The chairman reported that the annual precept had been lowered by £1840 for the coming year.

1. (05.13) Election of Chairman

Coun K Mendham was proposed by Coun L Tate and seconded by Coun T Fairweather. As there were no other proposals Coun K Mendham was duly elected.

2. (05.13) Election of Vice-Chairman

Coun T Fairweather was proposed by Coun L Tate, seconded by Coun K Mendham and was duly elected.

4. (05.12) Appointment of Burial Board Representatives

The three existing representatives of the Burial Board were happy to stand again and as there were no other nominations this was agreed as follows: Coun D Metcalfe Coun S Mendham Coun L Tate

The next meeting of the Burial Board will take place on Thursday 16th May 2013.

5. (05.13) Appointment of Planning Committee Chairman and Representatives

Coun T Fairweather proposed Coun D Metcalfe for chairman of the planning committee and this was seconded by Coun K Mendham. This was agreed by all with no other nominations. Coun S Mendham was proposed by Coun L Tate as Vice Chairman, seconded by Coun A Metcalfe. This was agreed by all with no other nominations.

6. (05.13) Approval of Accounts

The clerk presented the annual accounts which were proposed by Coun S Mendham, seconded by Coun L Tate with all in agreement. The chairman then signed all books and records accordingly. (1)

7. (05.13) Approval of Annual Return for the year ended 31 st March 2013

Section (a) Statement of Accounts This was proposed by Coun K Mendham, seconded by Coun L Tate and agreed unanimously.

Section (b) Annual Governance Statement This was completed by the chairman on behalf of the Parish Council and was proposed by Coun S Mendham, seconded by Coun L Tate and agreed unanimously.

8. (05.13) Approval of the Internal Auditors Report

The accounts had been audited by the auditor appointed by the parish council and the clerk gave everyone a copy of his report which was unanimously agreed. The clerk said that the auditor had offered to waive his fees and she would write accordingly to thank him for his kindness and endeavors.

9. (05.13) Appointment of Internal Audit Representatives

Coun S Mendham and Coun A Metcalfe agreed to be the Internal Audit Representatives and this would take place next month.

4. (05.13) Approval of minutes from March meeting These were proposed by Coun S Mendham, seconded by Coun L Tate with all in agreement.

5. (05.13) Matters arising

Garage on Hall Lane The clerk had received a price of £30 from Mr Bowland to keep the cleared site tidy and he felt this would need to be done about 4 times a year. This was agreed and the clerk would contact him and ask him to go ahead.

Stone Name Plinths on Leadmill Estate Prior to the meeting the clerk had contacted Mr Jackson who explained that he had been in hospital for an operation on his leg. He said that he hoped to have the work done within the next few weeks. Coun Burbridge said that the Housing Management Committee were asking when this would be completed and the councillors expressed concern that the footings were in and could be a health and safety issue. The clerk was asked to contact Mr Jackson again and ask for a definite date for completion which would be hopefully before the end of June.

Proposed extension to pumping station on playing field The clerk was asked to contact Water with an update on when the work would be finished.

Playgrounds in Hipswell Village Coun Bagley had not been able to take this matter any further due to family illness and it was decided that this matter be left in abeyance until a later date.

Memorial Bench Coun Fairweather asked whether or not it would be possible for the parish council to put a memorial bench somewhere in Hipswell West to honour the soldiers, who were based in and had lost their lives in the recent conflicts. The clerk was asked to contact Colin Boynton and ask if this would be possible.

6. (05.13) Police matters PC Godfrey attended the meeting and gave a report under the following headings: • Crime from 1st April’12 to 31st March’13 there were 171 crimes in the parish. For the same period the year previously there were 205 crimes in the parish. There were therefore 34 less crimes which is a decrease of 16.5% • Anti-Social Behaviour In the year there were 268 incidents of ASB in the parish contrasting with 306 in the previous year. • Road Safety regular speed enforcement will continue in the parish and the surrounding parishes and there has been a decrease of residents and soldiers being caught due to this. • Return of troops from Afghanistan police have been kept up to date with the return of troops and there had been no major issues. Most returning troops are now on leave. • School Liaison lessons at Risedale continue on topics such as ASB, Citizenship, Drugs and Alcohol also personal safety. Lessons are focused on the consequences of using tobacco/alcohol, peer pressure with techniques to say no and resolving disagreements.

7. (05.13) County matters C/Coun Grant said she was delighted to have won the election and said that she was to share vice-chairmanship of the Care and Independence committee. Regarding the snicket and fence around the school, it should now be sorted. Coun D Metcalfe thanked C/Coun Grant as following his comments about the work on Richmond Road being at a standstill it had now been completed. C/Coun Grant had made enquiries about the bus stop flags and timetables but had been informed that Arriva make their own decisions on these matters. Coun D Metcalfe asked if Coun Grant could look into the matter of the two missing speed cushions in the village, Coun Bagley asked about the sign outside Gaza Barracks stating that through the village was not the preferred route for heavy vehicles. She had noticed that this sign was missing and that heavy vehicles were now coming through the village. C/Coun Grant would take these matters forward on behalf of the parish council.

