Download links for Windows Mobile Device Center (and ActiveSync for Windows XP), which is necessary for Windows Mobile and CE devices to connect to Windows:
Windows Mobile Device Center, for Windows versions later than XP and Server 2003 (e.g. Windows 10, 8, 7, Vista, Windows Server 2005, 2008, 2012). The download page says it's for Vista only, but that is incorrect.

ActiveSync for Windows XP & Windows Server 2003. The page says it only works on XP SP2 or earlier, but that is incorrect; it works fine on SP3: http://www.microsoft.com/en-us/download/details.aspx?id=15
Microsoft removed its download pages in January, 2016, but later restored them. If there is further trouble downloading from Microsoft, below are downloads that are hosted by Wasp. Download the version that matches your version of Windows.
