A Resolution congratulating Justin Blackmon, Oklahoma State University Cowboy football player and 2010 Biletnikoff Award winner, on a successful 2010 football season; wishing him well in future endeavors; and directing distribution.

WHEREAS, 2010 was a great year for Justin Blackmon, the 6 foot 1 inch, 205 pound junior receiver for the Oklahoma State University football team and for the entire Cowboy football team; and

WHEREAS, in 2010 Justin Blackmon became the first recipient of the Biletnikoff Award from Oklahoma State University; was named a unanimous All-American; was named Offensive Player of the Year by both the Associated Press and the league coaches which made him the first Cowboy player to be named Offensive Player of the Year since and the first receiver in the history of the Big 12 to win the award; was the NCAA leader with 148.5 receiving yards per game and 20 receptions; was named the Offensive Most Valuable Player in the 2010 Valero ; and was fifth in the Heisman Trophy voting; and

WHEREAS, in 2010 Justin Blackmon set several Oklahoma State University football records, including 1,782 receiving yards; 20 touchdown catches, which is also the 7th all-time highest season total in NCAA history; and 111 receptions, which is also the 15th best single-season effort in NCAA history; and

WHEREAS, Justin Blackmon also set several NCAA records in 2010 by completing 12 straight games with at least 100 receiving yards and at least one touchdown, ending the season ranked third nationally in scoring with 11 points per game, and ranking 13th in all-purpose yards with 1,866 yards; and

WHEREAS, Justin Blackmon, the son of Warren and Donna Blackmon, was a standout All-American high school football and basketball player at Plainview High School in Ardmore, Oklahoma, and is currently a business management major at Oklahoma State University.

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE 1ST SESSION OF THE 53RD OKLAHOMA LEGISLATURE:

THAT the Oklahoma House of Representatives hereby congratulates Justin Blackmon, the 2010 Biletnikoff Award winner and one of the highest award winning members of the 2010 Oklahoma State University Cowboy football team, on his successful 2010 football season and further wishes him continued success in all his future athletic endeavors.

THAT a copy of this resolution be distributed to Justin Blackmon and Donna and Warren Blackmon.
