ORIGINS OF THE UNIVERSITY OF LOUISVILLE BY WILLIAM CASSELL MALLALIEU Professor of History, University of Louisville Read before The Filson Club, March 1, 1937 The University of Louisville originated in two separate institutions, both of which were founded by the City of Louisville in 1837: the Louisville Medical Institute and the Collegiate Institute of Louisville. It is the oldest of the institutions now known as municipal universities and this year, beginning April 3 [1937], will celebrate its centennial., The school was chartered as a municipal university in 1846, but, as we shall see, it failed to receive annual support from the City until 1910. This paper is an attempt to explain the origins of the University of Louisville and its relations with the City government during the early years of its existence. Why did the City of Louisville start a municipal university in-18377 The answer is found in the conditions of the time and in the personal motives which were both an index and a reflection of the conditions. The period between 1810 and 1840 was one of expansion, of economic, pohtical, and intellectual growth. The population of the United States doubled in these three decades and most of the increase was in the West along the Mississippi and Ohio Rivers and their branches. The West of 1812 had consisted of only four states--Ohio, Kentucky, Ten- nessee, and Lonisiana--and these only partly settled. By 1840 there were eleven Western States, and settlement was practi- cally solid out to the Great Plains and from the Great Lakes to the Gulf. -

State Capitol and Legislative Office Building -- Access Limited to Building Employees, Credentialed Journalists, and Authorized Guests on Official Business March 16th, 2020 To: All Tenants – Empire State Plaza From: RoAnn M. Destito, Commissioner of General Services Due to the evolving concerns regarding the novel coronavirus (COVID-19 virus), the Office of General Services has implemented new visitor restrictions to ensure the health and well-being of our employees and the public. Effective immediately, and as a necessary precaution, the New York State Capitol and the Legislative Office Building (LOB) will have restricted access until further notice in response to the evolving COVID-19 situation. Building access will be limited to: State employees who have official duties within those buildings; credentialled journalists; and essential authorized guests attending to official business with the Executive, the Attorney General, the State Legislature, or the Division of the Budget. All tenants of the Capitol and LOB are strongly encouraged to avoid in-person meetings by utilizing technology such as teleconferencing, video conferencing, and web-based meetings. Authorized State employees will continue to access both buildings via all normal entrances, turnstiles, and portals. The New York State Police will continue to staff all security screening access points including the Empire State Plaza Concourse, LOB State Street, Capitol State Street, and Capitol Washington Avenue. We will be allowing entry only to guests who have been authorized by the Executive Chamber, the Division of the Budget, the Attorney General’s Office, the NYS Assembly, or the NYS Senate. Members of the general public who have scheduled business with these entities should be instructed to call ahead to confirm their appointment. -

Lake Wingra: Changing Perceptions and Land-Use Decisions of Madison Wetlands Matthew Bodden, Holly Elmer, Caitlin Mclester, Rebecca Perry Abstract Madison, Wisconsin is characterized by the presence of the University of Wisconsin and the Wisconsin State Capitol. Surrounded by a beautiful chain of fresh water lakes, the scenic nature of Madison's surroundings have always played an important part in the policy decisions that have formed the city. This paper uses the historical discourses centering around our study area of Lake Wingra, on the East side of Madison, as examples of the dynamics surrounding landscape-forming decisions. Analysis of wetlands extent over time confirms that the majority of wetland reclamation in the study are occurred before 1959. A detailed analysis of discourses about wetlands suggests that wetlands were regarded as useless and ugly, contributing to local dispositions in favor of dredging and filling. Most filling took place before accurate scientific under- standing of the value of wetland-provided ecosystem services could inform policy decisions. Most land reclamation in the state occurred for agricultural purposes, but wetland filling in Madison was carried out for institutional purposes. A comparison between institutionally-owned land and privately-owned land suggests that institutional use such as parks are less damaging to the health of fresh water lakes than private free-market use. The city of Madison was well known for its four lakes even before it became an established city. For both the Native Americans and the settlers, the lakes and wetlands of the area contributed heavily to the sense of place experienced there. The area around Lake Wingra, the third smallest lake in the chain, has seen interesting developments throughout recorded history. -

Appendix F : Historic Photographs Historic Photographs Introduction In April 2013, the Project Design Team led by HDR Architecture, in association with Preservation Design Partnership, LLC and Plan One / Architects, began exploring the evolution of the Wyoming State Capitol from 1888 to present. With the help of the State of Wyoming Department of Administration and Information Division of Construction Management [AICM] and the Wyoming State Archives, the Design Team was able to obtain a number of archival photographs illustrating that evolving state of the Capitol exterior and interior throughout the building’s lifetime. The historic photographs, included as part of Appendix F, are organized in approximate chronological order and by collection. The chronological organization of the historic photographs illustrates the building evolution over time, including the major building campaigns and more subtle changes to the building. These changes include: • The presence of a wrought iron fence along the perimeter of the Capitol site • The configuration of the historic wood windows • The historic extent of gilding at the Capitol dome Performed in conjunction with parallel research of historic drawings, this information begins to tell the story of the building’s appearance and organization. How the Capitol changed over time, both architecturally and programmatically, is also evident. Analysis of the drawings and photographs contributed to our understanding of the building today, and how it has changed over time. Figure F0-1. Palladio's Influence in America
Palladio’s Influence In America Calder Loth, Senior Architectural Historian, Virginia Department of Historic Resources 2008 marks the 500th anniversary of Palladio’s birth. We might ask why Americans should consider this to be a cause for celebration. Why should we be concerned about an Italian architect who lived so long ago and far away? As we shall see, however, this architect, whom the average American has never heard of, has had a profound impact on the architectural image of our country, even the city of Baltimore. But before we investigate his influence we should briefly explain what Palladio’s career involved. Palladio, of course, designed many outstanding buildings, but until the twentieth century few Americans ever saw any of Palladio’s works firsthand. From our standpoint, Palladio’s most important achievement was writing about architecture. His seminal publication, I Quattro Libri dell’ Architettura or The Four Books on Architecture, was perhaps the most influential treatise on architecture ever written. Much of the material in that work was the result of Palladio’s extensive study of the ruins of ancient Roman buildings. This effort was part of the Italian Renaissance movement: the rediscovery of the civilization of ancient Rome—its arts, literature, science, and architecture. Palladio was by no means the only architect of his time to undertake such a study and produce a publication about it. Nevertheless, Palladio’s drawings and text were far more engaging, comprehendible, informative, and useful than similar efforts by contemporaries. As with most Renaissance-period architectural treatises, Palladio illustrated and described how to delineate and construct the five orders—the five principal types of ancient columns and their entablatures. -
