1 INTRODUCTION

1.1. BACKGROUND

1.1.1. This document forms a Written Scheme of Investigation (WSI) for a programme of historic building recording and an archaeological watching brief at Rookery Bank Barn, Pasture Tops, Fenny Bentley, Derbyshire, centred on National Grid Reference SK 17990 49137 (Figure 1).

1.1.2. This programme of works has requested through condition of planning consent from the Peak District National Park Authority (PDNPA) for conversion (planning ref: NP/DDD/0419/0434):

a) No development shall take place until a Written Scheme of Investigation for a scheme of archaeological works and historic building recording has been submitted to and approved by the National Park Authority in writing, and until any pre-start element of the approved scheme has been completed to the written satisfaction of the National Park Authority. The scheme shall include an assessment of significance and research questions; and i. The programme and methodology of site investigation and recording; ii. The programme for post investigation assessment; iii. Provision to be made for analysis of the site investigation and recording; iv. Provision to be made for publication and dissemination of the analysis and records of the site investigation; v. Provision to be made for archive deposition of the analysis and records of the site investigation; vi. Nomination of a competent person or persons/organisation to undertake the works set out within the Written Scheme of Investigation. b) No development shall take place other than in accordance with the archaeological Written Scheme of Investigation approved under condition 20(a). c) The development shall not be occupied until the site investigation and post investigation assessment has been completed in accordance with the programme set out in the archaeological Written Scheme of Investigation approved under condition (a) and the provision to be made for analysis, publication and dissemination of results and archive deposition has been secured.

CONSULTATION

1.1.3. The following Written Scheme of Investigation has been provided to the Peak District National Park Senior Conservation Archaeologist for their approval.

2 SITE DETAILS

2.1. SITE LOCATION

2.1.1. The site is situated in a field on the eastern side of the A515, to the south of Fenny Bentley and north of a farm track leading to Pasture Tops Farm and Woodcock Delph (Figure 1). The site boundary encompasses a corridor relating to a proposed drive along the eastern and northern boundaries of the field and a barn situated within the northern corner of the field.

2.1.2. The barn itself consists of an L-shaped building of a single storey, with attic, and is currently accessed along an unsurfaced track that cuts across the field to a gate at the southern edge of the field.

GEOLOGY

2.1.3. The underlying geology at the site is mudstone, siltstone and sandstone of the Bowland Shale Formation (BGS, 2020).

DESIGNATION

2.1.4. The barn is not a listed building and does not lie within the extent of any other heritage designation. It does fall within the boundary of the Peak District National Park.

3 SCOPE OF WORKS

3.1. INTRODUCTION

3.1.1. The proposed programme of archaeological recording comprises of three principal elements:

1. Historic Building Recording and Structural Watching Brief; and an 2. Archaeological Watching Brief

3.2. BUILDING RECORDING

3.2.1. Prior to commencement of development a Level 2/3 Historic Building Record (as established by Historic , 2016) will be undertaken (Area A on Figure 2).

3.2.2. Provision will be made for an ongoing structural watching brief during the construction phase. This will follow the completion of the initial building record, and its requirement will be informed by agreement with the PDNPA’s conservation archaeologist of further details or questions that remain at this stage and whether further proposed will present opportunities to more fully investigate.

3.2.3. Where it is determined that no questions remain unanswered, then consultation with PDNPA’s conservation archaeologist to agree its removal from the scheme of works.

3.3. ARCHAEOLOGICAL RECORDING

3.3.1. Prior to commencement of development a Level 2 Archaeological Survey (as established by Historic England, 2017) of the ridge and furrow within the site will be undertaken (Area B on Figure 2).

3.3.2. An archaeological watching brief is to be maintained during works at the site, to include:

§ Monitoring of groundworks across the north-east edge of the field (Area B on Figure 2); § Monitoring during reducing of levels for the car parking area (Area C on Figure 2); and § Monitoring during reduction of internal floor levels and/or underpinning, depending on order of commencement with initial results informing whether further monitoring is required (Area A on Figure 2).

4 HISTORIC AND ARCHAEOLOGICAL BASELINE

4.1. SUMMARY

4.1.1. The following assessment of the heritage interest of the site is derived from a previous heritage statement produced to accompany the planning application (The JESSOP Consultancy, 2019).

4.2. BUILT HERITAGE

4.2.1. The site contains a purpose built 19th Century barn, of two phases, containing accommodation for cows and hay/crop storage. The buildings, although in a poor condition, contain an unusually high level of survival of original fixtures and fittings and possess a designed aesthetic that could indicate an original association with the wider Tissington Estate.

