SECTION 1 Introduction

1.1 The Buckton Fields site is located within Daventry District but on the northern edge of Northampton, located south of Brampton Lane and between A5199 Welford Road to the west and A58 Harborough Road to the east.

1.2 The site as a whole has outline planning consent (reference DA/2011/0666) which was approved in November 2018 for:

“mixed use development company comprising up to 1,050 dwellings (C3), B1 employment, residential care home (C2), park and ride facility of up to 500 spaces, local centre (A1/A2/A3/A5), primary school, public open space and associated highways and drainage infrastructure.”

1.3 The eastern part of the site, known as Buckton Fields East, received an outline approval in 2011 and is now largely built out. Of the remainder of the outline (known as Buckton Fields West), the part south of the site spine road (connecting Welford Road with Brampton Lane) has a detailed consent.

1.4 Northamptonshire County Council (NCC) controls the remainder of the Buckton Fields West site, north of the spine road and to the west of Buckton Fields East. This is known as ‘Land to the North West of Buckton Fields’.

1.5 Within the consented outline, the part of the site controlled by NCC was to accommodate residential uses (294 dwellings including 79 above the local centre), 1.5ha of B1 employment use, a 0.5ha site to accommodate care facilities and a 1.6ha park and ride site.

1.6 NCC now wishes to re-plan the part of the site under their control to include the following:

i Additional residential development of up to 85 dwellings.

ii Reduction in the employment area to 1.0ha of B1 uses.

iii Removal of the Care Home facility.

iv Removal of the park and ride facility.

1.7 A masterplan of the re-planned site is included in Appendix A. NCC will aim to secure the change in uses through the submission of a planning application to Daventry District Council.

1.8 For the purposes of assessing the potential impact of traffic from the development, the figures of up to 94 dwellings and 1.1ha of employment have been used. These are based on the development of the site without meeting the Policy CW2 requirements for public open space. Whilst these figures were used for assessment purposes they would exceed the figures of up to 85 dwellings and 1ha of employment land in the description of development. The assessment of the traffic impacts of the greater number of dwellings and employment land makes the conclusion of the Transport Assessment and Framework Travel Plan more robust.

1.9 This Transport Assessment (TA) has been prepared to support the planning application for the revised scheme. Its contents have been subject to scoping discussions with Northamptonshire Highways (NH). It uses the same overall approach as the Transport Assessment (and Addenda) that accompanied the consented application DA/2011/0666.

1.10 This TA includes the following:

• In Section 2.0, background to this replan including the previous consideration of the consented application by the highway authorities, the policy background and the site’s allocation, the NGMS and NH’s transport infrastructure proposals;

• In Section 3.0, a description of the context of the site with background information relating to sustainable travel modes, the surrounding road network, traffic flows and road traffic casualty data;

• In Section 4.0, details of the site access proposals with up-dated traffic assessments taking account of the re-planned development and updated forecast year traffic flows;

• In Section 5.0, the sustainable transport measures to support development on the site and the accessibility of the site; and

• In Section 6.0, consideration of the impacts of the additional traffic flows generated by the re-planned proposals.

1.11 The conclusions of this TA are summarised in Section 7.0 which notes:

• The site can be satisfactorily accessed;

• The site is in a sustainable location and is accessible by sustainable travel modes to a range of facilities and services; and

• The off-site traffic impacts of the proposals will not be severe and will not be materially different to the consented proposals at Buckton Fields.

1.12 Thus the re-planned proposals will conform with the transport principles of the National Planning Policy Framework (NPPF) and there are no highways or transport reasons why the revised development proposals should not be approved.

SECTION 2 Background

2.1 Previous Consideration of the Buckton Fields Site

An earlier planning application on the site (reference DA/2007/1400) was accompanied by a comprehensive Transport Assessment (TA). This set out the transport and highways implications of the development proposals including those related to access, the sustainability of the site and the impacts of the traffic flows generated by the scheme. That TA considered 1,250 residential dwellings as well as complementary uses.

Following liaison with NH on the planning application and TA and also revisions to the development proposals, an Addendum TA (ATA) was submitted to DCC to support the application. This took account of: a reduction in the number of residential units to 1,050 dwellings; a revised transport strategy/package of supporting measures following discussions with NH; revised base traffic flow data following new surveys conducted in 2009; and sensitivity test analysis with NH’s suggested trip generation rates and traffic growth forecasts.

The ATA concluded that the impacts of the revised development quanta at Buckton Fields could be accommodated on the surrounding transport network through the introduction of a series of mitigation measures.

A revised planning application was subsequently submitted to DDC (reference DA/201120666) and this was supported by further Transport Assessments.

Both NH, the local highway authority and Highways (HE), responsible for the strategic road network, reviewed the planning application and supporting documentation. Extensive liaison was undertaken with both NH and HE.

In terms of NH, matters focused on two key areas: first, the technical parameters used in the traffic impact assessments of the proposals such as trip generation rates and traffic growth; and, secondly, on the package of mitigation needed to support the proposals.

A package of agreed measures to mitigate the impacts of the proposals was agreed with NH. These included: highways improvements at junctions to provide additional capacity; measures to improve pedestrian and cyclist connections; improvements to bus services; and contributions to a range of measures including highway schemes and traffic calming.

Discussions and liaison with HE related to the impacts of the traffic generated by the proposals on the motorway and trunk road network, principally M1 and A45. At the time, HE (then the Highways Agency) was developing its Northampton Growth Management Strategy (NGMS) and its approach to funding improvement schemes on the strategic road network to accommodate the cumulative effects of development in and around Northampton. The principle of contributions was agreed with HA but, at the time the planning application was considered by DCC, HA’s holding direction remained.

DDC also appointed consultants (BCAL Consulting) to undertake an independent review of the transport related documentation supporting application DA/2011/0666. This independent review concluded:-

“In summary, I consider the transport assessments including the addendum assessment and the addendum to the addendum TA and in particular the NCC sensitivity assessment scenario, provide a robust analysis on which to consider mitigation works.

I consider the mitigation works set out in the transport assessment, together with the recommended mitigation works as set out by the local highway authority successfully form a package that would remove any significant adverse impact on the surrounding highway network and villages from this proposed development. This package has been agreed by the applicant. I consider that the approval of the proposed development should be subject to a contribution towards the North West bypass, and other matters, but not conditional upon its completion.”

The DA/2011/0666 application received a ‘minded to ‘grant’ recommendation in 2012, subject to an agreed S106 undertaking, the completion of archaeological investigations and the removal of the HA holding direction.

A separate planning application on part of the Buckton Fields site, known as Buckton Fields East for 376 dwellings was approved by DDC. Building work started on that site some time ago and is now almost fully built-out.

