9 DR. EUGÉNIO DUARTE GENERAL SUPERINTENDENT CHURCH OF THE NAZARENE

Dr. Eugénio R. Duarte is a general super- intendent in the Church of the Nazarene with an office at the Global Ministry Center in Lenexa, Kansas, USA.

He was chosen for the highest elected office in the church at the 27th General Assembly held in Orlando, Florida, USA, in 2009. At the me of his elecon, Dr. Duarte was serving as the Africa regional director for the denominaon.

Prior to that assignment he was the director for the Africa West and French Equatorial Fields, where he facilitated the expansion of the church into Sierra Leone and the Reunion Islands and developed a strategy to enter Guinea Bissau. Dr. Duarte has also served as director for the Africa Lusophone Field, direcng the start of our work in Equatorial Guinea, and as field director for Central Africa.

Before this he was a teacher and the director of the Seminario Nazareno de Cabo Verde (SNCV), district su- perintendent of Cape Verde, and pastor of the Porto Novo and Mindelo Churches of the Nazarene.

Duarte was born in Brava, Cape Verde, and accepted Christ under the ministry of the Church of the Naza- rene at the age of twelve. He received his call to preach shortly aer his conversion, was mentored by his pastor, and was ordained by Dr. Orville Jenkins Sr. in 1981. He studied at SNCV and received his Master of Arts degree from Azusa Pacific University, California, USA. In 2012 he received his Master in Business Ad- ministraon from Northwest Nazarene University, Nampa, Idaho, USA. He was bestowed the honorary Doc- tor of Divinity by Africa Nazarene University in May 2006.

Dr. Duarte and his wife, Maria Teresa, moved from Johannesburg, South Africa, to the Kansas City area in the fall of 2009. They have three sons, Sergio, Francisco, and Richard, and two grandsons, Gabriel and Ben Amar.

11 DR. JEFFREY T. JOHNSON DISTRICT SUPERINTENDENT CHURCH OF THE NAZARENE

Dr. Jeffrey Johnson was elected District Superintendent at the 10th Annual Assembly of the South Texas District. Dr. Johnson is a fourth ‐generaon leader in the Church of the Naza‐ rene and believes in its values and mission. He is convinced that through the local church, the Church of the Nazarene can be relevant and make a Christ‐like impact on the communies of South Texas and beyond. Jeffrey and Julie came to South Texas in 2001 to pastor Houston First Church of the Nazarene aer previously serving in churches in Tennes‐ see, Iowa, and Oklahoma. Dr. Johnson graduated from Trevecca Nazarene University in 1985 with a Bachelor of Arts in reli‐ gion and from Nazarene Theological Seminary with a Master of Divinity in 1988. He completed his Doctor of Ministry at Asbury Theological Seminary in 2003. He desires to encourage pastors to fulfill their increasingly challenging but rewarding calling, and to see each local congregaon embrace their calling to make disciples. Jeffrey and Julie Johnson reside in Cypress, Tex‐ as and enjoy keeping in touch with their daugh‐ ters, Jenae and Jana and their families.

13 Dr. LOREN GRESHAM PRESIDENT SOUTHERN NAZARENE UNIVERSITY

Dr. Loren Gresham was born in Nashville, Ten- nessee and aended Trevecca Elementary School. His parents took a posion in Hawaii where Loren aend- ed one year of high school. Having then moved to California, he aended and graduated from Pasadena Academy. He received an A.B. in History from Point Loma Nazarene University, an M.A. in Internaonal Relaons from the University of Southern California, and a Ph.D. in Poli- cal Science from the University of Oklahoma. He married Linda Lee Brown in 1964. They have one daughter, Lynee Suzanne Strawn, who, along with her husband, Dr. Brad Strawn, have two sons, Evan Bradley and Keaton Paul.

Dr. Gresham’s career at Southern Nazarene University (Bethany Nazarene College) began in 1967 as a professor of Polical Science and History. As a Fulbright Scholar (1970-71) at Victoria University, Wellington, New Zealand,

he formed wide acquaintance with leaders in many areas of naonal life there. In 1985 he was selected by then-President Ponder Gilliland to serve as Provost of SNU. In 1989 the SNU Board of Trustees elected Dr. Gresham to serve as President of the University, the office he currently holds.

President Gresham has served as a member of the Internaonal Educaon/Church of the Nazarene; past member and Chair of the Board of Directors of the Council for Chrisan Colleges & Universies; recent member and Chair of the Council of Presidents of the Naonal Associaon of Intercollegiate Athlecs; former member of the Oklahoma City YMCA Board of Directors; a member of Rotary Club 29 of Oklaho- ma City; past board member of the OKC Chamber of Commerce Board of Directors; past board member of Integris Bapst Medical Center. Avocaons include flying (licensed pilot), golfing, sailing, raising horses and high country trail riding. Travel is a great enjoyment and regular pursuit. Greatest joy is spending me with grandsons at soccer, basketball or anywhere they are.

15 Dr. Terry Toler VIDE PRESIDENT SOUTHERN NAZARENE UNIVERSITY, UNIVERSITY ADVANCEMENT & CHURCH RELATIONS

Dr. Terry Toler is the Vice President for Uni- versity Advancement and Church RelaƟons at Southern Nazarene University and has served the University since 2000. In his current assignment he works with over 600 Nazarene churches and church leaders on the South Central Region (USA) as well as providing leadership to the areas of De- velopment, Alumni, Media Strategies, The Re- source Center for Pastoral Leadership at SNU and the Zig Ziglar Center for Ethical Leadership. He also serves as Secretary of the SNU FoundaƟon. Prior to joining the administraƟve team at SNU, Dr. Toler, an Ordained Elder in the Church of the Naza- rene, spent twenty-five years in pastoral ministry, serving churches in Florida, Ohio, Tennessee and Oklahoma. During that Ɵme, he served as a Church Planter, ExecuƟve and Senior Pastor.

Dr. Toler is also respected as a songwriter and musician. He has been a contribuƟng writer on three Grammy Award-winning recordings, a cerƟfied plaƟnum album, and mulƟ-plaƟnum videos, with his songs being recorded by some of the best-known names in ChrisƟan and popular music. Toler’s songs for children have been translated into many languages and are marketed internaƟonally. Most recent- ly, his composiƟon, He SƟll Speaks, was released by Word Music as a Choral/Instrumental arrange- ment. Dr. Toler received an A.A. from Ohio ChrisƟan University, B.A. and M.Min. degrees from SNU and the Ed.D. from the University of Sarasota. He is married to Susan, an alumna of SNU. They have two grown sons, Trent (Erin) and Aaron (Lauren), both graduates of SNU, and two grandchildren. Known as a man of the Word and song, Terry Toler’s message, whether spoken or through music, is the message of joy and hope in Christ.

16 Dr. Mark E. Lail Execuve Vice President Nazarene Foundaon

Dr. Mark E. Lail was selected as the Execuve Vice President for the Nazarene Foundaon by Board elecon in March 2012. He provides dual execuve leadership for the Foundaon and for the Church of the Nazarene, where he has served as Director of Stewardship Ministries since 2008. Prior to his Stewardship assignment, he was a Nazarene pas- tor for over 20 years, most recently at the Fishcreek Naza- rene Worship Center in Ohio.

"The partnership between the Foundaon and Stewardship Ministries is an opportunity to bless each local church with current and long-term funding resources as we partner to fulfill the mission of the Church of the Nazarene to Make Christlike Disciples in the Naons," says Foundaon Presi- dent, Ken Roney.

Lail believes that the Foundaon is an important piece of the fundraising puzzle and sees this as an excing partnership with unlimited potenal for maximizing local church funding. He is honored by the expression of confidence that the Foun-

He is a graduate of Mount Vernon Nazarene University and Nazarene Theological Seminary. Lail also holds an advanced de- gree in Spiritual Formaon and Church Growth from Fuller Theological Seminary. He has served in several posions including district treasurer, district Sunday School Ministries chairman, and instructor for the Nazarene Bible College extension on the East Ohio District. He has served on several boards including the Church of the Nazarene Foundaon, the East Ohio District Advisory Board, the Mount Vernon Nazarene University Board of Trustees, the East Ohio Board of Ministerial Studies, and the East Ohio Board of Ministerial Credenals.

Lail and his wife, Ruth, live in DeSoto, Kansas, and have five daughters and two grandsons.

18 Dr. Dwight M. Gunter LEAD PASTOR TREVECCA COMMUNITY CHURCH OF THE NAZARENE

Dr. Dwight M. Gunter II is the Lead Pastor of Tre- vecca Community Church of the Nazarene in Nashville, Ten- nessee. He has served as pastor of TCC since April 2002. The church has grown from 400 to over 900 in aendance and has iniated a variety of ministries, parcularly in the urban seng. TCC has a vision of building bridges between the Trevecca community and the world beyond.