8. (05.13) District matters D/Coun Cullen commented regarding the Communities Opportunity Fund for 2013/2014 and Coun D Metcalfe asked if this fund could be applied for by the Joint Burial Board. D/Coun Cullen said that the clerk to the Burial Board should apply and Coun D Metcalfe would bring this to the next meeting of the Burial Board. D/Coun Cullen informed the council that Customer Services and Waste and Street Scene were now back in Richmond and were not part of the shared services with Hambleton. He also stated that the District Council is now Independent controlled following the elections. D/Coun Todd reported that she is now a UKIP councillor.

9. (05.13) Garrison Matters Following the public meeting it was reported that when the proposed town centre was built there may be a problem with traffic turning right onto Richmond Road and it was decided to look into this matter when the plans came to the parish.

10. (05.13) Traffic management issues There were no items to report.

11. (05.13) Risk assessment – completion of monthly form The clerk apologised and said that the form for this month would be completed at the next meeting. Coun D Metcalfe said that it was time for the annual inspection of the closed churchyard and this would be put on the Agenda for the June meeting.

12. (05.13) Proposed meeting of parish councils with Police Commissioner The clerk had received an email from Colburn Town Council, which had been circulated to all, asking if the parish would be interested in a joint public meeting with the new Police Commissioner. The councillors stated that they would be and the clerk would email Colburn back and say that if this was arranged they would be interested in attending. (2)

13. (05.13) Vehicle activated signs The clerk had been contacted by NYCC by email (forwarded to all) and asked if the parish would be interested in participating in this scheme. The clerk and chairman met with Darren Griffiths from NYCC to look at the sites in particular those highlighted to C/Coun Grant at an earlier meeting. Out of the four places which were considered one was not suitable. However the three that were suitable were Gough Road, Plumer Road and Hipswell Road West. The parish council would have to pay for the three sockets initially and then for the rotation of the signs on an annual basis. The land in question was MOD and the clerk had said that it was no use going any further if they would not co-operate. Darren Griffiths would get in touch with MOD for their response and had reported back, before this meeting, to say that the MOD had no objections. The signs would be used on a six week basis which meant that the Hipswell West would have eighteen weeks usage of the signs. Coun T Fairweather proposed that this should go ahead and this was seconded by Coun J Burbridge. This was agreed with one abstention.

Coun A Bagley asked if the new build taking place just outside the village could be contacted and asked if they would be willing to install a socket so that on completion of the work the sign could also be used here. The clerk would contact them and ask.

14. (05.13) State of the Village green due to parked cars It was noted that since the weather had improved this was no longer an issue.

15. (05.13) Hipswell School summer fair Coun Bagley said that on the 15th June’13 the summer fair was to be held and asked if the parish council would consider giving a donation towards this. The feeling was that if a donation was given to one school it should be given to all schools within the parish. It was proposed by Coun D Metcalfe, seconded by Coun T Fairweather that a donation of £100 be given to all the schools and the clerk was asked to contact each one to ascertain the name for the cheque to be paid to.

5. (06.13) Matters arising

Stone Name Plinths on Leadmill Estate The stone plinths are now in place and it was felt that they looked to have been done very well. As regards to the signs the clerk had contacted RDC to ask where they had their signs made and had received the details. It was suggested that the clerk contact this firm to get a quote and also to try Eye-Catching Signs on the Trading Estate in Richmond who also carry out this sort of work. It was decided that the signs should be white with black lettering and a black border, non-reflective and should read Leadmill Estate. Coun D Metcalfe stated that he felt no holes be put in the signs as there was no guarantee that the holes would correspond with the stonework and one may fall into the mortar. This was agreed and the clerk would contact the builder who built the plinths for a price to put up the signs.

Proposed extension to pumping station on playing field The clerk had received an email from Yorkshire Water stating that as the work was now nearly completed they would like to know whether or not anyone from the council would be interested in meeting with them to discuss any planting to take place in the vicinity of the new pumping station. It was felt that the clerk should contact Yorkshire Water and suggest that perhaps the residents adjacent to the pumping station could be involved with this rather than the councillors.

Memorial Bench The clerk had contacted Colin Boynton of MOD to ask about the feasibility of a bench in Hipswell West. The reply was that he felt this would not be a problem and suggested a location. However, the clerk contacted him again and pointed out that this could be a replacement for the broken bench outside St Aiden’s Church but to date has not had a response. The clerk would contact him again regarding this. In the meantime the clerk had received brochures for benches which she showed to the meeting. It was decided that the clerk would measure the concrete base before a new bench was ordered.