In 2017, the outline application for Buckton Fields (DA/2011/0666) was amended such that full details of the land parcels to the south of the central spine road were submitted for approval. The application as a whole (outline and detailed part) was approved in November 2018.

The application was accompanied by the following transport related documents, all produced by i-Transport:

The new TA and Addenda referenced above included new traffic survey data and also adopted future year traffic forecasts from the Northampton Strategic Transport model which were provided by NH.

A package of mitigation measures was agreed with the highway authorities as set out in the planning conditions and S106 Agreement.

2.2 Policy Background

The latest planning policy position with respect to transport is summarised below.

National Planning Policy Framework

The specific transport policies of the NPPF are contained within Section 9 of the document related to Promoting Sustainable Transport.

Paragraph 108 sets out the key ‘tests’ for the consideration of the transport aspects of development, noting that:

“In assessing sites that may be allocated for development in plans, or specific applications for development, it should be ensured that:

a appropriate opportunities to promote sustainable transport modes can be – or have been – taken up, given the type of development and its location; b safe and suitable access to the site can be achieved for all users; and c any significant impacts from the development on the transport network (in terms of capacity and congestion), or on highway safety, can be cost effectively mitigated to an acceptable degree.” Paragraph 109 goes on to note:

“Development should only be prevented or refused on highways grounds if there would be an unacceptable impact on highway safety, or the residual cumulative impacts on the road network would be severe.”

Paragraph 110 of the NPPF notes:-

“Within this context, applications for development should:

a give priority first to pedestrian and cycle movements, both within the scheme and with neighbouring areas; and second – so far as possible – to facilitating access to high quality public transport, with layouts that maximise the catchment area for bus or other public transport services, and appropriate facilities that encourage public transport use; b address the needs of people with disabilities and reduced mobility in relation to all modes of transport; c create places that are safe, secure and attractive – which minimise scope for conflicts between pedestrians, cyclists and vehicles, avoid unnecessary street clutter, and respond to local character and design standards; d allow for the efficient delivery of goods, and access by service and emergency vehicles; and e be designed to enable charging of plug-in and other ultra-low emission vehicles in safe, accessible and convenient locations.” In addition, it is stated in Paragraph 103 that:

“The planning system should actively manage patterns of growth in support of these objectives. Significant development should be focused on locations which are or can be made sustainable, through limiting the need to travel and offering a genuine choice of transport modes. This can help to reduce congestion and emissions, and improve air quality and public health. However, opportunities to maximise sustainable transport solutions will vary between urban and rural areas, and this should be taken into account in both plan-making and decision-making.”

Paragraph 111 notes:

“All developments that will generate significant amounts of movement should be required to provide a travel plan, and the application should be supported by a transport statement or transport assessment so that the likely impacts of the proposal can be assessed.”

Planning Practice Guidance

Planning Practice Guidance (PPG) sets out further guidance on how the policies in the NPPF should be applied and this has been considered in the preparation of this TA.

Circular 02/2013 ‘The Strategic Road Network and the Delivery of Sustainable Development’

Circular 02/2013 ‘The Strategic Road Network and the Delivery of Sustainable Development’ (the Circular) was issued by the DfT in September 2013. It replaced Circular 02/2007 ‘Planning and the Strategic Road Network’. The Circular sets out policies related to the control of development that affects the Strategic Road Network (SRN).

The government has made it clear that the overall aims of its policies are to facilitate development and growth and are consistent with paragraphs 108 and 109 of the NPPF. Paragraph 9 of the Circular states that:-

“Development proposals are likely to be acceptable if they can be accommodated within the existing capacity of a section (link or junction) of the strategic road network, or they do not increase demand for use of a section that is already operating at over-capacity levels, taking account of any travel plan, traffic management and/or capacity enhancement measures that may be agreed. However, development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe.”

Paragraph 10 goes on to note:-

“However, even where proposals would not result in capacity issues, the Highways Agency’s prime consideration will be the continued safe operation of its network.”

Paragraphs 25-27 deal with the assessment of development impacts at planning application stage:-

“The overall forecast demand should be compared to the ability of the existing network to accommodate traffic over a period up to ten years after the date of registration of a planning application or the end of the relevant Local Plan whichever is the greater. This is known as the review period.”

“The Highways Agency expects the promoters of development to put forward initiatives that manage down the traffic impact of proposals to support the promotion of sustainable transport and the development of accessible sites. This is particularly necessary where the potential impact is on sections of the strategic road network that could experience capacity problems in the short or medium term.”

“Where the overall forecast demand at the time of opening of the development can be accommodated by the existing infrastructure, further capacity mitigation will not be sought.”

Paragraphs 28 – 30 deal specifically with Travel Plans and have been considered in developing the Framework Travel Plan that accompanies the planning application:-

“The preparation and implementation of a robust travel plan that promotes use of sustainable transport modes such as walking, cycling and public transport is an effective means of managing the impact of development on the road network, and reducing the need for major transport infrastructure.

The Highways Agency will work with local authorities and developers to identify opportunities to introduce travel plan measures for individual developments and groups of development that will support sustainable transport choice. Such measures contribute to the ongoing effectiveness of the strategic road network in ensuring efficient national and regional connectivity, whilst retaining capacity within the strategic road network so facilitating provision for further development in future Plan periods.

By the inclusion of existing development within the provisions of a travel plan associated with new development, it may be possible to free up additional capacity within the road network so that the demand generated by a proposed new development, which would otherwise be unacceptable, can be accommodated.”

Paragraphs 33 and 34 set out the approach to capacity enhancement:-

“Only after travel plan and demand management measures have been fully explored and applied will capacity enhancement measures be considered. While capacity enhancements should normally be addressed at the plan making stage, such measures may be considered at the time when individual planning applications are submitted, subject to the over-riding principle that delivery of the adopted Local Plan proposals should not be compromised.’

‘Where insufficient capacity exists to provide for overall forecast demand at the time of opening, the impact of the development will be mitigated to ensure that at that time, the strategic road network is able to accommodate existing and development generated traffic. Any associated mitigation works should be appropriate to the overall connectivity and capacity of any affected part of the strategic road network.”

The Strategic Road Network: Planning for the Future

HE’s guidance document, ‘The Strategic Road Network: Planning for the future’ (September 2015) identifies its role related to planning applications and development management. Paragraphs 85 – 99 set out details of the process that HE will adopt.

Paragraphs 100 – 101 set out the broad scope of traffic assessments:-

“The overall forecast demand on the SRN and surrounding local road network should be assessed and compared to the ability of the existing network to accommodate traffic. For developments which will be brought forward in phases, this assessment should focus on the overall forecast demand of the development as a whole, not just the initial phases(s).

