COURSE OUTLINE

I AIM

To make the participant students from Nordic countries understand India's environment and ecology, environmental and ecological issues, environmental management and approaches in the larger perspectives of nature-economy-society interface.

After the course, the participants will be able to conceptualize the interface between society, economy, ecology and environment in general and with particular reference to India.

The participants will also be equipped to deliberate effectively on environmental issues in India in the larger framework of global environmental issues and management.

II COURSE CONTENTS

This is a multi-disciplinary course that seeks to introduce participants to the history, trends and methods to carry out social science research with special reference to the environmental issues in India.

The course will focus on environment, ecology, economic, social, and political aspects. India being a heterogeneous society requires more complex and candid research methods to understand its society, economy and environment. And moreover, due to globalisation of the Indian economy, rapid changes are taking place in all the said areas. Hence, while understanding the on-going changes is of a necessity to generate the future scenario, at the same time studying such dynamic processes also becomes imperative. The proposed course would provide insights into these changing scenarios and the methods required in understanding the changing society, economy, and environment.

THE INSTITUTE

The Institute for Social and Economic Change (ISEC) is an autonomous multi- disciplinary research institution in social sciences. The Institute, established in 1972 by Professor V K R V Rao, works as a catalyst of social and economic transformation by undertaking analytical and applied studies, employing an inter- disciplinary approach. The institute is devoted to research and training, and also contributes to policy reform at Central, State and Local levels through both macro- and micro-level studies of the economy, polity and society. Besides the PhD program, the Institute also conducts training courses for researchers, research scholars, government officials and NGOs.

LOCATION AND INFRASTRUCTURE

ISEC is located in Bangalore, the capital city of State, an advanced Information Technology (IT) Centre of India. Bangalore has an international airport that is well connected to important cities in Europe and Asia. Lufthansa, Air France, British Airways and Emirates Airways operate direct flights to Bangalore by residential neighborhood.

ISEC is located at Nagarabhavi about 5 kms from Vijayanagar, and is adjacent to Bangalore University and National Law School of India University. The campus has a residential facility of 77 staff quarters and hostel for Ph.D. students.

The accommodation available in the Guest House comprises of four (4) A/c suits; two (2) A/c double rooms and twenty two (22) A/c single rooms. The A/c suits are well furnished with satellite TV, refrigerator, seating hall with sofa set and telephone. The single rooms are also well furnished with intercom and TV facility.

The Institute has two well equipped fully air-conditioned seminar halls with all the modern facilities and a seating capacity of 70 persons. In addition a separate Committee room with seating capacity of 30 persons is available for conducting meetings. An Auditorium of 300 seating capacity is available for organising large conference and workshops.

The Institute also has mess facility for visiting scholars. The mess is run and maintained by Ph.D Scholars of the Institute wherein one can have a simple and tasty breakfast, lunch and dinner on payment basis, which are nominally charged.

The faculty and students have access to computers, internet and e-mail facilities round the clock.

LIBRARY AND DOCUMENTATION

The ISEC Library functions Monday through Friday from 9:30 a.m. to 5:30 p.m. Reprographic and photocopying facilities, E-Journals access service, Internet access service, E-mail service and CD-ROM Journals Databases access service are provided to the Students, Research scholars and Faculty. The Library has a collection of over 1,25,000 documents including Books, Bound Back-Volumes of Journals, Reports, etc. The Library has 250 Theses, 300 current print journals 3 ISEC-NCI International Course-2015

(Foreign Journals 180 and Indian Journals 120) and E-Journals in various subjects. It is recognized by the World Bank as a depository library and has a donated collection of Bharat Ratna Sir M Visvesvaraya, builder of modern Mysore. It has an impressive collection of working paper and reports from foreign and Indian organizations.

THE COURSE

The course will have three lectures-cum discussions (each lecture of one hour duration) daily from 10 a.m. to 1.15 p.m. (with 15 minutes break in between) from Monday to Friday. The afternoon session (2.15 to 5.30 pm) is meant for library work. 2.15 to 3.15 p.m. on some days there will be brief presentations by students followed by interaction and discussion.

Course Outline Course Content The above titled course is designed to be multi-disciplinary in nature and seeks to introduce students to history, trends and methods to carry out social science research with special reference to the environmental issues in India.

