1. What is Kaliwa Dam Project?

Kaliwa Dam Project or the New Centennial Water Supply Project is a new water source to be constructed to meet the increasing demand of the people of , and Quezon (17.46M people o 3.49M household) by constructing another dam and to reduce total dependence on the Angat Dam.

This “climate resilient” project is envisioned to help Angat Dam, based on the comprehensive studies conducted by Word Bank and JICA. This is also aligned with the Sustainable Development Goals (SDG) that is to have access to clean water supply. While it is true there are other sources of water, the cost of treatment is so high. This is already published in books – Kaliwa, Kanan and Agos rivers can help us achieve water security.

e. Training Education for Forest Rangers who will take care of the watershed around the dam

Air

All parameters tested are within the allowable limits of the National Ambient Air Quality Guideline Values (NAAQGV).

Water

Long-term monthly and annual climatic water balance computations confirm that the area has a positive net rainfall or water surplus during the whole year. The 80% dependable flow is equivalent to about 800MLD. The water quality sampling in 4 selected river stations representing the dry season condition for physico-chemical parameters show that all are within the Class A standards.

People

The host LGUs of the Kaliwa Dam are mostly categorized as first class in terms of income but still retain a large proportion of rural areas with economic base anchored mainly on agriculture and fishery.

Most of the negative impacts will be during construction phase. In terms of environmental impacts, the main components that need to be managed are:

A. Compensation and relocation of displaced residence and structures

B. Dust and noise suppression

C. Waste Management

D. Traffic management

6. What could be the possible effect of the dam in the rate of water flow in the downstream?

The dam has mechanisms to control the rate of water flow when deemed necessary.

7. How do you maintain the water quality in the dam, given the exposure of the water to various pollutants present in the air?  The water will have some more treatment before it shall be distributed to the houses. The positive thing about the dam is that the rate of water flow can now be controlled. Excess water will be directed to its spillway, causing a safer release of water back to Agos River.

9. What is the guarantee that benefits from the environmental degradation brought by the dam will be on a long-term basis?

MWSS will not allow unfair treatment of any individual in the process. Indigenous People (IPs) are part of the Watershed Management Program.

1o. Majority of the people in Daraitan depends on tourism, how can MWSS be sure that Tinipak Cave and other tourists’ areas will be cared for and ensure that the community in Daraitan will have safer lives and properties even in the presence of the dam?

MWSS assures that the said community will be part of all the consultations and planning activities for the dam. All sacred sites in Daraitan will be protected and if possible, it will not be touched. There are places in Tinipak with a very high elevated compared with the sea level.

11. In the event that areas affected have to be relocated, will access road be provided as well?

Yes, the resettlement site will have access roads. That is also part of the plan.

12. What could be the possible mitigating measures to protect sacred sites in Tinipak?

A mini-dam can be erected before the sacred sites for protection in times of floods.

13. What are the livelihood programs under the dam project?

The Community Development Plan, Watershed Management Plan and the Environmental Protection and Management Plan.

14. How long will the affected families receive benefits from the dam?

The benefits are continuous as long as the watershed is being taken care of by the community. The Dam Management will not easily shut down its operations, provided that there is correct management practices in place.

15. In case crops will be affected by the dam construction, will they receive proper compensation? 17. Of all the municipalities in Rizal, why is Teresa chosen in the area of construction of Treatment Plants?

The first project was really Laiban DAM, with water treatment to be installed in Tanay. When MWSS submitted a proposal at the NEDA Board, there were two options. In Laiban Dam, nine (9) areas will be submerged. That is why NEDA approved Kaliwa Dam instead and because of the high elevation of Teresa which makes it more prudent and efficient for the water system.

18. What can the people of Teresa expect from the project in case they agreed, with respect to water pricing. Will there be a sort of a written agreement with every town that will be affected by the project?

We have four (4) water districts in Rizal. What MWSS did in Bulacan was coordinate with the local water districts and the cost went down to P8.50 per cubic meter. Once MWSS are done with Kaliwa Dam, it is expected that MWSS can bring down the cost at P0.32 cubic per meter.

19. When the dam reaches its critical level, it will release water. Which barangays will get flooded?

The excess water from the dam will be released to its spillway, then to Agos River and then to the Pacific Ocean.

20. Is Laiban Dam the next dam to be constructed after Kaliwa Dam?

No. The government has abandoned the construction of Laiban Dam. It was not approved. The NEDA Board only approved Kaliwa Dam Project.

21. What mitigating measure can be placed to cover the affected lives and livelihood by the risks that are related with the dam?

The dam will be designed in a manner that it will exceed the minimum standards set to withstand earthquake an other hazards; such that, the standards are based on the International Commission on Large Dams and the World Commission on Large Dam.

22. Is there a Wildlife Management Plan also for the animals that will be displaced in the process? The minimum economic life of a dam is 25 years. MWSS will only invest in projects that are sustainable and environment friendly, like in the case of Angat Dam that was built in 1968 and is still well maintained until now.

24. Who has the criminal and civil liabilities on Kaliwa Dam?

People can charge or file a case against MWSS. Then MWSS shall file cases against its contractor and consultants in case of dam failure.
