1 Background and Purpose

As part of the North Shore Area Transit Plan (NSATP) fact gathering process, TransLink’s Public Consultation and Planning departments asked for assistance from Marketing Research in capturing feedback from community groups in the North Shore communities of Metro .

The three departments worked together to finalize a questionnaire to send out to identified groups through TransLink's on-line advisory panel TransLink Listens.

In total, 100 groups were identified and an invitation was sent on December 15th to participate in some fact gathering research. Several of these had identical email addresses, so 94 were invited to participate.

By close of study on December 20th 17 organizations had provided their feedback for a completion rate of 18%. However, there were a further 5 organizations that provided incomplete responses for a total of up to 22.

Note: a maximum response of 22 will not provide any results that can be considered with any statistical significance.

West Vancouver District Parent Advisory Council Mornings are particularly important to get High School students to school on time. Community Services Advisory Committee, District of North Vancouver More frequent service would encourage more ridership. Parks & Environment Committee: City of North Van Planning Inter-River Community Association Many times a bus will come by and it is full. If a second bus came by quickly, it would allow one to stay on time. It also would alleviate long waits at Phibbs. The Residences At The Pier The frequency of the SeaBus and it's connections to local service is key to getting more people to use it to travel between the North Shore and downtown. Secondary School Student As students, it is nice to be able to take buses frequently in the morning and after school. Everyone may get tied up in the morning or after school. If the buses were to run more frequently it could make the difference between making it to school on time or being 30 minutes late. It is important to students because our education is important and public transit is sometimes our only option for transportation. I feel that morning frequency would be extremely beneficial to students within the hours of 7-9am depending on the proximity of where you live in accordance to your high school. Currently the 214 bus I take in the morning gets me to school either 30 minutes early or 5 minutes late. It would be nice to have some buses run in between those times. I'm sure other students throughout the district are in the same situation as I am.

North Vancouver Chamber of Commerce Direct busses to Capilano University, frequency of the SeaBus, busses up and down Lonsdale, busses linking the business centres in North Van Grouse Mountain Resorts Currently a number of our food and beverage and lift operations staff can't take transit to work as the first buses arrive at ~7:25am and shifts start earlier. The same holds true for food and beverage staff working later that the 10:38pm final departure. The 232 and 236 service Grouse Mountain. Additionally, we have some challenges with Peak times for guests coming to and from the Mountain on the weekends. West Van Chamber Old and fragile. Many can't drive and need alternatives. City of North Vancouver If buses are infrequent, residents will choose to take their car instead. To combat climate change, we need to get people out of their cars and on the buses. N.P.C.A. The more frequent the more it will be used for commuting West Vancouver Seniors Activity Centre Senior members who use transit are coming to classes or events that start and finish at a particular time. Secondary School Student Getting to school on time is great, and sometimes if a bus is late or slow, students arrive later rather than in a timely fashion. North Vancouver Parent Advisory Council To ensure students get to classes in a timely manner and that multiple transfers aren't required to reach destinations. North Vancouver Chamber of Commerce Frequency of the SeaBus. City of North Vancouver Transit trips need to be speedy in order to be seen as a viable alternative to car travel. And as a City, we need to have people using their cars as little as possible. West Vancouver Seniors Activity Centre Senior members want direct routes going west and east across the North Shore. Too long, windy routes do not make for convenient service. West Van Chamber Old and fragile. Need to get where they are going quickly. West Vancouver District Parent Advisory Council As previously stated, all students must be in class on time. North Vancouver City Advisory Planning Commission Trip duration can encourage use. If it takes less time to get from A to B and there isn't the hassle of finding a place to park, the system will be a more desirable transit alternative.

