Area Assessment

The area (about 7.4 ha) mainly comprises 16 private industrial buildings. The area is surrounded by some commercial and major residential developments, open space, GIC facilities, and well-served by existing road networks.

There has been no new development/redevelopment of industrial buildings in the area since the completion of the 2009 Area Assessments. All industrial buildings are 13-19 storeys. Most are in fair condition except one in poor condition. In terms of age, half of the buildings are below 30 years old while another half over 30 years old. 15 out of the 16 buildings are under multiple ownership. The remaining one is under single ownership.

The updated overall vacancy of the area is about 2.3%, which is significantly lower than the 5.3% identified in the 2009 Area Assessments. Such vacancy is also significantly lower than the territorial figure of 6.0% for all “OU(B)” areas and the average of 6.4% for the six areas in Kowloon. About 15.2% of the units are divided into subunits, involving about 24.1% of the GFA. In terms of usage, Office is still the largest user, occupying about 51.6% of the GFA which is comparable with the 51.0% identified in 2009. Warehouse/Storage remains the second largest user. The updated figure is about 25.0% which is higher than the

Hung Hom “OU(B)” Area 3 18.7% identified in 2009. The GFA for “Other Uses” has increased significantly from about 1.8% to about 6.7%. The major types of uses are showroom and shop and services, which constitute a total of about 6.6% GFA. Manufacturing/Workshop is the fourth largest user, occupying about 4.1% of the GFA which is slightly higher than the 3.7% in 2009.

If taking into account the 16 industrial buildings in the subject “OU(B)” area and the two industrial buildings in the nearby Hung Hom “CDA” area together, the overall vacancy is about 2.1%. Office is still the largest user, occupying about 47.7% of the GFA. The second largest user is still Warehouse/Storage, occupying about 30.6% of the GFA. The third largest user is still “Other Uses”, accounting for about 6.2% of the GFA. Manufacturing/Workshop only takes up about 3.8% of the GFA.

In terms of employment, about 15,446 workers are estimated to be engaged in the occupied units of the industrial buildings in the area, including about 5,424 workers (35.1%) in the manufacturing business and about 10,022 workers (64.9%) in the non-manufacturing business. The overall figure accounts for about 8.4% of the total of 183,659 persons engaged (other than those in the civil service) in various industry sections in the District identified by C&SD in June 2014.

Since the completion of the 2009 Area Assessments, there is only a building plan approval for redevelopment of the existing industrial building at 13 Hok Yuen Street for a new commercial/office development (Plan B7). The same site is also the subject of an outstanding planning application for proposed rezoning to “R(E)”.

Given the above, in particular the sign of transformation in the area as shown in the above approved redevelopment project, the low and decreasing vacancy rate of the existing industrial buildings, and their relatively high and increasing percentage of GFA for non-industrial use (about 58.3% for Office and “Other Uses” in total as compared with 52.8% in 2009), it is considered that the area should be retained as “OU(B)” to continue facilitating the land use restructuring.

Recommendation

To retain the area as “OU(B)”.