Assessments should be carried out for:

• The development and construction phase; and

• The opening year, assuming full build out and occupation, and

• Either a date ten years after the date of registration of the associated planning application or the end of the Local Plan period (whichever is greater).”

Importantly, paragraph 101 states:

“The assessment at opening will be used for the determination of impact mitigation needs whilst the latter is necessary to determine the risk which will transfer to us”

The Guidance goes on to consider Travel Plans, noting:

“We expect the development promoters to put forward initiatives that reduce the traffic impact of proposals by supporting the promotion of sustainable transport and the development of accessible sites.”

and that the HE will work with developers and LPA’s to identify appropriate measures to facilitate the delivery of sustainable development.

It further recognises the benefits of Travel Plans at its paragraph 104:-

“The preparation, implementation, monitoring and updating of a robust travel plan that promotes the use of sustainable transport modes (such as walking, cycling and public transport) is an effective means of managing the impact of development on the road network, and reducing the need for major transport infrastructure. This contributes to the ongoing effectiveness of the SRN in ensuring swift connections nationally and regionally, minimising delays and congestions. Retaining some network capacity within the SRN facilitates the provision for further developments.”

Considering the subsequent traffic impacts of development proposals, the Guidance notes:-

“Where the overall forecast demand in the opening year of the development can be safely accommodated by the existing infrastructure, capacity enhancement will not be sought.”

and regarding mitigation:-

“Where insufficient capacity will be available to provide for overall forecast demand in the development’s opening year, the impact of the development would need to be mitigated to ensure that, at that time, the SRN is able to accommodate existing and development specific traffic.”

with paragraph 112 clarifying the scope and scale of mitigation:-

“The measures proposed must be sufficient to accommodate or offset the impact of the development on the SRN and on its surroundings. Support will be given to appropriate mitigation measures that are fully funded by the development promoter.”

The Development Plan

The development plan comprises the adopted West Northamptonshire Joint Core Strategy Local Plan Part 1 (WNJCS) and the ‘saved policies’ of the Daventry District Council Local Plan 1997. WNJCS Policy N8: Northampton North of Whitehills SUE allocates the land to the north of Whitehills (the site) for residential development in the region of 1,000 dwellings and a mixture of other land uses.

Policy N8 states,

“The boundary of Northampton North of Whitehills SUE is shown on the policies map. The development will make provision for:

a) In the region of 1,000 dwellings;

b) A primary school;

c) A local centre to include local retail facilities of an appropriate scale (including a small convenience store), health care services and community facilities;

d) Local employment opportunities;

e) Financial contributions to off site highway works to mitigate the impact of the development on the highway network including improvements to the Kingsthorpe Corridor (A508), the Cock Hotel Junction and the North West Bypass;

f) An integrated transport network focused on sustainable transport modes including public transport, walking and cycling with strong links to the adjoining neighbourhoods, employment areas and the town centre;

g) Structural greenspace and wildlife corridors as indicated on the policies map;

h) Open space and recreation provision;

i) Archaeological and ecological assessment of the site and required mitigation;

j) Flood risk management including surface water management and from all other sources. Necessary infrastructure is required to be phased alongside the delivery of the development.

Development proposals must be accompanied by a masterplan”

The WNJCS confirms that the Northampton North of Whitehills SUE forms a contiguous extension to the urban area of Northampton but falls within Daventry District, and that the SUE allocation is carried over as an allocation from the Daventry District Local Plan.

Local Transport Plan

The Northamptonshire Transportation Plan (March 2012) sets out the Local Transport Plan for Northamptonshire. The plan aligns with the WNJCS noting it supports the timely delivery of the strategies in the JCS.

The overall aim of the Transportation plan is: “Northamptonshire Transportation – Fit for…Purpose”. NCC note that the aim ‘fit for purpose’ means creating a network that delivers exactly what Northamptonshire needs to be able to function plus what it needs to be able to grow.

The overarching aim is then broken down into six objectives reflecting issues which have been identified as locally important through consultation, while at the same time reflecting the wider national and local policy context. These objectives are:-

“1. Fit for…the future – creating a transport system that supports and encourages growth and plans for the future impacts of growth, whilst successfully providing benefits for the County.

2. Fit for…the Community – through the transport system help to maintain and create safe, successful, strong, cohesive and sustainable communities where people are actively involved in shaping the places where they live.

3. Fit for…Choose – ensuring that the people of Northamptonshire have the information and options available to them to be able to choose the best form of transport for each journey they make.

4. Fit for…Economic Growth – creating a transport system that supports economic growth, regeneration and a thriving local economy and successfully provides for population and business growth.

5. Fit for…the Environment – to deliver a transport system that minimises and wherever possible reduces the effect of travel on the built, natural and historic environment.

6. Fit for…Best Value – being clear about our priorities for investment and focusing on value for money by prioritising what we spend money on and how it can be beneficial for the county as a whole and search for alternative sources of funding.”

2.3 Northampton Growth Management Scheme (NGMS)

HE has developed the A45/M1 NGMS to assist with the delivery of development identified in the WNJCS. The NGMS includes schemes along the A45 between Junction 15 of M1 and the Great Billing interchange. A Memorandum of Understanding (MoU) has been agreed between

HE, NCC and the local planning authorities (including DCC) which sets out how the NGMS will be delivered. The MoU is dated January 2017.

The objectives of the MoU are to:

• “Facilitate the growth of Northampton by securing the implementation of the NGMS with appropriate development contributions.

• Provide a consistent basis for assessing contributions towards the costs of the NGMS as required mitigation for the impacts of growth on the A45 trunk road and M1J15 in the Northampton area.”

Thus a mechanism is now in place to secure contributions to the delivery of schemes on the SRN that will mitigate the impacts of development. Contributions are based on the traffic flows generated by individual development proposals that use each junction along the A45 included in the NGMS.

2.4 North West Relief Road

The Northampton North West Relief Road (NWRR) will link the A5199 Welford Road and A428 Harlestone Road. Its objective is to serve planned housing growth and reduce existing congestion by providing another crossing of the Nene River Valley.

The section of the NWRR between the A428 and to the south of the Northampton to Rugby railway line will be delivered by the developers of the Dallington Grange site. The remaining section, connecting to A5199, is the subject of a current planning application submitted to NCC (reference 19/00045/CCD FUL).

The scheme will involve a new roundabout junction close to and replacing the existing junction of A5199 Welford Road with Brampton Lane, beyond the north-west corner of the Buckton Fields site. Plans of the scheme are included at Appendix B.