North Vancouver Joint Bicycle Advisory Committee Joint Bicycle Advisory Committee (JBAC) has a critical interest in facilitating utilitarian travel between neighbourhoods and key destinations that does not involve private vehicles. Our interest is in developing safe bicycle routes that accommodate all levels of ability. Having transit routes that serve the same purpose would complement our goals as well. Inter-River Community Association Many students use buses. If they can get a ride to cut down on the time it takes to get 'there', they won't take a bus that may take 3x as long. Grouse Mountain Resorts We ultimately would like to make it more convenient for guests to travel to and from Grouse Mountain using transit. Important to have convenient links with the SeaBus service at which in turn links with numerous Vancouver bus routes and SkyTrain service. This holds true year round but particularly so in the summer months when tourist volumes are the highest. Currently 60% of our annual 1.2 million guests arrive during the green season and 40% in the white. Seymour Community Association If it isn't easy to use, people will take their cars instead, or more likely, the kids will ask parents to drive them. Community Services Advisory Committee, District of North Vancouver It shouldn't take 2 to 3 times as long as a car ride to get to places on the North Shore. The Residences At The Pier Good bus loop connections between SeaBus/ are key, especially in foul weather, for sporting/cultural events etc.

North Vancouver Parent Advisory Council Students aren't necessarily going to schools in the catchment where they reside, therefore convenience to get from their neighbourhood to their school is important for students for convenience and safety. North Vancouver Chamber of Commerce Transit connections between Marine Drive, Edgemont, Lynn Valley Centre and Lonsdale. Parks & Environment Committee: City of North Van Time constraints. West Van Chamber Old and fragile. Need to get where they are going quickly. North Shore Community Resources: Middle Childhood Planning Table The Middle Childhood Planning Table (NSCR) is committed to helping school age children transition from school to after-school activities. This requires the safety aspect of direct, convenient connections, with a focus on connections between schools and community/recreation centres. City of North Vancouver If trips take too long or go too far out of the way of major destinations, people won't use the transit service. We need to make transit as attractive as possible to get residents out of their cars. West Vancouver Seniors Activity Centre Senior members want to be able to move across the North Shore and throughout West Vancouver with convenience. Unless there is better connections, people will not use the service

West Vancouver District Parent Advisory Council Some changes to routes could be made to make travel for high schoolers easier, particularly up 15th Street from Marine Drive to service both West Van Secondary and Sentinel Secondary. North Vancouver City Advisory Planning Commission It reduces the need for independent transit to a destination and back. N.P.C.A. Less time spent travelling similar to using a car.

Lonsdale Quay Market Corp. For convenience, and to minimize travel time for customers that travel by transit. Secondary School Student It's great to be able to get where you want as quickly as possible without taking a long route around a supposed direct path. Inter-River Community Association Indirect routes take much longer. Everyone is in a hurry. Seymour Community Association Kids are impatient and if it takes too long to use the bus, they will ask for a ride. Adults have the same impatience sometimes. Community Services Advisory Committee, District of North Vancouver Many buses wander through neighbourhoods - thus taking longer to get to the destination. Express buses would improve access to common hubs. North Vancouver Chamber of Commerce Direct routes to Capilano University. Parks & Environment Committee: City of North Van Time saving. North Shore Community Resources: Middle Childhood Planning Table Our survey with pre-teens indicated that the length of time spent getting to a location was a barrier to using public transit. If pre-teens and youth are to use public transit, it needs to be efficient and timely.

City of North Vancouver Again, if it takes a long time to get from one major centre to another major centre, people won't use the transit service. We need to increase ridership on the North Shore. West Vancouver District Parent Advisory Council Currently students must travel to Park Royal and then through the British Properties to get to Sentinel. A bus up 15th would cut down considerably on travel time, and also allow students living near the 15th Street corridor to ride. West Van Chamber Old and fragile. Need to get where they are going quickly. West Vancouver Seniors Activity Centre Routes are designed around the business commuter to downtown rather than the commuters desiring to go to neighbouring businesses, hospitals, and recreational services. Community Services Advisory Committee, District of North Vancouver Many buses wander through neighbourhoods - thus taking longer to get to the destination. Express buses would improve access to common hubs. North Vancouver City Advisory Planning Commission Established routes do provide good access at peak occupancy times to those routes. The Residences At The Pier Transit service between North shore and downtown does not run vary late making it very expensive to commute for those who are staying out late for social/cultural events. Community Services Advisory Committee, District of North Vancouver Service to the North Shore stops too early in the evening, and no early holiday service makes working on stat holidays difficult. North Vancouver Chamber of Commerce SeaBus going every 15 minutes later into the evening. West Vancouver District Parent Advisory Council Getting to school before the first bell is important. Lonsdale Quay Market Corp. With restaurants and bars in the area open late, it is important to provide transit at times that customers of these businesses are likely to need it. Inter-River Community Association Shift-workers students, life is 24 hrs. West Van Chamber Old and fragile. Need to get have lots during day hours. Grouse Mountain Resorts Please see comments under the frequency section. Additionally, Sundays and Holidays, the earliest arrival on the 236 is 8:50am on Sundays which is too late for both early morning staff and ski school arrivals.