4.3. ARCHAEOLOGICAL POTENTIAL

4.3.1. The principle known archaeological interest for the site comprises remains of earlier cultivation practices, including ridge and furrow earthworks, with a negligible background potential for prehistoric activity of which there is sparse evidence across higher ground within the surrounding area.

5 AIMS AND STRATEGY

5.1. AIMS

5.1.1. The principal aim of the project is to record structures and archaeological remains within the site, to make a permanent record in advance of its alteration or destruction, and to contribute to the understanding of the origin and development of the site.

5.1.2. The specific objectives of the programme of archaeological recording are to:

§ to provide a descriptive and photographic record of surviving historic fabric within areas to be affected by the proposals, prior to any change; § to identify and record any structural evidence for the development and use of the building within areas to be opened up as part of the works; § to determine the extent, condition, character, significance and date of extant earthworks and any encountered or exposed archaeological remains; § to recover artefacts, samples from appropriate contexts, if present for environmental processing and/or industrial process residues; and § to accurately record the location and stratigraphy of areas investigated.

5.2. RESEARCH QUESTIONS

5.2.1. The following research questions are proposed to guide this programme of work. They have been formed in consideration of the limited amount of information available for the site and the published research priorities in the Regional Research Framework (Knight, et al. 2012):

1. What does the examination of historic ridge and furrow within the site contribute towards our understanding of the development of Fenny Bentley’s agricultural hinterland, specifically in relation to boundary change, access and former management (Research objective 7I)? 2. What is the character of the structure and fixtures and fittings of the buildings at the site, what ancillary agricultural structures are present, and how does this compare to buildings in the local area (Research objective 9H)?

5.3. DELIVERABLES

5.3.1. The outputs deriving from this project will include:

1. An archaeological record collated into a fully indexed project archive for deposition with Museum and/or the Archaeological Data Service;

2. A historic building record collated into a fully indexed project archive for deposition with the Derbyshire Archives and/or the Archaeological Data Service and the Peak District National Park Authority (PDNPA) Historic Buildings, Sites and Monuments Record (HBSMR); 3. A descriptive report presenting the results of the survey to be distributed digitally to the Client and PDNPA, and made publicly available through Derbyshire Historic Environment Record (HER), PDNPA HBSMR, and OASIS (Online AccesS to the Index of archaeological investigations).

6 METHODOLOGY

6.1. STANDARDS

6.1.1. The project will conform to current national guidelines as set out in the Chartered Institute for Archaeologists’ Standard and Guidance for the archaeological investigation of standing buildings or structures (CIfA 2014a); Standards and Guidance for an Archaeological Watching Brief (CIfA 2014b); Standard and Guidance for the creation, compilation, transfer and deposition of archaeological archives (CIfA 2014c); as well as Historic England’s good practice guides for recording archaeological landscapes and historic buildings (2017 & 2016).

6.1.2. All work is to be undertaken by The JESSOP Consultancy, a CIfA Registered Organisation, who employees appropriately qualified and experienced staff who are Corporate members of the CIfA.

6.2. BUILDING RECORDING METHODOLOGY

6.2.1. The proposed methodology has been designed in accordance with a Level 2/3 Record as set out by Historic England (2016).

Photography

6.2.2. The exterior and interior areas of the buildings to be affected by the proposed works will be digital photographed prior to the construction programme with a 16.2MP Nikon D5100 and/or a 36MP Nikon D800, with images saved in RAW, TIFF or JPEG format. Metric ranging poles of an appropriate size, will be used as a scale and details of each image will be recorded on a pro-forma recording form.

6.2.3. The photographic record will be continued to the same standard during any subsequent stages of structural watching, where required in accordance with the scope of works.

6.2.4. The photographic record will comprise:

1. General views of the buildings in their wider setting (HE 2016, photography item 1). 2. The buildings’ external appearance (HE 2016, photography item 2). 3. Further views, as may be desirable, to reflect the original design intentions (HE 2016, photography item 3). 4. The overall appearance of the principal rooms and circulation areas (HE 2016, photography item 4). 5. External and internal details, structural or decorative elements that relate to the buildings design, development use (HE 2016, photography item 5).

6. Any machinery or other plant, or evidence of its former existence (HE 2016, photography item 6). 7. Any dates or other inscriptions; any signage, makers’ plates or graffiti which contribute to an understanding of the building (HE 2016, photography item 7). 8. Any building contents that have significant bearing on the building’s history (HE 2016, photography item 8). 9. A plan or plans identifying the location and direction of accompanying photographs (HE 2016, drawn record item 8).

