1.1 Composition of the 10th Parliament

Paragraph (c) of Clause (1) of article 78 of the 1995 Constitution of the Republic of and Section 11 of the Parliamentary Elections Act, 2001 provides for election of women and special interest groups who are viewed as marginalized. It provides as follows: (a) for the Uganda Peoples Defence Forces there shall be ten representatives; b) for workers there shall be five representatives; (c) for the youth there shall be five representatives; and (d) for persons with disabilities, there shall be five representatives, at least one of whom shall be a woman. Furthermore, each region in Uganda is represented in Parliament through constituent members and district women representatives.

The membership of the 10th Parliament has steadily gone up with a total of 427 MPs as at June 2016, 449 MPs as at June 2017, 452 MPs as at June 2018 and 459 MPs as at December, 2018 as presented in figure 1.

This increase is attributed the 2015 Parliamentary resolution on creation of 23 new districts phased in four years from 1st July 2016 to 1st July 2019.The details of the composition is further detailed in table 1.

Political Parties in the 10th Parliament

Source: Annual Report of the Parliamentary Commission FY2017/18 The National Resistance Movement (NRM) continues to dominate with 326 (71%) MPs, the Forum for Democratic Change (FDC) is the majority opposition party with 37(8.1%) MPs, Democratic Party (DP) are represented by 15(3.3%) MPs, Uganda People’s Congress (UPC) constituted 7(1.5%) MPs and 1(0.2%) MP from Jemma, 66 (14.4%) are independent MPs and the those without political affiliation i.e. ex-officio members and UPDF representatives.

Leadership of the House of Parliament Office of the Speaker Article 82 (1) of the Constitution establishes the offices of Speaker and Deputy Speaker. Article 82 (2) states: “The Speaker and the Deputy Speaker shall be elected by Members of Parliament from among their number.” The Chief Justice or a Judge designated by the Chief Justice presides over the election of the Speaker; while the Speaker presides over the election of the Deputy Speaker. As head of the institution of Parliament, the Speaker has administrative and legislative roles.

a) Profile of the Current Speaker of Parliament Hon. Kadaga Rebecca, is the third highest ranking official the Ugandan Government. She an elected by Member of Parliament. She is the Chairperson of the Parliamentary Commission, the Committee on Appointments and the Business Committee. As a duty speaker the deputises the Speaker and carries out the following roles; -

1.1.1 Office of the Leader of Government Business (OLGB) The key role of the Office of the Leader of Government Business (OLGB) in most Commonwealth Parliaments, is to coordinate Government business in their respective parliaments. The Leader of Government Business (LoGB) promotes the fulfilment of Parliament’s mandate through expediting and tracking of Government business, and promotes collaboration between the Legislature and the Executive. The Constitution of Uganda, as amended in 2005, provided under Article 108A (2)(a) states that the Prime Minister shall be the Leader of Government Business in Parliament and be responsible for the coordination and implementation of Government policies across ministries, departments and other public institutions. In 2006, Parliament amended the Administration of Parliament Act to reflect the new constitutional position, and included roles for the Government and Opposition Chief Whips to among others, support the respective party leaderships. The Government Chief Whip was, therefore, assigned the role of designation of members to committees; ensuring they attend Plenary, and that they vote accordingly; as well as to ensure discipline of party members, and to handle other caucus issues. The Leader of Government Business assists in managing the calendar of business in Parliament, and specifically ensures that the Cabinet position succeeds, while ensuring that there are reasonable concessions with the Opposition where necessary. The need for a dedicated office for the LoGB in the Parliament of Uganda became apparent as the demand for quality and expediency in handling Government business increased. There was need for a well-facilitated technical team to address late submissions of reports or delays in responses to the House on matters of national importance. A Team of 21 staff comprises: Policy analysts; liaison officers and administrative staff. The professional skills mix includes: Economists, social scientists, and education experts, among others. These support the activities of the office providing technical input.

UNDERSTANDING THE SCORECARD In the committees, assessment focused on Committee attendance logs and participation reflected in signing and owning of committee reports as per existing parliamentary rules of procedures). It is important the reader of the scorecard has a good understanding and interpretation of the numbers and how the percentile scores used or derived. For instance: • Percentile: The percentile scores should be interpreted as follows; A score of 80 in plenary participation/attendance, means the respective MP performed better than 80% of all the MPs in plenary on participation/or attendance. • Numbers or counts of lines: These are accrual totals 75 -100% of lines spoken by a given MP as contained in the official EXCELLENT Hansard record transcribed and published by the Parliament of Uganda. 50 - 74% GOOD • MP Individual Scorecard: This section of the MP individual report looks at; the number of amendments moved, 24--49% number of bills tabled, number of motions moved/seconded, FAI R number of questions asked, number of petitions presented Below 25 % and number of issues of national concern raised by the POOR respective MP • The Traffic Lights rating system: The report used

the traffic light image to show the different performance grade scales of each Individual MP and also of the performance of the Institution of Parliament as whole. The picture on the side gives pictorial display of the key to the rating intervals associated with the individual grades per parameter cross the document. Each of the sections on this page are explained further below; Legislation • The Number of Amendments Moved: An amendment is a change to the wording of a Bill or a motion that is proposed by an MP which he or she seeks the house to adopt to become part of the law to be enacted or a wording in the final resolution. This section looks at the number amendments presented by each respective Member of Parliament. • The Number of Bills Tabled: A bill is a proposed legislation that is under consideration by a legislature (House of Parliament). A bill does not become law until it is passed by the legislature and, in most cases, approved by the executive and accented (signed) to by the president. Once a bill has been enacted into law, it is called an Act of the Parliament, or a statute. Once ascended to by the president, it carries the force of law within the constitutional jurisdiction of Uganda. • The Number of Motions Moved/Seconded: In parliamentary procedure, a motion is a formal proposal by a Member of a deliberative Assembly (Parliament) requiring that the Assembly take certain course of action. In deliberative bodies like Parliament, a secondment to a proposed motion is an indication that there is at least one person (MP) besides the mover that is interested in seeing the said motion come before the plenary meeting of Parliament. It does not necessarily indicate that the seconder favours the motion. The grade score rewards both the proposer (mover) of the motion and the seconder. Representation • The Number of Petitions Presented: A petition to Parliament is a request or public complaint (signed by at least one person, but usually many people) presented to Parliament by an MP that may seek to; get the Government to change a law, policy, program or action to resolve a particular public concern so that it works better. It asks the Government to change the way it is dealing with a national issue. The scorecard methodology takes record of the number of petitions presented by an MP for grading. Oversight • The Number of Issues of National Concern Raised: This section looks at the number of times a Member of Parliament raised a matter of national concern (or national importance); these could range from natural calamities to health care issues etc. This enables an MP to elevate what would otherwise be a local issue, to acquire the structure of national importance requiring attention or action by Parliament or the Executive.

• The Number of Questions Asked: In the Ugandan Parliament, The Prime Minister's (PM) Question Time as referred to under Rule 34 of the Rules of Procedure of Parliament is time designated for any MP to ask questions to be answered by the PM, every Wednesday starting at 3 pm of the sitting of Parliament and it lasts for 45 minutes unless the Speaker in exceptional cases exercises his or her discretion to extend. This section of the individual MP’s scorecard, looks at the number of questions raised by each respective MP to the Prime Minister in the whole of third session of 10th Parliament.
