Las relaciones personales, la búsqueda de información, los intercambios económicos o culturales ya no se conciben sin tener en cuentan el avance de las Telecomunicaciones. Diversos estudios realizados en el ámbito de la Unión Europea evidencian la importancia estratégica del sector de las Tecnologías de la Información y las Comunicaciones, así como la necesidad de formar profesionales altamente cualificados en estas áreas de conocimiento. Por este motivo resulta necesario que la sociedad disponga de programas de doctorado que permitan formar investigadores especializados en este sector clave. El programa de doctorado Telecomunicación impartido por la Universidad Politécnica de Valencia nace a principios de la década de los 90 haciendo frente a la demanda que existía en cuanto a doctores con este perfil. El programa de doctorado se ha ido adaptando a las nuevas reglamentaciones. El más reciente antecedente del programa de doctorado para el que se solicita la verificación es el programa de doctorado Telecomunicación regulado por el Real Decreto 1393/2007 y que recibió la verificación positiva del Consejo de Coordinación Universitaria en la Resolución con fecha de 6 de julio de 2009. El citado programa de doctorado se ha distinguido tanto por su calidad como por su demanda. El programa de doctorado obtuvo la Mención de Calidad, MCD2003-00746, en el curso académico 2002/2003, que se ha ido renovando en los cursos sucesivos hasta la actualidad. Recientemente, se ha obtenido la distinción de la Mención hacia la Excelencia, MEE2011-0146. El objetivo del programa de doctorado ha sido principalmente la formación de los doctorandos para la adquisición de las competencias y habilidades relacionadas con la investigación científica de calidad en el ámbito de las Telecomunicaciones, en concreto en las áreas de la Ingeniería Telemática y de la Teoría de la Señal y Comunicaciones. Se ha tratado de destacar que los doctores son unos agentes importantes en el desarrollo de la investigación y en el trasvase del conocimiento a la sociedad del bienestar mediante proyectos innovadores. La demanda por parte del alumnado de los estudios propuestos viene avalada, en buena medida, por los datos en cuanto al número de matriculados con el que ha contado el programa de doctorado “Telecomunicación” en la última década. El número de alumnos matriculados ha ido fluctuando entre 60 y 80 doctorandos en la última década. En la actualidad, el número de estudiantes de doctorado matriculados es de 71 alumnos. Esta demanda es previsible que se mantenga por varios motivos. El 3 / 49 csv: 97110066992469410114011 Identificador : 969593088 primero son las políticas que se llevan a cabo desde la Unión Europea y del Estado Español en cuanto a la importancia del desarrollo de las telecomunicaciones. El ejemplo mas claro es el programa IST (Information Society Technologies) http://cordis.europa.eu/ist/ promovido por la Unión Europea. Por otro lado, en el ámbito de la UPV existen grupos de investigación, que trabajan en las áreas de conocimiento citadas anteriormente, los cuales poseen un alto grado de reconocimiento a nivel nacional e internacional. Dichos grupos poseen la capacidad demostrada para obtener becas de posgrado y contratos para que jóvenes investigadores puedan realizar sus estudios de doctorado en el seno del grupo. También es destacable la dimensión internacional del programa de doctorado por el hecho de que los grupos de investigación que participan en la propuesta colaboran con otros grupos de investigación externos a través de proyectos, publicaciones y redes de excelencia de investigación. Esto confiere visibilidad y publicidad a los grupos de la UPV y ha permitido que aumente el número de alumnos externos matriculados y sea elevado el número profesores visitantes que acuden a impartir docencia. Es importante señalar que los profesores investigadores de la Comunidad Valenciana que están adscritos a las áreas de conocimiento que cubre este programa de doctorado se encuentran en su gran mayoría adscritos al Departamento de Comunicaciones de la Universidad Politécnica de Valencia, que es el órgano que gestiona el programa de doctorado. Por tanto este programa de doctorado es el programa de doctorado de Telecomunicaciones de referencia en la Comunidad Valenciana. Destacar que el Departamento de Comunicaciones oferta un Máster Oficial Universitario, de carácter científico, el Máster en Tecnologías, Sistemas y Redes de Comunicaciones. Dicho máster, asociado al programa de doctorado desde su creación, fue verificado por el procedimiento abreviado por el Consejo de Universidades en 2009, quedando por tanto adaptado el Real decreto 1393/2007, de 29 de octubre, por el que se establece la ordenación de las