Seymour Community Association These days, with liquor laws the way they are, anyone wishing to go downtown and party needs to know they have a ride home that does not involve them driving their own car. Buses quit before the bars close. North Vancouver City Advisory Planning Commission Encouraging people to rely less on their cars requires affording them the flexibility of using transit over a greater time span. N.P.C.A. More use to shift workers if transit is available.

15 What Was Important Regarding: On-Time Reliability of service (those rating 8 or higher out of 10)

North …? To provide students with more course selections/offerings, some high school students are now commuting between schools; e.g., morning at one school and then transit to another school for afternoon sessions. Having reliable/on-time service facilitates the commute for students and staff. Classes that are using transit for field trips depend on reliable schedules. The public's confidence increases when there is an effort to keep to schedules; e.g., the public's response to BC 's service improvement / push to keep departures on time. West Vancouver Seniors Activity Centre Senior members do not want to be waiting for long periods of time for bus service and want the service to be dependable. The Residences At The Pier Connections between the different modes of transportation to and from north shore make it imperative that the system runs on time and encourages use. Lonsdale Quay Market Corp. If customers of the Lower Lonsdale community are venturing away from the bus loop to patronize the businesses in the area, it is important ensure reliability of service, to give the traveler confidence that they can leave the bus stop, and not miss their bus. North Vancouver Chamber of Commerce Punctuality.

West Vancouver District Parent Advisory Council Getting to school before the first bell is important. West Van Chamber Old and fragile. Need to get where they are going quickly. Seymour Community Association No one wants to miss the bus and wait another fifteen minutes (or more) in the kind of weather we have in late fall and winter. And it's just plain good customer service. Secondary School Student Standing at the bus stop in the morning puts me in quite a dilemma. I contemplate walking to school sometimes if I'm standing there for 5 minutes when the bus was supposed to be there 5 minutes ago. It also helps students get to school on time. City of North Vancouver Unreliable service makes people angry with TransLink. If the timing is off and people have to wait, it makes them want to drive instead, so they know and can control what time they depart and arrive. Inter-River Community Association This explains itself. North Vancouver City Advisory Planning Commission You have to respect your clients time commitments. And the public are you clients. N.P.C.A. More important to be on time or late never early so you can plan your trip efficiently.

17 What Was Important Regarding: Bicycle Racks or Lockers at Transit Exchanges (those rating 8 or higher out of 10)

West Van Chamber Encourages people to not drive. North Vancouver City Advisory Planning Commission It affords for a broader scope of user. It is a bit of an oxymoron to be transporting bicycles, but there are situations where someone may require their bicycle to be transported due to distance or topography. North Vancouver Joint Bicycle Advisory Committee Having bicycle racks or lockers at transit exchanges would encourage multi-modal forms of transportation. JBAC has a key interest in facilitating bicycle trips of any length, even short trips. If a less experienced rider isn't comfortable getting to a distant destination by bicycle only, the same trip could be done without a vehicle by a combination of bicycle and transit. City of North Vancouver To combat climate change, we need to get people out of their cars. Biking, in combination with transit, enables people to go further and reach more destinations than just transit alone. Bike racks or lockers make sense as part of an overall transit plan for a region.

North Shore Community Resources: Middle Childhood Planning Table Pre-teens and their parents need good information about routes and schedules for safety reasons. This needs to be available in a variety of formats to meet the needs of a wide range of family situations. Not all have Internet or cell phones. West Vancouver Seniors Activity Centre Communication is critical for people to use the service however, many seniors do not use the internet. Need to maintain printed/telephone information Grouse Mountain Resorts Many of our guests are tourists and will plan much of their travel online. The more info that can be provided in advance, electronically and at transit stops the greater the convenience and the less pressure put on Grouse Mountain switchboard and Guest Service staff. Community Services Advisory Committee, District of North Vancouver Too many layers to get to this info on the Internet and hard to use. More info at bus stops would be helpful. Lonsdale Quay Market Corp. The Lonsdale Quay transit hub is one of the busiest on the North Shore for tourist activity in the summer months. Maps and schedules at transit stops are very important to this category of transit user. North Vancouver Chamber of Commerce We operate a visitors centre.

