139/20 APPROVAL OF THE MINUTES OF THE REMOTE MEETING HELD ON THE 22ND OCTOBER 2020 Counc J Waring proposed & Counc J McFarlane seconded that the minutes of the remote meeting held on the 22nd October 2020 were a correct record of the meeting and the Council resolved to approve them. They will be signed by the Chairman at a later date.

140/20 UPDATE FROM CDC REPRESENTATVES CDC Representative Counc A Brown updated the Parish Council on the latest Covid figures & said that Craven’s Covid data was 133 per 100,000 and Bradford was just over 300 per 100,000 & that Pendle & Bradford were in Tier 3 whereas we were in Tier 2. He stated that he was impressed with Cravens performance over Covid and that they had been praised by the public and had processed 1000’s of applications for grants for small businesses who were well impressed. He reported that the there had been a review of planning and it was thought that the problem was not a staffing problem but a cultural problem which could maybe be transformed if they consulted and took note of Local Councils. He also said that the application for 7 houses at Road, had a condition that the hedge remained but it has disappeared. The Enforcement Officer has been asked what action they will take. The Parish Council informed him that the Parish Council has drafted a response to the Conservation Area Appraisal and that we would send him a copy. He reported on the Public Sector Government Re-Organization and that there was concern that the wards would be too big and people may not know their Local Representatives and that it is taking a lot of time up when the time is needed elsewhere.

141/20 HIGHWAYS  The Parish Council received a response from Highways regarding arranging a meeting to discuss several village issues. They stated that they had carried out repairs to the to the highway drain on Mary Street and following the repairs being done they were able to camera the drain further up the hill. In doing this they have now found another smaller section of collapsed drain. They will be raising a works order for the necessary repair works to be carried out.  They have had a meeting with a resident at The Crofts to discuss the replacement of the highway drain that runs through their front garden and discharges into the beck at the side of the property. The current drain is in disrepair and it would be less intrusive and more effective to simply lay a new pipe. The engineer arranging these works is in the process of putting together a cost for the works to seek approval from management.  The issue with Gully cleaning on Main Street is as they have discussed before. Even with advance warning signs being set out in the past, a number of residents have not moved their cars and Gully grates have been obstructed and not cleaned. The full length of Main Street is on a hill finishing up down at the underpass. They have a works order in place to have all the drains emptied and Jetted within the underpass area.  Page 378 They do not think it would be wise to have site meetings at the moment given we are in lockdown once again, but are more than happy to discuss the issues above further via email or phone call. He stated that issues regarding: Speeding, Parking and Inadequate Highway Drainage in general are issues that one of his colleagues would have to address as they are not within his remit to advise on. Clerk to advise them that if they gave us a suitable time & date for them to clean the drains on Main Street we could perhaps put a notice through doors asking them to move their cars. Also to ask who we needed to contact for the other issues.

142/20 INSURANCE POLICY FOR 2020-2021 Counc’s S Wood & M Scarffe had a zoom meeting with a Representative from our Insurance Company and found the meeting very informative. The Representative confirmed that our Public Liability Insurance was adequate for what we needed. The Parish Council resolved that they were happy with the cover we had in place at the moment but would like to look further into a few issues. Counc S Wood had concerns regarding whether we had adequate cover in place for the lighting and the equipment in the Play Area. Clerk will discuss costing with them to see if we need to increase the value. Clerk to ask CDC if they have public Liability Insurance in place for any issues that might arise regarding the wall at the back of the Play Area. Counc S Wood to ask the Insurance to clarify the cover we had for the trees at Pinfold. .Clerk to arrange a meeting with a Computer technician to discuss security issues and updating software

143/20 PLAY AREA The Parish Council had concerns over the Play Area Inspection Report and Counc S Wood has been in contact with ROSPA regarding the issue. They have said that if we list the issues in an email they will make sure that the Inspector gets it. Counc S Wood drafted an email which was approved by the Parish Council and Clerk to send. The Parish Council authorized the payments to them but will come to an agreement about future inspections. Clerk to get a quote for the recommended works.

145/20 PLANNING

Planning Decision Notice Application No: 2020/21650/FUL Proposal: Proposed residential development of 2 no. new build semi-detached Location: Land West of Spring Bank House, Skipton Road, Farnhill, Keighley. CDC considered the application and refused planning permission.

Application No: 2020/22084/HH Proposal: Erection of garden room Location: Sunnybank, Main Street, Farnhill. The Parish Council had no objections to the above proposal.

146/20 VILLAGE MAINTENANCE &IMPROVEMENTS A meeting which was arranged for Sunday 1st November for a second walkabout round the village had to be cancelled due to new restrictions due to Corona Virus. A quote for the walling was approved by the Council and Clerk to confirm with them that they could proceed with the work once their public liability insurance was received. A quote for the strimming in the village was also approved by the Council and Clerk to confirm with them that they could proceed with the work once their public liability was received. Clerk to write and thank others who had sent quotes and let them know that they had not been successful this time but maybe we could use them in the future. Clerk to contact NYCC Street Lighting regarding a quote for the Street Light by the Play Area, also to ask them to repair the light under the Culvert as it was very dark at the Kildwick side of the tunnel and to move the bracket for the light at Hanover Street as it was not lighting up where it was needed

147/20 CONSERVATION AREA APPRAISAL CONSULTATION The Chairman prepared a draft document for the consultation based on comments Councillors had put together about the Conservation Area Appraisal and proposed that we approve the document and send to the Consultation. The Parish Council approved the document and Clerk to send the response. Page 379

148/20 STANDING ORDERS The Chairman drafted some additions to the Standing Orders which were circulated before the meeting. He proposed that the additions be approved and this was seconded by Counc Waring and agreed by the Parish Council.

149/20 MINOR ITEMS OF BUSINESS & ITEMS TO GO ON THE AGENDA NEXT MONTH A member of the public asked if we had any allotments available or to be put on a waiting list. Clerk to respond by saying that the Parish Council had no suitable land for allotments at the moment. Clerk to thank Aire Valley Solutions Ltd for all the help and information they have provided regarding the use and purchase of a hub and to put the purchase of data for the hub on the next agenda.
