The President of the Kyrgyzstan, Mr. Almazbek Sharshenovich Atambayev, will pay a state visit to India from December 18-21, 2016 that is expected to further cement the traditionally cordial and close ties between the two countries.

The visit comes after the visit of Prime Minister to Kyrgyzstan in July 2015.

Mr. Atambayev will be accompanied by his wife, Mrs. Raisa Atambaeva, and a high-level delegation comprising Ministers, senior officials and business leaders from the Kyrgyz Republic.

The visit of President Atambayev is his first visit to India in his capacity as President, a press release from the Ministry of External Affairs said.

President Atambayev will have official engagements on December 20. President Pranab Mukheree will receive him and host a banquet in his honour. Prime Minister Narendra Modi will hold bilateral discussions with the visiting President and host a lunch for him. During the visit, President Atambayev is expected to attend a Joint Business Forum.

Kyrgyz President Almazbek Sharshenovich Atambayev will arrive in New Delhi on Sunday on a four-day visit during which he will hold wide-ranging talks with Prime Minister Narendra Modi on ways to deepen ties in areas of defence, security, trade and connectivity.

Atambayev will be accompanied by a high-level delegation comprising senior ministers, top officials and business leaders.

It will be first presidential visit from the key central Asian nation to India in 13 years and Atambayev’s first trip here as President.

Joint Secretary (Eurasia) in the Ministry of External Affairs G V Srinivas said bolstering existing defence cooperation, enhancing trade ties and exploring surface connectivity projects will be high on the agenda of talks between the Prime Minister and the Kyrgyz leader.

In July last year, Modi had visited Kyrgyzstan during which the two countries had signed four agreements including one on boosting defence cooperation and hold annual joint military exercises.

Besides joint military exercises, the two countries have been cooperating on high-mountain biomedical research to know impact on soldiers when they carry out operations at high altitude.

Relations between India and Kyrgyzstan have been on an upswing and the country has supported India’s bid for membership of the UN Security Council as well as its entry into the Shanghai Cooperation Organisation (SCO).

Talking about Kyrgyzstan’s strategic location, Srinivas said its distance from India is just 1,600 km and both the countries were keen to have surface connectivity to boost trade relations.

President will receive his Kyrgyz counterpart Atambayev and host a banquet in his honour. Modi will also host a lunch for him.

During the visit, Atambayev is expected to attend a Joint Business Forum being organised by industry chambers FICCI, CII and Assocham.

He said the visit will further cement the traditionally cordial and close ties between the two countries.

A sizeable number of Indian students study in that country. Telemedicine and medical tourism are two areas which have seen significant growth in the past few years.

New Delhi: Prime Minister Narendra Modi on Tuesday held delegation-level talks with Kyrgyzstan President Almazbek Atambayev in New Delhi.

"Reaffirming a closer partnership with Kyrgyz Republic. PM @narendramodi and President Almazbek Atambayev lead delegation level talks," Ministry of External Affairs (MEA) official spokesperson Vikas Swarup tweeted.

"Its been a special month for diplomacy with Central Asia. After Tajik President last week, PM welcomes Kyrgyz President Almazbek Atambayev," he added.

Earlier, the Kyrgyzstan President was given a ceremonial reception at the Rashtrapati Bhawan in New Delhi.

Prime Minister Narendra Modi held comprehensive talks with Kyrgyz President Almazbek Atambayev in New Delhi on Tuesday after which the two sides signed six pacts covering a range of areas.

The two countries agreed to step up engagement in key areas of defence, security and trade with specific focus on mining, IT, agriculture and energy.

The agreements signed are in the fields of Tourism, Agriculture and Food Industry, Youth development and student exchange and broadcasting and exchange of audiovisual programmes.

Addressing a joint press conference with the Kyrgyz President, the Prime Minister said both sides agreed to connect each other's economies "more deeply", adding industry and businesses will be encouraged to play a leading role in exploiting the untapped opportunities.

India and Kyrgyzstan have also initiated the Bilateral Investment Treaty. The Central Asian nation bordering China is strategically important for India and both countries have been steadily ramping up defence collaboration.

