Folmsbee, Professor of History at The University of Tennessee, I pre­ pared a short paper on an early period of Cordell Hull's congressional career. This study was fascinating. It appeared to me that many stu­ dents who know a great deal about Hull's secretaryship under President Roosevelt are unaware of his preparation for this high position. Thus, during the latter part of the summer after a trip to Hull's hometown, Carthage, Tennessee, it was concluded that a thesis on the congressional career of Cordell Hull would prove a valuable contribution to historic$! research. Of �nvaluable help in this project was the staff of The University of Tennessee Library. Miss Eleanor Goehring, research librarian at The University of Tennessee, deserves special appreciation. A mile away was the only store in the entire area, and it also housed the post office called Olympus. The section in which he was born w�st ' known as the foothills of the Cumberland Plateau. During the Civil War it was considered a border area, and its inhabitants con­ sisted largely of pe ople with divided loyalties between the North and the South. Hull's father chose to fight on the side of the Confederacy.1 As to the type of people who surrounded Hull during his early years-­ they were a common group possessed with that quality of the frontier "Jacksonian spirit" that was to characterize many of our nation's leaders of Hull's time. They were unalterably convinced that in a democratic nation an individual, by hard work and discipline, could rise far above his lowly surroundings of birth. Hull typified the "Jacksonian spirit"--.the rise of the conunon man. Cordell Hull's early schooling was received at various free schools which he attended, as his father moved frequently within the 1cordell Hull, The Memoirs of Cordell Hull (2 vols., New York: The Macmillian Company-:--1'948), I, t:'6. 1 2 mountain section establishing new farms. It was while going to school at Willow Grove, a distance of two miles from the family farmhouse, that the father made a decision which had lasting effect on the son's life. During a school debate which attracted most of the community, the fourteen-year-old Hull delighted his father.so much by his presentation that the proud father readily decided that his middle son should receive the best educ�tion possible. The debate resulted in Hull's being sent to Montvale·lnstitute·in Celina, the county seat of Clay County. The principal of the schQol was Professor Joe S. McMillin, the brother of Congressman Benton McMillin of Tennessee. There, during the first months of 1886, Hull studied algebra, geometry, trigonometry, surveying, English, rhetoric, Latin, Greek, and German. He soon found that he was much more interested by "mathematics, history, and literature than by languages and· sciences." Before the age of twelve, Hull had found that he "could answer any question in.the United States history textbook" and even the footnotes. During the same year, 1886, he went to the "normal school at Bowling Green, Kentucky," 2 which he attended for two five-months terms. The first large city that Hull ever saw was Nashville, Tennessee, when at the age of sixteen he floated down the Cumberland River on a raft. In his book, The Memoirs �.Cordell Hull, he records his vivid impressions: 2 Ibid. , 14-18. 3 It was a sight to be treasured, one·r shall always recall. The buildings were more magnificent and the people more numerous than I could have imagined. Nashville was the metropolis of middle Tennessee, most of which was a bluegrass section. It was a large hardwood market as well as a market for livestock and farm com­ modities generally. It was then, as now, a noted educational city, sometimes called the Athens of the South. The·city was calculated to impress, not to say overawe, the average young backwoodsman like myself who first·visited it.3 There, in Nashville, Hull bought his first law books, paying for them from the wages received from working on the raft. Before Hull was quite seventeen years old, he made his first po­ litical speech. It was during the presidential campaign of 1888 between Cleveland and Harrison, with the major issue being the tariff question. Hull supported Cleveland's platform for a lower tariff, and thus formu­ lated ideas which would endure the remainder of his life and affect people in all corners of the world. That fall Hull traveled to Lebanon, Ohio, and enrolled in the National Normal University, the parent school of the normal school he attended at Bowling Green, Kentucky. There he scored 90, 95, and 100 in debating, 95 in elocution,. 100 in rhetoric, and 60 to 75 in other subjects.4 In 1890 Hull began to study law· in Nashville in.the office of Pitts and Meeks. During the summer of the same year, he was selected for an office which he later declared "thrilled me more than any other since that time." He·partici­ 6 pated in the convention even though.he was not able to vote·in elections. That fall Hull read law in the office of Congressman·Benton McMillin's brother, John H. McMillin, in Celina. When the Congressman arrived to campaign for his reelection, he found the ambitious young man more than willing to offer his assistance. Driving a horse and buggy, Hull toQk Congressman McMillin across the rugged Cumberland Plateau and Highland Rim areas of his mountainous district. From this experience, especially through talking with Congressman McMillin, Hull gained a considerable amount of practical political knowledge. In January, 1891, Hull began.his formal. law education by enter­ ing Cumberland Law School at Lebanon, Tennessee. After successfully passing a rigid entrance examination, he was promptly permitted to enter the senior-class. In June of the same year, he passed the final examina­ tions, was graduated, and was sworn in as a memper of the bar.7 While practicing law during the summer of 1892, several weeks before his twenty-first birthday, Hull campaigned to represent his traditionally Democratic·county in the state legislature.8 To the sur�\ 5Hull, op.