5. (06.13) Matters arising con...

Vehicle activated signs Following the suggestion that a socket be placed near the forthcoming new build near Hipswell Village, the clerk had contacted Martin Foster of Castlevale and NYCC to ask if they would liaise over this.

Donations to local schools The cheques for the donations were included in expenditure for this month.

6. (06.13) Police matters PC Godfrey attended the meeting and gave a report under the following headings: • Crime from 1st April’13 to 31st May’13 there were 41 crimes in the parish. For the same period the year previously there were 24 crimes in the parish. This is therefore an increase of 17 crimes in relation to the figures from the previous year. • Anti-Social Behaviour From 1st April’13 to 31st May’13 there were 56 incidents of ASB in the parish. For the same period last year there were 50 incidents. • Army Liaison Since the tragic incident in Woolwich, police have increased the patrols on all (military and civilian) estates in Catterick Garrison in order to reassure the community. • Police and Fire Service Partnership North Yorkshire Police and North Yorkshire Fire and Rescue Service have launched a partnership that involves a representative of both services attending addresses that are referred to them, to give general safety and fire and crime prevention advice. Where smoke alarms are found to be inadequate or not working, new ones are fitted free of charge. • Scrap Metal Dealers Due to the increase in crime nationwide of the theft of metals, North Yorkshire Police have for a number of months been checking all persons and their vehicles coming into Catterick Garrison to collect scrap. If they do not have the correct documentation then they are prosecuted.

7. (06.13) County matters C/Coun Grant had investigated the removal of the weight restriction sign at Gaza Barracks and had been informed that prior to the redevelopment works taking place in Gaza there had been a sign opposite the Gaza entrance which directed traffic leaving the barracks to turn right. This sign has been replaced with a new one reading “all military vehicles must turn right” located at the barrier exit of the barracks. This is in accordance with the planning conditions attached to the redevelopment of Gaza Barracks which stipulated traffic to be directed to the roundabout and away from Hipswell. There is therefore no military vehicle weight limit through Hipswell. The military have however a no green vehicle policy through Hipswell which together with the signage at the barracks should prevent military green fleet vehicles travelling through Hipswell. Following receipt of her email the regiments in Gaza have been reminded of the requirements for vehicles to turn right when leaving the Barracks. She had made enquiries of Area 1 Highways and had been informed that the 2 speed restriction cushions which have not yet been replaced would form part of the road traffic safety for the new housing development.

C/Coun Grant had reported various faulty lights through Hipswell and would welcome notice of any she had not noticed.

It is noted that Catterick Garrison, Hildyard Row Post Office is going through changes and a consultation process is currently being undertaken. Members are encouraged to log on to www.postofficeviews.co.uk and search for 15830999 to make any comments. She expressed concerns about any reduction in service particularly as the office sits in the centre of the largest UK Garrison.

C/Coun Grant told the councillors that she was now the chair of the Garrison Area Partnership.

8. (06.13) District matters D/Coun Cullen commented, regarding the Communities Opportunity Fund for 2013/2014, that no applications had been made from Hipswell and the chairman asked the clerk to put this item on the agenda for the next meeting. (2)

8. (06.13) District matters con… North Yorkshire Home Choice – allocation scheme A report that the Choice Based Lettings Scheme for North Yorkshire had been revised following the Annual Review and Consultation and an account of the recommendations made by RDC’s Scrutiny 1 and Strategy Board was explained as follows: Applicants must have a local connection and must not have a combined income of £60,000 or more. If applicants refuse a property 3 times they cannot re-apply for 12 months. Service Working Arrangements D/Coun Cullen gave a current update of the Services Working Arrangements as they now apply between Richmondshire and Hambleton Councils highlighting any changes which had occurred since the last report to the parish council. Scrutiny Work D/Coun Cullen gave an outline of the current work being carried out by the Internal Scrutiny Committee and he also gave a reminder to those present that any member of the public could attend the meetings and perhaps become a co-opted member. Housing Improvements Some council properties in Hipswell are scheduled to receive external insulation work and a description of the work proposed was given.

9. (06.13) Garrison Matters Coun T Fairweather brought up the matter of the long grass in the front of St Joan of Arc church. As in past years there has been sitings of vermin which it was felt was due to the state of the grass. The clerk was asked to contact MOD regarding this. Coun Fairweather also asked if the clerk would contact MOD regarding the new lamp post outside No 4 Wardrop Road as where the old post had been there was now 4 metal spikes sticking out which was very much a health and safety issue. MODern Housing Solutions have been round but had just placed a traffic cone over it which was not a satisfactory answer. The chairman also asked if the clerk could mention the dog litter bin on the Baden Powell Estate which has not been emptied.