TCC is the campus church for Trevecca Nazarene University. The facility is located in an inner city neighborhood. Part of the uniqueness of TCC is its diversity – racial, geographical, educaonal, socio-economic, and generaonal. The commit- ment to serve the inner city is a prevailing commitment for the people of TCC.

Prior to coming to TCC in April of 2002 Dr. Gunter served as the Lead Pastor of Richardson Church of the Nazarene in Richardson, Texas. Other pastorates include Midland Valley First Church of the Nazarene in Aiken, South Carolina and Spartanburg First Church of the Nazarene. Each of the con- gregaons experienced great growth while relocang their facilies.

Dr. Gunter currently serves as the Vice-Chairman of the Board of Trustees for Trevecca Nazarene University and as a member of the General Board of the Global Church of the Nazarene. He was elected as the President of the USA Naonal Board of the Church of the Nazarene in 2014.

In addion, Dr. Gunter serves on the District Advisory Board in Tennessee and is the Director of CrossBridge, Inc (a not-for- profit organizaon for Urban Ministry). He also teaches Pastoral Administraon and Leadership as well as Pastoral Theology as an adjunct professor at Trevecca Nazarene University.

Previous leadership service includes President of Nazarene Youth Internaonal for the South Carolina District, Sunday School/ Discipleship Chairperson for the Dallas District, District Advisory Boards in South Carolina and Dallas, TX, and Mission Growth Consultant for various districts and local churches.

Dr. Gunter has wrien for various publicaons and has appeared on the Chrisan Communicaon Network (CCN) with George Barna. He has also presented numerous seminars in a variety of sengs. The books he has authored include Deliverance From Daily Giants (2006), Seven Leers for Seven Churches (2011). He has co-authored Best Pracces for Effecve Boards (2012).

Dwight and Karan (Blankenship) have two children – Lindsay (and Jamin) Wentworth and Trae, as well as two grandsons, Ben- jamin and Carter.

Pastor Gunter has received the Bachelor of Arts degree from Trevecca Nazarene University (1982), the Masters of Religious Educaon degree from Nazarene Theological Seminary (1984), and the Doctor of Ministry degree from Nazarene Theological Seminary (2000), with a parcular emphasis in leadership.

20 Larry and Addie Garman MISSIONARIES CHURCH OF THE NAZARENE, PERU

Larry and Addie Garman are global missionar- ies with the Church of the Nazarene in Peru. They were appointed to Peru in 1964, and have served in that country since their original appointment. Larry was born in Springfield, Ohio. He received the B.A. degree from Point Lamo Narzarene University in San Diego, California, and his D.C. degree from the Los An- geles Chiropracc College. He has studied at Biola School of Missionary Medicine, in La Mirada, California, in the areas of tropical medicine and dispensary. he also has training in denstry.

Addie also aended Point Loma Nazarene University. Addie has taught the Old Testamant, music, Chrisan educaon, bookkeeping, and drama. She has started women's ministries in several areas and pastored two local churches. She is heavily involved in caring for work and witness teams.

The Garmans arrived in Peru aer a year of language study in Mexico. Their responsibilies have includ- ed clinical work, as well as the development of the Aguaruna Indian's work in the formaon of the Bible School and the Amazon District.

The Garmans have four grown children: Guy, Gregory, Candace and Timothy.

22 Joel and Sara Mullen UNIVERSITY PASTOR OF STUDENT MINISTRIES SOUTHERN NAZARENE UNIVERSITY

Joel and Sara served with the Church of the Nazarene on the Eurasia Region for fourteen years, working primarily in Italy and in Eastern Europe in a variety of roles.

Since September 2013, they’ve lived in Bethany, Oklahoma where Joel serves as University Pastor of Student Ministries at Southern Nazarene University. He is responsible for organizing SNU’s internaonal summer mission teams (SIMS) as well as local ministry opportunies for

They both studied at Nazarene Theological Seminary where Joel received the Master of Divinity degree (Missiology) and Sara the cerficate in Cross‐Cultural Ministries. Joel is currently pursuing a Doctor of Ministry degree in Urban Missions from Bakke Graduate University.

The Mullen’s have two children, both three years old. Levi was born in Ethiopia and Lia in China

Joel and Sara are available on weekends to speak at district and local mission events.

They speak together and offer a dynamic, mulmedia presentaon that engages and challenges people of all ages, especial‐ ly children and youth.

Rob is the Senior Administrator for Nazarene Missions Inter- naonal (NMI) at the Global Ministry Center in Lenexa. Part of his role is to share the excing things happening around the World through missions to districts and local churches. Also, Rob speaks at District NMI Convenons and Faith Promise events.

Cindy is currently mentoring women in ministry at Mid- America Nazarene University and works as an adjunct profes- sor teaching on-line courses for Mount Vernon Nazarene Uni- versity. Rob and Cindy served for six years as missionaries in Johan- nesburg, South Africa. Rob served as an administrator at the Africa Regional office in the departments of Communicaons, Aviaon, Partnership Development and Facilies manager. Cindy served as a Professor/Lecturer/Chaplain at Nazarene Theological College. These roles contributed to the develop- ment of leaders for the Church of the Nazarene in Africa. Rob and Cindy are passionate about telling the story of missions and sharing the incredible work of God around the globe. Rob and Cindy have two boys, Quinn and Jordan. Quinn is a 12th grader who enjoys music and reading. Jordan is a 6th grader who enjoys climbing, jumping, and motorcycles.

The Rodriguez family currently serves as Special Assignment Mis- sionaries with the Nazarene Border Initiative based out of El Paso Texas. They began their service with NBI as Mission Corps Mis- sionaries in February of 2012. Robert and Rhesa are Work and Witness Coordinators for the US Mexico Border where their re- sponsibilities include encouraging and supporting current church- es, both English and Spanish, on both sides. They manage the El Paso office as well as host retreats and seminars for local Naza- rene churches.

Robert and Rhesa met at Southern Nazarene University, graduat- ing in 2000 and were married in 2003. Robert graduated with a Bachelors in church music then went on to complete his Masters in Christian Education from NNU. Rhesa graduated with a Bache- lors of Nursing. Together they seek God and desire more than anything to serve the Lord in Cross Cultural settings.

Roberto has served as a children’s pastor, worship leader, and Hispanic pastor at churches in Texas, Missouri, and Tennes- see. He is a certified public school teacher and an Ordained Elder with the Church of the Nazarene.

Rhesa is currently a Pediatric Critical Care Transport Nurse and has served as a Pediatric Intensive Care nurse for over thir- teen years. In February 2014 she was awarded the Daisy Award for her service and compassion in Nursing.

The Rodriguez’ have three children whom are currently homeschooled, Ruthy 9, Josiah 8, and Mikayla 6. As a family they have also served in Central Asia, speaking Russian, as volunteer missionaries for the Church of the Nazarene.

Teams compete regularly around the district or region, as the students enjoy fellowship, and Christ‐centered compeon.

How does it work? As quesons are read, teams jump up from quiz seats which electronically determine the quizzer who is up first. The winner of the jump can score points by answering the queson from that day's material. Teamwork, knowledge, strategy, and physical skill all contribute to a good quiz team.

What is studied? Compeon for a given quiz season covers the book or books from the Quiz Material Cycle for that year.  The South Texas District conducts teen quizzes in September, October, November, January, February, and District Finals in April.  The district takes two teams to the St Louis Top Ten Invitaonal Tournament the first weekend in December. This past year, we had a quizzer finish in the top ten individually.  We encourage teams to aend the Dallas Invitaonal in March rather than having a district quiz. In 2014, seven churches from our district were represented at this tournament and we had two quizzers in the top ten.  Finally, the district sends two teams to the regional tournament during Extravaganza at SNU.  Our district has had a representave on the regional teams at the naonal tournament each of the last three years.

18. “The CALLING…for the Missionary…for the Church!” – G108 Larry and Addie Garman – Retired Global Missionaries in Peru – Presenters Overview: Serving as Global Missionaries for 45 years, Larry and Addie Garman retired only to continue their journey of building churches in the Amazon for the last 5 years. They will share their experiences of their calling to be missionaries in Mexico and Peru. Who helped them get started? What did they sacrifice? When did they know God was calling them? Will they always be missionaries? This session will help you to possibly mentor/disciple a person in your church who is sensing a call to missions whether at home or abroad.

