TO THE MEMBER ASSOCIATIONS OF FIFA Circular no. 1729 Zurich, 24 August 2020 SG/egs/kja Release of players to association teams for the upcoming September 2020 international window Dear Sir or Madam, This circular letter concerns the release of players to associations teams in the upcoming international windows for men (31 August 2020 to 8 September 2020) and women (14-22 September 2020), which the Bureau of the FIFA Council recently decided are only applicable for member associations from the UEFA territory (Circular no. 1727). On 13 March 2020 and 6 April 2020, the Bureau suspended the obligations of clubs pursuant to the Regulations on the Status and Transfer of Players (RSTP) to release players to associations for international windows in March and April 2020 (Circular no. 1712) and June 2020 (Circular no. 1714). Between May and July 2020, several countries relaxed their travel and immigration restrictions following a decrease in COVID-19 infections. Football activities subsequently resumed in the majority of associations, with the implementation of strict health and safety protocols. At present, many national governments have again implemented travel and immigration restrictions due to a renewed increase in COVID-19 infections. Some of these measures directly impact international competition, such as mandatory periods of quarantine or self-isolation and temporary travel bans. In order to ensure that the well-being and health of all individuals involved in international competition is respected, on 24 August 2020 the Bureau decided to temporarily amend the operation of the RSTP relating to the release of players to association teams, as follows: 1. -

We are very pleased of you joining us and we are also very sure you will have a wonderful time with us this year. We ask you to be as active as you can in this debate, so that we can create a discussion of interest. My name is Arantza Ramírez, the president of the FIFA Committee. I studied on a boarding school for a year (The Grier School, Birmingham, PA), in which I was chosen to be part of the Honors Social Studies class because of my development in the class and continuously concern about the world's issues and problems. I promise to make the most of it, and put all my effort and time for it to be as successful as the others, but also to make it an entertaining debate. Next, we have our moderator, Florencia Diez González, who is really passionate for this year’s ALEXMUN, not only because she loves debating, but by the fact that the topic that will be discussed is about an international recognized football soccer association, which is in charge of organizing plenty of events such as The World Cup, The Women ́s World Cup and even The Olympic Games. She really thinks that ALEXMUN is a great opportunity for young people to create a safe environment for discussion. -

Mr Ricardo Teixeira (hereinafter “Mr Teixeira” or “the official”), Brazilian national, has been a high-ranking football official since 1989, most notably the president of the Confederação Brasileira de Futebol (CBF) from 1989 until 2012. He was a mem- ber of the FIFA Executive Committee from 1994 until 2012 and a member of the CONMEBOL Executive Committee. Additionally, he was a member of several stand- ing committees of FIFA, such as the Organising Committee for the FIFA Confedera- tions CupTM, Organising Committee for the FIFA World CupTM, Referees Committee, Marketing and TV Committee, Futsal and Beach Soccer Committee, Ethics Commit- tee and Committee for Club Football. 2. On 27 May 2015, the United States Department of Justice (hereinafter “DOJ”) is- sued a press release relating to the Indictment of the United States District Court, Eastern District of New York also dated 27 May 2015 (hereinafter “the Indictment”). In the Indictment, the DOJ charged several international football executives with “racketeering, wire fraud and money laundering conspiracies, among other of- fenses, in connection with their participation in a twenty-four-year scheme to enrich themselves through the corruption of international soccer”. The Indictment was fol- lowed by arrests of various persons accused therein, executed by state authorities in Europe, South America and the United States of America. -

Putin, not Trump, is the most dangerous person in the world. Trump is just a lackey, a small-time crook and bit-time liar whom Putin is using to attack the USA. The problem is not that there is no evidence of Trump-Putin collusion, the problem is that there is too much of it. I have added some background about the motive of Russia's interference in US politics. In my opinion, it was not only a general attempt at undermining US institutions (that came later) but originally it was a determined effort to make sure that Hillary Clinton did not become president. Putin feared her more than anyone else. For those who have NOT followed this page from the beginning: this website was one of the first to talk about the Trump-Russia collusion at a time when few dared mention the Steele dossier. Just to be very clear: this is not about whether Russia's interference changed the results of the election (i personally think that the FBI investigation into Clinton's email server had a much bigger impact). It is about Putin's strategy to attack the USA, and, secondly, it is about the extent of Trump's collaboration with Putin. And, just to be fair, Putin's Russia is not the only country that ever interfered in US politics. -

BEFORE THE UNITED STATES OLYMPIC COMMITTEE Hope Solo, Claimant vs. United States Soccer Federation, Inc., Respondent COMPLAINT UNDER SECTION 220527 OF THE TED STEVENS ACT I. INTRODUCTION 1. Pursuant to the Ted Stevens Olympic and Amateur Sports Act1 (the “Stevens Act”), the United States Olympic Committee (“USOC”) has recognized the United States Soccer Federation (“USSF” or the “Federation”) as the National Governing Body (“NGB”) for the sport of soccer in the United States. This Complaint is being filed because the USSF has become blinded to its fundamental obligation as an NGB to “develop interest and participation throughout the United States and be responsible to the persons and amateur sports organizations it represents.”2 Instead, because of the power, prestige, status and money flowing from the Federation’s alliance with Major League Soccer, a professional men’s league (the “MLS”), and its affiliate, Soccer United Marketing, LLC (“SUM”), the USSF’s paramount concern has become protecting and nurturing the MLS, even if at the expense of other stakeholders, including those involved in professional women’s and amateur soccer. 1 36 U.S.C. § 220501 et seq. 2 Id. § 220524(1). 1 2. Because of its institutional bias in favor of MLS and commercial partnership with SUM, the Federation now appears to believe that its effectiveness should be judged not by how well amateur, youth, women’s and non-MLS men’s professional soccer are doing, but how well MLS is performing and how much money the Federation’s partnership with SUM is generating. Some Federation officials believe they are doing a good job because the entry fee MLS charges new teams keeps increasing even though not a penny of that money goes to the Federation or its non-MLS stakeholders.