Measured Survey

6.2.5. Architectural drawings exist for the site and will be used as a base for archaeological observation during the course of the works. The accuracy of all drawings will be checked on site and corrected where required.

6.2.6. The drawn record will comprise:

1. Annotated measured floor plans (drawn at 1:100 scale) and elevations (drawn at 1:50 scale), illustrating all archaeological observations including the form and location of any structural features or evidence of fixtures of historic significance (HE 2016, drawn record items 2 and 6). Elevation drawings are to provide a record of architectural details, fixtures and fittings and phasing. A full stone by stone record is not to be undertaken although such detail may be necessary in discrete areas to achieve the aims of point 2 below. 2. Measured drawings, as necessary, of historically significant structural or architectural details at a suitable scale, normally 1:1 or 1:10 (HE 2016, drawn record items 3 and 5).

6.2.7. The measured survey will be supplemented with survey notes, recorded on pro-former record sheets, to document observations and details of features, phasing and construction not captured in the drawn record. The level of detail will proportionate to the objectives of the project.

6.3. LANDSCAPE SURVEY METHODOLOGY

6.3.1. The proposed methodology has been designed in accordance with a Level 2 Record as set out by Historic England (2017).

Survey

6.3.2. Existing survey data in the form of DEFRA 1m resolution LIDAR composite digital terrain model will be processed within a geographic information system, ground-truthed and enhanced with visual observations within the site, to produce:

1. A diagrammatic plan showing the location or extent of the site (HE 2017, written record item 13);

2. A metrically accurate site plan at 1:2,500, showing the form of earthworks at the site related to topographical features and to modern detail (field boundaries etc) (HE 2017, written record item 14); and 3. A metrically accurate plan at 1:5,000 showing the broad extent of furlongs, alignment of associated ridges and presence of headlands etc, for fields within a 500m buffer of the centre of the site related to topographical features and to modern detail (field boundaries etc) (HE 2017, written record item 14); 4. Profiles of ridge and furrow earthworks, comprising three transects at the south-west, middle and north-east ends of the site. Their position will be marked on the site plan and their orientation distinguished by means of a reference letter and arrow at each end of the section line (HE 2017, written record item 15).

6.3.3. Drawings will be produced in line with Historic England best practice guidance (2017).

Photography

6.3.4. General photographs will be taken of the site to illustrate archaeological features utilising a 16.2MP Nikon D5100 and/or a 36MP Nikon D800, with images saved in RAW and TIFF format.

6.4. EXCAVATION AND RECORDING METHODOLOGY

6.4.1. Ground levels will be reduced by hand or by mechanical excavator fitted with a toothless bucket, mindful of the potential for archaeological remains to survive directly beneath. The archaeologist will be made aware of the schedule and commencement of all groundworks within areas to be monitored in order that monitoring can be scheduled appropriately.

6.4.2. In the event that sufficient evidence is identified to indicate the absence of archaeological remains within the area of works, then the watching brief may be reduced to intermittent monitoring or halted with the approval of PDNPA.

6.4.3. Recording

6.4.4. All potential archaeological remains will be cleaned and recorded by hand. The extent of the excavated area and the location of any archaeological features and deposits will be recorded in plan. Stratigraphy will be recorded in all areas of monitoring, even where no archaeological deposits have been identified.

6.4.5. Discrete features will be half-sectioned; linear features will be sampled a minimum of 20% along their length (each sample section to be not less than 1m), or a minimum of a 1m sample section, if the feature is less than 5m long.

6.4.6. The deposits at junctions or interruptions in linear features will be sufficiently excavated for the relationship between components to be established. All termini will be investigated.

6.4.7. A standard single context recording system will be used to keep a documentary record of all archaeological remains that are encountered. The individual contexts will be cross-referenced as appropriate to associated features that are exposed.

6.4.8. All archaeological features will in addition, be drawn in plan and section at 1:50, or 1:20 scale as appropriate on an archive stable medium, such as permatrace. If a stratified sequence is identified, a Harris Matrix will be prepared to aid the understanding and interpretation of the archaeological sequence.

6.4.9. Photography

6.4.10. All archaeological features of significance will be photographed with a 16.2MP Nikon D5100 and/or a 36MP Nikon D800, with images saved in TIFF and RAW format.

6.4.11. All photographs will include a graduated metric scale of an appropriate size to capture scale. Archaeological photographs will be recorded on a pro-forma register that will form part of the archaeological archive.

6.4.12. A general digital photographic record will also be maintained to ensure that the process of excavation is documented, and to provide additional images for use in reporting.

