26 March, 2020: COVID-19: EXTENDS CRUISE OPERATIONS SUSPENSION Italy-based Costa Cruises has suspended all its global operations until 30 April to reduce the spread of the coronavirus (Covid-19) on their ships. Earlier this month, Costa Cruises planned the suspension until 3 April. Costa also changed the itineraries of the ships that will dock at Italian ports, following Italy’s lockdown. The company said that the measures were taken due to the port closure and travel restrictions imposed by different countries to restrict the spread of Covid-19. The cruises that are currently on the sea will complete their itinerary to permit the guests to disembark the . 26 March, 2020: LEAVE NOW: AUSTRALIA TELLS CRUISE SHIPS TO DEPART AS CORONAVIRUS CASES RISE Two cruise ships were ordered to leave Australian waters on Thursday, after a liner that docked in Sydney Harbour last week became the primary source of infection for the country’s coronavirus outbreak. In Australia, The Ruby Princess outbreak sparked anger over why passengers, more than a dozen showing flu-like symptoms, were cleared to disembark without basic health checks. The West Australia state government on Thursday said that nobody would be permitted to disembark the German-operated MV Artania after seven of 800 foreign passengers on board tested positive for COVID-19 unless there was a “life threatening emergency”. “This ship needs to leave immediately,” Premier Mark McGowan said. “Our position is clear; we are not going to have a Sydney Harbour fiasco on our watch.” McGowan said a second cruise ship, the MSC Magnifica, which was refused permission to dock in Perth earlier this week, was headed out of Australian waters. MSC Cruises declined to comment on the destination of the vessel, which it has said has no unwell passengers. 26 March, 2020: PASSENGERS TEST POSITIVE FOR COVID-19 ON ARTANIA CRUISE SHIP OFF WA COAST, PREMIER ASKS NAVY TO GET SHIP TO LEAVE Seven passengers on the Artania cruise ship, currently moored off the coast of Fremantle in Western Australia, have tested positive for COVID-19. WA Premier Mark McGowan has called on the Royal Australian Navy to help get the ship, which has no Australians among its 800 passengers and 500 crew on board, to leave Australian waters. State authorities have said only people with a life-threatening medical situation would be allowed entry into the state. However, Health Minister Roger Cook said one man in his 70s had been transferred off the Artania on Thursday afternoon and taken to a Perth hospital. 26 March, 2020: HOW WILL CORONAVIRUS AFFECT MY FUTURE CRUISE? The worldwide pandemic of coronavirus (COVID-19) is an evolving situation, and every day new changes are made to travel restrictions, business operations, and medical protocols. The cruise industry is no exception to those changes. In just a few weeks, cruises have gone from normal, day-to-day operations to quarantined vessels, ports refusing to allow vessels to dock, increased health screenings, altered itineraries, and finally, to a complete shutdown of operations. There is hope, however, and as the medical community learns more about this virus and treatments improve, eventually social distancing and quarantines will end and travel will resume. So what does this mean for the cruise industry, and what changes may be forthcoming when ships set sail again?

More Cancellations Possible Because the pandemic is changing rapidly, it is possible that the current shutdowns within different cruise lines may be extended, and further spring and even summer cruises could be postponed or canceled. Different cruise lines will make their own individual determinations for when to resume operations based on the guidelines and recommendations of health officials, government authorities, and the ports they visit, as well as the needs of the passengers they serve and the employees who keep the entire industry afloat. Resuming operations will be a delicate balance, and it is important to be patient about the status of future cruises.

New Ship Delays Many large cruise lines currently have ships under construction, with highly anticipated maiden voyages planned for the next few months. These new ships may see those voyages delayed, however, due to revenue, labor, or diplomatic difficulties as travelers, shipyards, and ports try to recover from the current shutdowns. If construction has not yet begun, it is possible that the projects could be postponed

indefinitely until conditions improve. This also applies to renovations and upgrades, which may also see postponements until regular operations resume.

Full Bookings As cruise line closures could be extended, bookings in the weeks and months to come are likely to fill up fast and it will be more difficult to find last-minute sailings or quick getaways. Passengers interested in specific dates should consider booking their cruise vacations as soon as possible to secure the dates they need with the greatest choice in stateroom availability.