The Transport Assessment of the NWRR has been reviewed and reference is made to it in this report. The traffic implications of the proposed development have considered the situation both without and with the NWRR. Traffic forecast for base scenarios have been provided by NH and these are discussed further in Section 6.0.

2.5 TA Scoping

A report regarding the proposed scope of this TA (reference ITM16083-001TN dated 23 June 2020) was submitted to NH and a copy is included in Appendix C. NH’s response, dated 31 July 2020, is also included in the Appendix.

The comments raised by NH have been addressed in this TA.

SECTION 3 The Site in Context

3.1 Introduction

The baseline conditions in the vicinity of the application site are set out below including details of:

• Walking and cycling facilities

• Public transport services

• The surrounding highway network

• Traffic flows

• Road traffic casualty data.

3.2 Walking and Cycling Facilities

A footway is provided along the eastern side of A5199 Welford Road connecting the site to the residential areas to the south. A cycle track runs along the Welford Road frontage connecting with National Cycle Route 6 near the junction with Brampton Lane where a Toucan crossing is provided (at Boughton Crossing). The works related to the access into the site off Welford Road include the provision of a new footway/cycleway on the western side of Welford Road which will connect to Boughton Crossing. It is understood these works will be completed in September 2020.

National cycle route 6, the Brampton Valley Way, runs to the west of the site along a dismantled railway track. It connects Boughton Crossing with Mill Lane where it continues as an on-road route. The route also provides a connection to Northampton town centre to the south.

A shared cycle way is provided along the eastern side of Welford Road providing a connection to the Kingsthorpe residential area. The Northampton ‘Norbital’ route can be accessed from both Welford Road and national cycle route 6. The Norbital route is an 18-mile circular cycle route around Northampton, which connects residential areas with areas of employment and education such as the University of Northampton, Brackmills and Moulton Park.

Existing footways are provided along both sides of the A508 Harborough Road from the roundabout junction with Brampton Lane providing connections to the residential area of

Kingsthorpe and Northampton town centre further south. Street lighting is provided along the length of this route.

Plans of the cycle routes in Northampton are included in Appendix D.

3.3 Public Transport Services

Existing Bus Provision

The area surrounding the site is currently served by bus services which operate along the A508 Harborough Road and the A5199 Welford Road. There are also bus routes serving Spring Park off Welford Road and Sunnyside off Harborough Road. Existing bus route and service patterns have been disrupted by the COVID-19 pandemic and detailed bus timetables were not available at the time of writing this TA. The Northampton bus route map from November 2019 is included in Appendix E and the table below summarises the bus services in the vicinity of the site, taken from the bus route map.

Bus route 14 provides a regular connection to the town centre from Welford Road and Spring Park with some services routeing along Brampton Lane. Route X7 provides a 30-minute frequency service to the town centre on Monday to Saturday daytime. The 60 service (Welford

Road) and 77 service (Harborough Road) provide less frequent bus services. All the services connect in the town centre.

Existing Rail Provision

The closest rail station to the site is Northampton station located on the western side of the town centre on the A4500. Northampton station has undergone a £20 million redevelopment; the new station building is twice the size of the former station and offers enhanced capacity for passengers. A bus interchange is also incorporated at the station to improve connectivity between rail and bus services.

Northampton station provides regular services to London Euston and Birmingham New Street, and is accessible by the existing bus services within the vicinity of the site. Table 3.2 provides a summary of the destinations available from Northampton station and the frequency of existing services.

The table shows that Northampton station provides frequent services to and from London Euston and Birmingham New Street and intermediate stations, including Milton Keynes Central, Watford Junction, Rugby, Coventry and Birmingham International in the AM and PM peak periods. The journey time to both London Euston and Birmingham New Street from Northampton station is approximately 60 minutes.

Northampton station provides parking facilities for cars and bicycles, offering the opportunity for Park & Ride.

3.4 Surrounding Highway Network

The Buckton Fields site is located north of the Whitehills area between A5199 Welford Road and A508 Harborough Road, with Brampton Lane running along the northern site boundary and

connecting the two A roads. The application site is at the western side of Buckton Fields, close to Welford Road.

A5199 Welford Road runs in a broadly north-south direction and connects Northampton with the A14 to the south of Welford. It is a single carriageway road and joins with A508 Harborough Road at a traffic signal controlled junction in Kingsthorpe. Access from Buckton Fields to Welford Road is to be provided via a traffic signal controlled junction. A5199 joins with Brampton Lane just beyond the north west corner of the Buckton Fields site at a priority controlled junction.

A508 Harborough Road also runs in a north-south direction between the town centre and A14 at Kelmarsh, continuing to Market Harborough north of A14. It is a single carriageway road connecting with the A5199 at Kingsthorpe as noted above. It runs through Kingsthorpe providing access to the district centre facilities and connects with both A5095 Kingsthorpe Grove and Mill Lane, the latter know as ‘the Cock Hotel’ junction. At the north-east corner of the Buckton Fields site it connects with Brampton Lane at a four-arm roundabout junction, with the fourth arm being Vyse Road which leads to Boughton.

Brampton Lane is a single carriageway road connecting A5199 and A508. It provides access to the Buckton Fields site at a three-arm roundabout junction located c.250m west of A508.

3.5 Traffic flows

Traffic Surveys

Traffic surveys were conducted for the consideration of the Buckton Fields application in June 2017 and May 2018. The surveys were conducted at:

The traffic survey data is included in Appendix F. note that the traffic impact assessment of the re-plan proposals uses NSTM traffic flow data.

Traffic Flows

The traffic survey data has been analysed to obtain the peak hours during the survey periods. The overall peak hours from the two data-sets are different and are:

• 2017 - AM peak: 07:30 – 08:30 - PM peak: 16:45 – 17:45 • 2018 - AM peak: 07:30 – 08:30 - PM peak: 17:15 – 18:15 The vehicular traffic flows have been converted to passenger car units (PCU) for use in traffic assessment, using the PCU factors set out in RR67.

The 2017/2018 peak hour flows derived from the surveys are given in Appendix G.

Road Traffic Casualty Data

Updated road traffic casualty data has been obtained for the area surrounding the site and extending to Kingsthorpe for the period 1 January 2015 to 31 December 2019. A summary of the numbers of accidents at junctions and along links is presented in the tables below.

The total number of accidents recorded in the five year period 2015-2019 was 84 (10 serious and 74 slight), with a total of 22 accidents at junctions and 62 along links. The pattern of accidents generally reflects where traffic flows and activity are highest.

SECTION 4 Site Access Proposals

4.1 Overview

Two accesses to the Buckton Fields site will be available: a roundabout junction off Brampton Lane which has been constructed and is open to traffic (it serves the Buckton Fields East site); and a traffic signal controlled junction off A5199 Welford Road which has recently opened to traffic.

