SUMMARY

Project Name: Land at Picket Piece Location: Andover Hampshire NGR: 439260,146927 Type: Evaluation Date: 12 – 16 October 2015 Planning Reference: 10/00242/OUTN Location of Archive: Hampshire Cultural Trust Site Code: PPI15

An archaeological evaluation was undertaken by Cotswold Archaeology in October 2015 at Land at Picket Piece, Andover, Hampshire. Thirty six trenches were excavated.

A single continuous ditch was observed in Trenches 5 (503) and 11 (1103). This was observed as a linear anomaly in the geophysical survey. Although no dating was recovered the ditch is on the same alignment as the post-medieval/modern field boundaries.

No other archaeology was observed and no finds were recovered.

1. INTRODUCTION

1.1 In October 2015 Cotswold Archaeology (CA) carried out a Phase 2 archaeological evaluation for David Wilson Homes at Land at Picket Piece, Andover, Hampshire (centred on NGR: SU 39260 46927; Fig. 1)

1.2 Outline planning permission for a mixed use development comprising 530 residential buildings, a local centre and landscaping was granted by Borough Council (ref: 10/00242/OUTN), conditional on a programme of archaeological work recommended by David Hopkins, County Archaeologist (Hampshire County Council) (CAHCC) the archaeological advisor to the Local Planning Authority (LPA) – Test Valley Borough Council.

1.3 An archaeological evaluation of the Phase 1 development area was undertaken in 2013 (CA 2013). A range of features were identified which were considered to potentially relate to prehistoric and post-medieval activity. A geophysical survey of the site was also undertaken in 2013 (AS 2013) and included parts of the current Phase 2 evaluation area.

1.4 Following consultation with the CAHCC it was recommended that a 4% sample of the Phase 2 Evaluation area should be undertaken.

1.5 The evaluation was carried out in accordance with a detailed Written Scheme of Investigation (WSI) produced by CA (2015) and approved by the CA HCC prior to the commencement of fieldwork. The fieldwork also followed Standard and guidance: Archaeological field evaluation (CIfA 2014), the Management of Archaeological Projects (English Heritage 1991) and the Management of Research Projects in the Historic Environment (MORPHE): Project Manager’s Guide (English Heritage 2006).

The site

1.6 The Phase 2 Evaluation area encloses an area of approximately 7.68ha in the village of Picket Piece, to the north-east of the town of Andover, and comprises a number of residential land holdings including land used for residential purposes, as extended gardens and as paddocks for grazing. The site is bounded by the already completed Phase 1 stages of the residential development.

1.7 The site lies at a height of approximately 90m above ordnance datum (aOD).

1.8 The underlying bedrock geology of the area is mapped as Lewes, Seaford and Newhaven Chalk Formations of the Cretaceous era with the possibility of superficial deposits of Quaternary era river terrace sands and gravel in the north-west of the development area (BGS).

2. ARCHAEOLOGICAL BACKGROUND

Introduction

2.1 The proposed development area has previously been the focus of an Archaeology and Cultural Heritage assessment in the Environmental Statement (WSP 2010) and reference should be made to that document for a more detailed archaeological and historical background. An archaeological evaluation (CA 2013) was undertaken within the Phase 1 development area, and a geophysical survey was undertaken encompassing areas of both the Phase 1 development area and Phase 2 evlaution area. A summary of this information is provided below..

Archaeological and historical background

2.2 To the southeast of the site, the area surrounding Tinker’s Hill appears to have been a focus of prehistoric activity: two Bronze Age hammer stones and a brooch have been recovered and aerial photography has identified several large prehistoric enclosures. Immediately to the south of the site, two probable Bronze Age ring ditches have been identified, though not directly excavated. An extensive series of Late Bronze Age bank and ditches known as the Devil’s Ditch (SAM no. HANTS 54) runs on a north-south alignment to the east of the site, towards Tinker’s Hill and the nearby prehistoric settlement enclosures.