Future Discounts Many cruise lines may offer unprecedented deals and incentives for upcoming sailings, and these deep discounts are likely to be in effect for several months as the industry rebounds and travel becomes more widespread. Bonus offers, such as discounts on multiple passengers, drink packages, spa treatments, and other enticements are also likely. This makes it a great time for both new and experienced cruisers to score fantastic travel deals once ships begin to set sail.

Increased Health Screenings It is likely that as cruise travel resumes, crew members and passengers alike will be subject to more detailed health screenings. This may include lengthier questionnaires, temperature checks, and the need for letters from doctors, primary care physicians, or medical specialists certifying that individuals with unique health concerns are fit for cruise travel. It is possible that additional vaccinations may be recommended or other health records may need to be provided in order to travel, depending on the destination.

Longer Embarkation Periods If health screenings increase, embarkation lines may be longer and passengers may take longer to board vessels, particularly larger ships with higher capacities. While cruise lines will undoubtedly do everything possible to minimize wait times, adjustments to embarkation hours are likely and passengers will need to be patient and have any required documentation ready when they arrive at the embarkation port.

More Stringent Cleaning and Sanitizing Protocols Cruise ships have always worked hard to provide exceptionally clean environments and public areas have always been cleaned and sanitized regularly, but it is likely that those cleaning procedures will be further augmented in the weeks and months to come. Some public areas on ships may be closed more frequently to allow for deeper or more frequent cleaning, and there will likely be more hand sanitizer dispensers and handwashing stations available for passengers onboard.

Onboard Activity Changes There may be changes to onboard activities and facilities as cruise lines begin sailing again. Pools, whirlpools, spa facilities, children’s play areas, video arcades, and other features that often have very extended hours may be shut down more frequently for cleaning, or there may be stronger restrictions

about the number of people allowed to use facilities at once. This could also apply to the capacity at nightclubs or dance clubs onboard.

Restaurant and Dining Venue Changes Because many illnesses, including coronavirus and norovirus, are easily spread through close contact, cruise ships may adjust how their restaurant venues work in the future. Large buffet restaurants could be changed to more serving stations where crew members dish up portions or individual portions are available for self-service, rather than many passengers using the same utensils to serve themselves from common dishes. Times between main seating’s in traditional restaurants could also be extended to allow for greater sanitizing between dining groups. More Contact-Free Options Onboard While many ships have already upgraded online or in-stateroom options for contact-free activities – such as making dining reservations, browsing photos, or booking spa appointments – these conveniences may be introduced more quickly to ships in the coming months. This can eliminate some unnecessary contact and give passengers more options for customizing their cruise vacations with ease.

Port of Call Adjustments As different governments evaluate their own needs and take steps to safeguard their citizens in the best way they can, some popular ports of call may adjust how cruise ships fit into their travel accommodations. This may mean changes to how long ships can be in port, how many ships could be docked at one time, or what a total passenger capacity may be for each port. This could result in changes to cruise itineraries and adjustments for visits to popular ports of call.

Greater Demand for Travel Insurance With different cruise ships forced to alter itineraries, cut voyages short, and disembark passengers in unexpected ports as the coronavirus crisis began, it is likely that passengers will be more inclined to purchase travel insurance for future cruises. Travel insurance can help offset costs associated with travel changes, but passengers should compare policies carefully to ensure situations caused by epidemic or pandemic diseases may be covered, including extended stays in foreign locations if travel is completely restricted.

Changes to Refund and Cancellation Policies As the current situation has developed quickly, cruise lines have been equally quick to act by changing refund and cancellation policies to give their guests peace of mind and the opportunity to plan future cruises with ease. While the generosity of the current policies is unlikely to be extended indefinitely, cruise lines are sure to make changes to their overall policies in case a similar situation occurs in the future.

Some Cruise Lines Could Disappear Unfortunately, while the cruise industry is resilient and travel will resume when it is safe to do so, some small, limited cruise lines may be unable to recover from the economic blow of an extended shutdown or newly mandated regulations. These will be more local or regional lines with only limited offerings, and their operations may be purchased by larger, more stable travel companies. This does not mean, however,

that every small line is in danger, only that the current uncertainty is more troublesome for smaller cruise businesses.