19. “SIMS, the New Youth In Mission” – G106 Joel and Sara Mullen – University Pastor of Student Ministries at Southern Nazarene University – Former Global Missionaries to Italy and Eastern Europe ‐ Presenters Overview: SNU in Missions (SIMS) trains and sends SNU students around the world on summer mission teams. This year, there are 80 participants who will serve in Australia, Brazil, Germany, Haiti, Mexico, Serbia, Slovenia, and Swaziland with five students from South Texas District! Join Joel and Sara as they share how the local church can support these mission‐minded SNU students through prayer, giving, educating, and discipling (sounds like they know the four Purposes of NMI!).

James Christopher Baker; Spouse ‐ Victoria Ann; one child, Brandon James Conversion: At 7 years old I watched Pilgrims Progress. I was scared to death and realized I needed Jesus in my life. I asked my Sunday school teacher, Mrs. Molans, what to do and she prayed with me. I was baptized a few weeks later.

Call: I was sitting in church at 17 years old. I felt an overwhelming presence and deep desire to help others on their path as a Christian and to preach the Word of God.

Current Ministry: I currently serve as Senior Pastor at Gatesville Church of the Nazarene. I have the opportunity to watch people grow closer to God as He leads others to join our church.

Daniel Albert Carrillo; Spouse ‐ Carolina Guzman; one child, Joshua Conversion: I was born in Toronto, Canada. At the age of 16 I had a personal encounter with God and then at age 23 I was sanctified. By God’s grace I know that He has transformed my life and will bless my family with His mercy and love.

Call: I know that God has called me to preach the Good News of Christ and about walking in Holiness. This call is seared in my heart and I will obey this great call.

Current Ministry: I currently serve as Worship Arts Pastor at New Vision Community in San Antonio.

Larry William Deering; Spouse ‐ Leta; one child, David Rey Conversion: I was saved on a Sunday night in October 1984. The Lord called me to repentance. I was so scared but the Lord took all my fear away and put His love in my heart to stay.

Call: I was called to preach the Gospel in 2004 at District Assembly while Nina Gunter was preaching.

Current Ministry: I currently serve as Senior Pastor at Brownwood First Church of the Nazarene in Brownwood, Texas.

William Frederick “Fred” Huff; Spouse ‐ Carla; children, Justin and Brandon Conversion: God called me to Him through playing softball. I was of the world and through the love of people I wanted what the church people had. While attending Clear Lake Church I accepted Christ as my Savior.

Call: God called me to preach on August 5, 2005. My father‐in‐law passed away that night and my wife was with him and I hurt of not being with her. I was reading my Bible and highlighting things. The next morning I read what was highlighted and it was a direct call to preach.

Current Ministry: I serve as Senior Pastor for Livingston First Church of the Nazarene.

51 Jorge A. Romero; Spouse – Norma; children, Jorge Jr. and Ximena Conversion: I grew up in church. At age 12 I was called by God to surrender completely to His will.

Call: I was called to be a worshipper and pastor. For years I served the local church until God lead me to fulfill His call in me completely.

Current Ministry: I currently serve as Senior Pastor at The Gathering @ Midland, a multicultural gathering of believers in Christ.

Teanna Marie Sunberg; Spouse – Jay; children – Alexandra, Sophia, Lydia and Jenna Conversion: Following a very traumatic early life that concluded with running away from home at the age of 12, God sent me a new family to my small Kansas town. The Genandt family had a daughter my age who became my best friend. They were a strong Christian family that lived out their faith by opening their home to me. I experienced the Holy Spirit’s amazing presence wooing me into the arms of Christ. I gave my heart to the Lord at a Christian concert at the age of 14.

Call: Soon after my conversion was another Christian concert and I felt the Lord strongly speaking to me about missions. Not having any background knowledge to draw upon I assumed that a ‘missionary’ was not a profession I wanted to pursue. After wrestling with God for some time, I told Him He would have to change my heart. Eleven years later I was on an airplane to Moscow.

Current Ministry: Currently I serve as a missionary with my husband, Jay, and children on the Central European Field. We live in Budapest, Hungary. I serve as the Theological Education Coordinator for the Field.

Ministry History: I came to San Antonio West End Church of the Nazarene in 1978 and served under Pastor Eddie L. Burnett. I pastored four churches in the Church of the Nazarene.

Retirement Plans: I am currently serving as Associate Pastor at San Antonio New Life Christian Fellowship; preaching and teaching in various denominations. Yet saved and sanctified, yet desire to make Heaven my home.

Rev. Bruce M. Guillot; Spouse – Theresa; children ‐ Alicia A. Scala, Michael B. Guillot, Shannon Guillot‐Wright; grandchildren – baby on the way Call: I was converted in a revival meeting held by Rev. Charles Hasting Smith in December of 1978 at the age of 29. I was called shortly thereafter under the ministry of Rev. Russell Branstetter.

Ministry History: Received Local license in 1981, District license in 1984, and Ordained in 1991 on the West Texas District. Pastorates include: Associate at Sun Valley Nazarene on Houston District; Youth Pastor/Associate at Trinity Nazarene in Colorado; Senior Pastor at Whitney Nazarene, West TX District, Metroplex Fellowship in NW Oklahoma District, Clear Lake Nazarene, Houston District, and Head of School at Clear Lake.

Retirement Plans: I will continue at my current position for at least another year. Theresa and I have moved to the west end of Galveston Island where we plan on retiring.

Rev. Philip L. Parks; children – Marla and Steve. I have 6 grandchildren and 2 great grandchildren Call: I received my call when I was 29 years old. I was married with 2 children and went to Bible School. At 35, with 2 children, God laid on my heart Romans 12: 1‐2 and I committed my life in ministry to Him.

Ministry History: – I was an Associate Pastor of my home church, Trinity Wesleyan. Then I went to Marion College in 1977 and graduated with a Bachelor of Science in Christian Ministry in 1981. I then pastored Liberty Center, OH Wesleyan Church from 1981‐1985; Sims, Indiana Wesleyan Church from 1985‐1987. I served as Counselor for a rehab ministry, Staying Straight, in Houston from 1987‐1990. I then transferred my credentials from the Wesleyan Church to the Nazarene denomination in 1990. I served on staff as an Associate Pastor at Spring Branch, Pastored Houston Broadway, started a compassionate ministry at Broadway and was a Hospice Chaplain.

53 Retirement Plans: I retired from being a Hospice Chaplain in 1999 and lived in Oklahoma City, OK helped my son start a business. I now live in Ruskin, Florida where I love to go fishing, swimming, and many activities at Manater Retirement Park.

Rev. Terry G. Pierce; Spouse – Gaylene (Gail); One son and a daughter were born to us, then we adopted two daughters. Together they have given us 10 grandchildren Call: I was worshipping God while driving a combine during wheat harvest at Nunn, CO when He whispered to my spirit: “tonight, leave the others and spend time alone with me.” Skipping the evening meal, sitting on the wooden bleachers of a bull sale arena, alone with God, and reading in Ephesians, chapter 4:11 jumped out at me like a neon light (“He gave some to be apostles, some to be prophets, some to be evangelists, and some to be PASTORS and teachers”) and His voice filled my head saying, “Terry, this is you!”

Ministry History: I began in 1971 as part‐time pastor to Jr. High youth at Oklahoma City Lakeview Park. I then served as a full‐time associate pastor in Guymon, OK, Ponca City, OK, and El Paso, TX. In 1975 I became the pastor of Church of the Nazarene in Lone Pine, CA, located at the foot of Mt. Whitney in the High Sierras, and counting a population of 1,300 souls. From there I pastored Albuquerque Holiday Park, Beaumont First, Beaumont Cornerstone, and Odessa First Church of the Nazarene.

Retirement Plans: I will learn how to live on peanuts and seek ways to be useful in the Kingdom of God. I plan to serve as a chaplain with Hospice, Market Place Ministries, Odessa Police Department, and I will give spiritual leadership to Walk to Emmaus Ministries.

Rev. John T. “Tom” Reed; Spouse – Brenda; 6 children, 17 grandchildren, 2 great grandchildren Call: I answered the call to ministry in 1965 while at Southern Nazarene University, then Bethany Nazarene College in a spring revival under Evangelist Paul Martin.

Ministry History: I began ministry while at Nazarene Theological Seminary, and as Music and Youth Associate at Overland Park, KS Antioch Church of the Nazarene. I began full time ministry in 1974 as Youth Pastor at Richardson First Church. I have since served the following churches: Garden City, Kansas, Music and Youth; Bethany, OK Williams Memorial, College and Music; Clovis, NM, Music and Administrator of Clovis Christian School; Midland, TX First, Music; and Odessa First, Administrative and Music Pastor. While at Bethany I was privileged to serve as NW Oklahoma District NYI President.

