Statement on the Proposed Citizenship Amendment Bill We are a group of Indian scientists and scholars. We are issuing this statement in our personal capacity as concerned citizens to express our dismay at the reported plans to table the Citizenship Amendment Bill 2019 in the parliament. We do not have access to the exact text of the current version of the Bill. Our statement is based on media reports and the text of the previous version of the Bill that was passed by the Lok Sabha in January 2019. Nevertheless, we feel compelled to issue this statement already at this point of time in view of the reports that the Bill may be tabled in parliament early next week and may be taken up for voting in both houses soon after. We understand that the Bill seeks to grant citizenship to Hindus, Sikhs, Buddhists, Jains, Parsis and Christians from Afghanistan, Bangladesh and Pakistan. The stated intent of the Bill is to provide refuge to persecuted minorities from neighbouring countries. While we support this laudable objective, we find it deeply troubling that the Bill uses religion as a legal criterion for determining Indian citizenship. The idea of India that emerged from the independence movement, and as enshrined in our constitution, is that of a country that aspires to treat people of all faiths equally. The use of religion as a criterion for citizenship in the proposed bill would mark a radical break with this history and would be inconsistent with the basic structure of the constitution. We fear, in particular, that the careful exclusion of Muslims from the ambit of the Bill will greatly strain the pluralistic fabric of the country. We note that article 14 of the Indian constitution prohibits the State from denying “to any person equality before the law or the equal protection of the laws within the territory of India.” While it is the job of legal experts to determine whether this draft bill violates the letter of the constitution, it seems certain to us that it violates its spirit. For the reasons mentioned above, we call for the immediate withdrawal of this bill and as its replacement request for appropriate legislation that will address the concerns of refugees and minorities in a non-discriminatory manner.     Prof. Satyajit Mayor Got Prestigious Chevalier De L'ordre National Du

    Prof. Satyajit Mayor got prestigious Chevalier De L’ordre National Du Mérite Prof. Satyajit Mayor, Director of the National Centre for Biological Sciences (NCBS-TIFR) was conferred the distinguished Chevalier de l’Ordre national du Mérite, French order of merit by the Ambassador of France to India, Mr. H. E. Emmanuel Lenain on 19th November, 2019. Prof. Satyajit Mayor with Mr. H. E. Emmanuel Lenain, the Ambassador of France to India, Prof. Mayor is professor and director of the National Centre for Biological Science (NCBS), Bangalore, and Institute for Stem Cell Biology and Regenerative Medicine (inStem), Bangalore, India. In 2012, Prof. Mayor won the Infosys Prize for life sciences for his research on regulated cell surface organization and membrane dynamics. He studied chemistry at the Indian Institute of Technology (IIT), Bombay and has earned his Ph.D. in life sciences from The Rockefeller University, New York. He developed tools to study the trafficking of membrane lipids and GPI- anchored proteins in mammalian cells using quantitative fluorescence microscopy during his post-doctoral research at Columbia University. Prof. Mayor has to his credit some of the prestigious national and international awards. North-East history in general and its intellectual history in particular is an unpeopled place. In Indian social science literature, North-East history for the last seventy years has mostly revolved around separatist movements, insurgencies, borderland issue and trans- national migration. However, it seldom focussed on the intellectuals who have articulated the voice of this place and constructed an intellectual history of this region. This paper attempts to explore the intellectual history of Assam through understanding the life history of three key socio-political figures – Gopinath Bordoloi, Bishnu Prasad Rabha and Chandraprabha Saikiani.

Construction Activity 245 1 About The Institute History The Harish-Chandra Research Institute is one of the premier research institutes in the country. It is an autonomous institution fully funded by the Department of Atomic En- ergy (DAE), Government of India. The Institute was founded as the Mehta Research Institute of Mathematics and Mathematical Physics (MRI). On 10th Oct 2000 the In- stitute was renamed as Harish-Chandra Research Institute (HRI) after the acclaimed mathematician, the late Prof Harish-Chandra. MRI started with the efforts of Dr. B. N. Prasad, a mathematician at the University of Allahabad, with initial support from the B. S. Mehta Trust, Kolkata. Dr. Prasad was succeeded in January 1966 by Dr. S. R. Sinha, also of Allahabad University. He was followed by Prof. P. L. Bhatnagar as the first formal Director. After an interim period, in January 1983 Prof. S. S. Shrikhande joined as the next Director of the Institute. During his tenure the dialogue with the DAE entered into decisive stage and a review committee was constituted by the DAE to examine the Institute’s future.
