I discussed with the JDC Board yesterday the McClelland cable, No. 3390. The JDC is willing to put up the $250 1 000~beginning with one-half that amount. They would not like McClelland to know where the funds are coming from. The cable to McClelland should be cleared with Leavitt after we have agreed upon it. McClelland should, of course, be instructed to check carefully with Baly Mayer and other persons so that the purposes for which he uses funds do not overlap but effectively supplement the use of funds by private agencies such as the JDC. McClelland should, of course, to the extent possible, keep detailed records of the use of the funds, but such records need not be sent to the United S~ates at this· time.