Inter-River Community Association Many students will check online info before leaving home, some consult using their iphone. West Van Chamber Good for tourism and newcomers. N.P.C.A. Good info at these places can only help increase its use. North Vancouver City Advisory Planning Commission Information is essential to enabling a client to use transit and understand its limitations. Limitation in time, distance and hours of operation. Lonsdale Quay Market Corp. The Lonsdale Quay transit hub is one of the busiest on the North Shore for tourist activity in the summer months. Maps and schedules at transit stops are very important to this category of transit user. City of North Vancouver Again, reliable service creates happy customers. Happy customers use the services provided.

North Vancouver Parent Advisory Council Due to inclement weather and lengthy waits for bus connections, bus shelters are important. Ideally these should be well lit as well. Grouse Mountain Resorts Grouse Mountain is open 364.5 days per year and the more comfortable we can make our guests, the more likley that they will return and return by transit Community Services Advisory Committee, District of North Vancouver It is particularly important to seniors to be able to sit out of the weather while waiting for a bus. Lonsdale Quay Market Corp. With a large population on the North Shore of aging citizens and young families, it is important to make transit as comfortable as possible. Inter-River Community Association We live in a rain forest. It is nice to be dry when arriving at the destination. City of North Vancouver Again, bus stop amenities create happy customers and happy customers use the service provided. If a bus stop is cold, dingy, exposed, unsafe, dark, invisible, etc., people will be less inclined to stand there and wait for a bus. West Vancouver Seniors Activity Centre Senior members are affected by inclement weather. Need to be dry, sheltered from heat, rain, snow and the surfaces need to be non-slip.

North Vancouver City Advisory Planning Commission There are days when it rains in Vancouver. And on the North Shore. Protection from natural elements encourages use and is a courtesy to many users, including elderly and disadvantaged customers. Seymour Community Association Weather weather weather.

Community Services Advisory Committee, District of North Vancouver Half hour and one hour service discourages ridership. Parks & Environment Committee: City of North Van Timing. North Vancouver Joint Bicycle Advisory Committee In order to encourage multi-modal forms of transit, specifically, combining bicycle trips with transit, bus service from neighbourhoods to key destinations such as the Lonsdale Quay, Capilano Mall, Lynn Valley Centre, and Park Royal mid-day, evenings, and on weekends should be more frequent. Additionally, SeaBus service should be more frequent during peak times (every 10 minutes) and on weekends (every 15 minutes Saturday and Sunday). North Shore Community Resources: Middle Childhood Planning Table For pre-teens, public transit needs to pass their school 15 minutes after dismissal time. A bus that arrives too early for the student to get to the bus stop from the classroom won't be used. The question is likely not about frequency, but about scheduling. Inter-River Community Association At key times many buses are full.

North Vancouver Joint Bicycle Advisory Committee Again, to encourage multi-modal forms of transportation combining bicycle with transit use, bus service between neighbourhoods and key destinations on the North Shore should be as convenient or more convenient than car travel. As it stands now, east-west bus travel on the North Shore is slow and inconvenient. North Shore Community Resources: Middle Childhood Planning Table Pre-teens are more likely to travel by bus if the time from school to recreation facility is short. Inter-River Community Association Compared to car travel, bus takes longer by far. Community Services Advisory Committee, District of North Vancouver Some buses wander through neighbourhoods increasing time to arrive. Parks & Environment Committee: City of North Van Sometimes delayed due to traffic. North Vancouver Parent Advisory Council A few more express options would help move commuters and students across the north shore.