Retirement Plans: Plans are to continue in some form of music and teaching ministry, do some traveling, and continue to support our local church.

Seven portions of the Constitution of the Manual of the Church of the Nazarene were amended by the 2013 General Assembly in Indianapolis, Indiana. Five of these are changes and two are additions. A majority vote is needed by your district for you to concur. For the amendment to be accepted, it requires ratification by at least two-thirds of the Phase 3 and Phase 2 district assemblies.

CHURCH OF THE NAZARENE CONSTITUTIONAL AMENDMENT BY THE TWENTY-EIGHTH GENERAL ASSEMBLY Adopted at Indianapolis, Indiana, USA June 2013

The District shall consider concurrence or non- concurrence (by majority vote of district assembly delegates) with action of the Twenty-eighth General Assembly held in Indianapolis, Indiana, USA, June 23-27, 2013, amending the constitution of the Church of the Nazarene. NOTE: New text is underlined; brackets [ ] indicate text to be deleted. RESOLVED that a new paragraph be added to the Manual as follows:

Resolutions amending the Articles of Faith (paragraphs 1-22) shall be referred by the General Assembly to the Board of General Superintendents for review by a study committee, including theologians and ordained ministers, appointed by the Board of General Superintendents that reflect the global nature of our Church. The committee shall report, with any recommendations or resolutions, to the subsequent General Assembly.1

REASONS:

1. The Articles of Faith encompass the essential doctrinal positions of the Church of the Nazarene.

2. Changes in our Articles of Faith should require deliberate and comprehensive study by qualified individuals, including theologians that reflect the world-wide nature of our denomination.

3. This study should take place prior to any action taken by a General Assembly.

4. The subsequent General Assembly will have the benefit of the study along with any well-researched recommendations or resolutions, if necessary, to help guide its decision.

5. Placing this resolution within the Constitution ensures that it, like the Articles of Faith, would not be subject to the vote of a single General Assembly.

RESOLVED that Manual paragraph 18, Article of Faith XIV, be amended as follows:

18. We believe in the Bible doctrine of divine healing and urge our people [to seek] to offer the prayer of faith for the healing of the sick. We also believe God heals through the means of medical science. (2 Kings 5:1-19; Psalm 103:1-5; Matthew 4:23-24; 9:18-35; John 4:46-54; Acts 5:12-16; 9:32-42; 14:8-15; 1 Corinthians 12:4-11; 2 Corinthians 12:7-10; James 5:13-16)

REASONS:

1. The current grammatical construction is ambiguous and awkward. Two infinitive phrases—“to seek to offer”—would normally be connected by the conjunction “and.”

2. If we are encouraging our people to simply offer the prayer of faith for the healing of the sick, removing the phrase “to seek” would be in order. If we are encouraging our people to seek the prayer of faith for the healing of the sick and to offer such prayers, adding the word “and” would clarify the current statement. Either amendment is an improvement.

27.1 First. By doing that which is enjoined in the Word of God, which is our rule of both faith and practice, including: 5. Seeking to do good to the bodies and souls of [men] people; feeding the hungry, clothing the naked, visiting the sick and imprisoned, and ministering to the needy, as opportunity and ability are given (Matthew 25:35-36; 2 Corinthians 9:8-10; Galatians 2:10; James 2:15-16; 1 John 3:17-18).

REASONS:

1. The Church of the Nazarene has always supported the equality of men and women and recognizes that gender inclusive language is important in promoting that equality. (Manual paragraphs 903.5, 903.6)

2. The language in our Covenant of Christian Character should reflect our commitment to gender equality.

RESOLVED that Manual paragraph 27.2, item #3, be amended as follows:

27.2. Second. By avoiding evil of every kind, including: 3. Sexual immorality, such as premarital, [or] extramarital, or same-sex relations[,]; perversion in any form[,] or looseness and impropriety of conduct (Genesis 19:4-11; Exodus 20:14; Leviticus 18:22; 20:13; Matthew 5:27-32; Romans 1:26-27; 1 Corinthians 6:9-11; Galatians 5:19; 1 Thessalonians 4:3-7; 1 Timothy 1:10).2

REASONS:

1. Clarification is necessary as to our biblical beliefs regarding homosexual sexual activity regardless of any given culture’s definition of marriage.

2. Since homosexual practice is not mentioned anywhere else in our Constitution, our ministers and churches need this clarification in order to be able to clearly make the case that this is our Church’s stance.

3. While homosexual practice is addressed in the Covenant of Christian Conduct, several factors make the Covenant of Christian Character a more suitable location for its mention.

4. The Covenant of Christian Conduct is an expression of “collective Christian conscience,” (Manual paragraph 33.2) while the Covenant of Christian Character is introduced as “…that which is enjoined in the Word of God, which is our rule of both faith and practice….”. (Manual paragraph 27.1)

5. The Covenant of Christian Conduct is preceded by an encouragement that “They should be followed…”. (Italics added by presenter for emphasis.) (Manual paragraph 33.2). The Covenant of

Christian Character is preceded by the admonition that “It is required of all who desire to unite with the Church of the Nazarene…”. (Manual paragraph 27)

6. The Covenant of Christian Conduct “…purposes to relate timeless biblical principles to contemporary society…” (Manual paragraph 33.1), whereas the Covenant of Christian Character communicates regarding issues specifically addressed by Scripture.

7. The Covenant of Christian Character is part of the Constitution, which is more difficult to change than the Covenant of Christian Conduct. Changes to the Constitution require a two-thirds majority of the General Assembly, and ratification by two-thirds of the district assemblies (Phase 2 and Phase 3), whereas changes to the Covenant of Christian Conduct do not require any ratification by district assemblies.

8. The Covenant of Christian Conduct was designated by the 2009 General Assembly to be cared for by the regions in regional handbooks rather than being included in the new Global Manual. This would leave us without any global statement on homosexual practice. This resolution remedies that.

9. Our prohibition of homosexual practice needs to be stated clearly, simply, and authoritatively. Our Covenant of Christian Character has always been understood to include homosexual practice under the category “extramarital.” We need to make this understanding explicit, in order to avoid any confusion or misconstrual of our longstanding intent.

28.1. We are agreed that there are three legislative entities in the structure of the Church of the Nazarene: local, district, general. The regions serve as administrative entities for mission strategy and implementation.

REASONS:

1. This paragraph specifies the responsibilities of regions as strategic and administrative while local, district, and general entities are legislative.

2. The regions function as an administrative extension and strategic arm of the Global Mission Department and the Board of General Superintendents.

The General [Assembly] Boundaries Committee shall [also] fix the boundaries of assembly districts[, and]. The General Assembly shall also define the powers and duties of district assemblies. (200-5.6)

REASONS:

1. In practice, the General Assembly does not establish boundaries. This service is provided by the General Boundaries Committee.

A majority vote is required on each constitutional amendment item by any Phase 3 or Phase 2 district assembly. Either the General Assembly or any Phase 3 or Phase 2 district assembly may take the initiative in the matter of proposing such amendments. As soon as such amendments shall have been adopted as herein provided, the result of the vote shall be announced by the Board of General Superintendents, whereupon such amendments shall have full force and effect.

REASON:

1. This adds language to clarify that the vote required by a district assembly is only a majority one.

79 District NMI President 2013 - 2014

Dr. Jeffrey Johnson, District NMI Council, Pastors, Delegates, and guests, it is an honor to submit my annual report for South Texas District Nazarene Missions International. Being the District President has opened so many opportunities for me to meet some of the most dedicated Local Presidents and their Councils, Pastors, Children and Youth Leaders, Sunday School Teachers, parents, grandparents, friends, and anyone who is involved in missions! You have a passion to serve! Thank you for “being Jesus” and giving of yourself. Thank you for YOUR CALL to PRAY, to EDUCATE, to DISCIPLE, and to GIVE!

