Mrs. Ford will serve this year as Honorary Patroness of the Fourth International Special Olympics Games to be held August 7-11 in Michigan. These, as you know, are the olympics for the mentally retarded children sponsored by the Joseph P. Kennedy, Jr. Foundation. Mrs. Ford and the President have also been invited to attend the special benefit evening being planned }larch 9th at the Kennedy Center.

There will be two major parts to the eve~ing. The first is a live, hour-long television show over ABC with various stars (Barbra , , , Frank Gifford, etc.) and several minutes of demonstrating the athletic abilities of mentally retarded children. Dick Cavett is the "M. c. II

The second part of the evening will consist of a Special Olympic World Premier of 's new film, 11Funny Lady". (This film, incidentally, has been selected to be shown to the Queen of England.)

Although Mrs. Ford has specifically stated her special interest in the mentally retarded, particularly mentally retarded children and has agreed to serve as Honorary Patroness of the Special Olympics, I wanted to solicite your views about the President and Mrs. Ford's participation in this evening.

BACKGROUND

The Special Olympics, an International sports and recreation program for the mentally retarded, is sponsored by the Joseph P. Kennedy, Jr. Foundation. The 1975 International Special Olympic Games will be held August 7 - 11 at Central Michigan University. Previous international games were held at Soldier Field in Chicago in 1968 and at UCLA in 1972. This year 1 s Special Olympics, which have been moved forward from 1976 so as not to conflict with the regular Olympic Games, will involve over 3, 000 young Special Olympians· for a full program of ten different sports and many other activities.

With competitive divisions based on age and actual performance, Special Olympics reaches out to all retarded youth regardless of the level of their disability. With year-round programs of sports training and athletic compe­ tition in every state of the union and in many other countries, Special Olympics provide activity in track and field, swimming, diving, gymnastics, basketball, volleyball, floor hockey, ice skating, bowling, wheelchair events and games specially adapted for the blind-retarded.

The Kennedy Center Benefit has two focal points: (1) The LIVE ABC Television Special, " to Funny Lady" starring Barbra Streisand, James Caan, Dick Cavett, Muhammad Ali, Frank Gifford, and two Special Olympics champions, with 15-minutes live interviews and a Multi-Media segment from the Grand Foyer of the Kennedy Center, along with 15-minutes pre-recorded material for television audience and 30-minutes live entertain­ ment program from the stage of the Eisenhower Theater. (2) The 9:00 P.M. World Premier of Barbra Streisand's new movie, 11 Funny Lady" in the Eisenhower Theater.

The proceeds from this benefit and concurrent showings of "Funny Lady" in Detroit, Miami, Kansas City, Seattle, .and Allentown, Pennsylvania, will be used to help stage the Special Olympics in August. Mrs. Ford has accepted Mrs. Eunice Kennedy Shriver's invitation to serve as an Honorary Co-Chairman of these games.

Your participation will involve attending the reception which will become the setting for the initial 15-minutes live interview and talk segment of the TV Special, attending the special Streisand performance, and following that performance, viewing a special demonstration by the Olympians. At the reception, you will have a brief exchange (15 to 30 seconds) with Frank Gifford of ABC. You will leave before the 9:00 p. m. preview of "Funny Lady."

Fords May Attend Movie Premier 9unday

Washington (UPI) -- President and Mrs. Ford are expected to attend the world premier of "Funny Lady," starring Barbra Streisand at the Kennedy Center Sunday evening. The musical is being sponsored for the benefit of the Kennedy Foundation for the Mentally Retarded. Members of the Kennedy family will be on hand for official activities preceeding the film. Also involved in the ceremonies before the start of the show are T.V. commentator, Dick Cavett, Muhammed Ali and star, James Caan. The Fords were expected to sit in the Presidential Box for the movie.

State Unaware of India's Desire for Arms

Washington (UPI) -- State Department spokesman, Robert Anderson, said today that he had no knowledge of an Indian government interest in the purchase of American arms. He was commenting on news reports that India, following the termina­ tion of embargo of arms sales to Pakistan and India that Indian military leaders are now interested in buying U.S. attack fighters, transport aircraft and reconnaissance aircraft for its aircraft carrier, the 18,000-ton Vikrant.

"We have had no official requests or discussions with regard to that story," Anderson said. "To my knowledge we have had no indication from Indian officials at any level of their interest in such military supplies."

President Vetoes Tariff Delay, Compromise Offered

President Ford Tuesday, as promised, vetoed the congres­ sional bill delaying his oil import tariff, and offered to postpone for 60 days two increases in the tariff in a move to accommodate Congress, all networks reported.

The President also postponed his plan to decontrol the price of "old" oil, produced domestically, until May 1, one month later than expected, NBC/CBS reported.

Interview With Lebanese Editor: Bill Beutel interviewed the editor of the Lebanese newspaper An Nahar, Ghassan Tueni, who Beutel said is one of the most influential writers in the Arab world. Tueni said Secretary of State Kissinger has a difficult task before him in the Middle East. Tueni said Kissinger must first arrange a further Sinai disengagement and, more difficult, tie into that agreement the Syrians and Palestinians.

"If there is no arrangement forthcoming which would involve the Palestinians, I'm afraid Mr. Kissinger's mission is in ... serious danger," Tueni said.

"Tueni said while he beileves there is a chance for a settlement with Egypt, it will be more difficult to find an arrangement involving the Palestinians -- and their participation in Geneva. Tueni said the Arab position today is that they want to go to Geneva, a "package deal," and that there will be no peace in the Mideast without the participation of the Palestinians.

President and Susan Ford at Kennedy Center: The President and his daughter Susan attended a benefit show at the Kennedy Center Sunday evening, John Cochran reported. The President said he was pinch-hitting for his wife, Betty, who had remained at the White House after suffering pain from a chronic arthritic condition.

Because of wide-spread interest in Mrs. Ford's health, the White House physician issued a statement over the weekend detailing her arthritic condition and denying any recurrence of cancer, Cochran reported. Her doctor also said her present discomfort did not result from any side-effects from chemotherapy, which she has not undergone since last fall.

Mrs. Ford will undergo another cancer check-up in May, Cochran reported.

Harris and McGuire Interview: Freshman Reps. Herbert Harris (D., Va.) and Andrew McGuire (D., N.J.) in a 9:25 minute interview, described the energy plan being offered by freshmen Democrats in the House. They said the essential difference between their plan and those of other House Democrats and President Ford is that theirs focuses on a roll-back of oil costs to the consumer, rather than what they called plans to help the oil industry and 0 rip off" the consumers.

McGuire said they proposed a series of conservation measures similar to those in the House Democratic and the President's plans, but tougher.
