DESCRIPTION/ISSUE The District of Columbia has over 700,000 residents that pay taxes. Yet those residents do not have full representation in the United States Congress or the ability to locally govern. On February 11, 2020, the House Committee on Oversight and Government Reform will vote on H.R. 51, the Washington D.C. Admission Act, which would grant District residents full representation in Congress and the ability to self-govern. This will be the first time that Montgomery County has introduced a resolution supporting D.C. statehood and the first time since 1993 that Members of Congress will vote on this important issue. May 13, 2021 The Honorable Nancy Pelosi Speaker of the House H-232 The Capitol Washington, DC 20515 Speaker Pelosi, In accordance with the Centers for Disease Control and Prevention (CDC) guidance released on May 13, 2021 we urge you to immediately return to normal voting procedures and end mandatory mask requirements in the House of Representatives. CDC guidance states fully vaccinated people no longer need to wear a mask or physically distance in any setting except where required by governmental or workplace mandate. It is time to update our own workplace regulations. Every member of Congress has had the opportunity to be vaccinated, and you have indicated about 75 percent have taken advantage of this opportunity. The United States Congress must serve as a model to show the country we can resume normal life through vaccination. Let’s follow the science and get back to work. Congress of the United States Washington, DC 20515 June 14, 2021 The Honorable Nancy Pelosi Speaker of the House H-232, The Capitol Washington, D.C. 20515 Dear Madam Speaker: We write today to urge you to fully reopen the House of Representatives. The positive impact of increasing vaccination rates and decreasing cases of COVID-19 are clear to see. Businesses are open, sporting venues and cultural institutions have welcomed back fans and visitors, and restrictions have been lifted. On June 11, Washington D.C. fully reopened and lifted the restrictions put in place to stop the spread of COVID-19. Unfortunately, the United States Capitol and the People’s House have failed to do the same. The Capitol remains closed to the American people and the House continues to maintain policies that run contrary to science of COVID-19. It is time for you to reopen the House and get back to serving the American people. Weekly case numbers in the United States have reached their lowest point since March of 2020 at the very start of the pandemic, and every day hundreds of thousands of Americans are being vaccinated. This also holds true for the Washington D.C. metropolitan area and the Capitol Hill community specifically. Over the last two weeks cases are down 36% in Washington D.C. and over 40% in both Virginia and Maryland. On Capitol Hill, no congressional staffer is known to have tested positive in weeks and no Member of Congress is known to have tested positive in months. This can no doubt be attributed to the institution’s steady access to vaccinations. -

Sam Garrett Specialist in American National Government June 7, 2011 Congressional Research Service 7-5700 www.crs.gov RL32933 CRS Report for Congress Prepared for Members and Committees of Congress Political Status of Puerto Rico: Options for Congress Summary The United States acquired the islands of Puerto Rico in 1898 after the Spanish-American War. In 1950, Congress enacted legislation (P.L. 81-600) authorizing Puerto Rico to hold a constitutional convention and in 1952, the people of Puerto Rico ratified a constitution establishing a republican form of government for the island. After being approved by Congress and the President in July 1952 and thus given force under federal law (P.L. 82-447), the new constitution went into effect on July 25, 1952. Puerto Rico is subject to congressional jurisdiction under the Territorial Clause of the U.S. Constitution. Over the past century, Congress passed legislation governing Puerto Rico’s relationship with the United States. For example, residents of Puerto Rico hold U.S. citizenship, serve in the military, are subject to federal laws, and are represented in the House of Representatives by a Resident Commissioner elected to a four-year term. Although residents participate in the presidential nominating process, they do not vote in the general election. Puerto Ricans pay federal tax on income derived from sources in the mainland United States, but they pay no federal tax on income earned in Puerto Rico. The Resident Commissioner may vote in committees but is not permitted to vote in, or preside over, either the Committee of the Whole or th the House in the 112 Congress. -

Citizens Without A State: Executive Summary By Howard Hills Foreword by former U.S. Attorney General Dick Thornburgh Dedication Jose Celso Barbosa was raised in poverty under Spanish colonial rule, and became the first black student at the Jesuit Seminary. He was Valedictorian at University of Michigan Medical School, and the first U.S. educated medical doctor in Puerto Rico. As a territorial Senator he advocated U.S. citizenship and statehood, was founder of island’s Republican Party. Renowned as a healer, humanitarian, and statesman, Barbosa smashed every barrier. To his courageous vision of a free and democratic Puerto Rico under the American flag this project is dedicated. Foreword: Dick Thornburgh President Reagan said it best in 1980: “As a ‘commonwealth’ Puerto Rico is now neither a state nor independent, and thereby has an historically unnatural status.” As a corollary, Howard Hills articulates the inescapable truism that “the primary democratic rights of national citizenship under the U.S. Constitution can exercised only through State citizenship.” For only citizens of a State admitted to the Union on equal footing with all other States are able to vote in federal elections, and thereby give consent to be governed by our nation’s leaders under the supreme law of the land. Washington, D.C. Admission Act Nearly 700,000 people call the District of Columbia home; they pay federal taxes and serve in the armed forces, but are denied a voice in the U.S. Senate and a vote in the U.S. House of Representatives. Only since the passage of the District of Columbia Home Rule Act on December 24, 1973, have residents of the District of Columbia had the privilege of electing their own mayor and legislature. However, unlike any other jurisdiction in the county all laws passed by the council and signed by the mayor are subject to a 30-day congressional review period. Because of this unique relationship between the District of Columbia and the United States Congress it’s not uncommon to see Members of Congress — sometimes those who represent states thousands of miles away from Washington, D.C. — take advantage of this oversight to impose their personal political agenda and undermine the District’s locally elected officials and the residents of the District of Columbia. The only way to guarantee residents of the District equal representation in Congress as well as full control of the laws and budgets passed by their locally elected officials is to pass the Washington, D.C. Admission Act (H.R. 51/S. 631) and admit the District of Columbia as the 51st state. Statehood for the District of Columbia is a reproductive justice issue. ● During the federal appropriations process, lawmakers from across the country seize the opportunity to attempt to push politically motivated policies on the residents of the District.