Prime Minister Modi had visited Kyrgyztan in July last year during which a pact for boosting defence cooperation was inked.

The Kyrgyzstan President also met President Pranab Mukherjee on Tuesday. The two leaders exchanged views on issues of mutual and bilateral interest.

India and Kyrgyzstan inked six pacts and moved closer to signing a Bilateral Investment Treaty as Prime Minister Narendra Modi hosts President of Central Asian nation, Almazbek Atambayev.

Modi and Atambayev on Tuesday agreed to give a fillip to trade and economic relations between India and Kyrgyzstan, apart from stepping up defence and counter-terrorism cooperation.

“We will work to strengthen bilateral trade and economic linkages, and facilitate greater people-to-people exchanges. We will encourage industry and business on both sides to play a leading role in exploiting opportunities in healthcare, tourism, information technology, agriculture, mining and energy,” Modi told journalists, after a meeting with the Kyrgyzstan President.

Atambayev is currently on a visit to New Delhi. He is the second Central Asian leader to visit India. Modi last week hosted Tajikistan President Emomali Rahmon in New Delhi.

“We also discussed how we could work together to secure our youth and society against the common challenges of terrorism, extremism, and radicalism. We agreed on the need to coordinate and work closely in addressing and overcoming these challenges for our common benefit,” Modi said.

Modi and Atambayev witnessed the signing of an agreement and five Memorandums of Understanding (MoUs) for bilateral cooperation in the field of tourism, agriculture and food industry, sports and youth affairs, training of diplomats and broadcasting. The two nations also initialled a Bilateral Investment Treaty, moving closer to signing it.

The joint statement issued after the Modi-Atambayev meeting noted that India and Kyrgyzstan were jointly constructing the Kyrgyz-Indian Mountain Training Centre in the city of Balykchy, in Issyk-Kul district of Kyrgyzstan. The centre will provide instruction and training for personnel of the Armed Forces of the Kyrgyz Republic as well as host Kyrgyz-Indian joint mountain training exercises, it added.

“Our joint military exercises on counter-terrorism are now an annual feature. The next edition has been planned for first quarter of next year in Kyrgyz Republic,” Modi said, referring to “Khanjar” series of India-Kyrgyzstan military exercises. The "Khanjar-II” exercises were held in March 2015 in Kyrgyzstan, "Khanjar III” in March-April 2016 in Gwalior, India. The "Khanjar-IV” exercises are scheduled to be held in Kyrgyzstan in February-March 2017.

India and Kyrgyzstan on Tuesday finalised plans for joint military exercises in the New Year, and reiterated the need for a global convention against terrorism. Visiting President Almazbek Atambaev highlighted the common historical heritage, and sought cooperation to deal with current global challenges like terrorism.

“Kyrgyzstan is home to the great Mughals of India and Emperor Babur came from the city Osh and even in his memoir, Baburnama, he refers to his place of origin in the mountains near Osh,” Mr. Atambaev said referring to the shared heritage and values of his country and India and laying out a common plan to deal with emerging and contemporary challenges.

Following a bilateral summit at Hyderabad House, the delegations finalised plans to hold the annual joint military exercises named

“Khanjar-IV” in February-March. The “Khanjar-II” exercises were held in March 2015 in Kyrgyzstan and “Khanjar-III” in March-April 2016 in Gwalior. A joint statement which marked the end of the visit took note of the IT support that India had provided to the Kyrgyz military institutions, including building three IT centres in the past two years.

It also noted the high-altitude Kyrgyz-Indian Mountain Training Centre being built in the city of Balykchi, which will be used to train Indian military personnel. The visiting delegation also welcomed India’s proposal for training Kyrgyz forces for U.N. peacekeeping assignments.

Addressing the media, Prime Minister Narendra Modi said, “The understandings concluded today [Tuesday] will support our thrust in these directions. In a first with the Central Asian region, we had initiated telemedicine links with Kyrgyz Republic last year. We are taking steps to expand this project to other regions of the Kyrgyz

Republic.”