Community Services Advisory Committee, District of North Vancouver Some neighbourhoods such as Blueridge and Lynn Valley have to endure many transfers and delays. West Vancouver Seniors Activity Centre Most transit routes are geared for business commuters and not geared for people (seniors who are wanting to get to specific neighbourhood locations/businesses, hospitals etc). City of North Vancouver Some connections are great (such as the direct bus between Lonsdale Quay and Park Royal or the bus that goes up to Grouse Mountain). But there are other nodes that could be improved, such as access to and from Edgemont Village or Lynn Valley. Also, the SeaBus is critical to transit service on the North Shore and there are several major events each year when extra sailings are not provided (for example, the Vancouver Marathon attracts 20,000 participants every year. This year, the race started before the Sunday service started, so thousands of people had to drive into downtown instead of take the SeaBus). North Shore Community Resources: Middle Childhood Planning Table While some schools do have bus stops near by, many do not. Those that have bus stops are not always served by busses travelling to community centres, requiring transfers. Parents are uncomfortable about their children needing to make a transfer. North Vancouver Parent Advisory Council Several schools have limited direct connections - Handsworth, Balmoral, Carson.

West Vancouver District Parent Advisory Council NO bus up 15th. Community Services Advisory Committee, District of North Vancouver It shouldn't take 2 to 3 times longer to get to the same area by car. West Vancouver Seniors Activity Centre Need more direct routes from central West Vancouver out to Gleneagles Community Centre/horseshoe bay and West Vancouver to Lions Gate Hospital, and from central to more northern parts of West and North Vancouver. North Shore Community Resources: Middle Childhood Planning Table As for the previous response, particularly in less dense population areas, busses take a circular route (Queens bus in West Vancouver, for example) that is not efficient for a preteen trying to get to a swimming lesson. Inter-River Community Association Many routes have to go through the exchange.

Community Services Advisory Committee, District of North Vancouver On stat holidays, service in many areas doesn't begin until 8 a.m. making it impossible for workers to get to work by bus. At night, the service to most outlying areas ends too early especially on weekends. Seymour Community Association Buses quit too soon for those who wish to head downtown to party. Also, in late night, buses are very infrequent leading to safety issues for some. North Vancouver City Advisory Planning Commission Late night, holiday and Sunday service is week. SeaBus service is one SeaBus through much of those time periods, and it discourages its use. Many times it is more convenient AND ECONOMICAL to travel by personal vehicle.

Community Services Advisory Committee, District of North Vancouver Buses at exchanges arrive late or pull away early keeping people from making connections. North Vancouver Parent Advisory Council Change in routes is not publicized well, and there is inflexibility for school specials to change schedules when school timetables change. I.e. require 6+ months for transit to make minor changes which still may not adequately address student needs like the School Special from Carson Graham to Pemberton Heights.

29 Why Stakeholder Needs Are Not Met By: Bicycle Racks or Lockers at Transit Exchanges (those rating 5 or lower out of 10)

North Vancouver Joint Bicycle Advisory Committee What bicycle racks or locker at transit exchanges? Some, any, would be good, particularly at the SeaBus terminal, as well as key destinations such as the Lynn Valley Centre, Capilano Mall, and Park Royal. Community Services Advisory Committee, District of North Vancouver Many don't have this. There is a need for more parking at exchanges as well especially at Phibbs exchange. City of North Vancouver Again, combining bike service with transit service is critical to an overall transit plan. It would be nice if there was a bike rack on the SeaBus, rather than resting each bike across 4 seats. Also, I use transit and ride my bike quite a bit and I can't even tell you where a bike locker is on the North Shore. Lonsdale Quay would be good, but that exchange is so dark and frequented by crime, I would never leave my bike there. I think we can do better to make it easier for people. Seymour Community Association I have no idea if or where these exist.

City of North Vancouver I think the SeaBus scheduling can be better communicated to staff, who can then communicate it to riders. Several times this past year, I have asked the SeaBus staff about extra sailings or scheduling changes and if they give me the time of day, they have no idea about the service. North Vancouver Joint Bicycle Advisory Committee Planning multi-modal transportation can be challenging, particularly where online maps and schedules are slow and cumbersome, texting from transit stops is inadequate, and there is no mobile phone app. An ideal scenario would be to combine bicycle routes, including information about grade, with transit information that is available in hard copy, online, and on a mobile phone app. Community Services Advisory Committee, District of North Vancouver The website is difficult to use. More schedules needed at bus stops. West Vancouver Seniors Activity Centre Need to maintain printed materials and schedules as well as personal telephone connection.

