02/16 CHAIRMAN’S BUSINESS The Chair welcomed Members to the meeting and invited each Member to introduce themselves.

06/16 APPLICATION FOR INCLUSION IN THE PHARMACEUTICAL LIST - R GARVEY, 45 FORKHILL ROAD, CARRIVEMACLONE, NEWRY BT35 8QX
ORAL PRESENTATIONS:
Prior to the consideration of this application the Committee heard a presentation from the applicant, Mr Richard Garvey and from objecting contractor, Mr Seamus Strain (Camlough/Mullaghbawn Pharmacy).
NEIGHBOURHOOD:
During discussion it was agreed that the neighbourhood affected by this application was defined as the start in the North-east at the Intersection of Albert Basin and the Drumalane Road and follows South along the Newry Canal/Newry River until it meets the border with the Republic of Ireland. From here it moves westwards along the border until it meets the Railway Road at Meigh. At this point it travels Northwards through rural hinterland cutting through Ballymacdermot Mountain before returning Eastwards through the main Belfast/Dublin Road meeting up with the Chancellors Road. From here it travels back to the Cloghogue Church and finally returns cross country to the Drumalane Road/Albert Basin intersection.
DECISION:
The Committee then discussed the application in detail, taking into account the papers submitted by the applicant and objecting contractors and the points raised during the oral presentations. They concluded that the application was neither necessary nor desirable to secure adequate provision of pharmaceutical services within the neighbourhood. The Committee therefore agreed NOT TO APPROVE this application.
RATIONALE:
In reaching its decision, the panel took the following factors into consideration;
• Overall the population of the neighbourhood is adequately served with 10 pharmacies in Newry, 1 in Camlough and 1 in Meigh. They provide adequate services which overlap to cover all areas within the neighbourhood.
• There was no evidence to state there was a problem with the service that exists.
• The level of deprivation is much less in the ward than other parts of Northern Ireland (Fathom Ward rank of multiple deprivation measure 304).
• It is not an unreasonable distance to travel 1.5 miles to the nearest pharmacy, and the nearest pharmacies offer delivery services for those unable to travel.
• 88% of the population have access to a car or van which is higher than the Northern Ireland average of 77.3%
07/16 APPLICATION TO VARY CONTRACTED OPENING HOURS - WYNROSE LTD, T/A McFADDENS, 208 DUNCAIRN GARDENS, BELFAST BT15 8QX
The Committee considered the following request for variation of opening hours of the above contractor;
Current contracted opening hours: Monday - Friday 9.00 am – 6.00 pm Saturday 9.00 am – 5.30 pm
Proposed opening hours: Monday – Thursday 9.00 am – 5.30 pm All Day Friday 9.00am – 5.30pm Close lunchtime Saturday Closed
The Committee considered this request separately as;
1. Reduction in Monday – Friday opening hours from 9.00am -6.00pm to 9.00am – 5.30pm
The Committee determined that the request for the change of opening hours BE APPROVED.
2. Request to close all day on a Saturday
The Committee determined that the request to close on a Saturday BE APPROVED.
3. Request to close at lunchtime on a Friday
No reason was provided by the applicant to support the request for lunchtime closing on a Friday. The Committee therefore determined that the request to close at lunchtime on a Friday NOT BE APPROVED.