As we are gathered for our annual Leadership Summit and Assembly, I like to think of this as a Family Reunion. We conduct business, we eat, we worship, we eat, we visit, we eat, we laugh, we eat, we cry, and most of all we catch up on what the family has been doing since we all met and ate together! So let’s review what has happened with the district family this last year:

 Our churches continue to pray for missions.  80% of the churches participated in some type of mission education.  8 missionaries toured the district and spoke in 30+ churches raising over $36,045.00 for deputation. I know there were additional missionaries speaking for Faith Promise services but these were scheduled by our district coordinator.  Missionaries Scott and Jenni Rainey shared the good news at Children’s Camp.  20+ churches participated in the Kids Reaching Kids VBS Missions offering raising $5,626.00 and being recognized as a 5K District. Three churches were recognized in the Top 100 – Cove $1,924.00, Killeen $750.00, and Victoria $521.00. In addition, the following are in the top 10 for South Texas – Cedar Park $465.00, San Angelo First $427.00, Alvin $368.00, San Antonio New Vision Community $335.00, Belton $247.00, Livingston $222.00, Houston Broadway Spanish $185.00 and Rio Valley $182.00!  The Border Initiative Project continues to welcome teams to work on both sides of the border. Roberto and Rhesa Rodriguez have been a great resource for our churches.  65% of our churches were involved in Compassionate Ministries work for a total giving of over $93,213.00.  48 churches are actively involved in Nazarene Child Sponsorship for a total giving of $59,890.00! Just think how many children are getting hot meals, clothing, and an education!  We have loved and supported four LINKS families for the past two years with gifts, cards, prayers, emails, and total giving for this past year of $7,333.00. We will have four new LINKS families this year to welcome into our STD Family.  We have sent funds to help eight college/high school students to go on mission trips this summer for a total of $2,200.00! YOU helped support our district Mission Corps with $37,591.00.  World Mission Broadcast giving totaled $12,191.00, Alabaster giving totaled $51,507.00, and Jesus Film giving totaled $43,097.00.

80  Rev Sam Shreffler led a Work and Witness team from the district to work with the One Heart, Many Hands Project prior to the start of General Assembly in Indianapolis! They may have been small in number but the work they accomplished was a HUGE blessing!  South Texas District sent your District President and 9 delegates to the Global NMI Convention in June. They voted on NMI Constitution amendments, listened to reports from all the world areas and attended workshops to better serve our local churches.  11 Work and Witness teams traveled across their city, across the district, and across the world for a total investment of $31,458.00. There are many more churches that have worked on projects but these were reported by the GMC.  Each local president had the opportunity to participate in two conference calls for each Mission Area resulting in 70 local presidents sharing their stories of how their church is reaching out and sharing Jesus.  World Evangelism Fund giving totaled $791,908.00 as of this report!  Pastor Ed Wittung shared a vision at District Assembly to have a JESUS Film Bike and a Backpack trip for 2014 and in June there will be 14 members from across the district to travel to Bolivia to deliver the backpack filled with JESUS Film equipment. In addition, a motor bike will be given to the pastor in Cobija for evangelism in this growing city and surrounding areas. Nancy will be calling on her “friends at assembly” to help with the final funding of $4000.00 to ensure the team has needed supplies for the medical clinic, VBS, and the motor bike to be purchased.

The past few years, I have tried to summarize how our churches have answered The CALL for missions! I could write a full page for each of the six mission area success stories but that makes for a VERY LONG report! As you read this report, look around at all the people who make up our local churches and say “THANK YOU FOR A GREAT YEAR!” You answered The CALL!

This year we have a new District Superintendent (Dr. Johnson), new Asst District Superintendent (Rev. Sam Flores), new Pastors, and new local Presidents, but we want our churches to know that the District NMI Council is available to help the local council answer The CALL for missions! NMI continues to be the “church relations heart of World Mission”, so it is our job to be the Pastor’s best friend and help to create opportunities to “make Christ‐like disciples” in the neighborhood, city, and even in the world!

I hear so many stories of how churches answer The CALL for missions but at times it seems like an overwhelming task to make sure we are covering all our bases with offerings, promotions, lessons etc! So we must ask ourselves, “is it S.M.A.R.T.?” and then look at the four purposes of NMI and create plans that are SPECIFIC – MEASURABLE‐ATTAINABLE‐REALISTIC‐ TIMELY/TANGIBLE! As a local council, do not be afraid to try new methods! With a S.M.A.R.T. plan, you have the freedom to CHANGE the FACE of MISSIONS in your CHURCH but keep the MESSAGE!

The CALL for Praying – Psalm 17:6 states, “I call on you, O God, for you will answer me; give ear to me and hear my prayer.” Prayer is the foundation for all that we do. Pastors, when you

81 include missions as part of your weekly pastoral prayer you are helping the church be global minded. Local Presidents, part of your task is to keep your Pastor informed of prayer requests via the Prayer Mobilization Line. NMI has resourced focused prayer events for the local church that include: Global Day of Prayer, World Week of Prayer, National Days of Prayer around the World, 10/40 Window, and International Day of Prayer for the Persecuted Church. We do not pray so that God will change a situation, we pray so that God will change us! Have you answered The CALL for prayer…now is the time to get on your phone (knees) and ….

The CALL for Discipling – Proverbs 22:6 says, “Train up a child in the way he should go and when he is old, he will not turn from it.” Discipling our children and youth is more than a set of rules to memorize, activities to attend, or statements to recite. Our children and youth must see our life story as it connects with the life story of Jesus. I challenge each church to provide opportunities for our children to answer The CALL! Sending kids to Children’s Camp, giving to the VBS Mission Project, or attending creative children’s mission lessons are ways that kids will know your church loves them and wants to help them grow. The Kidz Passport to Missions Education Packet will feature the Eurasia Region and will give kids creative methods to reach out to people in Christ’s name. The Kids Reaching Kids Mission Offering Project, Listen, Learn, & Let It Out! (Romans 10:13‐14) will help our children to be an extension of Jesus’ hands. This project will raise money to send Bible Story Audio Players to help kids reach other kids, their families, and whole communities.

As our children grow into teens, it is our responsibility to provide on purpose opportunities to be needed! When a teen gets into the habit of volunteering, they are more likely to continue even as adults. Youth leaders, I urge you to work with your NMI President and plan a mission trip (even if it is just across the city) so your youth can participate in hands‐on activities of serving others. Do your youth know Christ? Are they close to Christ? The Youth Mission Education packet, Jesus Walk, will help our youth to grow as disciples as they WALK with Jesus.

NMI and SDMI need S.M.A.R.T. plans if our children and youth are going to respond to The CALL! Helping our children and youth to have a relationship with God, understand the role of a church leader, be aware of the world events, learn about missions, and develop their God‐given gifts should be a priority. We must be there to walk along their faith journey teaching, encouraging, and loving them to the Lord! The local church must show their children and youth how God is moving all around the world as well as in their backyard! If your church has only one child or youth and they have felt The CALL to follow Jesus, have you scheduled a conference call?

The CALL for Educating – We live in a busy, demanding world! Schedules are overloaded with family, personal, economic, career, and social responsibilities that have created challenges for churches to have time for mission lessons, presentations, activities, and many times the monthly offerings. It has even been a challenge for some churches to recruit NMI leaders because of the time commitment and skill level. But Global Mission and Nazarene Publishing House (NPH) have released for 2014‐2015, Living Mission‐The Unstoppable Church, the adult mission education curriculum! With 12 lessons, video segments, handouts, and take‐away

82 sheets, every church can pick and choose the method that suits their church! In addition, a compelling CAUSE on Christian persecution is also provided. Did you know there is a Living Mission Facebook Group and Website available? Our methods have to change but our message will always remain the same! Mission education will continue to promote missionaries speaking whether it is to a Sunday morning crowd of 300 or Tuesday night dinner party of 6 or Saturday Men’s Breakfast of 25. Mission education resources are made up of reading books/cd’s, Media Library, Mission Connection E‐Magazine, ENGAGE News, NCN Weekly News, South Texas District Newsletters, as well as the Global NMI and District NMI websites. Mission education can be in whatever setting is preferred i.e. small groups, Sunday School, tradition mission services, retreats, children’s church or a teen meetings! Whether it is new people to the church or long time members, education opportunities must be provided for our people to hear The CALL...so how many minutes are left on your phone?

The CALL for Giving – 2 Corinthians 8:7 tells us, “Just as you excel in everything – in faith, in speech, in knowledge, in complete earnestness and in your love for us – see that you also excel in this grace of giving.” Nazarenes’ passion for mission compels us to give not only our time but our money. Many of our churches are using the Funding the Mission website to report their World Evangelism Fund (WEF) and Approved Mission Specials. It is exciting to hear that since our churches have been ‘tithing’ on their income, they have been financially blessed! NMI and Global Mission have continued to promote WEF, Alabaster, deputation, and WMB offerings throughout the church year. Missionary Care offerings have combined closely related emphases giving into a unified offering with 60% to Missionary Health Care, 30% to LINKS, and 10% to Missionary Christmas Fund. This offering has helped the local church with strategic giving as opposed to just taking another offering. When people are given the opportunities to give joyously, not only will they be blessed, but the people they will never meet in all our world areas will be blessed. 1 Corinthians 2:9‐10 states, “No eye has seen, no ear has heard, no mind has conceived what God has prepared for those who love Him, but God has revealed it to us by His Spirit.” We are a great big family in South Texas! We have lots of distance between us! We are culturally diverse! We have churches in the metro‐plex and the sticker patches of West Texas! We meet in large buildings and small homes! We wear boots, sandals, high heels, and sneakers to church! But the common thread that makes us a FAMILY…we all have The CALL! It is a call to trust, to love, to walk by faith, to serve, to follow and to obey! God calls each person to seek His will not only for their life but for the life of their church! We want the world to know God’s love, Jesus’ sacrifice, and the Holy Spirit’s power…because that’s what the family is all about! So go call someone!