10. (06.13) Traffic management issues Coun D Metcalfe asked C/Coun Grant about the very confusing roundabout at Colburn Lane Ends. C/Count Grant stated that there was a junction being put in and in 7 to 10 days the temporary traffic lights would have gone and normal traffic would be resumed.

11. (06.13) Risk assessment – completion of monthly form The forms for May and June were completed and signed. Coun D Metcalfe reminded the parish council that it was time for the annual inspection of the closed churchyard and asked if two councillors would accompany him to do this. It was agreed that this would be undertaken by Coun D Metcalfe, Coun S Mendham and Coun A Munro and these three councillors would liaise to organise a suitable meeting time for them all.

12. (06.13) Internal Audit Review This was undertaken by Coun K Mendham and Coun A Metcalfe before the meeting and was duly signed and agreed.

13. (06.13) Village Notice Board The clerk asked if a larger notice board could be located in the village as the present one, currently situated on the wall at the side of the village hall, was too small and could only take 4 sheets of A4 paper. It was proposed by Coun D Metcalfe, seconded by Coun A Metcalfe that a larger one be bought and that it be placed on the front of the village hall the lettering above to say Hipswell Village. (At this point Coun T Fairweather declared a personal interest as a member of the village hall committee). This was agreed by all. The clerk was asked to approach the village hall committee and ask for permission for this and to point out that the proposed double notice board could be shared between the committee and the parish council with each having one bay which would hold 9 sheets of A4 paper. (3)

13. (06.13) Village Notice Board cont… If this was agreed the clerk would order the board and liaise with Coun Fairweather to take delivery of this at the hall until arrangements could be made to have it hung.

15. (06.13) Long Term Plan As there were a lot of councillors missing from the meeting it was decided to leave this item until a later date. Coun D Metcalfe asked if the council would consider doing something to commemorate the anniversary of the 1st World War which was in 2014, maybe a memorial bench for the closed churchyard. It was agreed that this would also be discussed at a later date.

16 (06.13) Application for donation to Colburn Leisure Centre

A letter had been received from Richmondshire Leisure Trust for a donation towards the improvement development of the Colburn Leisure Centre. After much discussion the clerk was asked to write and decline as it was felt that it was inappropriate for the council to donate when in fact there was a Sports and Leisure Centre within the Hipswell Parish.

The chairman said that she had been contacted by the grass cutter to report that the notice board on the playing field was down and in a dangerous state. She had contacted the clerk and they agreed that the grass cutter would remove this and make good the ground for a cost of £40.

20. (06.13)) Any other business The clerk asked if the council still wished to have coffee/tea and biscuits at the start of the meetings as she found it difficult to serve this and to get all the things ready to start the meeting by 7pm. The councillors stated that they did and agreed that the councillors could make the drinks also to clear up afterwards as again the clerk was busy with the minutes and cheques etc. and it seemed to fall on Coun A Metcalfe to do this each time.

(07.13) Approval of minutes from June meeting Before the minutes were agreed Coun D Metcalfe asked if item 11 (06.13) could be changed as he had not agreed that he would contact the other two councillors to do a closed churchyard inspection for the risk assessment. After much discussion it was agreed that the minute be changed to read that the three councillors would liaise to arrange a suitable meeting time for all concerned. The minutes were then proposed by Coun K Mendham, seconded by Coun A Metcalfe with all in agreement.

5. (07.13) Matters arising

Stone Name Plinths on Leadmill Estate The clerk had received quotes from William Smith Signs and Eye-Catching Signs to make the signs to go on the stone plinths. It was decided that Eye-Catching Signs should be used and this was proposed by Coun D Metcalfe, seconded by Coun A Metcalfe with all in agreement. The clerk would order these signs and she had already contacted the builder who built the plinths and had agreed to fix them.

Proposed extension to pumping station on playing field The clerk had received several phone messages from Yorkshire Water but to date had been unsuccessful in contacting the person in question in spite of leaving several messages and passing on her email address. Apparently it has come to light that the piece of land the original pumping station stands on is only leased to Yorkshire Water and still belongs to the parish council. Yorkshire Water would like to have this all tied up with the new piece of land that they have purchased. It was agreed that the clerk should not keep trying to contact them and leave it up to the person in question to do the running.

Memorial Bench The clerk had received a letter of permission from MOD to replace the broken bench by St Aiden’s Church and had also contacted Carl Tennant, the contractor, about a replacement. Having come to a decision about the type of bench needed the clerk would get in touch with him for a quote also Mr Tennant had agreed to take away the old one and fix a new one. The clerk would ask him about a suitable inscription to be put on the bench and it was felt that this would be better carved on rather than a brass plaque. The inscription to read IN MEMORY OF THE FALLEN DONATED BY HIPSWELL PARISH COUNCIL “LEST WE FORGET”

Vehicle activated signs It was pointed out that the VAS sign presently in Plumer Road was being obstructed by overhanging branches and the clerk was asked to contact Highways and ask them to deal with this.