This section sets out the traffic flows for use in capacity assessments and summarises the design and assessment of each junction.

4.2 Assessment Traffic Flows

The access junctions have been assessed using traffic flows derived as set out in Section 6.0. These use traffic flows from the NSTM (for two scenarios: Do-minimum, without the NWRR; and Do-something, with NWRR) with the additional traffic flows generated by the site added to these.

4.3 Brampton Lane Access

A roundabout off Brampton Lane will serve the site. This has been constructed and currently provides access to the Buckton Fields East development. On site observations indicate it operates satisfactorily. The roundabout design is shown in Appendix H with this extracted from M-EC drawing 20294-03-6001.

The roundabout junction has been assessed with ARCADY using the traffic flows as derived above. The traffic model outputs are included in Appendix I and a summary of the results of the capacity assessment is presented in Section 6.0.

With the do-minimum (i.e. no NWRR), the access is predicted to operate satisfactorily. With the NWRR in place, the junction is over-capacity but this is because of the traffic flow increases resulting from the NWRR and the additional development traffic has no material or severe impact.

4.4 Welford Road Access

A traffic signal controlled access junction is proposed off Welford Road and is now largely completed albeit the traffic signals are not yet operational. The design, prepared by M-EC and shown on drawing number 22522-03-020-0100aa, is included in Appendix H.

A planning application for development on land to the West of Welford Road (DDC reference DA/2014/0521) has been approved for 41 residential dwellings. Access is proposed via a priority junction off Welford Road. Drawings with the application show the access proposals in relation to the Buckton Fields access. DDC’s Committee report on that application notes:-

“…the applicant was requested to demonstrate that the proposed development and in particular the access onto the A5199 would be compatible with the Buckton Fields (North of Whitehills SUE) development to the east (which has an access onto the A5199) approved to the north of the site access; and also that it would not prejudice the future implementation of the Northampton North-West Bypass. Both of these criteria have been demonstrated to the satisfaction of the Highway Authority.”

The traffic signal controlled junction has been assessed with LINSIG using the traffic flows described above. The LINSIG model outputs are included in Appendix I and a summary is presented in the tables in Section 6.0.

SECTION 5 Sustainable Transport Measures and Accessibility of the Site

5.1 Overview

The application will be supported by sustainable transport measures consistent with those for Buckton Fields. This section describes the measures proposed taking account of those that have been implemented by the consented elements of the Buckton Fields site. Following that, an update of the accessibility appraisal of the site is set out. A separate Framework Travel Plan accompanies the re-plan planning application.

The consideration of sustainable travel measures should be seen in the context of the already approved development proposals at Buckton Fields and that the re-plan seeks modest changes to the quantity of development.

5.2 Sustainable Travel Measures

New Bus Services

Contributions to facilitate improvements to bus services were secured as part of the Buckton Fields East and Buckton Fields West consents. It is understood that NH has a ‘standard’ contribution per dwelling towards bus service improvements of £1,000 and that any such contribution would be used to extend bus services to the site. NCC is prepared to make this standard contribution for the additional dwellings proposed on the site. The timing of payments will be determined through liaison with NH.

In common with the Buckton Fields West consent, NCC will also fund a one month bus pass for each new dwelling on its first occupation.

The previous transport assessments that supported the outline consent did not allow for any vehicular transfers/reductions in traffic flows as a result of the then proposed park and ride site. Thus removing the park and ride site does not have any adverse consequences for the traffic assessment, other than the effects of increased traffic flows as a result of additional development.

Walking and Cycling Measures

Improvements to facilitate walking and cycling were agreed with NH in relation to the Buckton Fields East consent to include:-

• The provision of a controlled crossing on Harborough Road; and

• A walk/cycle link between A508 and the existing cycleway at Boughton Crossing, comprising a link along Brampton Lane between A508 and the site access roundabout, a link through the site and a link along Welford Road.

The controlled pedestrian crossing on Harborough Road and the improvements along Brampton Lane have been implemented. The access works at A5199 Welford Road include the provision of a footway/cycleway between the access junction and Boughton Crossing; this has also been implemented.

No further improvements to walking and cycling facilities are needed as a result of the modest increase in development quantum associated with the re-planned site.

5.3 Accessibility of the Site

The NPPF notes that appropriate opportunities to promote sustainable transport modes should be taken up and that significant developments should be focused on locations which are or can be made sustainable.

The development proposals include a local centre that will include a range of community facilities that will be available for future residents and visitors to the site. These facilities will be easily accessible by sustainable modes, well within an easy walk or cycle ride of the dwellings on the site. The Buckton Fields site also includes a primary school and a planning application for this has been submitted recently (DA/2020/0465). In addition, there are a range of key facilities within the vicinity of the site that can be accessed by sustainable modes of transport.

Appendix J illustrates a wide range of existing key facilities and services within the vicinity of the site. The location and distance to the facilities are outlined in Table 5.1, together with details of the potential to access each by sustainable transport modes.

The institute of Highways and Transportation’s guidance on walking: ‘Providing for Journeys on Foot’, outlines that the preferred maximum walking distance for commuting / school trips is 2km. This is advisory and not a prescriptive requirement. The Department for Transport’s

guidance on cycling: LTN 2/08 Cycle Infrastructure Design, details that many utility cycle journeys are under three miles (5km) and for commuter journeys the trip distance is not uncommon to be over five miles (8km). Again, these thresholds are advisory and need not be rigidly applied. These potential walking (c.2km) and cycling (c.8km) catchments have been used in the consideration of the accessibility of site as set out below.

The table demonstrates that there is a wide range of key facilities and services catering for all the principal journey purposes within walking and cycling distance of the site. Facilities located further away from the site can be access via the bus services from Welford Road and Harborough Road. Further details for each of the main journey purposes is provided below.

Education

A primary school is proposed to accommodate pupils living within the development. The closest existing primary school is Whitehills Primary School located on Link Road within Kingsthorpe. The school is approximately 0.9km from the centre of the site, which equates to approximately a 12-minute walk, attractive for walking and cycling. The nearest secondary school to the site is Kingsthorpe College, located approximately 2.5km walk from the centre of the site – an approximately 32-minute walk.

Health

Northampton General Hospital, which has an A&E department, can be accessed by public transport. The nearest GP and pharmacy are both located 1.3km from the centre of the site which equates to a 17-minute walk. The nearest dental practice is Purely Orthodontic, approximately 2.5km from the centre of the site and accessible by bicycle and by bus services.

