1 Introduction

1.I The purpose of this report is to update members of the Wishaw and District Local Area Partnership on developments with the current joint work taking place between Strathclyde Police, Housing and Social Work Services and Strathclyde Fire and Rescue for the period from September to November 2009.

2 Background

2.1 The report includes statistical information from each of the partners and a ward by ward summary of notable incidents. For this meeting of the Partnership the Police report is made up of a statistical analysis of Police performance over the period and is included at paragraph 3.3. Appendix 1 shows the Hotspot map for the Wishaw area.

3 Summary of Key Activity by Partners

3.1 The under noted tables illustrates what has been reported to Housing & Social Work Services in terms of Anti-social behaviour between the 1'' September and the 30th November 2009, and the relevant action which has been taken to address these problems:

There has been an increase in overall new complaints received this period however this report is based on a 3 month period, previous report was 2 month period. Pro-rata however this equals a slight reduction in total number of new complaints received. Any increase can be partly attributed to increased numbers of service users and Anti-Social Investigators now investigating all complaints from first stage.

This decrease is believed to be the result of action taken against individuals involved in anti social behaviour. The majority of complaints being received consist of noise disturbances which have resulted in appropriate action being taken and a number of warnings issued.

Mediation Services

The following table illustrates the number of cases referred to Mediation.

Since the last report referrals for the Wishaw and District area have remained the same. The last report reflected a two month period compared to this three month period. The Housing Mediation Service now operates as a stand alone service, providing assistance to partners and stakeholders across localities. The promotion of early intervention by all involved in dealing with anti social behaviour should improve these results.

We anticipate that the new localised approach in dealing with Anti Social Behaviour will result in an increase in referrals passed to the Mediation team. These referrals will now extend beyond just anti social complaints, and include family mediation and homeless prevention, thus enhancing the profile of the service.

Community Safety Initiatives

As part of the ongoing restructure within Housing and Social Work Services, the Anti Social Task Force has been integrated into the local Area Housing Offices. Investigators are now based within the six localities in in either the First Stop Shops or local neighbourhood offices. This introduction of Anti Social Investigators within each local partnership area will put local anti social problems at the forefront of the local agenda, promote better local relations and facilitate a more co-ordinated approach to tackling local issues with the relevant local partners.

The Youth Offender Meeting takes place on a monthly basis and it is used to discuss young offenders in the in the area. The meeting is attended by partner agencies such as Social Work Services, the Police, the Children’s Reporter, Community Learning and Development and Community Alternative.

The local Tasking and Coordinating meetings are held on a monthly basis are also attended by partner agencies. The purpose of Tasking and Coordinating is to identify “Hot Spot” areas within the local community and address the ongoing issues utilising the resources made available. It is a multi agency approach to solving problems in the com munity .

Local Actions and Outcomes

Community Wardens

Four Community Wardens were appointed to the WishawlShotts Estate team with effect from 21 September 2009. The Wardens are now fully integrated into the team and cover all areas on a rota basis reporting incidents of vandalism, repairs and faults to properties and roads/lighting and carrying out block inspections and checks on identified ‘hot spots’. This enhances the information/evidence we are able to gather regarding anti-social behaviour and crime within the locality.

Festive Campaign

Over a six week period covering the festive season Strathclyde Police launched a campaign against violence and worked with partner agencies to reduce the number of violent crimes during this period. This campaign also involved joint visits with Police and the local Investigators to persistent offenders and those who participate in anti social behaviour.

3.2 Strathclyde Fire & Rescue

Fire Reach

Pupils from Clyde Valley High School have recently attended the Fire Reach Course. Fire Reach is a 5 day modular based programme for S3 and S4 pupil referred from their local High School. Based at Fire station the programme introduces key elements of Fire and Rescue training within a safe and disciplined environment. The course is designed to support young people to develop their potential, enhance their self -esteem and, by promoting individual and collective responsibility, encourage them to become responsible citizens cut It out

Pupils from Coltness High, Calderhead High and St Aidan’s High Schools recently participated in the “Cut it Out” initiative aimed at raising the awareness of road safety amongst S6 pupils who are entering the legal age for driving. Carried out by SFR personnel the programme highlights the consequences of reckless and dangerous driving and promotes safe practice and consideration for all road users.

Home Fire Safety Visits

Over the monitoring period around 10 homes per week within the Shotts Fire Station Area received a free Home Fire Safety Visit. At these visits Firefighters carry out a risk assessment of the home and offer advice on how to stay safe from fire.