2.3 The town of Andover was founded by the mid-10th century AD although the focus of activity appears to have been in the south and west of the modern town and there is no evidence of Saxon or early medieval settlement in the area of Picket Piece. During the medieval and post-medieval periods, Picket Piece was part of the historic hundred of Andover and comprised agricultural lands outside the main areas of

settlement. The Ox Drove, identified as being established in the medieval period, is not recorded as having attracted roadside activity of significant nature and there is little evidence of any formalised settlement before the later post-medieval period. Cartographic evidence from the later 18th and 19th centuries shows the site as being arable farmland.

Geophysical Survey

2.4 A geophysical survey (Archaeological Surveys 2013) was undertaken prior to the Phase 1 archaeological evaluation (CA 2013). The survey (Appendix C – Fig. 05) identified numerous linear anomalies which at the point of survey were considered of likely agricultural origin alongside several potential former land boundaries in the central part of the site. Similar anomalies were recorded at the eastern end of the site: most were orientated NE/SW to SE/NW with the exception of a single anomaly towards the central east which was orientated approximately E/W. A series of positive and negative linear anomalies were aligned towards the latter. Many of the other linear anomalies noted within the site were parallel with the modern field boundaries and were though to potentially relate to cultivation. Magnetic debris was evident in most areas due to probable modern dumping, and the remains of likely modern structures several locations which limited the survey.

Evaluation

2.5 The Phase 1 evaluation (CA 2013 – Appendix C – Fig.2) found limited datable activity on site. At the eastern end of the Phase 1 area, square pits within trenches 1 to 8suggested relatively modern activity given the regular nature of the observed square features though no dating evidence was present.

2.6 A series of features (particularly within trenches 16 and 23) were noted as being similar to prehistoric activity noted in the wider area (particularly at (Wessex Archaeology, 2004), and potentially several phases of activity were identified. The features were recorded to be of differing overall alignment to the modern field pattern which implies a greater age. If the interpretation of prehistoric date is correct, the relatively sparse density of features is also consistent with Picket Twenty.

2.7 The lack of dating evidence made a clear interpretation of the Phase 1 area difficult, though it is possible that the potential prehistoric features remained relatively undisturbed until post medieval or modern endeavours to utilise the land. This is in part supported by the relative stability of the chalk surface as not exhibiting plough scars, and the indications that a number of the features were backfilled in a single event prior to the formation of subsoils above.

2.8 There were limited instances where potential features identified by the geophysical survey could be tested through intrusive investigation given the constraints of access. Where a comparison could be made on a limited number of anomalies, the majority were not identified and furthermore a number of features (identified as the modern square pits) were not identified by the geophysical survey.

3. AIMS AND OBJECTIVES

3.1 The objectives of the evaluation are to provide information about the archaeological resource within the site, including its presence/absence, character, extent, date, integrity, state of preservation and quality, in accordance Standard and guidance: Archaeological field evaluation (CIfA 2014). The evaluation will also aim to identify and characterise the nature of any geophysical anomalies that have been indicated within the Phase 2 evaluation area. This information will enable the Test Valley Borough Council to identify and assess the particular significance of any heritage asset, consider the impact of the proposed development upon it, and to avoid or minimise conflict between the heritage asset’s conservation and any aspect of the development proposal, in line with the National Planning Policy Framework (DCLG 2012).

4. METHODOLOGY

4.1 The agreed WSI had been based on the excavation of a 4% random sample comprising 51 no 30m x 2m trial trenches (Fig 2). However, due to on-site restrictions the fieldwork comprised the excavation of thirty six of the fifty one proposed trenches ranging in length from 12.8 to 34.2m (Fig 3) Site conditions allowed for Trenches 1 to 10 and 51 to be excavated at or near to their original proposed locations as set out in the WSI. The remaining proposed trench locations

had to be altered to allow for site boundaries (including protected tree lines and hedges), site haul roads, spoil heaps and equipment compounds spread across the construction site. The revised scope of trenching was undertaken in agreement with the CAHCC.