83 District Discipleship Ministries, Int. (SDMI) Chair 2013 - 2014

I can’t believe another year has come and gone. Yet, just as we look back over the year on New Year’s Day, so we take this time to reflect back on what has happened on our District in the area of SDMI and say thank you.

First, we see a change in name – to Discipleship Ministries International. It was determined by our General Leadership that Discipleship encompasses many ministries within the church. One of which is Sunday School. In keeping with that thought we began promoting more than Sunday School and including other ministry opportunities that involved Discipleship, such as Small Groups, Nursing Home Ministries, Weekly Bible Studies, etc. We have encouraged reporting week day ministries and even Sunday night ministry to include those who are not able to attend on Sunday morning so that everyone gets counted.

Now, reporting is not the most important thing. It is not as important as prayer or preparation or giving Friday nights to Jesus, but it is still important. One of the myths of church growth is the idea that there is a secret to church growth. There is one secret‐‐one silver bullet and if you get this right all will be well. Some say the secret is prayer. Some say it is good preaching. Some say it is a certain style of music. Some say it is the Sunday School. Truth is, it is everything. You have to do everything pretty well to get your church to grow. Good reporting is part of the mix.

The Bible says to know well the condition of your flock. There is more to this than reporting, but reporting is part of it. It always pleases me when I ask a pastor or Minister of Education, "How does your attendance this year compare with last year or five years ago?" and they are able to say, "This year we are up by 11%. Over five years we are up by 65%" This is someone who knows well the condition of his flock.

It is hard for me to imagine this ministry without the support of a loving, caring SDMI Board. The following served you well in the representation of Sunday School / Discipleship Ministries this past year:

Jim Atkins, Assistant Chair – Jim willingly backed me up anytime the need arose. He is great to have on the team.

Norman Walters, Communication Coordinator – He did so much more even acting as Statistician receiving all church reports each month. Norman has been a great support and encourager throughout my ministry years. He and his wife are also good friends – friends are friends forever and I am richer because of it.

Treasurer – Josh Flynn – What can be said about Josh other than he knows what he does and is faithful in accomplishing each task. I couldn’t ask for any one better than Josh.

84 Jim Salter ‐ Adult Ministries Director served well as well as serving at Living Word, Concrete Christian Ministries, and every other opportunity to reach the lost.

Children’s Ministry Directors – Crissy McDowell and Tracy Gosnell have led the Children’s Ministries for several years. Crissy resigned to take on another ministry position and she has already been and will be missed. Tracy has done another outstanding job in the areas of Quizzing, Caravans, and Kid’s Fest in addition to co‐directing the district children’s ministry. Emily McKenzie, pastor’s wife at Pasadena First, has accepted the position as Co‐Director with Tracy. Emily is excited about this and has already had opportunity to get her “feet wet.” You will meet her at District Assembly. Matt Angell has signed on as Caravan Director for the District. Be watching for interesting and exciting news for Caravans.

Each of them attended meetings and were invaluable in presenting ideas for Discipleship. Now, our challenge is to get the word out to this vast District.

Carmen Harrison and her team executed a fantastic South Texas Gals Retreat last October. There were over 400 women from across the district who gathered at Sky Ranch in Van, Texas. We enjoyed spirit led praise and worship by the praise band led by David and Kari Porter, anointed messages by Kaylene Daniels, and a time of spiritual renewal, many giving their lives to Christ and receiving a renewed spirit in the Lord. There will not be a retreat this year but the decision had been made to have this retreat every other year. So look for information on the South Texas Gals Retreat 2015.

Well, this year you will elect a new Discipleship Ministries Chair (SDMI). I look forward to passing the “reigns” to a new Chair with new ideas and vision for Discipleship Ministries.

We are called to teach, to disciple, to worship, called to preach, listen, go, reach others, and the list goes on and on. What is your calling? What are you doing to disciple someone – who is discipling you? I challenge you to continue to . . . Tell them the story of Jesus, Write on their hearts every word; Tell them the story most precious, Sweetest that ever was heard!

86 District NYI President 2013 – 2014

It has been another good year for the Youth and their leaders of the South Texas District. Our district Quiz program continues to do well and is gaining momentum throughout the district. Our Quiz Director Patrick Wheeler does a great job of giving direction and leading our quizzers as they gain a deeper understanding of the scriptures they are studying. Make sure to check out the district quiz website at www.southtexasquiz.org.

Last year we had a bit of a twist with our teen camp. We had it over a weekend from Friday to Monday instead of the typical Camp format of Monday to Friday. It was one day less but we still had all the same elements of a traditional camp including a high quality speaker, worship band and fun which has come to be expected from South Texas Teen Camp. It went well under this new format and we will be doing it over the weekend again this year on July 18‐21. We will be back in Waxahachie, Texas at Lakeview Conference Center and Camp Director Brent Huff and his crew have another great camp prepared for the South Texas Teens. The theme is going to be “Rhythm” and we will have a band and recreation team from SNU with us for another great year of camp. We are also pleased to welcome back speaker Erik Willits as he shares what God has laid on his heart.

We sent a delegation from South Texas to Indianapolis for General Assembly last summer for NYI Convention. One of the most significant moment s of this Convention was the voting of a new sytem of Leadership for NYI that will allow for each region around the world in NYI to be equally represented. In this new format our region of USA/Canada gained a new leader as well in Justin Pickard. Previous to this new appointment, Justin had served as a youth pastor in Dallas for more than a decade and truly has a genuine heart for God. I am excited to see how God is going to use the work of Justin, USA/Canada NYI and NYI all over the world for God’s glory in the coming years as they are faithful to him.

Next year South Texas NYI will have a new NYI president as I will be stepping down after this assembly. It has been my privilege to serve in this position with the incredible youth and youth workers of South Texas. I believe strongly in the work of NYI and look forward to continuing to support the work it continues to do.

There are some very good things on the horizon for NYI this next year including Nazarene Youth Conference (NYC) in Louisville, Kentucky. The theme is “Thy Kingdom Come” with the focus being on challenging our youth to consider the depth of the words of the prayer offered by Jesus

As the youth and leadership of NYI prepares for this trip next summer, I invite you to pray with them “Our Father which art in heaven, Hallowed be thy name. Thy kingdom come, Thy will be done on earth, as it is in heaven. Give us this day our daily bread and forgive us our debts, as we forgive our debtors, and lead us not into temptation, but deliver us from evil: For thine is the kingdom, and the power, and the glory, forever. Amen.”

That the funds for the district, World Evangelism Fund (general church), minister's pension and benefits, and zone education be calculated by using the following information:  Percentages are calculated using the local church’s Adjusted Church Income (bottom item under Line 30 of the Annual Pastor’s Report) less amounts given for WEF (Line 31) and Mission Specials (Line 32) [Referred to as “Net Fund Base” in this report].  Funding the Mission allocation goals are 5.5% of adjusted income for the World Evangelism Fund (WEF), 2.25% for Pensions and Benefits USA, 2.25% for Education and 5% for District Unified Fund.  All Missional Fund payments are to be sent in on a monthly basis by the fifteenth of the following month. That Line 30 of the pastor‘s annual report includes all monies raised by the local church, both designated and undesignated, which qualify as charitable deductions to the donor.

98 F. That if local church Missional Funds are not paid, the district superintendent shall consult with the Advisory Board before approving the hiring/retaining of paid staff personnel for that local church.

III. Local Church Support

That each local church, through its church board, gives prayerful consideration to its

financial leadership responsibility by:

A. Establishing a budget for the ministry of the local church. B. Giving positive leadership to the support of the Great Commission by faithful monthly payments of the General (WEF), Educational, Pension and Benefits, and District Mission funds. C. Giving to the support of ministry development by participation in the offering for the Nazarene Bible College (October) and the Nazarene Theological Seminary (February). That we give encouragement to employees to consider the matching gifts program of SNU and other Nazarene institutions, where applicable. D. Developing a local church stewardship emphasis, one month each year, encouraging people to tithe, give offerings, and support the work of the ministry with their time, energy, and talents. We encourage the local church to use resources furnished by Stewardship Services at http://www.nazarene.org/ministries/NFS/stewardship/display.aspx. E. That the Church Board should make provisions for the auditing of all local treasurer's books, the NMI, the NYI, the SDMI Ministries and daycare/preschool/weekday schools, and any other financial records of the church annually, either by an appointed Auditing Committee or by an auditing firm, certified public accountant or other qualified professional. Nazarene (Manual para. 129.23) Each church will send to the District Resource Center, within 90 days of the close of the District Assembly, a signed copy of the audit reports.