5. (07.13) Matters arising con...

Village Notice Board The clerk had contacted the chairman of the Village Hall Committee who had no objections to the placement of a new notice board on the outside wall of the Village Hall and would be very pleased for the use of one half of the board. The clerk had ordered the board and also sorted out someone to fix this. However the quote for the fixing was an approximate one as until the builder actually sees the board it is hard to price it unseen.

6. (07.13) Police matters PC Godfrey was not able to attend the meeting.

7. (07.13) County matters C/Coun Grant was unable to attend the meeting but had emailed the clerk a brief report beforehand. At NYCC the over-shadowing issue is that of the budget which has been further reduced and brings with it very difficult decisions for members, particularly the executive, to agree in order to balance the books. Decisions which might result in reductions in service are unpalatable to say the least. Despite that, work on her committee continues to safeguard those who are most vulnerable in the community and she has taken a place on a working group which will be tackling financial abuse.

The new Chief Constable recently gave a presentation on what he sees as his way forward for policing and it was interesting to note that he is having discussions at Catterick Garrison in relation to closer policing between the RMP and civil police, something which she will be following up.

She is delighted to have been able to nominate both Coun’s Bagley and Todd as LA governors so that they can continue their work. Coun Grant pointed out that other garrison schools were also in need of governors and she would welcome the names of anyone who may be interested.

Coun Tate asked if the clerk would contact Coun Grant and ask if she would again look into the state of the fence down the snicket at the side of the school.

8. (07.13) District matters Cllr Cullen outlined the following issues as they affected Hipswell: Community Opportunity Fund An update was given on the proposals that had been received in application to RDC’s COF to enable the Hipswell Parish Council to see the range of applications to this valuable funding stream.

Service Working Arrangements A current description of the Service Level Arrangements as they applied between Richmondshire and Hambleton Councils was given and concern that some of these SLA’s may well be terminated at short notice. Possible SLA’s with a variety of other partners was also mentioned for the future where beneficial financial savings could be made.

Mercury House An update on the progress of Mercury House was detailed and an explanation of the parking available for the public visiting was described.

Housing – Choice based letting’s scheme At the previous Parish Council Meeting potential changes to the CBL Scheme had been outlined and an update was given on those changes that had been agreed and those still pending.

Future Savings required at RDC’s In view of recently announced Government cuts the need for estimated additional savings over the next few years was detailed and that despite RDC doing everything that the Coalition had suggested the need for continual savings seems relentless. (2)

9. (07.13) Garrison Matters The clerk had contacted MOD following the last meeting to report the concerns brought up by Coun Fairweather. The metal spikes had now been dealt with and the people living in the adjacent house sent their thanks to the parish council for sorting this matter so quickly. Also the dog bins have now been emptied and the only outstanding issue is the long grass in front of St Joan of Arc church where it is felt the vermin sighted in the area are breeding. Coun Fairweather asked if the clerk could contact MOD again and report a large hole in the road left by Severn Trent Water which, although barricaded had been insufficient to prevent a child from actually falling into the hole. Also as the pipes within the hole were open rats had been seen coming from it. The clerk was asked to report this and also to highlight the rat problem again.

(07.13) Risk assessment – completion of monthly form The form for July was duly completed and Coun D Metcalfe stated that the inspection of the closed churchyard was an urgent matter that should be done as soon as possible. 12. (07.13) Richmondshire Area Partnership Funding Scheme

A suggestion had been made that funding be applied for to purchase benches for the closed churchyard to commemorate the 100 year anniversary of the First World War next year. However, it was decided to wait until the bench in Hipswell West was in place before making any further decisions.

13. (07.13) Garrison Area Partnership

C/Coun Grant, who is the chairman of the Garrison Area Partnership had asked parish council’s to contribute to the agenda for future meetings so that matters relevant to the parishes were taken into consideration. After much discussion it was decided that the matter of the toilets at Hildyard Row be put forward for an agenda item at the next meeting. The clerk would contact C/Coun Grant to do this.

14. (07.13) Winter Weather Toolkit

The clerk had received a booklet from Rural Action Yorkshire in the form of a Toolkit in which the parish council showed a keen interest. The clerk was asked to contact Rural Action Yorkshire to ask if additional copies of this could be obtained. The chairman had also approached the RVC to ask about setting up a winter weather scheme. D/Coun Cullen stated that the Scrutiny committee at the RDC were looking into helping parish councils to set up pilot schemes and he would obtain a copy of one of these schemes for the parish council to look at.