4.2 Trenches forty to forty eight as numbered in the original proposed WSI trench location plan were not excavated (Fig. 2). This area had been built up with 500mm of chalk and 2m - 2.5m of topsoil bringing it level with Ox Drove Road for an area of football pitches. As such any archaeology would be preserved in situ and not disturbed by the development. This CAHCC was informed of this situation, and no further work was required in this area.

4.3 The revised scope of fieldwork was agreed in consultation with the CAHCC and allowed for the maximum coverage of the site given the on-site restrictions.

4.4 Trenches were set out on OS National Grid (NGR) co-ordinates using Leica GPS and surveyed in accordance with CA Technical Manual 4 Survey Manual.

4.5 All trenches were excavated by mechanical excavator equipped with a toothless grading bucket. All machine excavation was undertaken under constant archaeological supervision to the top of the first significant archaeological horizon or the natural substrate, whichever was encountered first. Where archaeological deposits were encountered they were excavated by hand in accordance with CA Technical Manual 1: Fieldwork Recording Manual.

4.6 Deposits were assessed for their palaeoenvironmental potential in accordance with CA Technical Manual 2: The Taking and Processing of Environmental and Other Samples from Archaeological Sites and, no deposits were identified that required sampling. No artefacts were recovered.

4.7 The archive is currently held by CA at their offices in Andover. Subject to the agreement of the legal landowner the site archive will be deposited with The Hampshire Cultural Trust. A summary of information from this project, set out within Appendix B, will be entered onto the OASIS online database of archaeological projects in Britain.

5. RESULTS (FIGS 3-12)

5.1 The majority of the site consisted of topsoil on to a clean white chalk natural. Within Trenches 2 to 7, 9 to 11, 31 and 48 a layer of mid reddish brown clayey silt subsoil was recorded

5.2 Archaeology was only identified in Trenches 5 and 11.

5.3 Trench 12 (Fig. 10) was abandoned due to the depth of modern overburden. Approximately 1.1m of modern overburden was encountered consisting of construction material. The chalk natural was observed at a depth of between 1.2 and 1.3m at this point.

Trench 5 (Figs 3 to 5)

5.5 Trench 5 contained a north-west/south-east aligned ditch. The ditch (503) was 0.24m deep and 0.83m wide and consisted of moderate concave sides and a concave base. The fill 504 was a mid brown clayey silt with a loose compaction with very common chalk sub-rounded rubble inclusions. Ditch 503 cut the chalk natural and was sealed by the subsoil. No finds were recovered from the fill (504). The ditch 503 is likely to be a continuation of the same ditch (1103) recorded in Trench 11 to the south.

Trench 11 (Figs 3, 6 & 7)

5.6 Trench 11 contained a north-west/south-east ditch (1103). A 13m length of ditch 1103 was recorded within the trench and it consisted of moderate concave sides and an uneven flat base. The fill 1104 was a mid brown clayey silt with common sub-angular flint inclusions. Ditch 1103 cut the chalk natural and was sealed by the subsoil.

6. THE FINDS AND BIOLOGICAL EVIDENCE

6.1 No finds or biological evidence were recovered.

7. DISCUSSION

7.1 Ditches 503 and 1103 are likely to be a single continuous ditch which lines up with one of the linear anomalies identified in the geophysical survey. Although no dateable material could be recovered from the ditches it is on the same alignment as the existing field and property boundaries and as such is possibly of post medieval/modern date.

7.2 No other geophysical anomalies which had been indicated in the geophysical survey could be identified within the trenches. This corresponds with the Phase 1 evaluation where recorded geophysical anomalies could not be subsequently identified in the Phase 1 evaluation

7.3 Despite the on-site restrictions a sufficient percentage sample investigation of the available Phase 2 evaluation area could be undertaken. This indicated that there is a low potential for the presence or survival of archaeological features within the Phase 2 evaluation area.