The course will focus on diverse topics viz. environment, ecology, economic, social, and political aspects. The focus study area will be India. India being a heterogeneous society requires more complex and candid research methods to understand its society, economy and environment. Globalisation of the Indian economy had further brought about rapid changes in these aspects. The course will try to understand the on-going changes while at the same time studying the dynamic processes resulting in the changes. Course Structure The course will be multi faceted in nature. It will involve the traditional lecture method using powerpoint presentations. In addition, few resource people will pass on knowledge on specific case studies that they have worked on. In addition, a few sessions will involve showing documentary films followed by a discussion. Field visits will be an integral part of the course. By and large all sessions will be interactive in nature.

Objectives of the Course

 Students will be made familiar with an overview of environmental issues pertaining to India  Students will be able to conceptualize the interface between society, economy, ecology and environment in general and with particular reference to India.  Students will be equipped to deliberate effectively on environmental issues in India in the larger framework of global environmental issues and management.  Students will be able to visualize atleast a few aspects of the study through the field visits planned for them as part of the study. 2. This is the primary assignment for all students attending the course. A term paper in this context is primarily a review paper related to an Term Paper environmental issue contextualised in the Indian subcontinent. It is more a review of literature rather than an attempt at research due to the paucity of time so students need to prepare themselves accordingly.

The assignment could be modelled as per this structure:

 State the reason for picking the topic and an introduction of the importance of addressing the topic.  Problematize the topic  Present a review of literature  Consider including some case studies and quantitative data to further highlight the issue  Compare and contrast with the situation in your home country/region  Present your views about the situation in terms of the positives and negatives, and include recommendations on how to reconcile the two  Provide a conclusion to your paper  Provide references

Article Format  Divide your article into clearly defined and numbered sections  Stick to basic common stylistic guidelines while submitting your paper

3. Debate Students will be divided into groups of two and each pair will choose a top- ic on which they will debate for and against. The selection of the topic will be done on the first day of the course and one student has to debate in favour of the topic while the other student shall debate against it. Further- more, each student will have to write a paper on the topic. The idea is to make you work in teams and increase group interaction at the presenta- tion as the previous assignment is an individual one. Each student will get five minutes to present their argument, and then ten minutes will be pro- vided to allow each one to poke holes in the other's argument. Students are also required to submit their argument within 1500 words by the last date of the course..

Partnered students can pick one of the topics below or they can pick one of their own choice.

Possible topics for debate include the following:

Carbon Emissions: Market vs. Regulatory Approaches - Do market ap- proaches have greater potential to reduce carbon emission than regulato- ry approaches?

Economic Development vs the Environment - Is the economic develop- ment of developing countries more important than protecting the environ- ment?

Energy Crisis: Nuclear vs Renewable Sources - Is nuclear power the best way to meet the ever-increasing energy needs of the planet, or do alternative energy sources provide a viable alternative?

Fish farming - Should fish farming be banned or severely restricted? Or should it be encouraged?

Genetically Modified Food - Are there environmental, moral, or health issues associated with genetically modified food? Should it be banned

Traditional crops versus High yielding varieties: Which is the need of the day

Greenhouse Gas: Trading of Quotas - Should countries be allowed to buy greenhouse gas quotas from other countries and so, in effect, pay for the right to pollute more? Or should polluters simply be heavily taxed if they exceed their own quotas?

PROFILE OF RESOURCE PERSONS

Prof. G.Thimmaiah Prof. G. Thimmaiah is the Chairperson, Board of Governors, Institute for Social and Economic Change, Bangalore. He was awarded a research fellowship to do Ph.D. in Bombay University which he obtained in 1966. Later he was awarded a Post-doctoral Fellowship to do research in Queens land University, Australia (1971-72). He was a Ford Foundation Visiting Fellow at the Brookings Institution in Washington in 1977. He was also a Visiting Scholar at the Centre for Research on Federal Financial Relations, Australian National University, Canberra in 1982. He has taught in Bombay, Mysore and Bangalore Universities. He was a Professor of Economics and later the Director of Institute for Social and Economic Change, Bangalore. He was Economic Adviser to the Government of Karnataka from 1987 to 1994. He was the Chairman of the Karnataka State Finance Commission (1995-96) and Member of the National Planning Commission from 1996 to 1998. He has published about 16 books, and about hundred research papers in reputed national and international journals. He has been a contributor of more than one hundred popular articles. Dr. Thimmaiah was conferred Honorary Doctorate Degree by the Karnataka State Open University, Mysore in 2012

