to enter said discussion in the minutes of this meeting; 2. Approve and authorize the implementation of the Corrective Action Plan that addresses all of the audit Findings and Recommendation in the Management Report on Administrative Findings-Financial, Compliance and Performance for the Fiscal Year ended June 30, 2019 presented by the Auditor of Record, Lerch, Vinci & Higgins

WHEREAS, pursuant to the Public School Contract Law and the New Jersey Statutes, Title 18A:18A-37, Bid No. 3137 for Carpentry Supplies was advertised on December 6, 2019; and

WHEREAS, the bid package was completed by the District's Purchasing Agent, which included specifications for the bid developed by the Division of Maintenance Services, and

WHEREAS, all bids received were opened and publicly read aloud by the Purchasing Agent on December 18, 2019; and

WHEREAS, the following response received:

Continental Hardware, Inc. 400 Delancy Street Newark, NJ 07105

WHEREAS, the response was reviewed by the Purchasing Agent and resulted in a recommendation to award a contract to Continental Hardware, and;

The contract will be in effect for 12 months in accordance with their low bid; and

WHEREAS, funds are available from account number: 20.11.000.202.610.018.070.6000;

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, awards a contract to Continental Hardware, for Carpentry Supplies for the East Orange School District effective January 15, 2020 in accordance with their low bid, No. 3137.

o. Request for Authorization to Purchase a 2020 Ford Transit Connect Van from Beyer Ford of Morristown, NJ through the Educational Services Commission of New Jersey 2019-2020 SY

WHEREAS, the Educational Services Commission of New Jersey is the sponsoring Lead Educational Agency (“LEA”) responsible for the management of the Pricing Cooperative pursuant to NJSA 18A:18A-11 et seq. and NJAC 5:34-7.1 et seq; and

WHEREAS, the Educational Services Commission of New Jersey advertises for bids for various goods and services on an annual basis on behalf of the Pricing Cooperative, reviews the bids and makes recommendations for contract awards to the LEA; and

WHEREAS, upon recommendation by the Educational Services Commission of New Jersey adopts a resolution awarding the contracts to the various vendors; and

WHEREAS, the East Orange Board of Education has participated and seeks to continue its participation in the cooperative pursuant to NJSA 18A: 18A-11 et seq. and NJAC 5:34-7.1 et seq; and

WHEREAS, the bid package was developed and completed by the Educational Services Commission of New Jersey under Cooperative Purchasing and included in the package were specifications for the bid and; 50

WHEREAS, the East Orange School District intends to purchase a 2020 Ford Transit Connect Van (S7E) XL LWB, under the ESC Co-Op #65MCESCCPS – ESCNJ 17/18-21, for an amount not to exceed $27,310.00, and;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, hereby authorizes the purchase of a 2020 Ford Transit Connect Van from Beyer Ford of Morristown, NJ in connection with our participation in the Educational Services Commission of New Jersey as registered and approved by the Director of the Division of Local Government Services in the Department of Community Affairs.

p. Monetary Donation from the Tyson Foundation

BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the acceptance of a monetary donation estimated value of $6,303.00 for the Cicely Tyson Foundation. The monetary donation will be applied to the Student Activity Account. No cost to the district. (Attachment 3-p)

q. Wrap Around Service Enhancement Grants for the 2019-2020