6.5. ARTEFACTS

6.5.1. All artefacts will be recorded by context, with a summary listing of artefacts by category to provide simple quantification in accordance with English Heritage (2005) and the Chartered Institute for Archaeologists (2014a). All stratified archaeological finds will be collected, however, later (post 1900) finds will be noted but not necessarily retained as part of the archaeological archive.

6.5.2. Unstratified finds will only be retained if they are deemed to be of particular archaeological significance.

6.5.3. During fieldwork finds will be bagged and stored in accordance with standard guidance as detailed within ‘First Aid for Finds’ (Watkinson and Neal 1998).

6.5.4. During the post-excavation stage all artefacts will be assessed, and where appropriate metal artefacts may be x-rayed and sent for specialist archaeological conservation, analysis and stabilization.

6.5.5. Once assessed, all material will be packed and stored as described in First Aid for Finds (Watkinson and Neal 1998).

6.6. ENVIRONMENTAL SAMPLING AND SCIENTIFIC DATING

6.6.1. Should suitable stratified deposits be encountered where there is a good potential for palaeo- environmental remains to survive, then they will be sampled in accordance with guidance issued by Historic England (HE 2011).

6.6.2. All samples will be double bagged and labelled internally and externally with waterproof labels. Care will be taken when handling and storing the samples to prevent damage to the sample, or the member of staff during transportation.

6.6.3. The off-site processing of all environmental samples will be completed following industry standards (HE 2011). A specialist assessment of environmental samples taken, with a view to their potential for subsequent study and appropriate recommendations will be made.

6.6.4. It is not anticipated that any scientific dating will be necessary as part of this programme of archaeological monitoring. However, should suitable material be identified within a stratified context, advice will be sought form the PDNPA in the first instance, followed by consultation with the Historic England Scientific Advisor if appropriate.

6.7. BURIALS

6.7.1. Should any burials be encountered, a licence for removal should be requested from the Ministry of Justice, and Peak District National Park Authority notified, and no development should take place until burials are removed or alternate arrangements made.

6.7.2. The treatment of human remains must be in accordance with the requirements of Civil Law and all relevant CIfA and Historic England guidance The remains must be adequately recorded in-situ before lifting in accordance with CIfA Technical Paper 13, Excavation and post-excavation treatment of cremated and inhumed human remains (McKingley, et al. 1993).

6.7.3. In the event that buried remains are encountered, proposals for the final placing of human remains following study and analysis will be agreed with the PDNPA, and other relevant parties.

6.8. TREASURE

6.8.1. In the event of discovery of artefacts covered or potentially covered by the Treasure Act 1996, their excavation and removal will be undertaken following notification of the Client, Coroner and Peak District National Park Authority.

6.9. REPORTING

6.9.1. At the end of the fieldwork programme a final report will be prepared to present the results and interpretations of the recording and monitoring.

6.9.2. The final report will include (encompassing HE 2017 report section 1-5 & 8-12; and HE 2016, report sections 1-3, 5-9, 11-13, 16, 18 & 23):

§ Project specific fieldwork codes and dates § Non-technical summary § Site location and relevant designations § Aims, purpose and research objectives of the fieldwork § Methodology § Discussion of the history of the site § Evidenced account of the building’s overall form and its successive phases of development § Analysis of the results of the survey and archaeological monitoring, including types of archaeological features/monuments recorded, their periods and account of sites past and present uses, and § Consideration of the results of the work within their local setting, including an assessment of significance; § Conclusion and recommendations for further analysis § Acknowledgements § List of contents of fieldwork archive § Bibliography and References § Illustrations and photographs

6.9.3. The report will be illustrated with an appropriate selection of drawings, plans and photographs that will be cross-referenced to the statement of results and discussion.

6.10. ARCHIVE

Physical Archaeological Record

6.10.1. The completed archaeological archive comprising site notes, drawings, and artefacts, will be in accordance with standard guidance (CIfA 2014b) and the specific guidelines of Buxton Museum (2016). The archive shall include:

§ Site notes prepared in black ink on archive stable paper; § Drawings made in 5H pencil on archive stable drafting film; § Artefacts, cleaned and appropriately stored and labelled, in archive boxes compliant with the depository’s standards; § A paper copy of the final report, including a copy of this WSI.

6.10.2. All records will be marked with the site name, with appropriate keys and scales as necessary, and the archive accession number if required. The archive will be accompanied by a full index.

6.10.3. In the event that the archaeological monitoring does not result in any significant results, then the paper fieldwork archive may be scanned for digital deposition.