Prof. Binay Kumar Pattnaik Prof. Binay Kumar Pattnaik is the Director of the Institute for Social and Economic Change (ISEC), Bangalore. He holds a Bachelor of Arts and Masters' Degree with a Ph.D. in Sociology. His specializations include, Sociology of Science & Technology (Policy Studies); Sociology of Development; Social Movements, Environmental Sociology; Sociology of Third Sector; Sociology of Development; Social Movement; Sociology of Indian Society and Culture; Sociology of Science; Sociological Theories; Research Methods. He is currently editor of the Journal of Social and Economic Development

Prof. K.V. Raju K.V.Raju, Professor and Head, Centre for Ecological Economics and Natural Resources, Institute for Social and Economic Change, ISEC, Bangalore. He was Economic Adviser to the Chief Minister from June 2008 to May 2013. He is specialized in social, environmental and institutional studies of water management and rural development. He was Co-chairman for Research Advisory Committee (2007 - 2012), Indian Plywood Industries, Ministry of Environment and Forests, Government of India, India, 2007 - 2008. Member, International Society for Ecological Economics, United States, 2005 - 2008. Member, South Asia Technical Advisory Committee of Global Water Partnership, Sweden, 2001 -2003.

Prof. M.V. Nadkarni Prof. Nadkarni was former Professor and Head of Ecological Economics Unit at ISEC and Former Vice-chancellor of Gulburga University (in Karnataka). Presently he is the honorary visiting Fellow for ISEC. He has engaged in life-long research emphasising on improving the quality of teaching and research. His areas of specialization are Ecological Economics, Forest Economics, Agricultural Economics and Agricultural Policy, Political Economy. He has written a book 'Hinduism, A Gandhian Perspective' - recipient of National Fellowship of the Indian Council of Social Science Research (2002-2004). The book provides deep insights into Hinduism through the ages, and Gandhian views on different facets of this ancient and continuous religion.

Dr. Nautiyal received Humboldt Fellowship from the Alexander von Humboldt Foundation, Germany for his research work in Leibniz-Centre for Agricultural Landscape Research (ZALF), from June 2006 to May 2008. He has received Prestigious Humboldt Kolleg Award towards strengthening scientific collaboration between Germany and India with a motto Germany and India- Infinite Opportunities. He has worked as Visiting Scientist at Centre for Environmental System Research, University of Kassel, Germany. He has published research papers in national and international journals. He is an expert reviewer for several national and international journals. Dr. Nautiyal is on the editorial board of several international journals.

Dr. S. Manasi Dr. Manasi is currently working as Associate Professor in Centre for Research in Urban Affairs, Institute for Social and Economic Change, Bangalore, India. She obtained her Ph.D. from the Department of Economics, Mysore University in 2003. She has long time research experience in water resources management and has been working on integrated water resources management, livelihoods, land and water use interactions, urban water planning, pollution abatement, both in the rural and urban contexts. Her other research interests are management of land resources, waste management and climate change.

Dr. Kala Seetharam Sridhar Kala S Sridhar is Professor and head, Centre for Research in Urban Affairs at ISEC, and was earlier Ford Public Affairs Fellow and Head, Public Policy Research at Public Affairs Centre. Prior to this, she was Fellow at the National Institute of Public Finance and Policy, New Delhi, Associate and Assistant Professor at the Indian Institute of Management, Lucknow, and Research Economist, National Association of Home Builders, Washington, DC. She has written several books on urban issues, journal articles and chapters in books. She is the recipient of several international awards and has visited UNU-WIDER in Helsinki several times. She was India country expert for ADB's project on green urbanization in Asia, and is involved in ADB's project on the urbanization-poverty- inequality triangle. She was senior advisor to GDN's global project on urbanization in Nepal and Ecuador, and is member of expert committees of the government of Karnataka on urban development.

Dr. M. Balasubramanian Dr M Balasubramanian is Assistant Professor in Centre for Ecological Economics and Natural Resources, Institute for Social and Economic Change, ISEC, Bangalore. He received Ph.D in "Economics of Solid Waste Management" in Madurai Kamaraj University, India, 2012. He has published more than ten research articles in national and international journals. His research focus is on analysing human dependence on natural resources and ecological services through the use of sustainability indicators and environmental accounting methods. His research interests are in green accounting, climate change, solid waste management, sustainable development and sustainability and urban ecology.

