INTRODUCTION AND BACKGROUND 1.1 This Public Interest Assessment (PIA) supports the application for the followinG: 1.1.1 Application: Tavern Licence (Unrestricted) 1.1.2 Applicant: This is my Boomstick Pty Ltd (ACN 618 268 750) 1.1.3 Premises Name: Old Faithful Bar & BBQ 1.1.4 Premises Location: 1 Pakenham Street, Fremantle WA 6160 1.1.5 Locality Government: City of Fremantle 1.2 This document was authored and produced by Robert Paolucci (‘The Owner’) and Joshua Edmeades (‘Bar Manager’). 1.3 This PIA addresses all pertinent aspects of the public interest in accordance with the Liquor Control Act WA 1988 (Act), last amended as of 2nd November 2019, and the Department of RacinG, GaminG & Liquor’s (RGL) Public Interest Assessment Policy, last amended as of 3rd October 2018 (PIA Policy). 1.4 As this PIA is part of a licence application, it should be read in conjunction with other supportinG documents, of which are submitted to the online portal Applicant’s (‘The Owner’) Details and Background 1.5 This is my Boomstick Pty Ltd is the sole property of Robert Paolucci (‘The Owner’) 1.6 Robert Paolucci has over 20 years’ experience and knowledGe within the hospitality industry, both havinG worked in venues in Perth and New York within the industry. StartinG his career as a kitchen hand, before movinG onto server, bartender and supervisory & management roles. As a result, Robert Paolucci brinGs a wealth of knowledGe and comprehension of what is required to successfully and systematically manage customer service focused operations from the Ground up. HavinG purchased Old Faithful Bar & BBQ Perth, located at 86 KinG Street Perth CBD WA 6000, three years ago upon his return to Perth from New York, Robert has a proven track record for takinG a struGGlinG business and turninG into one of the most successful venues in the Perth CBD. Old Faithful Perth is an American-style barbeque restaurant & bar located in the heart of Perth’s CBD and is closely located to, for example, Perth Train Station, Yagan Square, KinGs Square, His Majesty’s Theatre and RAC Arena. OriGinally founded over 7 years ago, the business has Grown into an institution known for excellent customer service a family-style environment, Perth’s best smoked meats and an ever-chanGinG, locally focused craft beer tap menu. 1.7 After years of constant visits to the Fremantle area as a patron of food and beverage establishments, Robert recoGnised the opportunity to activate the north-western frinGe of Fremantle and made the decision to expand on the success of Old Faithful Perth into a second venue in Fremantle. Overview of the Development 1.8 The proposed premises, that known as Old Faithful Bar & BBQ, is located within a ‘Heritage Listed’ buildinG at 1 Pakenham Street Fremantle, over wise known as ‘Tolley & Co Warehouse’ 1.8.1 Pakenham Street is located on the western end of Fremantle and is part of the 840 West End Conservation & Heritage Area. 3 PUBLIC INTEREST ASSESSMENT – OLD FAITHFUL BAR & BBQ FREMANTLE 1.8.2 Pakenham Street runs between Phillimore Street and Collie Street and runs throuGh HiGh Street as its main intersection. 1.8.3 The proposed premises on Pakenham Street is located 240 meters from the Fremantle Police Station. 1.8.4 The street is named after the 3rd Lieutenant H. Pakenham, whom was aboard HMS ChallenGer 1.8.5 SiGnificantly, Pakenham Street includes 15 Heritage Listed BuildinGs & Facades, but most importantly those on the corners of Pakenham & HiGh Streets. 1.8.6 In the 1920’s, Pakenham Street was widened followinG the release of railway land runninG thouGh. 1.8.7 Places of interest alonG the street include: 1.8.7.1 Pioneer Park, Fremantle 1.8.7.2 Fremantle Trades Hall, on the corner of Collie Street 1.8.7.3 Fowler’s Warehouse, also known as Fremantle Furniture Factory 1.8.7.4 Oceanic Hotel, on the corner of Collie Street 1.8.7.5 Central Chambers, on the corner of HiGh Street 1.8.7.6 Tolley & Company Warehouse, siGht of proposed premises 1.8.7.7 Robert Harper BuildinG, on the corner of Phillimore Street 1.8.7.8 Republic of Fremantle Distillery, next door Building History, Physical Description and Statement of Significance 1.9 Built in 1897 for Tolley & Company, wine and spirit merchants, who occupied the building until 1910/11. Tolley & Co’s bonded store was located at what is now 1 Pakenham Street. The bonded store had two very larGe floors which carried an immense stock of wines and spirits. Below was a spacious cellar, cool on the hottest days. A hydraulic lift and powered crane were employed to facilitate handlinG of stock. Tolley & Co also imported tobacco, ciGars and Glassware alonG with beinG sole agents for McEwan’s EdinburGh beer, Manikin Scotch ale, Schweppes sodas, GinGer ale, etc. Tolley & Co had businesses in Adelaide, Sydney, Melbourne and London. 1.10 Pakenham Street comprises an intact street of Federation Free Classical and Federation Warehouse buildinGs datinG from the late 19th and early 20th century in response to the Gold rush period of the 1880s to 1890s. 1 Pakenham Street is a three story rendered buildinG includinG half basement below street level constructed in the Federation Free Classical style of architecture. The name ‘Tolley & Compy. 4 PUBLIC INTEREST ASSESSMENT – OLD FAITHFUL BAR & BBQ FREMANTLE Limited Merchants’ appears in stucco across the carriageway entrance on the riGht side of the buildinG. Internally, the buildinG is relatively intact. 1.11 The place is of historic siGnificance as an example of a commercial buildinG in the Old Port City of Fremantle datinG from the Gold boom period in the late 19th and early 20th century. The place is siGnificant because, when viewed from the street, it is a substantially intact example of a federation period commercial buildinG which contributes to the very siGnificant Old Port City of Fremantle. MANNER OF TRADE 2.1 The Floor Plan 2.1.1 The premises sits within the historic site of 1 Pakenham Street Fremantle, encompassinG the lower floor (basement), laneway and rear of building. 2.1.2 The desiGn direction is purposefully planned to fit comfortably within the history of the existinG buildinG and surroundinG area, takinG in specific consideration of the heritage of the premises. 2.1.3 The buildinGs existinG exterior will remain untouched, alonG with existinG interior desiGn features to be restored and then contrasted with modern art and décor. 2.1.4 With the concept to restore, reuse and reinterpret as much as possible to achieve a unique and excitinG space, recycled materials and fittinGs will be used where possible. 2.1.5 There are a ranGe of seatinG options throuGhout the premises, includinG hiGh seatinG on the left side of the bar and around the basement windows facinG the street front, banquette seatinG, larGe beerhall style seatinG throuGhout the basement and low seatinG in the laneway, away from the bar, created for families dininG with children. 2.1.6 A key objective will be to create a safe and non-intimidatinG, quality hospitality environment. It is important to Old Faithful that all patrons feel comfortable, secure and not threatened.