enseñanzas universitarias oficiales (BOE núm. 260 de 30 de octubre de 2007). Aunque en la actualidad los estudios de máster y doctorado están claramente diferenciados, es importante disponer de un máster de referencia en el mismo ámbito de conocimiento cuyos egresados puedan continuar sus estudios de doctorado en el programa de doctorado en Telecomunicación, ya que para acceder al doctorado es necesario estar en posesión de un título de Máster Universitario. Recientemente, se ha aprobado en el Consejo de Gobierno de la UPV, en sesión de 15 de diciembre de 2011, la nueva normativa de los estudios de doctorado de la UPV con el fin de su adaptación a los nuevos cambios que se han producido a partir de la aprobación del RD 99/2011. En la citada normativa se hace especial énfasis en la creación de la Escuela de Doctorado que agrupará los 28 Programas de Doctorado con los cuenta en la actualidad la UPV. Uno de los propósitos es la creación de sinergias entre los programas para mejorar la excelencia, manteniendo la especificidad. El programa de doctorado Telecomunicación siempre ha colaborado con otros programas de la Universidad y algunos de sus miembros siempre han estado presentes en la Comisión de Doctorado de la UPV.     Boletín Científico Sapiens Research Vol. 1 (2)-2011 / pp: 102-108 / ISSN-e: 2215-9312 Sapiens Research Group U-Sapiens Ranking Colombia 2010_2 By Carlos-Roberto Peña-Barrera (1977-Colombia-Sapiens Research Group) [email protected] Abstract The main objectives of the investigation are the following: (1) that the national and international scientific community in general get to know the U- Ranking Sapiens Colombia 2010_2, which classifies each Colombian higher education institution (HEI) into score, position and quartile, (2) to highlight the most important movements when comparing the results of the 2010_1 ranking with the results of 2010_2, (3) and to acknowledge some institu- tions, the media and researchers that have been interested in this investigation. The scope of this study addressed each and every HEI (even though only some made the ranking) in the first semester of 2010 according to (1) results 2010-1 from Publindex (National Indexation and Homologation Sys- tem of Specialized Magazines of CT+I) indexed magazines, (2) master’s and doctoral programs active during 2010-1 by the National Education Ministry (NEM), and (3) results from researching groups qualified in 2010 by Colciencias (Administrative Department of Science, Technology and Innovation). The method used for this research is the same as the one used in the 2010_1 ranking except that one of the specifications is much more detailed in one of the steps in the model (the variables α, β, γ). It is completely quantitative and the data for the research comes from Colciencias and NEM. This time the results will be made known depending on the variable for 2010_1 and 2010_2.

    Colombian Geography: Tradition and Current Status - up to 2021

    Colombian Geography: Tradition and Current Status - up to 2021 H. F. Rucinque Research and scholarly writing in geography is a well- grounded tradition in Colombia. Nowadays, the country ranks high in the Hispanic American region in the trend of geographic development, but the practice of geography runs back to the very beginnings of the nation in the early sixteenth century. The pre-modern phase of that history has been aptly detailed by Acevedo Latorre (1974). A book entitled Summa de Geografía by Fernández de Enciso was the first geographic work prepared in the New World shortly after the Discovery and then published in Spain in 1519. Since the onset of the colonial period, the Spanish chroniclers set forth in their writings a learned geographical tradition that was continued over the centuries both in the form of studies by individuals and as comprehensive reports by corporate expeditions in which geographic accounts were a substantive ingredient. Of the latter kind were the Fidalgo Expedition (1794- 1810), which surveyed and mapped the Caribbean coast for the Crown, and simultaneously the Botanical Expedition, led by the well-known Spanish botanist José Celestino Mutis. Mutis and his Creole associates carried out extensive research on vegetation and other natural resources of New Granada, as Colombia was named under Spanish rule. Later on, during the republican period, such a form of government-sponsored scientific research was replicated in the mid-nineteenth century’s Corographic Commission. This highly productive expedition — reminding the Great Surveys of the American Far West that took place a little later in the same century — was led by the Italian-born geographer Agostino Codazzi, whose death in the field in 1859 put an end to the project.
