Dear Friends:

The March 17, 2020 Presidential Primary was unlike any election we have seen before. A Presidential Election always presents challenges for elections administrators, elections staff and pollworkers, but the coronavirus pandemic presented some challenges that no one would have imagined.

In the face of these challenges, voters, pollworkers, my Elections Department and other office staff all rose to the occasion to make this election happen. People dug in and stepped up to the challenge.

Prior to Election Day, I urged voters to take full advantage of Early Voting and Mail Voting, and they heeded that call, in historic numbers. Their response was truly inspiring to me. They showed their belief in our democracy and concern for their neighbors by participating before Election Day in record numbers.

Thanks to Cook County’s VOTE ordinance, ballots were available in five languages besides English, including two new ballot languages – Korean and Tagalog. Six more languages will be added for the November election, so as many eligible voters as possible will be able to use the ballot that is most welcoming and comfortable for them. Language should not be a barrier to voting for anyone.

This 2020 Presidential Primary Post-Election Report takes a comprehensive look at the voting totals, trends and statistics during the March Primary throughout suburban Cook County. Below is a sample size of the standout primary numbers:

• Voting before Election Day – by mail, or Early Voting – accounted for 56 percent of all ballots cast, more than 2 ½ times pre-Election Day voting in the 2016 Primary. • Early Voting set a new Presidential Primary record, with 166,613 ballots cast. • 87 percent of all suburban Cook County voters took Democratic ballots – the highest in at least 30 years. • Joe Biden got more votes than Sen. in 27 of the 30 Suburban Cook County Townships. In 2016, Hillary Clinton won 25 of the 30 townships against Sen. Sanders.

Turnout in the 2020 Presidential Primary

Suburban Cook County voter turnout dipped from the previous record of 48.6 percent participation in 2016 to 29.4 percent in 2020. While not a record-breaking year, the 2020 Primary had a higher voter turnout than the re-election of Barack Obama (2012) and both of George W. Bush’s campaigns for president (2000 & 1996).

The lower-than-average turnout is attributed to the growing concerns of COVID19 in late March, soon before the state enacted its stay-at-home order. But thanks to popular programs such as Election Day Registration, Early Voting, Mail Voting and voting by 17-year-olds who will be 18-years-old by the General Election, suburban voters made their voices heard on Election Day.

The 2020 Presidential Primary had a record number of registered voters in a presidential contest with 1,570,127. There were nearly 58,000 more registered voters in this year’s primary than the 2016 Presidential Election record of 1,512,190.

Various outreach efforts and programs helped add eligible voters to the rolls, two of which were Election Day Registration and 17-year-old voting. Together, the two programs resulted in nearly 6,500 voters who cast their ballots in this election.

This Presidential Election record didn’t surpass the overall record from 2018’s Gubernatorial General, of 1,587,447. This occurs from our office periodically updating the voter rolls and removing voters who have moved or passed away.

Since 1994, the majority of ballots cast in suburban Cook County Primary Elections have been for the Democratic Party - with the only exceptions coming in 1996 and 2014.

Democratic voters turned out for a record high 87 percent of suburban Cook County voters taking Democratic ballots – the share of Republican voters dropped to an all-time low of 13 percent.

03.17.20 Presidential Primary Election 5 Pre-Election Day Voting Sets Record, Mail Ballot Voting Increased 47%

Pre-Election Day voting in all its forms – Early Voting, Mail Voting, and Grace Period Registration and Voting – accounted for 48.6 percent of all ballots cast, an increase of 124.3 percent from the March 2016 Election. Early voting had a significant increase with a total of 166,613– over a 46.6 percent increase from the 2016 Presidential Primary. A major increase was also seen in Grace Period voting – from 7,020 ballots in March 2016 to 10,341 ballots this election.

Mail voting set records this election with more mail ballots cast than in any primary election in suburban Cook County history. This election saw over a 50 percent increase of mail ballots cast four years ago. The increase is due to easy accessibility to request a mail ballot online and large push for voters to vote by mail due to the COVID-19 pandemic – nearly 90 percent of all mail ballot requests were completed online.

In every one of suburban Cook County’s 30 townships, the percentage of total voters who cast ballots in the Democratic Presidential Primary was higher than in 2016. Even with a lower overall turnout than in 2016, more voters in seven townships took Democratic ballots. Democratic Primary voters made up 97.5% of all voters in Evanston Township, and 97.2% in Calumet and Oak Park townships. Overall, the percentage of Democratic Primary voters went from 67.9% of all voters in 2016 to 87.1% in 2020.

A similar comparison of Republican turnout vs. 2016 is not comparable. There were multiple Republic and Democratic presidential candidates in 2016, while in 2020 President Donald Trump had no significant opposition in the Republican Presidential Primary.

03.17.20 Presidential Primary Election 7 Partisan Turnout by Township

Oak Park Township had the highest turnout of suburban Cook County’s 30 townships – 47 percent – followed by Evanston (43.7%). A majority of voters overall – 87.1 percent – took Democratic ballots, in all 30 townships. The highest percentage of Democratic ballots were cast in Evanston (97.5%). The greatest turnout by Republican voters was in Barrington Township, where 38.8 percent cast ballots in the Presidential Primary.

8 Post-Election Report 2020 Biden Wins 27 of 30 Townships

In the Democratic Presidential Primary, Vice President Joe Biden and Vermont Senator Bernie Sanders were the top two vote-getters in suburban Cook County’s 30 townships. Biden beat out all challengers in 27 townships, while Sanders garnered the most votes in 3 – the western townships of Berwyn, Cicero and Stickney.

Overall, Biden won 118,494 more votes from suburban Cook County voters than Sanders. Meanwhile, all 10 other candidates in the Democratic contest gathered just 17,397 – or 4.4 percent – of the vote.