Carter was an extraordinarily powerful and effective critic of the New Deal before Pearl Harbor, especially between 1935 and 1938, when there were few commercially-sponsored news commen- tators on the air. Administration leaders frequently mentioned their extreme dislike of him. Carter's greatest national prominence, or notoriety, occurred during 1937 and the early part of the following year. After August, 1938, he was banned from the major networks. At the time, some of his millions of nightly listeners were certain that Franklin D. Roosevelt had been responsible. Although the news analyst spoke over the Mutual Broadcasting System from Septem- ber, 1939, on, he never regained his popularity and died in 1944, already largely forgotten. Today, another look is in order. Histor- ians realize the importance of radio in understanding American society before 1941. For that reason, the career of such a notorious radio personality has particular interest. Carter relished controversy. "Meat is in argument," he once said. CULBERT July tator seemed to feel that his success was directly proportional to the number of enemies he made. And there were many. The Secretary of the Interior dubbed him "Croak" Carter. Ickes claimed that the newscaster could "enter any intellectual goldfish-swallowing contest and the result would be as impressive as his journalistic career."2 A distinguished journalist, making no attempt to disguise his loath- ing, termed the broadcaster a "mercenary poseur."3 Early in his career, Carter claimed to have studied the techniques of Detroit's demagogic radio priest, Father Coughlin.4 If so, he was an apt pupil.

    Taxes, Investment, and Capital Structure: A Study of U.S. Firms in the Early 1900s Leonce Bargeron, David Denis, and Kenneth Lehn◊ August 2014 Abstract We analyze capital structure decisions of U.S. firms during 1905-1924, a period characterized by two relevant shocks: (i) the introduction of corporate and individual taxes, and (ii) the onset of World War I, which resulted in large, transitory increases in investment outlays by U.S. firms. Although we find little evidence that shocks to corporate and individual taxes have a meaningful influence on observed leverage ratios, we find strong evidence that changes in leverage are positively related to investment outlays and negatively related to operating cash flows. Moreover, the transitory investments made by firms during World War I are associated with transitory increases in debt, especially by firms with relatively low earnings. Our findings do not support models that emphasize taxes as a first-order determinant of leverage choices, but do provide support for models that link the dynamics of leverage with dynamics of investment opportunities. ◊ Leonce Bargeron is at the Gatton College of Business & Economics, University of Kentucky.     TENNESSEE CIVIL AND MILITARY COMMISSIONS 1796-1976 RECORD GROUP 195 Processed by: Ted Guillaum Archival Technical Services Date Completed: 2-28-2002 MICROFILMED INTRODUCTION Record Group 195, Tennessee Civil and Military Commissions, 1796-1976, contains the records of the commissions made by the governors of Tennessee. The commissions measure seven and ½ cubic feet and are recorded in 56 volumes. These records were maintained by the Secretary of State and were found to be in fair to good condition. Many of the earlier volumes required light cleaning of accumulated soot. Fifteen volumes were found to be in fragile condition and were placed in acid free boxes for their protection. Portions of these records were received from the Records Center at various times between 1973 and 1994. There are no restrictions on the use of these records. The volumes have been arranged chronologically and have been microfilmed. The original documents have been retained. SCOPE AND CONTENT Tennessee Civil and Military Commissions, 1796-1976, record the appointments by the governors of Tennessee to various positions of authority in the state. Tennessee's chief executive used