Personality Development Programme for RPF personnel

On 12.10.10, a Personality Development Programme was organized for the post incharges who are the cutting edge of the Force. Sri. R. Karthikeyan, a qualified Management professional, who works in the HRD section of a private company, delivered speech on ‘Self Management’ and also made a power point presentation which covered various aspects of motivation, self confidence, physical and mental exercises, customer care, etc. The session was very lively with active interaction of the participants.

Sensitisation programme on Child protection and Juvenile Justice Act

A programme was organized by RPF/ Division along with Department of Social Defence, on 13.11.2010 for RPF personnel of Chennai division.

During the programme, the officials from Department of Social Defence participated and explained the importance of child protection and Juvenile Justice Act and also about the functioning of child line and child protection. They also explained about the responsibilities of the uniform personnel at field level, in securing the ran away children and protect them from anti social elements. Children‟s day celebration

In view of Children’s day a motivation talk on the topic „Children Development and Parenting‟ for RPF personnel and their wards was organized at Sulya Hall/S. Rly.,/HQ/MAS on 14.11.2010.

Following this, another programme was organized for the benefits of wards who are studying +2. Teachers from SBOA Matriculation Higher Secondary School, , Chennai have given valuable tips about the systematic preparation for +2 examination, time management and presentation of answers to secure more marks in +2 examinations in important subjects.

About 150 children and parents from RPF including Railway employee attended.

Smt. Kavitha Reddy, Chairperson of SRRPFWWA presided over the programme. Sri. A. G. Sekaran, CSC/ICF, Sri. Elangovan, Dy. GM/S. Rly., and Sri. S. R. Gandhi, Sr. DSC/MAS attended the programme.

Commission of luggage scanner at Chennai station

In view of the Safety & Security of Railway passengers, a luggage scanner was commissioned by CSC/S.Rly., at Chennai Egmore Railway station in the presence of DRM/MAS.

Sr.DSC/MAS and other branch officers have attended the function.

Proactive step of RPF at Railway station - reg.

Thiyagaraja Nagar is one of the commercial hubs in the Chennai city located very near to Mambalam Railway station and heavy crowd used to be there in MBM Railway station during Deepavali festival seasons. Taking advantage of this heavy crowd, anti-social elements indulge in undesirable activities like pick pocketing, chain snatching, eve-teasing, etc.

As a precautionary measure, RPF Divisional striking reserve staff were deployed at MBM platforms, FOB, Booking counters for crowd control and access control duties. Besides, a temporary RPF Assistance Booth was erected at an elevated level at Mambalam platform in a conspicuous place near the FOB with PA system to assist the traveling public. The RPF staff who manned the assistance booth cautioned the public through PA system to secure their belongings and also cautioned them about TPB offenders. The staff were provided with binocular and walkie-talkies.

In addition to the above, 8 CCTV cameras (6 PTZ & 2 fixed) were also installed temporarily to keep surveillance over the suspects.

Due to the proactive step and visible presence of RPF, no incident of TPB was reported at MBM Railway station during this Diwali season.

Awareness campaigns against carrying of Fire crackers & Display of banners at important stations

In view of ensuing Deepavali festival intensive awareness campaigns were organized at all important stations against carrying of fire crackers in trains. In this regard two banners eliciting the dangerous involved in carrying of fire crackers were prepared and displayed at all important stations to create awareness among the traveling public.

Train Intervention Training by NSG

NSG organized “Train Intervention Training” at Railway station to train the commandos to deal with and to keep themselves operationally fit to counter all possible form of terrorism related to unforeseen events at railway stations and trains. Sr. DSC/MAS contacted the NSG officers and got their permission to allow RPF staff, during their training so that they also gain knowledge in this area. 2 officers and 29 men participated in the training.

During the training programme, they made demonstration of entering in to the running trains by jumping from the FOB through rope and also opened the compartment doors with explosives. They also made practice of rescue operation through emergency windows.

Seminar on Human Rights

A seminar on Human Rights was organized by Sri. S.R. Gandhi, Sr.DSC/MAS for the RPF officers.

Hon’ble Sri. A.R. Selva Kumar, BSC, BL., Retd., District Judge & Member, State Human Rights Commission, TN Election Commission, and Sri. Kandasamy, Sr.Advocate, High Court of Chennai attended the seminar and addressed the gatherings.

All RPF officers of Chennai division and officers of ICF and HQs also participated in the seminar and interacted with RPF officers.

Work shop on RP(UP) Act

In Chennai division, on an average 250 RP(UP) Act cases are registered every year and nearly 700 cases are under pending trial. It is observed that every year many cases were ended in acquittal due to improper preparation of basic documents and lack of experience in deposing evidence in the Court. With a view to improve the efficiency of officers of Chennai division, a „Workshop on RP(UP) Act Cases‟ is planed in Chennai division on every Saturday.

A check list/guideline to be followed while registering RP(UP) Act cases and conducting enquiries was prepared in both Tamil & English and distributed to the participants.

Mobilizing men from Civil Defence

During festival seasons there will be heavy Crowd at stations and in trains and the security arrangements has to be beefed-up at stations and trains. During this occasion, Civil Defence Personnel are utilized for Crowd Control/Access Control duties, maintaining queue at booking counters and in unreserved compartments and for conducting anti-sabotage checks, etc.
