Pursuant to the Charter, the City Planning Commission developed and adopted standards and rules of procedure for 197-a plans. Once approved by the Commission and adopted by the City Council, 197 -a plans are intended to serve as policy guides for subsequent actions by city agencies. Community Board 4 Chelsea 197-a Plan: A Contextual Zoning Proposal to Create Housing Opportunities, as modified by the City Planning Commission, is the second community board 197-a plan to be adopted by the city. This report provides information for those interested in the plan's policies and recommendations. It may also be of interest to other community boards considering the 197-a process. This report contains three sections: 1. The City Council resolution, dated May 22, 1996, adopting the plan as modified by the City Planning Commission. 2. The City Planning Commission report, including its consideration and resolution, dated April 10, 1996, approving and modifying the 197-a plan. 3. LEADING THE COMMISSION: INTERVIEWS WITH THE FORMER CHAIRS OF NYC’S LANDMARKS PRESERVATION COMMISSION The Reminiscences of Beverly Moss Spatt © 2011 New York Preservation Archive Project PREFACE The following oral history is the result of a recorded interview with Beverly Moss Spatt conducted by Interviewer Liz McEnaney in 2011. This interview is part of the Leading the Commission: Interviews with the Former Chairs of NYC’s Landmarks Preservation Commission oral history project. The reader is asked to bear in mind that s/he is reading a verbatim transcript of the spoken word, rather than written prose. The views expressed in this oral history interview do not necessarily reflect the views of the New York Preservation Archive Project. Beverly Moss Spatt became chair of the New York City Landmarks Preservation Commission [LPC] in 1974. She was a planner by training and had previously served on the New York City Planning Commission. During her tenure, she worked to make preservation desirable and affordable to property owners by working to educate the public about the financial benefits of owning a landmark and finding both public and private sources of funding to help owners with maintenance costs of historic buildings. She speaks about the importance of a having a nonpartisan commission and of working with other city agencies in order to be effective in the city. The 1973 Amendments to the New York City Landmarks Law went into effect the year of her appointment and the first scenic and interior landmarks were designated under her leadership. As Landmarks Preservation Commission chair from 1974-1977, under Mayor Abraham Beame, Beverly Moss Spatt viewed the preservation community as a collaborative space. -

Landmarks Preservation Commission January 12, 2010, Designation List 425 LP -2370 (FORMER) DOLLAR SAVINGS BANK, 2792 Third Avenue, the Bronx Built 1919; addition 1926; Renwick, Aspinwall & Tucker, architect Landmark Site: Borough of the Bronx Tax Map Block 2307, Lot 54 On December 15, 2009 the Landmarks Preservation Commission held a public hearing on the proposed designation of the Dollar Savings Bank and the proposed designation of the related Landmark Site (Item No. 1). The hearing was duly advertised according to provisions of law. Three witnesses spoke in favor of designation, including representatives of the Historic Districts Council, and the New York Landmarks Conservancy. Summary The Dollar Savings Bank was founded in 1887 by John Haffen of the prominent Haffen family, which controlled much of the Bronx in the late nineteenth and early twentieth centuries. It was the first thrift institution to be organized in the Bronx, preceding its competitors by sixteen years. Structured as a mutual savings bank, it was managed for the benefits of the depositors, which assured that most savings would not leave the Bronx. The bank’s early leaders moved quickly to organize development in the Bronx and used the savings deposits to fund improvements in the borough. As the number of accounts increased, the bank’s location in the Haffen building at 2808 Third Avenue was unable to accommodate its rapid growth, and the bank sought new and more spacious quarters. Designed by the renowned firm of Renwick, Aspinwall & Tucker in 1919, the Classical Revival Style, and the free standing bank building illustrate the style adopted by savings institutions during the last decades of the 19th and the first decades of the 20th century. -

The hearing had been duly advertised in accordance with the provisions of law. Ten witnesses spoke in favor of the designation; twenty-one letters were received in support of designation.