Digital Records

6.10.4. The digital archive will be deposited with a Trusted Digital Repository and made publicly accessible. The only suitable repository for digital archaeological archives at the present time (February 2020) is the Archaeology Data Service (ADS) at the University of York. The digital archive will be compiled in accordance with the standards and requirements of the repository.

6.10.5. Copies of shapefiles produced showing the extent of ridge and furrow will be provided to the PDNPA HBSMR and Derbyshire HER.

7 MANAGEMENT OF THE ARCHAEOLOGICAL WORKS

7.1. STAFFING

7.1.1. The programme of historic building recording and archaeological monitoring will be undertaken by James Thomson and overseen by Oliver Jessop, Corporate members of the Chartered Institute for Archaeologists (MCIfA), of The JESSOP Consultancy, an approved Archaeological Organisation (RO).

7.1.2. External specialists will undertake any post-excavation analysis of any finds, or environmental data that is recovered, including;

7.1.3. The University of Durham will be used for any archaeological conservation that may be required.

7.2. TIMETABLE AND MONITORING

7.2.1. It is presently understood that the Archaeological Work will be undertaken across the following broad timetable:

§ March 2020 – Commencement of works to establish access from lane to south of site; § April-June 2020 – Building recording and archaeological monitoring during groundworks § August 2020 – Draft Report § October 2020 – Archive deposition

7.2.2. This timetable is liable to change as work progresses on account of the programme of archaeological monitoring being tied to the construction programme, and the uncertainties therein. The PDNPA’s senior conservation archaeologist will be updated with any changes to the timetable.

7.2.3. PDNPA’s senior conservation archaeologist will be offered the opportunity to undertake a site inspection, and sufficient notice of the commencement of fieldwork will be provided in order that this can be scheduled. All monitoring visits will be documented and agreed by each party.

7.2.4. On completion of the programme of the building and landscape record, the PDNPA’s senior conservation archaeologist will be notified and sufficient evidence of the record provided in order to demonstrate the successful completion of this. It is envisaged that at this stage the PDNPA will give permission for construction works to commence at the site, whereupon an intermittent structural watching brief will be maintained to monitor works.

7.2.5. A draft report on the archaeological recording will be finalised within 3 months of completion of the survey and provided to the PDNPA’s senior conservation archaeologist for approval.

7.2.6. The project archive will be deposited with the appropriate repository within 6 months of completion of the survey. The PDNPA’s senior conservation archaeologist will be notified upon receipt of confirmation of transfer from the repository.

7.2.7. Any deviation from this programme should be documented and agreed by each party.

7.3. FEATURES OF UNEXPECTED SIGNIFICANCE

7.3.1. Should features of high value to the significance of the building/s, or of potential national archaeological importance, be identified that would be impacted by the permitted planning application, then, the archaeologist will notify the owner, project architect and PDNPA to discuss how these features might be preserved or enhanced within the scheme.

8 HEALTH AND SAFETY AND INSURANCE

8.1. HEALTH AND SAFETY

8.1.1. The archaeological monitoring will be undertaken in accordance with the 1974 Health and Safety at Work Act. Appropriate Personal Protective Equipment (PPE) will be worn at all times.

8.1.2. All equipment will be suitable for the purpose and in sound condition and comply with Health and Safety Executive recommendations.

8.1.3. A project specific Risk Assessment will be prepared prior to work commencing on site and all personnel will be made aware of all Risks and Hazards associated with the project.

8.2. INSURANCE

8.2.1. The JESSOP Consultancy currently holds (as of February 2020) Professional Indemnity cover of £2,000,000 (Hiscox, policy no: PSC10001920851/00), Public Liability cover for £5,000,000. (Aviva, policy no: 24765101CHC/UN/000580), and Employers Liability cover for £10,000,000. (Aviva, policy no: 24765101CHC/UN/000580).

9 COPYRIGHT

9.1. PAPER AND DIGITAL ARCHIVE

9.1.1. The copyright and ownership of the paper and digital archive from the archaeological work will rest with the originating body – The JESSOP Consultancy. The JESSOP Consultancy will deposit the material with the recipient museum or repository on completion of the contracted works, whereupon and to whom they will transfer title and/or licence the use of the records. This licence will allow the repository to reproduce material, including for use by third parties, with the copyright owner suitably acknowledged

9.2. REPORT

9.2.1. Full copyright of each report shall be retained by the originating body (the archaeological organisation undertaking the work) under the Copyright, Designs and Patents Act 1988 with all rights reserved, excepting that the Developer will be licensed: to use each report in all matters directly relating to the scheme; and to make each report available for public dissemination as part of the dissemination measures identified in section 5.3
