Coalition passes amendment to Basic Law that guarantees PM rotation The law now sets August 27, 2023 as the date when Prime Minister Naftali Bennett will be replaced by Alternate Prime Minister Yair Lapid. By GIL HOFFMAN JULY 27, 2021 21:19 Following a 27-hour filibuster, Prime Minister Naftali Bennett’s governing coalition succeeded in passing an amendment to Basic Law: The Government that guarantees a rotation in the Prime Minister's Office. The law now sets August 27, 2023, as the date when Bennett will be replaced by Alternate Prime Minister Yair Lapid, whose term is set to end on November 11, 2025. The legislation sets rules to ensure parity between the right- and left-wing blocs in the coalition. If the state budget does not pass or MKs rebel and vote to disperse the Knesset, the changeover can happen earlier. But in a display of trust, a clause that would make Lapid prime minister if Bennett tried to join a government led by another MK was removed. The law also permits Bennett to appoint a second deputy in the Prime Minister’s Office in addition to Yamina MK Abir Kara. This clause is intended for Ra’am (United Arab List) leader Mansour Abbas, but he is not expected to take the post immediately. The opposition boycotted the final votes on clauses and amendments to protest the coalition’s initiating an additional roll-call vote in a manner the opposition considered unfair. Knesset Speaker Mickey Levy (Yesh Atid) said he had the right to add more roll-call votes as long as they were balanced. Likud MK David Amsalem accused the coalition of “bullying.” Knesset Law and Constitution Committee chairman Gilad Kariv (Labor), whose committee legislated the bill, accused the opposition of “losing its marbles.” The final reading of the bill passed by a vote of 61-2. [That is by the skin of their teeth – rdb] New Hope MK Zvi Hauser was released from Jerusalem’s Hadassah-University Medical Center in Ein Kerem just in time to participate in the votes. He was in the hospital for a week after suffering what he called “a mild neurological incident.” [Hummm? Do you suppose it was from him having the JAB? – rdb] On Wednesday, the coalition will bring to a vote the final readings of a bill that would change the makeup of the Rabbinical Judges Selection Committee. The bill fell two weeks ago after Levy mistakenly and voted against it. It will only be decided at the last minute whether to bring to a vote the cannabis decriminalization bill that was postponed two weeks ago because it lacked a majority. Four Palestinian families are set to be evicted by Israeli authorities in the East Jerusalem neighborhood of Sheikh Jarrah, pending a final Supreme Court hearing next Monday. While no final decision has been made by the Prime Minister’s Office, the coalition source said Bennett’s government is seriously considering a delay of that court session. The source did not specify how the government would go about ensuring such a delay, but said that it could well freeze the proceedings for another six months. Discussions in the PMO on the matter come as Bennett readies for his first trip to the White House as premier. No date has been scheduled yet for the visit, but some time in mid-August is more likely as the Knesset will be in recess. However, a decision to move forward with the evictions could cause problems for the trip to the United States, given Washington’s firm opposition to the move. The evictions have become a rallying cry for Palestinians in recent months and sparked violent clashes in East Jerusalem that spread far beyond the contested city and were partly responsible for the flare-up between Israel and Gaza terror groups in May. Lower Israeli courts have already approved the eviction of the four Sheikh Jarrah families, although the Supreme Court has yet to issue its decision. Tensions in East Jerusalem played a key role in the recent escalation between Hamas and Israel. The Sheikh Jarrah situation, along with bloody clashes at the holy Temple Mount site, were both cited by the Hamas terror group as among the reasons it fired rockets toward Jerusalem in early May — igniting 11 days of fighting with Israel. Israeli leaders have raged against the popular frozen treat brand and its corporate owner for the July 19 decision to cut ties with its Israeli manufacturer and distributor and end sales over the Green Line starting in 2023, terming it antisemitic and a form of terrorism. A cable sent to Israeli missions in North America and Europe instructs diplomats to work with Jewish, pro-Israel and evangelical groups to foment demonstrations outside of Ben & Jerry’s and Unilever offices, Walla news reported Tuesday. Diplomats were also told to solicit shows of public protest against Unilever and Ben & Jerry’s, such as statements, op-eds or direct contacts with “key corporate figures.” The protests would then be amplified by the diplomats, in order to ratchet up pressure on the companies to reverse the decision. “We need to take advantage of the 18 months remaining until the decision goes into effect in order to change it,” the cable read, according to the report, which was also carried by US news site Axios. “The goal is to activate consumer, press, social media and political pressure for the long-term on the Unilever multinational and Ben & Jerry’s in order to lead to a dialogue with the company.” According to Walla, diplomats were also encouraged to lobby state officials in the US to utilize contentious laws requiring them to divest from companies that boycott Israel. Officials in Florida, Texas, New York, New Jersey and Illinois have announced they are already looking into whether they need to divest from Unilever and Ben & Jerry’s. Jewish groups and others have lashed out at the companies for the move since it was announced on July 19. Many pro-Israel Jews in the US have called for boycotts of the company, and a number of kosher markets have announced plans to stop stocking Ben & Jerry’s products. The cable called on diplomats to use talking points that refer to the decision to boycott settlements as a capitulation to the anti-Israel Boycott, Divestment and Sanctions movement, referring to BDS as “anti- Semitic.” A talking point called the move “hypocritical, in contravention of the values of corporate responsibility,” and said it “stinks of extreme cancel culture.” The Foreign Ministry has largely taken the lead on pushing against the move by the ice cream giant.