IV. Considerations for Pastors, and Full‐time Associates. We recommend:

A. That the local churches pay all Social Security on their pastor‘s compensation. B. That the local churches pay the premium payments for health care for their pastors. C. That the local church board give careful consideration at least once a year to the pastor‘s salary taking into consideration the cost of living index and merit increases and that salary increases be given. D. That an expression of love and appreciation be shown to pastor and family by giving them a love offering of one week‘s salary or more as a Christmas gift. E. That the whole month of October of each year be designated as Pastor Appreciation Month and that the local church shows their appreciation by giving a love offering and/or other tangible expressions of support. F. That the following vacation program be the pattern to guide local church boards in granting vacations to their pastors: 1‐5 years service to be granted at least two weeks vacation; 6‐10 years service to be granted at least three weeks vacation; 11‐19 years service to be granted at least four weeks vacation; and 20 years service or more to be granted at least five weeks vacation. G. That the pastor's vacation be based upon years of continuous service to the Church of the Nazarene as a denomination rather than on service to a local church and that full pay of the

99 pastor‘s salary accompany the vacation and that vacation time be made free from church‐ related responsibilities. H. That each local church makes arrangements to set aside funds to pay the expenses of their pastors and full‐time pastoral staff and family to the General Assembly. I. That the local church pays the expenses of pastors and full‐time pastoral staff and family to district‐sponsored meetings. J. That we encourage each local church to participate in the Nazarene tax sheltered annuity program for its ministers and full‐time employees. K. That each church adopts an accountable reimbursement plan for their pastors and staff to cover all professional expenses incurred in the carrying out of their ministries and that mileage reimbursement be provided. L. That a certain amount be set aside for the pastor‘s continuing education. M. That a certain amount of the pastor‘s salary be designated as parsonage furnishing allowance. N. We recommend each church observe Manual Section 129.10, in regard to provision of pastor and staff sabbaticals.

V. Evangelist Support. That commissioned and registered (full‐time) evangelists should

be supported in the following manner:

A. That church boards set as a minimum honorarium for the evangelist, an amount equal to twice the pastor‘s salary, plus cash benefits, for each week (Sunday) of services, plus an adequate amount for travel. He should be notified of this minimum amount at the time of his call. B. That church boards remember evangelists, which were scheduled during the year with a gift of money at Christmas. C. That local churches pay all Social Security on evangelists' compensation while engaged by the church.

VI. District Support. The district ministry should be considered a vital part of the local

church outreach and fulfillment of the Great Commission in the following manner:

A. That district compensation for travel expense be set at $0.475 per mile unless modified by the DAB. It is recommended that the District Advisory Board review the mileage reimbursement rate for appropriateness quarterly.

B. That all District Treasurers submit a treasurer‘s report to the District Office at least once per quarter. C. That the District pay the total expense for any retired General and/or District Superintendents, who are members of the District to attend the Retired Superintendents‘ Retreat to be held every two years. D. That General Assembly and Convention delegates be reimbursed for round trip air fare, room and IRS per diem for the convention city.

VII. For our District Superintendent and full time staff we recommend:

100 A. That we grant the district superintendent and full time staff a vacation to correspond with sec. IV‐F of this report and that the full pay of their salaries accompany the vacation and that vacation time be made free from church related responsibilities. B. That the District Advisory Board review the district superintendent's and full time staff‘s salaries and benefits at least once a year, and give reasonable increases, if circumstances indicate. C. We recommend that the district superintendent and full time staff be fully reimbursed for his/their professional expenses.

VIII. Miscellaneous Recommendations:

A. To be eligible to hold district office, all Missional apportionments must be paid in full. If in the event there is a hardship, then a church may appeal to the District Advisory Board in person. Missional apportionments will be reviewed quarterly and must be paid up‐to‐date. B. That the District Advisory Board makes provisions for the auditing of all district treasurers’ books annually, either by an elected District Auditing Committee or by an auditing firm or certified public accountant. (Manual para. 203.25;222.18) C. Each Church will be furnished two copies of the Journal. Extra printed copies are available at $7.50 a copy. An electronic version of the Journal will be available to all churches. D. That our people be encouraged in the stewardship of possessions as related to wills, annuities, and life loans in behalf of the church, especially in behalf of missions, college scholarships, and the local church. 103 EVANGELISM AND CHURCH GROWTH COMMITTEE

We, your committee on Evangelism and Church Growth, remind our church that the Manual of our denomination states: “The mission of the church of the Nazarene is to respond to the Great Commission of Christ to ‘go and make disciples of all nations.’” (Matthew 28:19)

While there are many evangelism and church growth concepts available to local churches, we bring the following to the attention of our church:

1. God is working in this world in redemptive ways. He always acts first, graciously reaching out in love and mercy with hope to the lost. 2. Our evangelistic and outreach efforts are in cooperation with what God is already doing. It is our privilege to be coworkers with Him in accomplishing His redemptive purposes in the lives of people. 3. With our partnership with God in mind, we realize that intercessory prayer is vital to evangelism and outreach efforts. We call on our church to have times of prayer specifically designed to call on the Lord for new souls. If we are going to cooperate with Him in redeeming lives we must spend significant time in His presence to allow His Holy Spirit to give us the power we need to do His work. (Acts 1:8) 4. As coworkers with God we desire to equip ourselves for the task that is ours. We recommend that our church provide our people with materials and training for evangelism and outreach. Many evangelism resources are available at the Church of the Nazarene denominational website, www.missionevangelism.org . 5. Realizing that God is at work in a wonderful variety of ways, we recommend that our church pursue multiple evangelism and outreach efforts. While it is beyond the scope of this report to create and exhaustive list of evangelism and outreach methodologies we specifically mention these: a. Organized revival meetings using commissioned or registered Nazarene evangelists. Much information on revival meetings is found at www.nazarenerevivalism.org. b. Community or regional evangelistic and outreach efforts, including crusades, dramatic presentations, and print or other media campaigns. c. Vacation Bible School and Children’s Church evangelistic efforts. d. Our district children’s and youth camp programs which feature an evangelistic appeal with a solid Wesleyan perspective. e. Sponsoring New Starts and Multi‐congregational efforts. Information on these efforts can be found at www.nazarenechurches.org and www.multiculturalministries.org . f. Involving local congregations in compassionate acts of evangelism by partnering with local agencies or identifying community qualifiers that call the church to action. Examples of compassionate evangelism could be a food bank, clothing closet, Christmas and / or Thanksgiving meals, medical outreach and / or Crisis Pregnancy Center. It is often in desperate times that people discover their deep need to accept Christ. g. Participation in community outreach to children through sporting organizations through Upward Sports or other outreach leagues.

104 h. Following up on newcomers and new believers using Chic Shaver’s Basic Bible Studies, Small Groups or Dare‐to‐Care Ministries (www.dare‐to‐care.org). i. Every church needs to invest in a culturally relevant online presence, realizing that young families will search for a church using the internet. Free websites can be simply constructed using a tool such as www.wix.com. 6. As we cooperate with God in His evangelistic and outreach efforts, let us remember that we are called to faithfulness. When we see results, let us rejoice with the Great Shepherd over the lost sheep that have been found. When we do not see results, let us remain faithful, understanding that often others reap the seed we have had the privilege of sowing even as we have sometimes reaped where others have sown.

We, your Christian Action Committee, prevail upon Nazarenes in South Texas to take a bold stance for righteousness regarding many crucial Social Issues of this generation. Understanding it is the tendency of all carnal men to “exchange the truth of God for a lie” (Romans 1:16‐32), we urge our churches therefore to not compromise the high standards of the Word of God for the sake of growing a congregation, but to preach the truth from her pulpits, and to encourage her members to be active in Christian persuasion upon those who set the social patterns for our day, and to be redemptive to those whose minds are blinded by the god of this age (1 Corinthians 4:4).