Faster Future Responses When the coronavirus was first identified in December 2019, it took some time for the severity of the outbreak and the ease of the disease’s transmission to be recognized. While travel authorities, including cruise lines, reacted as quickly as possible with the information they had available at the time, it is likely that should there be a similar situation in the future, the reaction will be even faster to curb the spread of any highly contagious disease. Faster reactions can be more successful at containing an epidemic and protecting passengers, crew members, and ports of call.

What Will Each Line Do? Ultimately, each cruise line will make whatever adjustments and changes best suit its fleet, the passengers it serves, the ports it visits, and the employees that make each voyage a memorable vacation. Not all lines will make the same changes, and while the ultimate scope of changes is unknown at this time, it is likely that there will be adjustments in cruise travel for years to come. 26 March, 2020: CORONAVIRUS CASES IN SA RISE BY 38, WITH HALF LINKED TO RUBY PRINCESS CRUISE SHIP The state (of South Australia) has now recorded 235 COVID-19 cases — an increase of 38 since yesterday — including another patient in intensive care. "The South Australian public would be interested to know 19 of these cases are from the cruise ship the Ruby Princess," chief public health officer Dr Nicola Spurrier said. "In total we've had 60 people in South Australia who've had COVID-19 they've contracted on a cruise liner." About 2,700 passengers disembarked when the Ruby Princess docked in Sydney last week. The move prompted a war of words between federal and state authorities, with the Australian Border Force commissioner critical of the NSW Government. However, Dr Spurrier would not be drawn on whether the situation had been mishandled. 26 March, 2020: ISLAND QUARANTINE STATION READY TO RECEIVE PASSENGERS "No-one is getting off any cruise ship unless they've done 14 days' isolation," Mr Papalia said. Mr Papalia said Rottnest Island was fully equipped to accommodate hundreds of people. The WA Government said it had asked the , which is due to dock on Friday, to delay berthing until Monday. The plan is to ferry the West Australians on board to the former holiday destination of Rottnest Island — which has been repurposed by the State Government as a COVID-19 quarantine camp — where they will self isolate for 14 days. 26 March, 2020: ROTTNEST ISLAND UPDATE: ROTTNEST ISLAND TO HOUSE 800 CRUISE PASSENGERS Rottnest Island quarantine zone will be activated by the state government. The cruise ship Vasco de Gama, is due to arrive in Fremantle on Friday carrying 950 passengers and 550 crew. 800 Australians, including 200 Western Australians, are on board the ship. Also, 109 New Zealanders are on board. 26 MARCH, 2020: A HEALTH EXPERT SAYS BACK-TO-BACK CRUISES CAN MAKE IT HARDER TO FIGHT OUTBREAKS As COVID-19 continues to spread around the world, a health expert questions whether cruise lines should allow passengers and crew members to ride on back-to-back cruises. "Closed spaces where people are having frequent contact with one another over several days is a recipe for an outbreak," said Abraar Karan, a physician at Harvard Medical School working on population-wide COVID19 response. "If they are going from one cruise to another, they certainly pose a risk of spreading disease." 25 March, 2020: WA RECORDS SECOND COVID-19 DEATH AFTER MAN FALLS ILL FOLLOWING CRUISE SHIP HOLIDAY The man died at Joondalup Health Campus after testing positive to the virus. He was receiving care within an isolation room prior to his death. Health authorities have confirmed the man was a passenger on board the cruise ship. The ship was one of several to dock in Sydney between March 18 and 20. They included the Ruby Princess, which has been responsible for a significant number of coronavirus infections in Australia. 25 March, 2020: CORONAVIRUS: WHY RUBY PRINCESS PASSENGERS WERE ALLOWED OFF INFECTED SHIP After the death of a 70-year-old who had been on board the Ruby Princess, the Commissioner of the Australian Border Force Michael Outram has pointed the finger at exactly who is responsible for allowing nearly 2700 passengers to disembark the infected cruise ship last week. More than 130 people from the ship have since tested positive for coronavirus, among them a woman in her 70s who died in hospital yesterday morning. During a press conference today, Mr Outram said NSW Health was responsible for allowing passengers to leave the ship on Thursday March 19, 2020, after they were informed some passengers were unwell 24 hours prior to disembarkation. “New South Wales Health was advised that passengers were isolated with flu-like symptoms,” he said on Wednesday morning. “On March 18, the Department of Agriculture informed through Ruby Princess that a risk assessment had been conducted, and that it was low risk. “They [NSW Health] had given clearance for all passengers to disembark the vessel. That red light has just gone green.” Mr Outram said because the health department deemed the ship as “low-risk” it was allowed to dock into Sydney’s Circular Quay on March 19. “As a result of that information, all of the passengers were given a green light to disembark.” His comments follow NSW Chief Medical Officer Dr Kerry Chant, who insinuated that the cruise line was in fact at fault, saying one of the ship’s crew members most likely spread the virus to the passengers. “We are particularly concerned that a crew member on board that ship had the disease and then transmitted it to a larger (group),” Dr Chant said. “There was no recognition that anyone on that ship had COVID-19. 25 March, 2020: TWO GRAND PRINCESS CRUISE PASSENGERS WITH CORONAVIRUS DIE; 103 HAVE TESTED POSITIVE FOR COVID-19 Two passengers who had been on ' Grand Princess, the second Princess Cruises ship with cases of coronavirus, have died. The Department of Health and Human Services confirmed the deaths, indicating both passengers died due to complications from the coronavirus. A statement from HHS to USA TODAY said both passengers were on board the Grand Princess. Immediately after developing COVID-19 symptoms, one passenger was transported directly from the ship to the hospital, according to HHS. The other was quarantined at Travis Air Force Base in California and then developed symptoms and was transferred to the hospital. One person died March 21, and the other died on March 23. 