Convention on the Conservation of Migratory Species of Wild Animals

FORMAT FOR NATIONAL REPORT OF PARTIES ON THE IMPLEMENTATION OF THE CONVENTION ON THE CONSERVATION OF MIGRATORY SPECIES OF WILD ANIMALS

Reporting format agreed by the Standing Committee at its 32 nd Meeting (Bonn, November 2007) for mandatory use by Parties, for reports submitted to the Tenth Meeting of the Conference of the Parties (COP10) (Norway, 2011).

The questions below combine elements of Resolution 4.1 (Party Reports) adopted by the Fourth Meeting of the Conference of the Parties (Nairobi, June 1994) and Resolution 6.4 (Strategic Plan for the Convention on Migratory Species 2000-2005), adopted by the Sixth Meeting of the Conference of the Parties (Cape Town, November 1999), the COP8 Strategic Plan 2006-2011 and Resolution 8.24 adopted by the Conference of the Parties (Nairobi 2005), as well as commitments arising from other operational Resolutions and Recommendations of the Conference of the Parties.

COP Resolution 9.4 adopted at Rome called upon the Secretariats and Parties of CMS Agreements to collaborate in the implementation and harmonization of online reporting implementation. If the development of an online reporting system advances sufficiently, Parties may have the option of reporting in this manner. There are however no guarantees at this stage that this will be the case.

Parties are encouraged to respond to all questions. Parties are also requested to provide comprehensive answers, including, where appropriate, a summary of activities, information on factors limiting action and details of any assistance required.

At the time of occurrence of whales in Slovenian sea public awareness campaigns are launched by NGO, who is also monitoring whales 3b Please report on the progress / success of the actions taken. 1 Are migratory species taken into account in the selection, establishment and Yes No management of protected areas in your country? If Yes, please provide details: Currently, we have two sites of international importance for waterbird species designated under the Ramsar Convention: Se čovlje salt pans (declared in 1993) and (declared in 2006). Slovenia ratified the Paris Protocol and Regina Ammendments of this Convention in 2004 (OJ RS MP, 6/04).

Article 4 of EC Wild Birds Directive (79/409/EEC) requires from Member States to establish Special Protection Areas (SPA) where these are an appropriate means of conserving Annex I and/or migratory bird species. This is implemented in the Republic of Slovenia through the Nature Conservation Act (ZON – UPB2, OJ RS 96/04) and governmental Decree on special conservation areas (OJ RS, 49/04). Migratory bird species are therefore taken into account in the selection of SPAs. Habitats Directive requires a similar procedure in establishing Sites of Community Interest (SCI), therefore migratory species other than birds are taken into account in selecting SCIs.

Different levels of protection are given to SPAs and SCIs, depending on needs for protection. They are designated as nature reserves, regional parks or landscape parks. Basis for proactive conservation measures (e.g. agri-environmental schemes) are Ecologically Important Areas (EcoIA).

The Nature Conservation Act (ZON – UPB2, OJ RS, 96/04) gives a framework for drafting management plans of parks (national, regional, landscape). It gives also a framework for the Natura 2000 management programme. Draft management plans for parks are prepared by park authorities (see section 3.5). Operational programme - Natura 2000 management programme was prepared by the Ministry of the Environment and Spatial Planning and adopted by the government in october 2007.

Operational programme - Natura 2000 management programme determines measures and actions aimed at ensuring favourable conservation status of the majority of qualifying species for each SPA and SCI (http://www.natura2000.gov.si/uploads/tx_library/NATURA_2000-ANG-01.pdf ). Therefore in management of Natura 2000 sites (SPAs and SCIs) migratory species are taken into account.

Management plans for protected areas - parks (MP) were prepared or are in preparation for some protected areas: 1. All migratory and vagrant species with ≥5 observations in Slovenia (Boži č 2001b) are listed in the above table. Boži č (2001b) does not contain distribution maps. According to the national Red list of endangered breeding bird species (OJ RS, no. 82/2002) the following species from the above table have become extinct since Ornithological atlas of Slovenia was published (Geister 1995): Gyps fulvus (occurs now only on migration), Circus pygargus (species is not mentioned as a breeder in Geister 1995), Luscinia svecica (occurs now only on migration, species is not mentioned as a breeder in Geister 1995), Oenanthe hispanica . According to the same Red list Milvus milvus is not considered a breeding species in Slovenia but is mentioned in Geister (1995) as a confirmed breeder on one location.