We therefore call on the church to boldly express her concerns regarding the following:

I. The Entertainment Community Secular Society continues to seek every means of entertainment to violate the moral structure or our nation, i.e. television, computers, cell phone, theater, and video games. As light in a dark world not only should we keep ourselves in line with the holiness lifestyle but warn others against the effects of moral decay in a society. We recommend that Nazarenes take an active role against evil influence by:

1. Boldly taking a stand in the local communities and in routine points of interaction (work place, social gatherings, email, and other computer interactive groups.) 2. Writing letters and making telephone calls to offensive media companies and government agencies. 3. II. Marriage and the Family When the Word of God is not honored, God's family structure is neither understood nor respected. We encourage our churches to support marriage and family from two fronts:

(1) To support our own knowledge, hold enrichment classes and share seeds of thought for good parenting practices.

106 (2) To help combat further corruption into our society, be informed and share in the fight for the American family. Proactive information can be obtained from the references listed above.

The secular world is aggressively scheming to “re‐define” marriage and family values. Christian people need to set excellent examples of the Christian family and stand firm against the elements seeking to destroy such values. We urge South Texas churches to boldly stand for the sanctity of marriage between one man and one woman for life; to know how every political candidate stands concerning such issues; to encourage members to be proactive. III. Child Abuse Every child has a right to be safe at church, and parents who entrust their children to the care of the church have a right to expect that due attention has been given to the recruiting, hiring, training and supervision of persons in charge of church programs. Churches are the number one target for lawsuits concerning child abuse and sexual misconduct. We strongly recommend that every church adopt, maintain, and practice a policy for the prevention and management of sexual misconduct and child abuse.

IV. Human Sexuality We fully support the biblical record that establishes the sanctity of sexuality. The Church of the Nazarene Manual, par. 37, states in part: “The Christian home should serve as a setting for teaching children the sacred character of human sexuality, urging Christians to celebrate its rightful excellence, and rigorously to guard against its betrayal and distortion.” (Exodus 20:14, 17; Matthew 5:27‐32; 1 Corinthians 6:9‐20; Galatians 5:19‐21; 1 Thessalonians 4:3‐8; and Romans 1:22‐32). As Christians, we must not isolate ourselves from those in need but must seek ways to minister and seek to correct secular teaching that is void of Christian values. Today we face an immediate crisis of sex education in the public schools. Pastors and church leaders must volunteer for participation in curriculum screening committees, PTA, and other local committees associated with school district policy.

V. Pornography Pornography is anything that debases God’s picture of human sexuality. We stand opposed to pornography in all its forms. Without question the most prolific source of pornographic activity today is the internet. We must seek ways to educate and warn our people about this deadly evil. The fact that it is accessible, affordable, and anonymous makes it arguably the most addictive evil of our society. Hosea 4:6 We should keep local, state, and federal officials informed about our feelings regarding obscenity and pornography.

VI. Homosexuality We stand in support of the Scripture’s condemnation of the homosexual lifestyle. We remind local churches that they shall not authorize a practicing homosexual to hold any office or be assigned to any ministry position within the church. The compassion of Christ requires that we unconditionally love all men and earnestly seek their redemption. People bound in sexual sin need the grace of God, and the prayers and righteous support of believers. VII. Abortion The teachings of the Scriptures (Exodus 20:13; Job 31:15; Psalm 139:13‐16; Isaiah 49:15; Luke 1:31, 41‐44) regarding the sacredness of human life and immortality of the soul require that the Church should be active in teaching Christian standards as outlined in par. 36 of the Manual. We urge Christians to support organizations, where advisable, such as the Texas Right to Life Committee, P.O. Box 66159, Houston, TX 77007; or to write letters to political leaders regarding legislation in opposition to abortion. We also advise our churches to be cautious in public support of local organizations that may lend support to abortion issues (i.e., Planned Parenthood and United Way). Further help and information can be found at, Reclaim America (see article I)

We further urge our people to take positive action with regard to abortion by opening their homes through adoption or as foster homes. We cannot just say, “do not abort.” We need to become involved in providing loving, caring Christ‐centered homes as a viable option.

VIII. Substance Abuse The Church of the Nazarene stands opposed to substance abuse, including social alcohol consumption. The Manual supports this stance in pars. 904.11 and 904.14. We urge our churches to support Christian based counselors. We encourage all pastors to be aware of good Christian counselors in their respective areas. IX. Gambling We believe gambling leads people to place their hope in the chance of the wager rather than in disciplined economics and provisions of God. Please refer to Manual, par. 34.2 and to Matthew 6:22‐34 and 2 Thessalonians 3:11. We believe lotteries, bingo games, pari‐mutuel betting, and all other forms of gambling have proven to be addictive and particularly harmful to those suffering from excessive and compulsive tendencies, and that it is subversive to the family structure, robbing especially those in greatest need of finances and family time.

X. Internet The impact of the internet is nothing less than earthshaking. Communications are instantaneous, and information is abundant. As with any medium of communication it can be used for blessing society as well as cursing society. This potential threat through the computers in our homes is now multiplied by smart

108 phones available to our children and their friends; Beware. To help our people use it as a blessing in their own lives as well as the lives of others we recommend that our people subscribe to and follow the Christian Internet Code of Ethics. It is an effort by some Christians to declare boundaries they set for themselves on the internet. It is not a set of rules, but a statement of values. We caution people of all ages to be alert to the dangers of facebook, twitter, etc for the false confidence one can feel for privacy among friends. As a Christian who is active on the internet, I hold myself to certain standards of conduct. They are:

• I guard my online relationships.

I recognize that attachments develop as easily on the internet as anywhere else, and sometimes more easily because of the anonymity involved in initial exchanges. I particularly guard against relationships that encroach upon the level of trust and faithfulness that is to exist only within a husband/wife relationship.

• I am careful to visit web sites that do not compromise my life in Christ.

I am aware that there are sites on the internet that Christians must avoid, including those that contain pornography. I do not visit such sites, even out of curiosity. When, by accident (and it happens to everyone), I find such a page loading, I leave it immediately.

• I take care that my written communications reflect Christ in my life.

Even on issues about which I feel passionate, I avoid saying things that I feel might be displeasing to the Lord. I represent myself and my intentions in a truthful and upright manner in all my exchanges.

• I guard my time to assure that my time online is kept in proper balance with the rest of my life.

I realize that the internet can consume time that should be invested elsewhere: family, church, work responsibilities, and other activities that make for a well‐rounded life. I especially guard against spending time on the internet that should be spent with the Lord.

It is not proper for the local church to monitor the personal computers of its members; however, it is in order for the church to keep the use of its own computers free of pornographic materials and internet sites. We recommend that every church purchase an internet filter such as the one offered by AFA (American Family Association) www.bsecure.com

We also recommend that the church board provide for a periodic scan on all church owned computers, thereby providing accountability for church staff members.

There is reason to be skeptical of much of the information passed through the internet. Nazarenes should be careful to not pass on information they are not sure of or have otherwise checked out through such sites as— www.truthorfiction.com and www.snopes.com.

109 We encourage our people to be politically informed. The media is not always trustworthy in presenting the facts. Live coverage of political events found on stations such as CSpan may serve as a best source for what is happening in Congress, and even that we must view through the eyes of scripture and prayer.

XI. Personal Responsibility and Involvement The new age movement has brought an all‐out assault against the designer of the universe. Renowned celebrities (ie. Oprah) are pushing occult religions and creating their own god. Those who promote such books as The Book of Miracles now boast a following of 3 million people. We urge all pastors to stay informed and alert to the sodalities formed by such followers and to assist the church in defeating these doctrines of New Age thought. Secular humanists have increased their efforts to deny creation theology. While Nazarenes accept differences of thought concerning creation/evolution, let us be united about our belief in the Master Designer. (Hebrews 11:3) The push for multiculturalism would ask Christians to accept Allah as the God of Abraham, Isaac, and Jacob. Let us make no mistake, the character of Allah and his prophet are not at all related to Jehovah and Jesus Christ who is not simply a prophet of God but is a member of the Trinity who is the totality of the God head. America’s moral decline is accompanied by an erosion of religious freedom. We must continually defend our freedom to speak boldly in the name of Jesus. We should stay informed about what is happening and what effective actions we may take to combat this problem.

We affirm that Nazarenes must assume personal responsibility for their own ethical discipline, and that each local church must encounter current issues in its own unique way; however, we passionately urge our people to become involved in the community as a positive force for good. We are reminded that “Jesus went about doing good.” There are many ills that plague our society, but more than just being against those ills, we must seek to be part of the solution. The holiness movement has done much good in serving human needs and helping those caught in the ills of society. As salt and light we can make a difference to many whose lives have been destroyed by the ills of society.

We recommend the following:

1) that this report be verbally addressed by someone on the platform at the South Texas District Assembly 2) that this report be distributed and read publicly in every church of the South Texas district 3) that every church appoint one or more persons who will promote Christian action in the local church. 4) that the present committee secretary be whipped with a wet noodle and replaced by someone who is passionate about Christian Action.