25 March, 2020: PHOENIX REISEN PROVIDES ARTANIA UPDATE Phoenix Reisen has reported that the Artania is on her way back to Germany from Australia with 832 guests and no reported virus cases aboard. Embarking in Sydney on March 13 were 618 guests joining those who were already onboard for a world cruise. According to Phoenix Reisen, all guests were informed on March 15 that ports in the South Pacific were closed for cruise ships and were given the opportunity to fly home instead of sailing. On March 16, 199 guests flew home while the rest stayed onboard along with 515 crew. The Artania left Sydney on March 18, made a bunkering stop in Freemantle, and is now in the Pacific halfway between Australia and Peru. The local health authorities tested 10 randomly chosen guests in Freemantle and none tested positive. However, among those who flew home, one guest tested positive on March 22. He was previously on the ship. 25 March, 2020: DREAM CRUISES CANCELS 2020-2021 AUSTRALIA PROGRAM Dream Cruises has cancelled its 2020-2021 Australia/New Zealand program aboard the Explorer Dream, according to a statement citing the coronavirus outbreak. "Regretfully, these unprecedented circumstances have brought us to the difficult decision that we must cancel all cruise itineraries for Explorer Dream which were scheduled to depart between 8 October 2020 and 21 February 2021. We are deeply saddened by this decision however we must take these extraordinary precautionary measures in order to limit the spread of the virus," the company said, in a statement. ""Affected guests originally booked on Explorer Dream’s cruises during this period may choose to cancel their cruise and receive a future cruise credit in the amount of paid cruise fare, port charges, gratuities and any pre-booked Dream Cruises shore excursions, to be used towards any future Dream Cruises voyage departing before 31 December 2021." The original schedule called for Carnival Spirit to then reposition to in order to do a series of sailings to . 25 March, 2020: CORONAVIRUS: CRUISE SHIPS STILL BEING TURNED AWAY FROM PORTS WORLDWIDE As around 20 ships carrying thousands of passengers still seek ports that will accept them for disembarkation, leading cruise lines have pushed back the dates when they intend to restart operations. One of the longest ordeals has been suffered by passengers aboard Holland America Line’s Zaandam – currently off the north coast of South America. The last time any of the 1,243 passengers and 586 crew were ashore was on 14 March in Punta Arenas, Chile. Thirteen passengers and 29 crew have reported to the medical centre with flu-like symptoms, though with no testing kits it is impossible to say if coronavirus is responsible. “All ports along Zaandam’s route are closed to cruise ships,” said Holland America Line in a statement. Because the ship is running short of supplies, a second vessel, , has been dispatched to rendezvous with Zaandam of the coast of Panama on the evening of 26 March. Rotterdam has no passengers but will be carrying extra supplies, staff and Covid-19 test kits. The intention is for Zaandam to continue to Fort Lauderdale in Florida, arriving four days later. Fort Lauderdale is also the destination for – which late on Tuesday was turned away from Rio de Janeiro in Brazil. Diplomats from the UK and other countries with nationals on board had pleaded with the Brazilian health officials to allow passengers with confirmed outbound flights from the city to get off the ship. On Monday, Princess Cruises had said permission had been secured. But Anvisa, the Brazilian health regulatory agency, denied disembarkation. “Coral Princess will proceed directly to Fort Lauderdale, with no foreseen need for additional port calls,” a spokesperson said. No known risk of Covid-19 has been identified on board. The ship is expected to take 10 days to sail to the Florida port. The TUI ship 2 is currently in port in Barbados after four members of crew tested positive for coronavirus. Many, but not all, of the passengers were flown back to the UK on Tuesday. But some have been refused permission to fly. A spokesperson for TUI said: “Although none of our guests have been tested positive for Covid-19, a small number of guests were unable to travel back to the UK as they are showing flu-like symptoms. “We will continue to work together with the Foreign and Commonwealth Office and local governments to get these guests and any UK crew home as quickly as possible. “Anyone on board the ship showing symptoms will remain isolated. Our staff onboard are taking care of guests with food and drinks being delivered to cabins.” P&O’s Arcadia has been waiting for two days to enter the port in Durban in South Africa to obtain fuel and stores. 25 March, 2020: ANATOMY OF A CORONAVIRUS DISASTER: HOW 2,700 PEOPLE WERE LET OFF THE RUBY PRINCESS CRUISE SHIP BY MISTAKE Here is the timeline which led to dozens of people with Covid-19 being allowed to disembark in Sydney. On Thursday, 19 March, 2020 the Ruby Princess cruise ship docked in Sydney harbour after an 11-day round trip to New Zealand. Despite the ship previously logging 158 cases of illness on an earlier voyage, all 2,700 passengers on board were allowed to disembark at Sydney’s Circular Quay and return to their homes in New South Wales and interstate. So far, 133 people have been diagnosed with the disease after leaving the ship, and one person, a woman in her 70s, has died. The NSW health minister, Brad Hazzard, admitted on Sunday that this was a mistake to let passengers disembark, and on Monday the prime minister, Scott Morrison, said the Australian defence force had been called in to help NSW Health track the passengers’ contacts. Sunday 8 March The Ruby Princess arrived in Sydney on 8 March, having sailed from Port Chalmers in New Zealand on a previous tour. According to the ship’s internal logs, 158 passengers on board were sick, with 13 registering high temperatures. Nine were tested upon arrival, according to the Australian newspaper. However, all passengers were allowed to disembark, including a Northern Territory couple who flew to Darwin, and later tested positive for Covid-19. Monday 9 March – Saturday 14 March According to ship tracker Marine Traffic, the Ruby Princess docked in Port Chalmers on Thursday 12 March, Wellington on Saturday 14 March and Napier on Sunday 15 March. Five people developed “influenza-like illness” by Wellington on 14 March, NSW Health revealed a week later on Friday 20 March. They tested negative for Covid-19 “at that time”, NSW Health said.