Retail

A local centre is proposed as part of the development, which is anticipated to include a convenience store. This will provide convenience retail that will be accessible on foot or bicycle by residents of the proposed development. The Whitehills supermarket and post office are close

to the site. There are a number of stores within Kingsthorpe such as Asda, Waitrose, Martin’s and Costa Coffee. These are c.2.2km walk from the site and connected also by bus and within cycling distance. Northampton town centre provides extensive non-food retail opportunities and can be accessed via the bus services in the vicinity of the site.

Leisure

There are a number of leisure facilities located within walking distance of the site including Kingsthorpe Bowling Club, the Obelisk Centre, Spring Recreation Ground and Brampton Heath Golf Club. A wide range of other facilities across Northampton that can be accessed via cycling and public transport including the facilities in Northampton town centre.

Employment

In addition to the employment uses which are proposed on the site, there are also a range of existing employment locations located across Northampton. The University of Northampton is located just 2.9km from the centre of the site; other employment locations include Moulton Park industrial estate and Northampton town centre. The range of employment opportunities in the town centre are extensive and are accessible by existing bus services. Birmingham and London can be easily accessed by rail services from Northampton station.

Summ ary

There is a therefore a good level of existing sustainable transport provision in the vicinity of the site, together with proximity to a wide range of key facilities and services. This will be further enhanced through the provision of a primary school and local centre uses as part of the development proposals.

Overall, it is concluded that the site is sustainable and the proposals meet the objectives of national and local transport policy.

SECTION 6 Development Traffic Impacts

6.1 Introduction

This section considers the impacts of the additional traffic flows generated by the proposals on the road network surrounding the site. It considers the future year baseline traffic forecasts and then the derivation of the additional traffic flows from the site. These are then used in junction capacity models to determine detailed impacts.

The scope of this assessment has been discussed with NH and the relevant correspondence is included in Appendix C.

6.2 Forecast Year Traffic Flows

The NWRR is currently subject to a planning application as described in Section 2.4 above. As the application is yet to be determined, two scenarios for the future baseline traffic flows have been considered:

i Without the NWRR (i.e. the do-minimum)

ii With the NWRR (i.e. the do-something)

Traffic flow predictions for the do-minimum and do-something have been obtained from NH from the version of the Northampton Strategic Transport Model (NSTM) used to support the NWRR planning application. The data supplied by NH is included in Appendix K.

Traffic forecasts have been supplied for forecast years of 2021 and 2031. For this TA, the 2031 traffic forecasts have been adopted. The 2031 do-minimum and do-something flows shown on a traffic network/flow diagram are included in Appendix L.

6.3 Development Traffic Flows

As noted in the introduction, a worst case assessment has been conducted with a greater level of additional residential development and lower reduction in the employment floorspace.

Trip Generation Rates

Two alternative sets of trip generation rates have been considered to determine the overall level of changes in traffic flows generated by the revised proposals:

i Trip rates previously suggested by NH as set out in report ITM3001-013R (dated September 2010) related to the Buckton Fields site.

ii Trip rates derived from the latest version of TRICS.

The ‘NH trip rates’ are generally higher than those from TRICS. Note that the no traffic flows (or traffic reductions) were attributed to the park and ride site in the assessment work that accompanied the outline consent and therefore no further consideration is given to the park and ride site.

The latest TRICS data is included in Appendix M of this report.

The NH and TRICS trip rates are set out in the table below for the AM and PM peak hours:

The NH trip rates have also been benchmarked against those included in the NSTM for the Buckton Fields Site and this confirms that the NH trip rates are robust.

The changes in total trip generation, derived by applying the trip rates in Table 6.2 to the changes in land use quantities set out in Table 6.1, are given in Tables 6.3 below for the NH trip rate scenario. For B1, the floor area of 5,600sqm adopted in the previous assessments has been reduced to 4,107sqm (1.1ha/1.5ha) and a 70 bed care home has been adopted as per the assessments that accompanied the outline consent.

Thus the changes in the development content at the NCC controlled land will increase total traffic flows by 22-29 vehicles in the peak hours.

Distribution and Assignment

Trip distribution and assignment assumptions have been made to derive the changes in traffic flows across the highway network. Two alternative approaches have been adopted:-

i Using the pattern of trips to/from the site derived from NSTM data provided previously by NH and used in the most recent consideration of the outline application.

ii Using the assumptions adopted in the Addendum Transport Assessment (and revisions) submitted to support the consideration of the outline Buckton Fields application.

The distribution/assignment pattern is applied to the changes in traffic flow by land use with increases/reductions in flows derived across the highway network previously used to consider the proposals at Buckton Fields.

Thus two sets of changes in traffic flows have been derived:

1 NH trip rates – NSTM assignment pattern

2 NH trip rates – manual assignment pattern

The resultant changes in turning flows at junctions are shown on the traffic flow diagrams included at Appendix N. The figures with employment trips include those associated with the care home.

Scope of Impact Assessment

The resultant changes in traffic flows at junctions considered previously in the assessment of the Buckton Fields proposals is set out in the table below for each trip generation / traffic assignment scenario.

Thus the highest predicted changes in traffic flows are at the A5199 Welford Road site access where the increases in traffic flows range from 17 to 31 vehicles per hour. At other junctions close to the site (Brampton Lane site access, the junctions of Brampton Lane with A5199 and A508 and the A508/Holly Lodge Drive Junction), changes in traffic flows are low with a maximum increase of 11 vehicles.

On the basis of Tables 6.5 and 6.6, it was concluded in the scoping report that the impacts of the additional traffic flows generated by the change in development on the NCC controlled land need only be considered at the A5199/Welford Road site access. NH requested that all junctions assessed previously be considered in a TA and this has been undertaken.

Given the different trip distribution/assignment patterns resultant from the two different methodologies, the approach that results in the highest net change in traffic flows at each individual junction has been adopted.

6.4 Traffic Impacts with Do-Minimum

The 2031 Do-minimum traffic flows from NSTM have been input to junction models and then the net change in development traffic has been added. The results of the capacity assessment for each junction are presented below.

All junction models are included in Appendix O.

A5199 Welford Road / Site Access

The junction has been modelled with LINSIG and the results are given in Table 6.7 below. These demonstrate that the site access will operate comfortably within capacity.

In the AM peak hour, the A5199 is predicted to be over-capacity without the additional development traffic. The queue increases as a result of the re-plan proposals but it is concluded the increase is not material or severe. The southbound A508 is also over-capacity but the development has no impact on this movement. Overall, the average delay per vehicle at the junction increases from 136 to 142 seconds. Impacts are concluded to not be severe.

