O R D E R : - The Director of Tribal Welfare, Hyderabad and Commissioner and Director of School Education have reported to Government that the literacy rate among the tribals condition is to be low despite massive investment using made by the Governdment. The Educational Officers attended to Integrated Tribal Development Agencies are not able to function effectively and also unable to integrating the functioning different management’s pertaining to Tribal Sub Plan area inspite of power invested in the Project Officers Integrated Tribal Development Agencies of the opinion that the District Educational Officers (Agency) / Deputy Educational Officers(Agency) are entrusted with the same powers and authority on par with the officers working outside Tribal Sub Plan areas they will not be able to show thoroughly impact on quality of Education. They have therefore requested the Government among other things to issued necessary orders demarcating the mandals and also to delegate the powers to the District Educational Officers (Agency) / Deputy Educational Officers (Agency). 2. Government after careful consideration keeping in view of all the points refered by them issue the following orders with immediate effect.

(a) The Mandal Educational Officers of the earmarked mandals shall function under the control of District Educational Officer (Agency) / Deputy Educational Officers

(b) The casual leaves of the Mandal Educational Officers of these mandals shall be sanctioned by the District Educational Officers (Agency) / Deputy Educational Officers (Agency) only.

(c) The earned leaves and other types of leaves of Mandal Educational Officers / Deputy Educational Officers of the Agency area shall be forwarded through District Educational Officer (Agency) / Deputy Educational Officers (Agency).

(d) The tour diaries of the Mandal Educational Officers / Deputy Educational Officers of the agency areas shall be reviewed / countersigned by the District Educational Officer (Agency) / Deputy Educational Officers (Agency) only.

(e) The annual confidential reports of the mandal educational offices / head masters of the Government High Schools / Project Officers of Non-Formal Education in agency areas shall be countersigned by the District Educational Officers (Agency) / Deputy Educational Officers (Agency) only. 3. The list of demarcated mandals as detailed in the Annexure-I to this order as proposed by the Director of Tribal Welfare and Commissioner and Director of School Education is also approved in total. 4. The Commissioner and Director of School Education and Director of Tribal welfare are requested to take necessary action accordingly.
