In attendance: S Morgan (Parish Clerk), Cllr Marc Asquith (CEC) and one member of public 19.2 To receive apologies for absence All members were present. 19.3 To receive and confirm the minutes of the meeting held on 8th May 2018 It was RESOLVED to confirm the minutes. 19.4 To consider matters arising from the minutes not already covered in an agenda item None were noted 19.5 Chairperson’s Annual Report The Chairman provide a report for the year which can be found on the website at SM http://lower-peover.co.uk/chairmans-report-2018-19/ 19.6 Parochial Charities Richard Comberbach Trust Report – not provided. 19.7 Women’s Institute Report A representative of the Women’s Institute attended the meeting and spoke about the 27 current members of the WI who are all ages and meet at 7.30pm on the first Wednesday of every month. They are well supported but are seeking new members to join in their activities and outings which include cream teas and visits to the Museum of Science and Industry. 19.8 Questions from the public to the Parish Council Adoption of roads was raised and whether this was project was still active. Pot holes on Free Green Lane and Foxcovert Lane were reported during the meeting and the resident will continue to report areas that need repair. 19.9 Open Forum A Community Awareness announcement was sent from the PCSOs and read at the SM meeting with advice to call 101 for suspicious activity – Report to be published on website. Cllr Marc Asquith introduced himself as the new CEC Councillor. Cllr Asquith has been shadowing Cllr Walton for 2 years prior to his retirement to build his experience and has been a CEC Councillor in the past, having moved to the area from Alderley Edge. Signed 19/1 Lower Peover Annual Parish Meeting 5th May 2021 ITEM 4 Chairperson’s Annual Report Lower Peover Parish Council May 2021 This year has been a very challenging, and little did we know at the start of 2020 the magnitude of the changes to come, immense and unprecedented for most of us. The coronavirus pandemic has changed all our lives and yet within our Parish we have come together to show great strength and resolve, pulling together to overcome all the problems we have faced. Such a tremendous achievement! Covid-19 Following the national lockdown on the 23rd March 2020, the Parish Council supported the establishment of the Lower Peover Covid-19 Support Group which was set up by Cllr Painter and local resident Acara Farley. Since then, a number of activities have taken place. In particular we: Recruited 42 volunteers to the Support Group and established neighbourhood co-ordinators for each area of the village. Distributed volunteer packs to all volunteers including identity cards and lanyards, and information and advice for volunteers. Set up the Lower Peover Covid-19 Support Group helpline. Established Lower Peover Covid-19 Support Group Facebook account and email. Set up an email list of approximately 115 residents in the village so information can be shared electronically. Delivered leaflets containing information about the Lower Peover Covid-19 Support Group and local business providing services during lockdown, to every house in the village, and posted these leaflets at key points throughout the village. Distributed a further five leaflets/ newsletters throughout the year to households in the village providing information during lockdown. The Lower Peover Covid support group has assisted several people in the village, many whom were vulnerable, with shopping, collecting prescriptions, dog walking, and/ or a friendly phone call. In addition, many of these people have received a weekly service from the volunteer who was allocated to them. In addition to helping individual people, the Lower Peover Covid Support Group has carried out a number of community activities including, the Lower Peover Bear Hunt, delivery of flowers to 76 households in Lower Peover donated by Les Halman Nurseries, distribution of sunflower seeds to over 70 children in the village, celebration of VE day and the provision of union jack flags to all those who received sunflower seeds. We also held a virtual pub quiz, established a Lower Peover Recipe Book which is now online and can be seen at HTTPS://lowerpeoverrecipehub.wordpress.com , set up a Lower Peover Halloween Trail and an Easter Bunny Hunt. Special thanks goes to all the volunteers, and especially Acara Farley from local business AvA, who have worked so hard to make this support group a success. As a village we have come together in an amazing way, and I am so proud of how we have been able to support each other and hopefully enhance the lives of the people in our community. Parish Council Business Despite all the challenges of the global pandemic, the Parish Council have had a very busy and successful year. The world of Zoom has taken over this year, which has ensured that the Parish Council business has been able to continue. It is amazing how quickly we have adapted to this new way of working. There have also been some changes in councillors. In January 2021, Cllr Ros Kendall resigned after working for over 20 years as a Parish Councillor, including three years as a chairperson. During that time she has achieved such a lot for the residents of Lower Peover and will be very much missed by so many people. I would like to thank her very much for the contribution that she has made to the village. We are now currently in the process of filling this vacancy for a Parish Councillor. Parish Plan In May 2020, we launched our new Parish Plan, to reflect what residents actually want to see happen in our village. Four volunteer residents