Peter Hendy - Transport Commissioner TOCs and Oyster Pre-pay Question No: 7 / 2006 Murad Qureshi Have there been any further negotiations between TfL and private rail companies running the suburban railways so that Oyster Pre Pay can be used on all services operating in Greater London?

2 Peter Hendy - Transport Commissioner Anti - Social Behaviour Question No: 98 / 2006 Bob Neill The introduction of free travel for under 16s has caused considerable concern amongst local residents in Bromley (specifically in the Petts Wood area) who view this step as an aggravating factor in what was already a difficult situation. The Mayor’s response to the Assembly on 21 February 2006 was that the under-16s concession would appear to have had no effect on the amount of anti-social behaviour on the bus network. However, the point I was raising was that young people were using the free travel option to reach a particular destination, then congregate en-masse, with a potentially explosive outcome in terms of anti-social behaviour. Would you care to comment on measures that TfL may be able to take to alleviate these problems?

Peter Hendy - Transport Commissioner London Safety Camera Partnership Question No: 36 / 2006 Darren Johnson How much expenditure and how many new cameras were originally proposed in the first draft of the 2006/2007 Operational Case of the London Safety Camera Partnership submitted to the Department for Transport? Please can you update me on TfL’s work to reduce child casualties from these groups?

Peter Hendy - Transport Commissioner North Finchley Bus Station Question No: 102 / 2006 Brian Coleman Are you still convinced that North Finchley Bus Garage is safe for pedestrians?

4 Peter Hendy - Transport Commissioner Passenger Safety on Public Transport Question No: 44 / 2006 Graham Tope I’m sure you share our wish for a truly integrated public transport system in London: rail, Tube, bus and tram. What plans have you for ensuring that passengers can feel equally safe from crime on all of these transport modes throughout the time they are running?

Peter Hendy - Transport Commissioner Rise in Child Tube Fares Question No: 10 / 2006 John Biggs How do you justify the recent rise in child tube season ticket fares and the withdrawal of the family travel card?

Peter Hendy - Transport Commissioner Road Closures Question No: 39 / 2006 Jenny Jones Do you agree that closing selected roads to traffic can help make London a more attractive city for residents and visitors whilst also boosting walking and cycling? What work has TfL done (alone or with the boroughs) to identify streets which would be suitable for closing to traffic, either permanently or temporarily, for example on Sundays?

Note: The following are priority questions but are not in proportional order

Peter Hendy - Transport Commissioner RAC Survey Question No: 48 / 2006 Damian Hockney Do you agree with the Mayor’s assertion that the recent RAC survey into average traffic speeds in the congestion zone was conducted by two down-and-outs with a clipboard?

* Peter Hendy - Transport Commissioner Route 29 Question No: 11 / 2006 Joanne McCartney Whilst low floor accessible buses are a welcome introduction, constituents in Haringey have raised concerns about the introduction of articulated buses on Route 29. Can you clarify the consultation procedure and give assurance that there is adequate monitoring and review procedures in place should problems arise.

Peter Hendy - Transport Commissioner Commissioner’s Policies Question No: 69 / 2006 Bob Neill Will you be changing any of the policies already set by Bob Kiley, if so which ones?

Peter Hendy - Transport Commissioner Freedom of Information Question No: 12 / 2006 Valerie Shawcross Why doesn’t TfL follow best practice and publish its internal audit programme and individual audit studies as does the GLA and LFEPA? Will you undertake to publish these documents on the web?

Peter Hendy - Transport Commissioner Volvo Buses - Chepstow Road W2 Question No: 94 / 2006 Angie Bray There is a long-standing problem for local residents along Chepstow Road W2, caused by noise and vibration from Volvo buses used on the local bus routes. Throughout the investigation of complaints from my constituents, Volvo have been consistently more forthcoming with information relating to faults with the buses, which have been causing the excessive vibration. Can Mr Hendy explain why Transport for London appear to be stonewalling on this issue, and why my constituents have to rely on Volvo to furnish information in support for their complaints? Transport for London deny that the buses are noisy and are not functioning normally and do not acknowledge their responsibility for the inconvenience and distress that is being caused by their buses.

6 Peter Hendy - Transport Commissioner Fare Evasion on Bendy Buses Question No: 46 / 2006 Peter Hulme Cross What is being done to counter fare evasion on bendy buses?

Questions for Written Answer* * Peter Hendy - Transport Commissioner Consultants Question No: 13 / 2006 Valerie Shawcross TfL’s IPA report graded TfL as excellent, however there is a concern voiced in the report on the value for money offered by £178m expenditure on consultants. What steps have been taken to examine this issue? * * Peter Hendy - Transport Commissioner ’Client side’ in Street Management Question No: 14 / 2006 Valerie Shawcross Does Street Management have adequate staffing on the client side to supervise its many contractors, sub contractors and consultants? If you believe so why are there still blocked drains along the Red routes in Kennington? * * Peter Hendy - Transport Commissioner Management of Contracted Works Question No: 15 / 2006 Valerie Shawcross How many individual disputes does TfL have at the moment running with contractors in which the value being disputed is over £50,000? Without identifying the parties to the dispute please give outline information about why such conflicts have arisen? * * Peter Hendy - Transport Commissioner Conflicts of Interest Question No: 16 / 2006 Valerie Shawcross Are contracts ever being let to companies who have staff also employed as consultants or stewards in the client side within TfL? * *