Both sides reiterated the demand for global counter-terror norms to fight terrorism in Asia, and called for the adoption by the United Nations of the draft Comprehensive Convention on Combating

International Terrorism. Mr. Atambaev appreciated India’s support to building the transport network in Iran and Afghanistan and said, “This will increase regional connectivity and help connect Kyrgyztan with

Iran, Afghanistan and beyond.”

Mr. Atambaev who completed a four-day visit to India also sealed agreements on foreign office consultations, sports, broadcast cooperation and bilateral investment.

India and Kyrgyzstan on Tuesday pledged to work together to prevent youths from falling prey to the common challenges of terrorism, extremism and radicalism, Prime Minister Narendra Modi said.

In a joint address to the media with Kyrgyz President Almazbek Atambayev after delegation-level talks here, Modi said the two sides "focused on our common priority of diversifying and deepening bilateral engagement".

"We also discussed how we could work together to secure our youth and society against the common challenges of terrorism, extremism, and radicalism," he stated.

"We agreed on the need to coordinate and work closely in addressing and overcoming these challenges for our common benefit."

The Prime Minister said that India regarded the Kyrgyz Republic as a valuable partner in the common pursuit of making Central Asia a region of sustainable peace, stability and prosperity.

Stating that the two sides also discussed cooperation in the defence sector, he said: "The Kyrgyz-India Mountain Bio-Medical Research Centre is an excellent example of successful collaboration. It has proved to be a rewarding research initiative, which we need to build on."

Modi also said that the two sides have started work on a Kyrgyz-India Joint Military Training Centre in the Kyrgyz Republic.

He also stressed on bilateral economic cooperation saying that he and

President Atambaev have agreed on the need to connect our economies more deeply.

"To this end, we will work to strengthen bilateral trade and economic linkages, and facilitate greater people-to-people exchanges," the Prime Minister said.

"We will encourage industry and business on both sides to play a leading role in exploiting opportunities in healthcare, tourism, information technology, agriculture, mining and energy."

Stating that people have been at the centre of such initiatives, Modi said: "We shall give special emphasis to youth exchanges in our technical and economic cooperation programme with Kyrgyz Republic. The understandings concluded today will support our thrust in these directions."

On his part, President Atambayev thanked Modi for taking up the initiative to set up a Kyrgyz-India fund to encourage businessmen on both sides.

He stressed on expansion of trade between the two sides stating that "we are not happy with what we have today".

Atambayev also called for cooperation in high technology sector with inputs from Indian experts.

Following Tuesday's talks, the two sides signed six agreements, including on cooperation in the fields of youth affairs, tourism, agriculture, broadcasting and sharing of audio-visual content.

Separately, the two sides also initialled a bilateral investment treaty to promote greater economic engagement, according to External Affairs Ministry spokesperson Vikas Swarup.

Earlier in the day, President Atambayev was accorded a ceremonial welcome at Rashtrapati Bhavan here.

The Kyrgyz leader arrived here on Sunday on a four-day official visit to India.

“India values its long-standing friendly relations with Kyrgyzstan. India and Kyrgyzstan share common concerns on the threat of terrorism, extremism and drug-trafficking,” President Mukherjee said on Tuesday after receiving Kyrgyzstan President Almazbek Sharshenovich Atambaev at Rashtrapati Bhavan here.

The President also hosted a banquet in honour of the visiting Kyrgyzstan President who is here on a four-day visit.

“Atambaev’s visit will give a fillip to the efforts to enhance the multi-faceted relations between the two countries,” a Rashtrapati Bhavan communique on Wednesday cited Mukherjee as saying.

India and Kyrgyzstan will celebrate the 25th anniversary of establishment of diplomatic relations next year.

In his banquet speech, Mukherjee said: “India has always considered the Kyrgyz Republic to be an important part of its extended neighbourhood. Our proximity is not only geographical but also historical and civilisational. We have a shared past, reflected in many elements of our culture.”

Mukherjee also complimented the Kyrgyzstan President on the successful conduct of the parliamentary elections in October last year and for successfully steering a referendum on constitutional amendments earlier this month. “One of its finest achievements is its steadfast preference for and adherence to democracy. We, in India, believe that a democratic system represents much more than just the periodic exercise of voting in elections. Another commonality which binds us is our commitment to secularism,” Mukherjee said.