The chairman pointed out to the chairman of the planning committee, Coun D Metcalfe, that she was unhappy a meeting had not been held regarding the new town centre build. Coun Metcalfe stated that he thought that everyone had had a chance to see the plans and had not thought a meeting necessary. However, he accepted that he had made an error of judgement and stated that it would not happen again. The chairman pointed out that this was a very large development and a proper meeting should have been held. At this point Coun D Metcalfe asked the chairman if she would like him to stand down as planning chairman and after much discussion Coun Metcalfe resigned as planning chairman and Coun K Mendham agreed to take this over. Regarding the development in question, all planning committee members had given their comments to the clerk who would collate it and forward their findings to RDC by the given date. For future planning the chairman stated that she would contact everyone on the committee twice for minor applications and if no contact is made will assume that they have no comments to make. For large applications she would call a meeting.

18. (07.13)) Any other business The clerk reported that she had received a message to say that grass cutting had occurred late at night. She had contacted the grass cutter who stated that it had not been him. The clerk contacted the burial board to ask if it had been their grass cutter and if so to inform him of the complaint.

Garrison Area Partnership C/Coun Grant informed the council that the item regarding the toilets at Hildyard Road was to be on the agenda at the meeting in December.

Winter Weather Toolkit The clerk had obtained extra copies of the Winter Weather Toolkit issued by Rural Action Yorkshire and passed these to all councillors at the meeting. D/Coun Cullen also had a copy of a parish plan from another parish which incorporated plans and contacts for emergencies and suggested that maybe Hipswell could look at doing something similar in the future.

6. (09.13) Police matters Before that meeting the clerk had received a report from PC Godfrey and the team and this was presented by Sgt Graham as follows: (1)

Crime – From 1 st June’13 to 31 st August’13 there were 69 crimes reported in the parish. For the same period in 2012 there were 45 crimes reported. This is therefore an increase of 24 crimes. The main increases are in theft and violence and positive police action has been taken in terms of arrest or Community Resolution Disposal for some of the incidents of violence. Anti-social behavior – Between 1 st June’13 and 31 st August’13 there were 44 incidents of ASB reported in the parish. For the same period in 2012 there were 66 incidents. As the nights begin to draw in residents are encouraged to report all incidents at the time they are happening to enable effective action to be taken by the police as they can only act on information they are aware of. Shed burglaries – Patrols have been intensified in the Hipswell area following an increase in shed burglaries over recent months. The police had been successful in obtaining funding of £1620 to buy shed alarms, which have been ordered and will be distributed accordingly when they are received. School Liaison – PC Godfrey is again working closely with local primary schools and Risedale College, giving presentations in topics such as Personal Safety/Stranger Danger, Young People and the Law, Anti-Social Behaviour, Alcohol Awareness and Peer Pressure. Contact North Yorkshire Police National 24hr non-emergency number 101, Crimestoppers anonymously on 0800555111 or in an emergency always call 999.

Sgt Graham went on to say that wherever and whenever possible there would always be a police presence at a parish council meeting.

7. (09.13) County matters C/Coun Grant reported on the following matters: A I Upgrade – Traffic Management are carrying out a new survey to assess the effect this may have on various locations and she would keep the councillors informed of any changes. Proposed Reductions in Bus Subsidy – This will be discussed at the Richmondshire Area Committee on 11 th September 2013 at 10am (all councillors informed of this) Fence by school in Hipswell Village – C/Coun Grant stated that this has now been dealt with.

Coun D Metcalfe asked if C/Coun Grant and D/Coun Cullen could look into the matter of the street lights in the parish as there was at present a lot of them out and he was concerned that the nights were getting darker.

8. (09.13) District matters

Coun Paul Cullen gave a report on the following items: Community Opportunity Fund Village halls across the District have been successful in securing funding for improvements to their fabric or infrastructure. He had particularly admired the project for Eppleby & Forcett which included a £6850 grant for solar panels which will be erected on the roof of their hall and connected into the feed-in tariff. This would generate a revenue source for the Hall over 20 years or more, so much so that after 6 years, the Managing Committee will pay back the £6850 to RDC. Yet another Government raid on our finances In the CSR announcement in June it was announced that the New Homes Bonus Fund for all Councils would be top sliced in future, by as much as 40%, and the funding given to the Local Enterprise Partnerships (the LEPs). Service Working Arrangements update Disappointingly again, HDC have unilaterally taken the decision to establish their own Revs and Bens unit, and are not prepared to work with RDC in the future. They have been given just until October to unravel the current arrangements and there will be some unavoidable costs involved in this. Fortunately they have sufficient room to re-establish the own Revenue & Benefits team in Mercury House. Mercury House It is hoped to move in to the above in early October.

