    King City Joint Union High School District Comprehensive Review and Recovery Plan Initial Report February 2010 King City Joint Union High School District Comprehensive Review and Recovery Plan Initial Report February 2010 Introduction and Executive Summary Background The King City Joint Union High School District is located in the town of King City in Monterey County. The District serves 2,185 students in grades 9-12 at two comprehensive high schools and two continuation schools. The student population is diverse; 37.6% of students are English learners and 56% are eligible for free or reduced-price meals. The district’s annual revenue limit funding per average daily attendance (ADA) was $7,066.34 for 2008-2009 and $7,366.34 for 2009-2010. The district has experienced multiple years of financial difficulties leading to cash insolvency and the need for state intervention. of the lack of organizational decisions and an unfavorable ruling from the Public Employment Relations Board (PERB) have compounded the district’s financial problems. The PERB decision resulted in a retroactive formula-based increase in employee compensation costs and contributed to the district’s continued deficit spending. In 2006, the cost of retroactively applying the compensation formula was estimated at $5.2 million; the on-going cost was $600,000 annually, an increase of 11% to total compensation. A FCMAT fiscal review commissioned by the district in May 2006 concluded that the retroactive payout and ongoing liability “…could potentially lead to insolvency, necessitating a loan from the state.” Based on the requirements of Assembly Bill (AB) 1200 that the district maintain a reserve for economic uncertainties and undergo budget certification, the district could not afford to fund the retroactive amount for employee compensation, and subsequently in 2007 the certificated bargaining unit agreed to a negotiated settlement of $1.2 million.

    Feb. 28, 2020 Measure T forum on campus doubles as Centennial Kick-off Hartnell joined with the City of Salinas and the entire Salinas Valley Five Cities Partnership on Feb. 20 to host a Measure T community forum that also doubled as a kick-off event for the college’s Centennial Celebration. Scott Faust, director of communications, marketing and public relations, provided a brief overview of yearlong plans as about 50 attendees in Steinbeck Hall enjoyed a cake featuring the Centennial logo (pictured). A mix of community members and Hartnell employees received a warm welcome from Board of Trustees President Aurelio Salazar Jr. (pictured) and Superintendent/President Dr. Patricia Hsieh. Board Vice President Pat Donohue also attended. A special appreciation was provided for the more than 50 donors who contributed to the successful campaign for passage of Measure T in 2016 with support from 69 percent of district voters. Reflections on Measure T’s impact were provided by students Estefania Villacana (pictured with facilitator Kim Stemler), a social sciences major and Cooke Undergraduate Transfer Scholarship semi-finalist, and Brionna Gonzalez, an EMT student who is also applying to the Hartnell nursing program. During a facilitated discussion, participants shared suggestions for such services as child care and internship support at Hartnell’s new and expanded centers in Soledad, King City and Castroville. The primary focus was on the “brain gain” of new and retained workforce talent in the Salinas Valley that will be made possible with the addition of the expanded facilities.