with a passion to become involved in improving the quality of life in our village, namely Sally Aspin, Tony Booth, Paul Eccles and Mark Sales, were actively engaged in writing the Parish Plan, alongside Cllr Alan Brown. I would like to thank them all for all their hard work on this. Details of the Parish Plan can be found on the Lower Peover Parish Council website, http://lower- peover.co.uk/parish-plan/ . Since the Plan was written, the four residents detailed above, alongside all the Parish Councillors, have been actively involved in implementing the Plan. The following actions have been achieved: A Lower Peover Welcome Pack has been developed for any new residents who move into the village to inform them of the history of the village, and facilities and groups they can enjoy. As part of diversity workstream we have a programme for restoring local ponds in our village. The first included the restoration of the Lower Peover School pond which had become overgrown in recent years and filled with fallen branches and saplings. This initiative was carried out following consultation with the headteacher and adjacent land owner. We hope the project will give much joy to many children in the future. Under the 'Internet Connectivity' workstream, a lot of work is being conducted on a community broadband scheme to eliminate wifi flat spots to the south end of our village by bringing in the best in fibre optic technology and broadband speeds. We are currently in consultation with Cheshire West and Chester Council to improve the Swan Grove play area which we hope will soon benefit from major investment using funds released by the Swan Green developers. Many parents have already provided valuable feedback to help influence this scheme. The Parish Council continue to work on plans for speed calming measures along Crown Lane to make cycling and walking far safer. We have set up a Parish Council email distribution list for residents in the village to receive village information and news, whilst adhering to the most recent General Data Protection Regulation requirements. The village newsletter is now partially sent out by email. New Website In 2021, we launched our shiny new website for Lower Peover which can be accessed via https://lower-peover.co.uk. New legislation has been passed by the government to say that all websites belonging to public bodies needed to be accessible and user friendly. Whilst our old website had worked well for us for many years it needed to be updated.

The M6 and M56 motorways pass through this LAP. Hourly train services link Knutsford, Plumley and Mobberley to Chester and Manchester, while in the east of this LAP hourly trains link Chelford with Crewe and Manchester. The town of Knutsford was the model for Elizabeth Gaskell's novel Cranford and scenes from the George C. Scott film Patton were filmed in the centre of Knutsford, in front of the old Town Hall. Barclays Bank employs thousands of people in IT and staff support functions at Radbroke Hall, just outside the town of Knutsford. Knutsford is home to numerous sporting teams such as Knutsford Hockey Club, Knutsford Cricket Club, Knutsford Rugby Club and Knutsford Football Club. Attractions include Tatton Park, home of the RHS Flower show, the stately homes Arley Hall, Tabley House and Peover Hall, and the Cuckooland Museum of cuckoo clocks. In detail, the proposals are: Knutsford is a historic, self-contained urban community with established extents and comprises the former County Ward of Knutsford, containing 7 polling districts. The Parish of Knutsford also mirrors the boundary of this proposal. Knutsford Town is surrounded by Green Belt which covers 58% of this proposed division. The proposed ward has excellent communications by road, motorway and rail and is bounded to the north by Tatton Park and to the east by Birkin Brook.

Introduction 1.1 The National Planning Policy Framework asks local authorities to consider the mix of housing required to meet local need, including an assessment of the number of homes required of different sizes, types and tenures (¶61). 1.2 Following a ministerial statement issued in March 2015, an approach for the setting of technical housing standards in England was introduced that allowed local planning authorities to apply additional access and water efficiency standards through local plan policies, alongside an optional nationally described internal space standard. 1.3 The council has considered its approach to the introduction of optional technical housing standards for inclusion in the Site Allocations and Development Policies document (“SADPD”) as follows: the Residential Mix Study (2019) [ED 49] considers technical standards for accessibility and wheelchair housing standards; for water efficiency, the council is not intending to implement the tighter optional requirement for water efficiency standards of 110 litres/person/day in the SADPD. The borough does not fall in an area of ‘serious’ water company stress classification. 1.4 The purpose of this paper is to examine whether it is necessary for the optional Nationally Described Space Standard (“NDSS”) to be applied in the borough. Standards for internal space are set out in within the ‘Technical Housing Standards – nationally described space standard’ document (Ministry of Housing, Communities and Local Government March 2015, as amended in May 2016). The NDSS sets out minimum requirements for: gross internal area (“GIA”) for each dwelling type (based on a combination of bedspaces and number of storeys); floor space and bedroom type; widths of each bedroom type; floor to ceiling height; and storage.