Prof. M.K. Ramesh Prof. M.K. Ramesh is Professor of Law and Ph.D from Mysore University. His areas of specialization include International Law, Environmental Law, Jurisprudence and Family Law. He was the Coordinator of the Centre for Environmental Education, Research and Advocacy (CEERA) and is Editor of the Indian Journal of Environmental Law published from the Law School. Currently he is Chairman of the Post-Graduate Council. He has published over 30 articles and contributed chapters to five books as well. He visited U.S.A under the International Visitors Programme and the U.K under the Faculty Exchange Programme. He was a Visiting Faculty at Dalhousie Law School, Canada in 1999 and Senior Fulbright Fellow in the U.S. during 2005-06.

Dr. K Ullas Karanth Dr. K. Ullas Karanth Although originally trained as an engineer at the National Institute of Technology, Karnataka, founded the Centre for Wildlife Studies (CWS) in 1984 to actively engage with conservation. Inspired by Dr. George Schaller of WCS, he became a profes- sionally-trained wildlife biologist, obtained Masters degree from University of Florida (1988) and Doctorate from Mangalore University. He was selected by Dr. Schaller to join WCS and continues to work as Senior Conservation Scientist. Dr. Karanth has adjunct teaching faculty status at NCBS-TIFR, Bangalore and at the Department of Wildlife Biolo- gy, University of Minnesota. Dr. Karanth has conducted pioneering long-term research on the ecology of tigers, sympatric predators and other large mammals. Dr. Karanth has published over 75 peer reviewed papers, authored in several books, more than 50 popu- lar articles in English and in . He is a member of several wildlife conservation advisory committees in India and Scientific Advisor to several conservation advocacy groups. His work has been extensively featured in media - Nature, New York Times, Na- tional Geographic, BBC, CNN, Discovery etc.

Dr. Karanth has won several prestigious recognitions: the Sierra Club's International EarthCare award (2006); World Wildlife Fund's J. Paul Getty Award as well as the Sanc- tuary Lifetime Achievement Award (2007) and Bombay Natural History Society's Salim Ali National Award (2008). Dr. Karanth was elected a member of the Indian Academy of Sci- ences in 2008. He has received Karnataka Government's Rajyothsava Award in 2010 and also conferred to prestigious Padma Shri Award in 2012.

He has more than 25 years of working experience in managing field projects/personnel of various rural devel- opment projects funded by international donors. He has worked as Sr.Programme Coor- dinator for 6 years for developing integrated Natural Resource Management Projects in drought prone districts of Northern Karnataka State in collaboration with CSO and gov- ernment agencies with the support of International Funding Agency. He has experiences in developing approaches and methods in sustainable agriculture practices and dry-land management like Participatory Technology development. He is a rural development pro- fessional involved in managing, coordinating, monitoring of projects funded by interna- tional agencies and national agencies to develop integrated, people centred, sustainable natural/agriculture resource management in semi-arid rainfed regions of Northern Karna- taka, and Andhra Pradesh. He has worked as Project Coordinator, Sr. Pro- gramme Coordinator and Consultant for several organisations/agencies.

Mr. J. Jangal was working as Sr. Consultant in Catalyst Management Services (CMS) Vrutti Livelihood Resource Centre in Bangalore before joining PAC in 2010 as Pro- gramme Manager/Head of Environmental Governance Group. As part of EnGG team, he is involved in managing different projects/studies of the group focusing on development of Social Accountability tools, approaches and methods for improving governance of envi- ronment and climate change impacts in different vulnerable geographies.

History During the rule of the Cholas (the dynasty that ruled the Karnataka State)., the Nandi Hills was called as Ananda Giri meaning "The Hill of Happiness". Another story narrates that Yoga Nandishwara (God of the Hindus) performed penance at this place, and so it was named after him. Nandi is also commonly called Nandidurga (Fort) because of the fort build here by the ruler Tipu Sultan, known as the Tiger of Mysore as he bravely fought during the British Period. History The Dodda Alada Mara or Doda Alada Mara, literally translated to Big Banyan Tree, is a giant 400 year old Banyan tree located in the village of Kettohalli in the of Karnataka, In- dia.

This single plant covers 3 acres (12,000 m2) and is one of the largest of its kind. It has a crown circumference of more than 250 meters and has more than a thousand aerial roots. In the 2000s, the main root of the tree succumbed to natural disease, and thus the tree now looks like many different trees.
