Formed in 1966 as an economic development district under the Public Works and Economic Development Act of 1965, the Council in 1968 reorganized under Article 1011m Vernon's Annotated Civil Statutes, as amended, which authorized the creation of regional councils in TX. The Brazos Valley Council of Governments has a membership that is composed of 7 counties, 25 incorporated cities, 6 soil and water conservation districts, and 2 special districts. The council is governed by a Board of Directors and an Executive Committee, which represents the member governments, minority-ethnic groups, and citizens. The Officers and Executive Committee are elected annually by the Board of Directors. The Brazos Valley Council of Governments encourages local units of government to join and cooperate with one another to improve the health, safety, and general welfare of the citizens and to plan for the future development of the region to ensure the region's growth with adequate street, health, educational, recreational, and other essential facilities. In addition, the Council encourages recognition of the needs of agriculture, business, industry, preservation of historical and cultural values. The Program of Work and the Budget are developed and carried out annually by the board and staff. Programs include the following: 9-1-1 Regional Planning, Aging & Disability Resource Center (ARDC), Brazos Valley Affordable Housing Corporation (BVAHC), Brazos Valley Community Development, County Indigent Healthcare, Economic & Community Development, GIS & Graphics, Health Insurance Assistance and Education (Marketplace), HIV/Health Services, Housing Choice Voucher Program, Public Safety Planning, Purchasing Solutions Alliance, Solid Waste Management, Transportation Planning, and Workforce Solutions Brazos Valley. The BRAZOS VALLEY COUNCIL OF GOVERN- MENTS shall assume all of the responsibilities, duties and functions of the BRAZOS VALLEY COUNCIL OF GOVERNMENTS. Section II Eligibility for Membership to Council Sufficient action establishing intent to join said Council shall be such action as is required by the local laws of the governing body of each unit of government, and also as may be required by applicable state law for intergovernmental organizations. The members of the BRAZOS VALLEY COUNCIL OF GOVERNMENTS shall include the following counties and political subdivisions within these counties: Brazos County Madison County Burleson County Robertson County Grimes County Washington County Leon County Said membership becomes effective immediately following completion of such action as is required by the local laws of the governing body of each unit of government, and also applicable state law for intergovernmental organizations for joining may require as the Council of Governments. The public schools of the member counties, the Big 8 RC&D, and the soil conservation districts may be associate members of the Council with no voting privileges. 5 1/25/2019 BY-LAWS, Section III – Functions Section III Functions This organization shall be a Regional Planning Commission organized under Article 1011m, V.A.C.S., as amended. This Council of Governments shall include, but not be limited to, the following authority, responsibilities, and functions: 1. To make, adopt, and extend an overall economic development plan for the Council with due regard for the development of the overall economic needs of the region, as well as such other portions of the region or state as may be affected thereby. To advise and assist its members within the region on how to best implement and make effective the plan for the overall best interests of each member of the Council. 2. To prepare and execute such programs of research as may be necessary and advisable in carrying out its purpose. 3. To contract for service with persons or firms or other units and levels of government to carry out the purposes of this organization. 4. To prepare periodic reports as may be required by the By-Laws of this Council of Governments or federal or state legislation or regulations pertaining thereto. 5. To acquire and hold property for its use and to incur expenses to carry out these functions. 6. To receive gifts, contributions, and donations which may be made to, or consistent with, the reasons for its creation for its own use and purposes. 7. To publish studies in connections with its work, which may be of benefit to its member governments or other agencies or programs within and outside of the region. 8. To receive funds from the member governments of this region as may be provided for under the By-Laws of this Council to finance the costs of operation of this Council. 9. To prepare an annual budget to be submitted to the appropriate federal agency or agencies, the appropriate state agency or agencies and the constituent members hereto. 10.