commissions to confer positions of military and civil authority on various individuals. These records were kept and maintained by the Secretary of State. The commissions found in these volumes can include Military Officer, Judge, Attorney, Sheriff, Coroner, Justice of the Peace, Surveyor, Road Commissioner, Turnpike Operators, Attorney General, Solicitor General, Electors for President and Vice- President, Indian Treaty Delegates, State Boundary Line Dispute Delegates, Trustees to the Lunatic Asylum and Institution for the Blind, Inspectors of Tobacco and the Penitentiary, State Agricultural Bureau, Assayer, Superintendent of Weights and Measurers, Geologist & Mineralogist, Railroad Directors, and Bonding Regulators.

    Oil Industry Financial Performance and the Windfall Profits Tax Updated July 13, 2011 Congressional Research Service https://crsreports.congress.gov RL34689 Oil Industry Financial Performance and the Windfall Profits Tax Summary Over the past 13 years, surging crude oil and petroleum product prices have increased oil and gas industry revenues and generated record profits, particularly for the top five major integrated companies, ExxonMobil, Royal Dutch Shell, BP, Chevron, and ConocoPhillips. These companies, which reported a predominant share of those profits, generated more than $104 billion in profit on nearly $1.8 trillion of revenues in 2008, before declining as a result of the recession and other factors. From 2003 to 2008, revenues increased by 86%; net income (profits) increased by 66%. Oil output by the five major companies over this time period declined by more than 7%, from 9.85 million to 9.12 million barrels per day. In 2010 the companies’ oil production was 9.4 million barrels per day. Being largely price-driven, with no accompanying increase in output resulting from increased investment in exploration and production, some believe that a portion of the increased oil industry income over this period represents a windfall and unearned gain. A windfall income is not earned as a result of additional production effort on the part of the firms, but due primarily to record crude oil prices, which are set in the world oil marketplace. Since the 109th Congress, numerous bills have been introduced seeking to impose a windfall profits tax (WPT) on oil. An excise-tax based WPT would tax only domestic production and, like the one in effect from 1980-1988, would increase marginal oil production costs.

My name is David Theroux, and I’m the President of The Independent Institute. I’m delighted to welcome you to our program this evening entitled “Understanding America’s Terrorist Crisis: What Should Be Done?” Our program features world-renowned author and man of letters, Gore Vidal, and is co-sponsored by Harper’s Magazine. For those of you who have not seen his new book, Gore Vidal is the author of Perpetual War for Perpetual Peace: How We Got to Be So Hated. The Independent Institute regularly sponsors the Independent Policy Forum, a series of lectures, seminars and debates held here in the San Francisco Bay area, and featuring outstanding authors, scholars and policy experts to address major social and economic issues. After 9/11 for example, we began a program to examine key issues involved in the terrorist war, and our program this evening continues this dialog. As a result, we seek to get beyond left and right, and feature speakers who present their own views so that we have a better opportunity to sift through and make up our own minds. The act creating this county provided that the first court should be held at the house of Bernard Richardson, near Smithville, which was chosen for the county seat and named for John Smith Bryan, who was commonly called “Smith.” The committee appointed to select the county seat was: Thomas Durham, Joseph Banks, Thomas Allen, Watson Cantrell, and Joseph Clark. Bernard Richardson gave to the county fifty acres for the county seat, a part of which was laid out in lots which were sold at public sale.
