Rationale
There are currently 20 district wards presenting the possibility of pairing district wards to make divisions and achieve 100% coterminosity. This was the approach taken. The particular pairing of district wards reflects broadly historical and local identities (eg Charlton Kings was a separate Urban District Council pre 1974) and relatively recent boundary changes (eg transferring Prestbury Swindon Village from Tewkesbury Borough Council).