8. (09.13) District Matters cont… Future Savings required at RDC They had been advised that the latest round of cuts to the funding received from Central Government announced in late June as part of the Comprehensive Spending Review (CSR) meant that a further £280,000 (10%) was lopped off the rate support grant from 2015/16 onwards. Financial Planning The Strategy Board in July endorsed the approach being taken, which will see a minimum target of £150,000 of increased income/savings to be achieved for 2014/15. It is intended this target will be achieved by better procurement, partnership working, internal efficiencies, improved use of ICT, managed staffing vacancies and a smarter way of working. The balance of the shortfall for 2014/15 (£261,000 or probably less) will be funded from the substantial Council Taxpayers reserve. For the last 2 years they had not taken the Council Tax freeze option, an option that has a delayed impact of a detrimental nature on recurring funding and the delivery of the services it finances. Instead they have raised Council Tax by a small amount per household per week which has allowed them to build up healthy reserves. Out of Hours Service There is an ongoing review into the Out of Hours Service across North Yorkshire including the Catterick Garrison Out of Hours Centre and the Doctors based there which appeared to be under threat. However, public concern repeatedly expressed through RDC has caused the NHS to think again. Tour de France support With the estimated public attendance/interest in the above of over 300000 RDC are likely to agree the following support - (a)That an initial sum of £10,000 be allocated to cover the cost of the Welcome to Yorkshire Management Fee in connection with the 2014 Tour de France. (b) That a contribution of £2,500 be made to City of York Council towards the costs of employing a temporary Regional Programme Officer. Small Business Grants Recent consultation with the Richmondshire Business Forum has concluded that businesses need a small grants scheme that provides a simple claim form and is easy to access, with a minimum of £1,000 per grant. RDC has therefore provided an £30,000 to which each business can apply for £1000 with a match funding contribution from each business of 25%.

12. (09.13) Clerk’s Annual Salary Review Before this took place the clerk apologised and explained that this item should have been on the July Agenda but had been missed off. She then left the room while this was discussed and on her return was informed that she had been awarded a 3% rise. The clerk thanked the councillors for this. The clerk stated that this would not be backdated as the error had been hers in missing it off the earlier Agenda.

13. (09.13) Future December and April Meetings The decision whether or not to hold meetings in December and April each year was discussed at length. It was proposed by Coun Munro, seconded by Coun Todd that these two meetings would not be held unless a matter arose which needed attention in that month, then an emergency meeting could be called. The voting was 5 for and 2 against. Coun A Bagley was in favour of no meeting in December but felt a meeting should be held in April. Coun D Metcalfe was not in favour of either of the meetings not being held. The clerk would prepare an amendment to the Standing Orders by the next meeting for the councillors to officially adopt.

14. (09.13) St John’s Centre request for a donation A letter had been received from the St John’s Centre with a plea for a donation. It was proposed by Coun D Metcalfe, seconded by Coun Bagley that a donation of £100 be awarded. This was agreed by all.

15. (09.13) Resignation of Coun Tate The clerk had received notification from Coun Tate which stated that she was in fact moving and therefore wished to resign from the parish council. The clerk would notify the RDC of this. In the meantime a new representative was needed to take her place on the Burial Board and Coun Munro agreed to do this. The clerk would inform the clerk to the Burial Board of this change.

6. (10.13) Police matters Before the meeting the clerk had received a report from PC Godfrey and the team and this was presented by Sgt Graham as follows:

Crime – From 1st Sept’13 to 11 th Oct’13 there were 27 crimes reported in the parish. For the same period in 2012 there were 21 crimes reported. Positive police action has been taken in terms of arrest, or where appropriate by way of Community Resolution Disposal (CRD) for 8 of the 14 reported incidents of theft. Anti-social behavior – Between 1st Sept’13 and 11 th Oct’13 there were 34 incidents of ASB reported in the parish. For the same period in 2012 there were 39 incidents. As the nights begin to draw in residents are encouraged to report all incidents at the time they are happening to enable effective action to be taken by police. He stated that they could only act on information they were aware of. Halloween/Bonfire Period An operation is to be conducted during this period which involves high visibility patrols on the estates to deter anti-social behavior and to take positive action if it occurs. (10. 13) County matters C/Coun Grant brought to the meeting various handouts from meetings she had attended as follows: • NYCC – Household Waste Recycling Centre’s Consultation • NYCC Adult Learning Courses in Richmondshire for Autumn 2013 • BT Superfast Broadband in North Yorkshire • Healthwatch North Yorkshire • NHS Public Health & Children’s and Maternity Services at the Friarage Hospital Coun Grant had checked all the street lights in the parish following the last meeting. Coun D Metcalfe commented that the light on Byng Road, just over the bridge by the bus stop was intermittent also two down the bank with another two just over the bridge were off and Coun Grant said she would look into this.