The NWRR is predicted to change traffic flows, in particular with traffic flows increasing along Brampton Lane including the junctions at either end. A5199 Welford Road / Brampton Lane

With the NWRR, the existing three-arm priority junction is converted to a four-arm roundabout with the additional arm being the NWRR. The old A5199 north becomes a cul-de-sac, largely proposed for use by active travel modes. The layout of the proposed junction is shown in Appendix B and this has been modelled with ARCADY with the model being consistent with that included in the NWRR TA. The results of the capacity assessment are summarised in Table 6.16 below.

These show that the junction is significantly over-capacity with the NWRR in place. The increased traffic flows as a result of the re-planned proposals result in minor impacts which are concluded not to be severe, particularly in the context of the significant queues that are anticipated with the NWRR and where, it is understood, no additional mitigation is proposed.

A508 Harborough Road / Brampton Lane / Vyse Road

The junction is predicted to operate above capacity in the 2031 baseline scenario with long queues on Brampton Lane in the morning and evening peak hour and on Vyse Road in the evening peak hour. The summary capacity assessment results are shown in Table 6.17.

SECTION 7 Conclusions

7.1 NCC controls the ‘Land to North West of Buckton Fields’ and is re-planning the site to change the development levels which are already consented in outline. The changes to the proposals will result in: up to an additional 85 residential dwellings; reduction in the employment area from 1.5ha to 1.0ha of B1 uses; removal of the care home facility; and removal of the park and ride facility.

7.2 This TA has considered the key highways and transportation issues related to the proposals.

Access

7.3 Two accesses to the Buckton Fields site will be available: a roundabout junction off Brampton Lane which has been constructed and is open to traffic (it serves the Buckton Fields East site); and a traffic signal controlled junction off A5199 Welford Road which has recently opened to traffic.

7.4 The site access on to A5199 Welford Road, closest to the re-plan area, will operate within capacity and can accommodate the additional traffic flows generated by the re-planned proposals. The site access on to Brampton Lane will operate above capacity but this is as a result of the introduction of the NWRR; the development traffic itself has no material impact.

7.5 Overall it is concluded that safe and satisfactory access to the site can be provided in accordance with the NPPF.

Accessibility

7.6 The NPPF notes that appropriate opportunities to promote sustainable transport modes should be taken up and that significant developments should be focused on locations which are or can be made sustainable. The application is supported by sustainable transport measures consistent with those for Buckton Fields including contributions to existing bus services and the implementation of a Travel Plan.

7.7 The development proposals include a local centre that will include a range of community facilities that will be available for future residents and visitors to the site. These facilities will be easily accessible by sustainable modes, well within an easy walk or cycle ride of the dwellings on the site. The Buckton Fields site also includes a primary school and a planning application for this has been submitted recently (DA/2020/0465). In addition, there are a range of key facilities within the vicinity of the site that can be accessed by sustainable modes of transport.

7.8 There is a therefore a good level of existing sustainable transport provision in the vicinity of the site, together with proximity to a wide range of key facilities and services. This will be further enhanced through the provision of a primary school and local centre uses as part of the development proposals. Overall, it is concluded that the site is sustainable and the proposals meet the objectives of national and local transport policy.

Traffic Impacts

7.9 The impacts of the additional traffic flows generated by the proposals on the road network surrounding the site have been assessed. This has considered the future year baseline traffic forecasts and the additional traffic flows from the site. These have been used in junction capacity models to determine detailed impacts. Traffic flow predictions for the do-minimum and do- something scenarios (without and with the NWRR) have been obtained from NH from the version of the Northampton Strategic Transport Model (NSTM) used to support the NWRR planning application.

7.10 Overall, the impacts of the additional traffic flows generated by the re-planned proposals are not material or severe for the do-minimum and do-something scenarios. No additional mitigation is needed to accommodate the additional traffic flows generated by the re-planned proposals.

Overall Conclusions

7.11 The conclusions of this TA are therefore that:

• The site can be satisfactorily accessed;

• The site is in a sustainable location and is accessible by sustainable travel modes to a range of facilities and services; and

• The off-site traffic impacts of the proposals will not be severe and will not be materially different to the consented proposals at Buckton Fields.

7.12 Thus the re-planned proposals will conform with the transport principles of the National Planning Policy Framework (NPPF) and there are no highways or transport reasons why the revised development proposals should not be approved.

SECTION 1 Introduction

1.1 The Buckton Fields site is located within Daventry District but on the northern edge of Northampton located south of Brampton Lane and between A5199 Welford Road to the west and A58 Harborough Road to the east.

1.2 The site as a whole has outline planning consent (reference DA/2011/0666) which was approved in November 2018 for:

“mixed use development company comprising up to 1,050 dwellings (C3), B1 employment, residential care home (C2), park and ride facility of up to 500 spaces, local centre (A1/A2/A3/A5), primary school, public open space and associated highways and drainage infrastructure.”

1.3 The eastern part of the site, known as Buckton Fields East, received an outline approval in 2011 and is now largely built out. Of the remainder of the outline, the part south of the site spine road (connecting Welford Road with Brampton Lane) has a detailed consent.

1.4 Northamptonshire County Council (NCC) controls the remainder of the site, north of the spine road and to the west of Buckton Fields East.

1.5 Within the consented outline, the part of the site controlled by NCC was to accommodate residential uses (294 dwellings including 79 above the local centre), 1.5ha of B1 employment use, a 0.5ha site to accommodate care facilities and a 1.6ha park and ride site.

1.6 NCC now wishes to re-plan the part of the site under their control to include the following:

i Additional residential development of 94 dwellings.

ii Reduction in the employment area to 1.1ha of B1 uses.

iii Removal of the Care Home facility.

iv Removal of the park and ride facility.

1.7 NCC will aim to secure the change in uses through the submission of a planning application to Daventry District Council.

1.8 This technical note therefore considers the traffic flow changes resulting from the modified proposals on the NCC controlled land and, resulting from this, suggests the scope of the assessment to consider the transport related impacts of the revised proposals. It considers:

• In Section 2.0, the changes in trip generation resulting from the proposed amended scheme;

• In Section 3.0, the distribution and assignment of the revised traffic flows across the road network;

• In Section 4.0, the changes in traffic flows at junctions and the proposed scope of the traffic impact assessment of the proposals; and

• In Section 5.0, other matters that will be considered in a Transport Statement/Assessment of the revised proposals.

SECTION 2 Changes in Trip Generation

Development Quantities

2.1 The changes in the proposed development are as follows:

Trip Generation Rates

2.2 Two alternative sets of trip generation rates have been adopted to determine the overall level of changes in traffic flows generated by the revised proposals:

i Trip rates previously suggested by Northamptonshire Highways (NH) as set out in report ITM3001-013R (dated September 2010).

ii Trip rates derived from the latest version of TRICS.