Secondary School Student I understand not every stop has to have benches and shelters. In the Blueridge area there are few, but students deal with it. It isn't too big of an issue. City of North Vancouver Several bus stops on the North Shore consist of just a pole in the sidewalk. I think we can do better to make it more inviting for people. Building out the sidewalks to allow for more space and benches would be great, as well as installing some more street lighting. Also, Lonsdale Quay needs a complete overhaul. It is dark and dingy at the best of times, but mostly, it just feels unsafe. Community Services Advisory Committee, District of North Vancouver Having more would encourage seniors to ride the bus. West Vancouver Seniors Activity Centre Seniors need shelter from elements and somewhere to rest while waiting where the surface is non-slippery. Secondary School Student Currently commuting works well for students because the stops are spaced well. Frequency is an issue. Students arrive at school too early or late because of the bus times. Waiting at Phibbs Exchange can also be extremely dull and boring. Again more frequency is better for us, but maybe not for TransLink in this scenario. Maybe a bit more media/engagement at the long waiting spots. (More magazines/newspapers?) City of North Vancouver Just one last thing. There are not nearly enough benches in the waiting area of the SeaBus terminals. The waterfront views at the terminal are some of the best in the city. Why not have a little observation deck there, with some interpretive signs? Not only would this be a huge plus for tourists, it would make the whole space more inviting and that would benefit locals. And thanks for doing this! I look forward to seeing your transit plan in the coming months. Community Services Advisory Committee, District of North Vancouver Additional parking at Phibbs exchange would be very helpful and get people out of their cars for at least part of the journey downtown. Staggering bus service downtown at rush hour would spread the load instead of one bus being jammed and the next one coming 1 minute later running empty. Also, the connections from Granville street buses to North Shore buses is too far apart. The North Shore pays lots of money for little service. This is a chicken/egg issue where poor service equals low ridership and low ridership means poor service. Parks & Environment Committee: City of North Van Two zone prices from North Van to Downtown Van is too expensive. It should only be a single zone fare. West Vancouver District Parent Advisory Council Thanks for taking the time to inquire... twice! North Vancouver Parent Advisory Council Frequency of buses at after school periods is not enough. Insurance Corporation of B.C. The transit hub at Lonsdale Quay works very well for ICBC staff...those living on the North Shore and those coming from over town. Sea-bus frequency in the evening is a minor issue, as is the frequency of some of the bus routes later in the day. Overall, the system works very well. Inter-River Community Association Phibbs is a mess. It is a scary place for anyone. There is nothing around there, it is poorly lit, and the pedestrian routes around there are sketchy. Grouse Mountain Resorts Many of our staff are seasonal and I believe that many of your annual passes and offers to corporations for discounts involve year round. It would be great to have a discounted corporate pass program that would appeal to seasonal workers i.e. monthly or quarterly options. Additionally, our sales and marketing team would be interested in discussing programs that would encourage more of our guests and staff to take transit more frequently to and from Grouse Mountain.

The Residences At The Pier The proposed 3rd SeaBus and some smaller "community" shuttle routes throughout the City of North Vancouver would go a long way in encouraging more widespread transit use. North Shore Community Resources: Middle Childhood Planning Table The key need for our group is to have busses stop at Elementary schools long enough after the dismissal time to enable students to get to the stop from the classroom. The second key need is that busses travel directly from a school to a community centre without the need for transfer. West Van Chamber I don't take the bus so can't really say. Seymour Community Association The community buses are an excellent idea and if more of them would lead to better service and cut down on overhead, e.g. fuel, then they should be used for late-night routes. North Vancouver City Advisory Planning Commission For a family, transit use is often not affordable. Travelling to Science World or to a sports venue is often far more economical and reliable then transit. Space on busses at peak hours can also be a problem. It is not uncommon for people to be left along Lonsdale waiting for a bus with passenger space. And at unprotected stops. The Lonsdale core is unique in its topography and the density of people served. Sometimes not served. It is unfair to "lump" Lonsdale into much of the lower mainland because of that density and topography. There must be some practical alternative solutions to our unique environment.