Peter Hendy - Transport Commissioner Ticket Charge Discrepancy Question No: 20 / 2006 Len Duvall Recently, a constituent happened to buy an extension ticket from zone 2 to zone 3 at a tube station, although they were planning on making that journey on the DLR. At the DLR station it costs £1.50, but anywhere else on the network charges £3. Can you explain this anomaly and what are you doing to either integrate the fares or ensure that those selling tickets are aware of this. * * Peter Hendy - Transport Commissioner Injuries on Buses Question No: 21 / 2006 Len Duvall Further to my question to the Mayor (1747/2005) in September 2005, can you update me on TfL’s discussions on setting up a compensation fund for those that are injured on London Buses, when the operators are not liable? * *

8 Peter Hendy - Transport Commissioner Siting of Bus Shelters Question No: 22 / 2006 Len Duvall Can you outline your policy for siting bus shelters? I understand that TfL are currently installing shelters at every stop, where possible. However, I would like to see you engage in proper consultation with residents who are affected not just a letter informing them that it is taking place. * * Peter Hendy - Transport Commissioner Tube Extension Question No: 23 / 2006 Murad Qureshi Do TfL have any plans to extend the tube network to serve West Ealing station? * * Peter Hendy - Transport Commissioner East London Transit Question No: 24 / 2006 John Biggs Is East London Transit going to be anything more than a bus priority scheme? Will you be happy to intervene and meet with concerned parties to overcome their scepticism and address their concerns? * * Peter Hendy - Transport Commissioner 220 Bus Route Question No: 25 / 2006 Murad Qureshi Local residents in West London have complained about the frequency of the Bus Service 220, which is in high demand by users. Does TfL have any plans to add more buses to this service? * * Peter Hendy - Transport Commissioner Countdown Question No: 26 / 2006 Murad Qureshi Will TfL review the countdown service at bus stops across London? I have received complaints from constituents that it is often inaccurate. Are there any plans to update the countdown service with new technology? * *

9 Peter Hendy - Transport Commissioner Bishop Ramsey School Question No: 27 / 2006 Murad Qureshi As you may be aware, the Bishop Ramsey School in the London Borough of Hillingdon had, until recently, a private coach for students provided by Regal Travel. This service has now been withdrawn which makes travelling to school difficult for students particularly those living in the south of the borough. Will London Buses review the current bus service routes for 697 & 698, which are specifically for school children and financed by TfL? I understand that Bishop Ramsey is now the only school in the Borough not serviced by the school bus route. * * Peter Hendy - Transport Commissioner Management of PHVs Question No: 28 / 2006 Murad Qureshi Please could you clarify the Public Carriage Office proposals for management of Private Hire Vehicles? * * Peter Hendy - Transport Commissioner Bus Service Provision for Hospitals Question No: 29 / 2006 Joanne McCartney What considerations are taken into account when planning bus service provision for hospitals? * * Peter Hendy - Transport Commissioner Old Kent Road Pedestrian Crossing at Ilderton Road Question No: 30 / 2006 Valerie Shawcross Following complaints from parents from Pilgrims Way Primary School, I recently visited a pedestrian crossing on the Old Kent Road near the junction with Ilderton Road. For the crossing of westbound carriageway of the Old Kent Road the green man was on for just 6.5secs. I found it was impossible to cross the two lanes of carriageway before the green man went out and it is even more difficult for the elderly, disabled and parents with small children to cross within the time allowed. Why is the pedestrian phase so short on this crossing? Will TfL to upgrade the crossing and extend the pedestrian phase? * *

10 Peter Hendy - Transport Commissioner Safer Stations Question No: 31 / 2006 Jennette Arnold It was expected that improvements to passenger security at Wood Street and other stations on the Chingford route would be carried out in partnership between TfL and the Train Operating Company during the 2005/6 financial year, but a joint funding agreement could not be reached with ‘One’. My constituents in Waltham Forest continue to call for safety improvements at Wood Street station, where John Coffey was stabbed to death in 2004. The murder victim was attacked on the platform and fell down the stairs trying to reach the street. If he had been able to use a platform Help Point he might have been able to get help sooner. Will you raise this issue with representatives of ‘One’ to ensure that these improvement works are brought forward? * * Peter Hendy - Transport Commissioner Bendy Buses Question No: 32 / 2006 Jennette Arnold I welcome the huge increase in the capacity of the bus network. However, many of my constituents, older Londoners in particular, feel that the introduction of the bendy bus has led to a deterioration in the quality of their journeys, because of difficulties boarding and getting a seat. What are you doing to ensure that the increase in quantity of bus journeys does not lead to a decrease in the quality of the service? * * Peter Hendy - Transport Commissioner Hall Farm Curve Question No: 33 / 2006 Jennette Arnold What is your view on the case for the Hall Farm Curve? * * Peter Hendy - Transport Commissioner Pushchairs on Stagecoach buses Question No: 34 / 2006 John Biggs I have received a complaint concerning the operator Stagecoach and its stance on allowing only one unfolded pushchair on its buses regardless of how full the bus is or the time of day. My constituent is not calling for pushchairs to have precedent over wheelchairs or expects to be allowed on during the rush hour or when the bus is full, however, she has been left in ‘freezing conditions with small children by drivers driving half empty buses’, because of this policy. Complaints via the TfL website have resulted in ‘evasive and somewhat patronising responses from the company’. I understand that other operators, such as Arriva, have a more favourable policy towards parents with small children. What will you do to ensure all your operators offer good, universal services to your customers? *

11 * * Peter Hendy - Transport Commissioner Air Quality Question No: 37 / 2006 Darren Johnson Have you drawn up plans to bridge the gap between the EU’s requirements on air quality targets and what can be achieved through current plans, including the LEZ proposal?