Sunday 15 March – Wednesday 18 March: On Sunday 15 March, the Ruby Princess left Napier and set a course for Sydney – 63% of the passengers were Australian residents, 20% were American residents and the remaining 17% were from other countries. Elisa Mccafferty, a passenger on the ship, told Guardian Australia that people were told to fill in a form declaring if they had a cough or fever, but at no point did the Ruby Princess inform passengers that there were suspected cases of coronavirus on board.

Thursday 19 March The Ruby Princess arrived in Sydney harbour. All of its 2,700 passengers were allowed to disembark at Circular Quay, with many heading immediately to domestic flights. Despite being deemed “medium risk” a week earlier, the ship was deemed “low risk” that day because it had only travelled between New Zealand and Australia. One passenger was unwell and taken directly from the ship to hospital, two presented to Sydney hospitals for testing after disembarking, and one was a crew member who was placed into isolation on the ship. All four would later test positive for Covid-19, but the results of these tests would not be disclosed until Friday. The woman who was taken directly to hospital died on Tuesday morning. Passenger Bill Beerens would later tell the ABC that he had a cough when he left the ship on Thursday, but was allowed to go home without testing. He went to a hospital that night and his test came back positive on Saturday. He said other passengers near him also had coughs and sore throats. Mccafferty said: “At no point was anybody checked. As we were disembarking, they basically just scanned us off in groups. And we were let go. We didn’t see any temperature scanning, nobody was pulled aside that we could see.” All passengers were told they would need to self-isolate at home or in a hotel for 14 days.