2.3 The ‘NH trip rates’ are generally higher than those from TRICS. Note that the no traffic flows (or traffic reductions) were attributed to the park and ride site in the assessment work that accompanied the outline consent and therefore no further consideration is given to the park and ride site.

2.4 The latest TRICS data is included in Appendix A of this technical note.

2.5 The NH and TRICS trip rates are set out in the table below for the AM and PM peak hours:

2.6 The changes in total trip generation, derived by applying the trip rates in Table 2.2 to the changes in land use quantities set out in Table 2.1, are given in Tables 2.3 and 2.4 below for the NH and TRICS trip rate scenarios respectively. For B1, the floor area of 5,600sqm adopted in the previous assessments has been reduced to 4,107sqm (1.1ha/1.5ha) and a 70 bed care home has been adopted as per the assessments that accompanied the outline consent.

2.8 Thus the changes in the development content at the NCC controlled land will increase total traffic flows by 22-29 vehicles in the peak hours.

SECTION 3 Distribution and Assignment

3.1 Trip distribution and assignment assumptions have been made to derive the changes in traffic flows across the highway network. Two alternative approaches have been adopted (and for each trip generation scenario):-

i Using the pattern of trips to/from the site derived from NSTM data provided previously by NH and used in the most recent consideration of the outline application.

ii Using the assumptions accepted in the Addendum Transport Assessment (and revisions) submitted to support the consideration of the outline application.

3.2 The distribution/assignment pattern is applied to the changes in traffic flow by land use with increases/reductions in flows derived across the highway network previously used to consider the proposals at Buckton Fields.

3.3 Thus four sets of changes in traffic flows have been derived:

1 NCC trip rates – NSTM assignment pattern

2 NCC trip rates – manual assignment pattern

3 TRICS trip rates – NSTM assignment pattern

4 TRICS trip rates – manual assignment pattern.

3.4 The resultant changes in turning flows at junctions are shown on the traffic flow diagrams included at Appendix B. The figures with employment trips include those associated with the care home.

SECTION 4 Scope of Impact Assessment

4.1 The resultant changes in traffic flows at junctions considered previously in the assessment of the Buckton Fields proposals is set out in the table below for each trip generation / traffic assignment scenario.

4.2 Thus the highest predicted changes in traffic flows are at the A5199 Welford Road site access where the increases in traffic flows range from 15 to 31 vehicles per hour. At other junctions close to the site (Brampton Lane site access, the junctions of Brampton Lane with A5199 and A508 and the A508/Holly Lodge Drive Junction), changes in traffic flows are low with a maximum increase of 11 vehicles.

4.3 Traffic flows at the A5199/A508 and A508/A5095/Mill Lane (Cock Hotel) junctions increase, with the quantum depending on the trip rate and traffic assignment scenario. Increases at A5199/A508 range from 4 to 22 vehicles and at the Cock Hotel junction range from 4 to 13 vehicles. The highest increases are with the manual traffic assignment pattern and the lowest with the NSTM assignment pattern.

4.4 Forecast traffic flows at the A5199/A508 and Cock Hotel junctions were supplied previously by NH from the NSTM. These were reported in Table 1.1 of i-Transport technical note ITM12114-005 (May 2018). The 2031 forecast flows (including those associated with the outline consent at Buckton Fields) and the increases in traffic flows resulting from the proposed changes in development content are set out in Table 4.5 below:

Buckton Fields West Transport Assessment / Statement Scoping

4.6 It is requested that NH advise on the background traffic flows to be used in the assessment. NSTM traffic flow predictions are available from the work conducted in 2018 related to the outline application. However, more recent and different traffic forecasts have been provided by NH (via NCC) which take account of the North West Relief Road.

SECTION 5 Scope of Transport Statement/Assessment

5.1 It is requested that NH advise on whether a Transport Statement or Assessment is needed. Given the predicted changes in traffic flows it is considered a Statement should suffice.

5.2 The TS will include the following:

i A description of the site access proposals and a capacity assessment of junctions on the spine road.

ii A review of the latest personal injury accident/collision data.

iii Consideration of the impacts of the changes in traffic flows at the A5199/Welford Road site access. The contents of this technical note will be included to demonstrate that the scope of the assessment has been considered. Contributions to the North West Relief Road to deal with wider impacts will be set out.

iv The accessibility of the site will be appraised. Contributions to improved bus services will be considered.

Thank you for your patience, the LHA have the following observations to make in respect of the methodology proposed for new planning application that will vary the approved Outline DA/2011/0666 covering the site as highlighted in the map section below:

This new planning application will result in:

1. An extra 94 dwellings; 2. A cut of 0.4ha / 1507sqm of B1; 3. The loss of 0.5ha / 70 bed Care Home facility; and 4. The loss of the 1.6ha p&r site (incidentally this was not assessed in the TA for the 2011 scheme approved in 2018).

The trip rates you have provided appear to be remarkably low, however, they are based on those for the previous scheme approved by Highways in 2010. However We would question how can it be realistic that in 2/3 bed houses, less than 1 car on average per unit will depart the site in the am peak? This does not seem realistic.

If you are using data from 2010, you either need to start again with more recent data, or realistically factor up the data please.

If you are using the trip rates as per the previous consented scheme, they predict anticipated traffic flows, and, provide scenarios for these based on TRICS rates and Highway trip rates, and based on trip distribution agreed by NCC and also as per the TA for the 2011 scheme which appears to result in a range of possible values that for future trips that only vary by a dozen or so, which are not dramatic, however is this data realistic? Please see comments made above.

Based on the difference between the consented scheme and the proposed scheme, predicted values are shown in Appendix B. Looking at the actual numbers, you are proposing to undertake capacity testing for the site access onto Welford Road only. You will also need to assess the A5199 Welford Rd / A508 Harborough Rd too, based on Figure12 Appendix B, specifically the pm peak rates. However, this latter junction is highlighted specifically in Table 4.5 of the main report, showing the percent increase in traffic volume is marginal. That may be, but, it depends on the capacity of that junction – if it was saturated already any increase will be an issue and will require mitigation.

As this planning proposal will impact on all of the junctions assessed under the previously consented application on this site those other junctions will also require assessing in the light of the new proposals. The LHA requires this work to form an Addendum to the consented planning application TA, and not in the form of a Transport Statement.

Given the background traffic flows, and the North West Relief Road, currently the subject of a live planning application, you will need to commission outputs from the NSTM.

At point 5.2i you have stated that there will also be capacity assessments upon the Spine Road junctions, please confirm that you are referring to the Welford Road junction and the Brampton Lane junction.

It is noted that at point 5.2iii you refer to S106 and North West Relief Road contributions, and in 5.2iv to possible bus contributions, thank you.