03.17.20 Presidential Primary Election 9 Foxx Tops 4-Person Field With 43.2% of Suburban Cook Votes

Suburban Cook County voters favored incumbent Kim Foxx over three challengers in the race for State’s Attorney. Foxx garnered 43.2 percent of the vote, nine points lower than 2016, when she beat then-incumbent Anita Alvarez. In 2016, Foxx won 52.2 percent of the suburban vote over Alvarez and challenger Donna More.

Foxx’s closest challenger in 2020 was Bill Conway, who got 35.6 percent of the vote. Conway got 134,166 suburban votes, compared to Foxx’s 163,019. Conway got the most votes in 21 of suburban Cook County’s 30 townships but he fell short in total votes. Foxx got 55.3 percent of votes, for a combined 50.2 percent.

More got 16 percent of the vote this time (compared to 14.7 percent in 2016) and Bob Fioretti got 5.2 percent.

10 Post-Election Report 2020 Newman increases vote total from 2018 in 3rd District win

The Democratic Primary rematch between Incumbent Congressman Daniel Lipinski and challenger Marie Newman for U.S. Representative in the 3rd Congressional District was one of the most closely-watched contests on Election Day. The 3rd District covers parts of Chicago, suburban Cook County and Will County.

The two faced-off in 2018, when Newman got 51.7 percent (24,835) of the suburban Cook County vote, to Lipinski’s 48.3 percent (23,222). When votes from the remainder of the District were counted, the incumbent narrowly defeated Newman 51.2% to 48.8%.

This time, Newman got a lower percent but a higher number of votes and the vote differential between them was greater than in 2018. Newman and Lipinski each increased their suburban Cook County vote total this time, but the challenger earned 2,480 more votes than in 2018, while the incumbent got 550 more votes. Newman captured 48.3 percent (27,315) of suburban Cook County votes, to Lipinski’s 42.1 percent (23,772).

In the eight suburban Cook County townships in the 3rd District, Newman’s best showing came in Lyons Township, where she got 2,665 more votes (9,831) than Lipinski (7,176). The incumbent did best in Lemont Township, where he got 202 more votes (1,660) than Newman (1,458).

On the Republican side, Arthur Jones, who was unopposed for his party’s nomination in 2018, came in third (1,063 votes) to Catherine O’Shea (3,468 votes) and winner Mike Fricilone (5,364 votes).

03.17.20 Presidential Primary Election 11 Top 25 Precincts by Voter Turnout

Turnout in suburban Cook County for the 2020 Presidential Primary was 461,966 ballots cast, or 29.4 percent of registered voters. However, turnout was 108 percent greater in the top turnout precinct—Evanston Ward 6 Precinct 2 with 61.3 percent.

Evanston Township was not only home to the top turnout of all townships but accounted for 11 of the top 25 precincts. Oak Park Township also held 11 of the top precincts – with its top turnout at Oak Park 29 at 58.4 percent.

Leyden, Riverside and Thornton townships were home to the remaining three precincts. Every precinct to make the list overwhelmingly cast Democratic ballots – apart from Leyden 12, the fourth highest turnout, with 88.3 percent of voters pulling a Republican ballot.

12 Post-Election Report 2020 Trend Continues of More Women Than Men Voting; Women Win More Primary Contests Than in 2016

Reflecting a recent suburban Cook County trend, women outnumbered men among registered and active voters. Women make up 54.1 percent of registered suburban Cook County voters.

While compared to recent presidential primaries the percentage of female voters was lower on March 20, it was still higher than the past two gubernatorial primaries.Women were a force not only at the polls but on the ballot. From high-profile countywide and congressional races to judicial and state legislature contests,some six dozen women candidates -- Democrats and Republicans combined -- won their Primary races. The office level with the highest number of women who won on March 17 was House (24). A total of 24 women also won races at the judicial level. This is an increase over the 2016 Presidential Primary, when women won 65 contests (including the two women who won special election primaries for State Comptroller).

03.17.20 Presidential Primary Election 13 An Online Presence in the Presidential Primary Election

Aside from a surge in numbers, the Clerk’s online presence also helped Election Day run more efficiently. Online registration, mail ballot applications and the Clerk’s Voter Information Tool increased voter registration and turnout while decreasing lines by allowing eligible residents to register to vote and find their polling place from the comfort of their own home.

The Clerk’s social media pages also contributed to the successful presidential primary. Knowing that voters and media alike would need quick access to information and an open dialogue, the Clerk’s office utilized and Facebook to address questions and monitor voters’ experiences, as well as provide useful updates and information.

03.17.20 Presidential Primary Election 15 Snapshots from Election Day

The Cook County Clerk’s office is committed to removing barriers to accessibility for voters. This year was the first in which pre-trial detainees at the Cook County Jail could cast their ballot at an actual polling place thanks to work from the Governor and Lieutenant Governor, and a partnership with Sheriff Tom Dart and the Chicago Board of Elections.

The Cook County Clerk’s “I Voted!” stickers have long been a hit with suburban voters! Even after Election Day, voters adorned cell phone cases, laptop computers, coats and more with the popular sticker to let their community know their voice was heard and their vote cast in the 2020 Presidential Primary Election.

After a successful pilot program in 2019, new election equipment was rolled out in every one of suburban Cook County’s polling places for the Presidential Primary. The new equipment has enhanced security and accessibility features, is more user-friendly and every voter gets a printout of their ballot selections before the ballot is scanned and their votes cast.

Voting was a family affair at suburban Cook County’s polling places for the Presidential Primary Election as many voters brought children to witness democracy in action. The Clerk’s office continues to encourage participation in the electoral process by younger and future voters. Those 17-year-olds who will be 18 by Nov. 3 were eligible to vote in the Primary.