Friday 20 March NSW Health announced that four passengers from the ship had tested positive, but all had disembarked and had already started journeying home, including interstate. The health department said they began calling passengers, emailing and texting to inform them of the confirmed cases, and remind them to self- isolate and monitor for symptoms. A spokesman for Princess Cruises told Guardian Australia that “our onboard medical team was rigorous in its treatment of some guests who reported flu-like symptoms, and these guests were isolated. “The ship reported these cases to NSW Health, which in turn requested swabs to be provided following the ship’s arrival in Sydney, some of which subsequently tested positive for Covid-19.” NSW Health did not respond in time for publication about what assessments they conducted on passengers, and whether they knew if any passengers had symptoms of Covid-19. department said in a public statement that “no cases of Covid-19 had been identified by doctors on board before docking”.

Saturday 21 March Hazzard admitted that it was a mistake to allow the 2,700 passengers to disembark on Thursday without testing. “If I had my opportunity to have my two bob’s worth, with the benefit of what we now know about those … people, I’d have said yeah, maybe we should hold them on the ship,” he told reporters.

Sunday 22 March The number of confirmed cases from the Ruby Princess rose to 26 in total – 18 in NSW and eight interstate.

Monday 23 March The number of confirmed cases from the ship rose to 48 in total – 27 in NSW, and 21 interstate. Morrison told parliament that NSW Health was responsible for allowing the passengers to disembark, and that the Australian Defence Force had been called in to help the department trace the contacts of the infected passengers. “The vessel was placed under the control of the NSW authorities including NSW Health and the NSW port authority,” he told parliament. “NSW Health has stated it undertook a full assessment of the Ruby Princess and allowed passengers to disembark. “Yesterday the ADF provided assistance to the NSW health department to provide contract tracing support [and] contact tracing activities relating to passengers from this vessel.” In a statement, the defence minister, Linda Reynolds, said ADF contact tracing support teams were “being established in all states and territories”.

Tuesday 24 March The number of confirmed cases from the ship rose to 133 in total – 107 in NSW, and 26 interstate. A woman in her 70s, who was among the first four who tested positive, died in a Sydney hospital.

25 March, 2020: CARNIVALS’ ‘FLOATING HOSPITALS’ OFFER FEELS UNACHIEVABLE Carnival Cruise Lines has said it’s willing to convert some of its unused ships in to floating hospitals during the coronavirus pandemic. However, the viability of this proposition is met with understandable scrutiny. The company announced the initiative in a press release on Thursday afternoon, stating that select cruise ships from its fleet would be made available to communities that are suffering due to the virus. Carnival stated that the temporary floating hospitals would help address the escalating impacts of the Covid-19 pandemic on healthcare systems around the world. Carnival must be applauded for its humanitarian work, allowing its vessels to be used a number of times as accommodation after natural disasters. However, making the ships suitable for use by medical staff is a very different prospect. Cruise ship rooms are notoriously small, making it difficult to move and operate heavy hospital equipment. These enclosed spaces also add to the risk of infection from bacteria like MRSA, without even considering Covid-19. There is no doubt that Carnival’s offer holds the right intention, whilst also addressing the industries desperate need for positive publicity after Covid-19 left it reeling. 25 March, 2020: UPDATE: ZAANDAM Travel Weekly reports: the Zaandam, currently sailing off the west coast of South America, will rendezvous with the Rotterdam ship in two days to get extra supplies, additional staff and Covid-19 test kits. The Zaandam needs the provisions because people onboard have flu-like symptoms and no ports in South America will allow the ship to disembark. Holland America said no ports are open to the ship between Chile and Fort Lauderdale. The Florida city’s Port Everglades is now tentatively the Zaandam’s final destination. A March 30 arrival is anticipated, but plans are still being finalized and “alternative options” are being explored. Holland America is trying to get permission to transit the Panama Canal. No passengers have disembarked the Zaandam since March 14 in Punta Arenas, Chile. The ship had been sailing a South America voyage that departed Buenos Aires on March 7 and was originally scheduled to end in San Antonio, Chile, on March 21.
