Terms of Reference Subnational Activity Coordinators (COVID-19 Response)

Background The Australia Health Security Partnership (AIHSP) is a 5-year program supported by the Australian Government and implemented by Cardno. AIHSP’s overarching goal is to increase national health security in Indonesia so that women, men and communities are less at risk of emerging infectious diseases (EIDs), thereby contributing to Australian, regional and global health security as well as supporting sustainable economic development and food security in Indonesia. To support the achievement of this goal, AIHSP will work in partnership with the Indonesian Ministry of Health (MoH), Ministry of Agriculture (MoA) and other relevant agencies and Government of Australia to achieve the following ‘End-of-Program Outcomes’ (EOPOs):

1. Stronger GoI systems to prevent, detect and respond to public health and animal health emergencies from EIDs; and 2. Stronger national coordination of responses to national, regional and global health threats.

Nine Technical Working Groups (TWGs) have been set up (four in MoH and five in MoA) to oversee the key objectives. These TWGs include representatives from a cross-section of relevant directorates, sub-directorates and other relevant units of MoH and MoA. Furthermore, four priority provinces have been agreed between DFAT and the Ministries namely Central , , and South for Year 1. Following several consultation meetings between AIHSP TWGs and key stakeholders, the needs for coordinators at the sub-national level was identified for AIHSP’s priority provinces.

In addition to these longer-term objectives, over the next two years, AIHSP also supports the Indonesian government in responding to COVID-19 pandemic, particularly around strengthening the ‘Track and Trace’ system and supporting the rollout-out of COVID-19 vaccines to the worst affected provinces, including Central Java, Yogyakarta, Bali and (priority provinces under AIHSP with high COVID-19 burden). These will be conducted through strengthening public communications and surveillance and health information systems at the community level.

Purpose of the Position These Subnational Activity Coordinators (COVID-19 Response) will be based in each of AIHSP’s priority provinces and provide technical assistance on: strengthening the ‘Track and Trace’ system; supporting the roll-out of COVID-19 vaccines to each province; supporting public communications; and strengthening surveillance and health information systems at the community level.

Objectives These positions will work with the AIHSP National Project Coordinator (COVID-19 Response), Provincial Coordinators and Technical Program Manager (Human Health) on a day-to-day basis and provide strategic analysis and technical advice around ‘Track and Trace’ Systems and COVID-19 vaccines roll-out in AIHSP’s priority provinces.

Key Activities Working closely with the National Project Coordinator (COVID-19 Response), Provincial Coordinators and Technical Program Manager (Human Health), the Subnational Activity Coordinators (COVID-19 Response) will:

1. Establish and maintain strong relationships with relevant provincial/district agencies, including Provincial COVID-19 Task Force.

2. Conduct rapid assessment of needs and gaps around the implementation of ‘Track and Trace’ System and roll-out of COVID-19 vaccines in each priority province and recommend a set of activities to improve the implementation of these systems in each province. 3. Coordinate implementation of proposed COVID-19 related activities in each province, including public communication. 4. Support relevant provincial/district government agencies in program implementation. 5. Coordinate with other Subnational Activity Coordinators, to enable a cohesive and strategic approach to AIHSP’s COVID-19-related program implementation. 6. Monitor the progress of the provinces in implementing AIHSP activities by identifying gaps, resources, and capacities of provincial stakeholders. 7. Provide recommendations to the AIHSP Team on implementation of AIHSP activities to enable effective, efficient implementation and replicability of activities. Note: In this current environment where meetings are unable to be carried out in person, the Subnational Activity Coordinators (COVID-19 Response) will be required to independently liaise and organise meetings with relevant GoI officials and other stakeholders remotely. The Subnational Activity Coordinators will have access to a shared Zoom account administered by AIHSP.

Key Deliverables: • Monthly reports outlining key activities and progress in that reporting period and work plan for the following month; • A six-monthly report on the progress, which should include practices for effective, efficient implementation and replicability of AIHSP activities, challenges faced and recommendations to improve AIHSP’s implementation strategy and maintain implementation quality; • Other deliverables as required.

Selection criteria Essential

1. A university degree in Public Health, Epidemiology, Medicine or any other relevant university degree. 2. At least 5 years of experience with progressive responsibilities in managing program implementation, preferably in the field of public health, disease surveillance and control, epidemiology, emergency preparedness and response or other relevant fields. 3. Based in /Yogyakarta/Bali/ (highly desirable) or willing to be relocated to Semarang/Yogyakarta/Bali/Makassar for the duration of the program. 4. Sound understanding of Indonesian government’s COVID-19 ‘Track and Trace’ systems and vaccines roll-out, particularly at the subnational level. 5. Sound understanding of the Indonesian Government systems at the national and sub-national levels. 6. Excellent team working and interpersonal skills including dealing both directly and indirectly with government officials and other development partners/stakeholders at various levels. 7. Good English and Indonesian oral and written communication skills. 8. Possess initiative, reliability, and honesty. 9. Demonstrated ability to work productively in a diverse, fast-paced environment, and to work under pressure to tight deadlines.

10. Experience working with local government officials in Central Java/Yogyakarta/Bali/South Sulawesi in a similar program that involves prominent public communications components would be highly desirable.