    conflict & communication online, Vol. 13, No. 1, 2014 www.cco.regener-online.de ISSN 1618-0747 Benyamin Neuberger & Keren-Miriam Tamam The image of the Amish in the New York Times versus the image of the Haredim1 in Haaretz (1980-2010)2 Kurzfassung: Der vorliegende Aufsatz vergleicht die Presseberichterstattung über die Beziehung zweier ultra-religiöser Gruppen, der Amish-Gemeinde in den USA und der Haredi-Gemeinde in Israel, zu ihren jeweiligen Staaten. Obwohl die Amish in Israel mitunter als "ame- rikanische Haredim" bezeichnet werden, gibt es bedeutende Unterschiede zwischen den beiden Gruppen und ihrer Darstellung in den Me- dien. Nichtsdestotrotz gibt es aber auch hinreichend viele Ähnlichkeiten, um einen Vergleich zu rechtfertigen. Im Wesentlichen spiegeln die Unterschiede der Berichterstattung über die beiden Gruppen in der New York Times und in Haaretz die grundlegenden Unterschiede ihrer Stellung in ihrer jeweiligen Gesellschaft und ihrer Haltung gegenüber dem Staat wider. Während die Amish die USA als "land of freedom" akzeptieren, betrachten die Haredim Israel nicht als einen wirklich jüdischen Staat. Während sich der Dialog zwischen den Amish und ihrem Staat um bürgerliche Freiheiten und Rechtsgrundsätze dreht, leitet sich die Auseinandersetzung mit den Haredim von einer abweichenden Wahrnehmung des Charakters des israelischen Staates her. Die Haltung der Haredim gegenüber der Mehrheitsgesellschaft und dem Staat ist in großem Maße konflikthaltig und damit meilenweit entfernt von der Einstellung der Gelas- senheit, die für die Amish charakteristisch ist.     Israel Elections 2019 Update September 10, 2019 With no party succeeding in forming a government following the elections that took place in Israel in April, 2019, a brand new election will now take place next week, on September 17. JFNA is pleased to present the following backgrounder summarizing what has occurred, and what may happen in the coming weeks and months. JFNA has also prepared a background briefing on why a second round of elections are taking place – which can be seen here, as well as a paper on how Israeli elections work. Elections: Round Two Perhaps the most crucial take away from the backgrounder papers (linked above) is that in practice, Israeli elections have two “stages.” The first - the actual elections - occurs when the population elects the 120-members of Israel’s parliament, the Knesset. Those are the national elections, but once the results of these elections are known, we don’t always have a clear picture of who will lead the country. This only occurs during what we can call a “second stage” when a potential prime minister seeks to form a governing majority coalition of at least 61, from among those 120 newly elected MKs (represented through their parties). September 2019’s theme: Mergers In the months that have passed since second elections were called, there has been little, if any, debate about policy or major issues of substance; or even discussions about personality. Instead, the focus has been on tactics, strategy and coalition building. So, in many ways, the September 2019 look like a redo of the elections that took place in April.

Abstract Jewish-Israeli settlements built over the State of Israel’s internationally-recognised territorial borders are sites of contestation. The focus of this thesis is upon conflicts and contestations which have developed between the State of Israel and some of its own subjects, Jewish settlers, over the evacuation of settlement-communities and structures, and other perceived threats to settlement. From 2008, a new form of violence has been enacted by individuals in the settler community. Self-declared as Price-Tag violence, the attacks take different forms. These include vandalising Palestinian properties and spraying provocative graffiti, and throwing Molotov cocktails at properties. Whilst the attacks are predominantly perpetrated upon Palestinian targets, the attacks are directed at the State of Israel. Price-Tag attacks have also occurred directly on Israeli targets, such as Israeli military vehicles.

    155 Contributor Biographies Rabbi Rachel Adler, PhD, is the Ellenson Professor of Modern Jewish Thought at Hebrew Union College-Jewish Institute of Religion in Los Angeles. She was one of the first to bring feminist perspectives to bear on Jewish texts and law. Her book Engendering Judaism (1998) is the first by a female theologian to win a National Jewish Book Award for Jewish Thought. Hadeel Azzam-Jalajel, who was raised in Nazareth, was at the time of writing this essay co-director of the Racism Crisis Center and a lawyer with a private legal practice. She is a grad- uate of the Law School of the Hebrew University in Jerusalem. She interned at the civil rights organization Hamoked: Center for the Defense of the Individual, and since passing the bar in March of 2014, she has focused on administrative and constitu- tional law. Hadeel is a social and political activist, and a member of the leadership of the Jewish-Arab movement Standing Together, which works to promote peace, equality, and social justice. She also works as a content manager in both Hebrew and Arabic for the movement. Ruth Calderon, PhD, is a former member of the Israeli Knesset, former vice-speaker of the Knesset of the opposition party Yesh Atid, a Jewish educator, and Talmud scholar. In 1989, she founded Beit Midrash ELUL and, in 1996, the secular Beit Midrash for He- brew Culture, ALMA. She served as the head of the Division for Culture and Education of the Israeli National Library and on the faculty of the Mandel Institute for Nonprofit Leadership, where she also belonged to the first cohort of students to finish the program.