8. (10.13) District matters

Coun Paul Cullen gave a report on the following items: Community Opportunity Fund Coun Cullen gave an update on the COF and how it related to Hipswell particularly that: • within the Garrison Area Partnership, 62% of the new development is taking place – this is what the New Homes Bonus that funds the COF is based upon – but only 8% of claims for projects are from the GAP; • there have been changes to the application process; • it would be useful to view the applications already approved and those pending. Council Savings Coun Cullen explained the relentless nature and amount of the savings that continued to be demanded by the Conservative- led coalition and outlined the range of savings that had been considered by the Strategy Board in the following areas: • Disposal of Innovate • Reduction in Grants • Cleaning of Toilets • Parking Charges • Civic Expenses • Charging for Green Waste Other Matters Cllr Cullen also referred to • the proposed relaxation in the change of use in planning legislation; • comments made by him at the planning meeting re Town Centre Development; • the continuing unravelling of ‘shared services’ with Hambleton; • the disappointing response from Anningtons to the community bid to re-open the White Rose Community Club in Hipswell West.

9. (10.13) Garrison Matters There were no Garrison matters.

10. (10.13) Traffic management issues There were no issues brought forward.

11. (10.13) Risk assessment – completion of monthly form Coun’s Mendham, Munro and D Metcalfe had met with Mr David Lodge and Mr Gary Hudson from RDC to look at any risks or hazards within the closed churchyard. They had highlighted 5 memorials which were in need of attention also there were some small trees which needed to be taken down, ivy to be removed from the walls and the graves in general to be tidied up. Following the meeting the chairman got in touch with the clerk who then spoke to the stone mason. She reported back as follows: 3 of the memorials would cost £50 each and one, which was badly damaged, would cost £250, the other one was in fact a war grave and the clerk had contacted the War Graves Commission who had it on their list for attention. The clerk had also received a quote for the general maintenance. After much discussion it was decided that the repairs for the memorials would go ahead and the quote for the maintenance be accepted. This was proposed by Coun Burbridge, seconded by Coun Bagley with all in agreement. Coun D Metcalfe asked if the work could be carried out as soon as possible preferably before the end of November.

12. (10.13) Possible sale of land in Hall Lane After a lengthy discussion it was decided that this matter would be left in abeyance for the time being and be re-visited at this time next year.

13. (10.13) Funding for children’s playground scheme Coun Bagley apologised as she had not been able to look into this matter due to ill-health and it was decided that this matter should be looked at again next year.

14. (10.13) Adoption of the amendment to the standing orders This was duly signed by the chairman and the clerk.

The clerk was asked to contact the school for more information and also to ask about the football games which took place at the weekends with cars parking on the village green. This item would go on next month’s agenda.

6. (01.14) Police matters Before the meeting the clerk had received a report from PC Godfrey and the team, which she had forwarded to all. PC Godfrey was unable to attend the meeting but his report was as follows: Crime – From 1st Dec’13 to 31st Dec’13 there were 12 crimes reported in the parish. For the same period in 2012 there were 18 crimes reported. Anti-social behaviour – Between 1st Dec’13 and 31st Dec’13 there were 20 incidents of ASB reported in the parish. For the same period in 2012 there were 20 incidents. Over the Christmas period North Yorkshire Police had made a major effort to drive down anti-social behaviour with high visibility foot patrols being carried out as a priority. Road Safety Over the Christmas period, North Yorkshire Police had run an Operation Attention aimed at keeping the roads safe in the County. Officers had targeted the roads in Catterick Garrison area, stopping all vehicles for traffic offences also carrying out breath tests. Operation Tornado This is an ongoing operation aimed at targeting scrap metal thieves with a clear message being sent to the criminal fraternity that Catterick Garrison is not “easy pickings” for scrap metal thieves. Co-ordination between North Yorkshire Police, CCTV and Trading Standards has led to a number of vehicle stop checks in the area and although the majority have been legal scrap metal dealers the few that are not have been dealt with by way of criminal proceedings. 7. (01.14) County matters C/Coun Grant drew the council’s attention to the following: The attempt to reinstate the White Rose Club as a community venue continues. A response had been received from Mr Hammond MP stating that an opportunity to take a long lease at a reasonable rate may be possible. However, the opportunity to lease will be open to all and C/Coun Grant pointed out that this may mean that the club might not be re-opened as a community venue. The Garrison Area Partnership had met in December when Phoenix House and DE gave a presentation on their work and the future developments due to commence on the Garrison. The new Centre build is scheduled to start around March. An Area Committee Meeting was to be held on Friday 17th January 2014 in the Town Hall at Richmond when the reduction in bus subsidy and its effect will be discussed. The clerk pointed out that all councillors had been informed of this meeting. C/Coun Grant was also to attend a meeting with Area 1 Highways on 17th January 2014 when items highlighted by the parish will be taken forward. She is a member of the Looked After Children Board which was due to meet on 15th January 2014. A meeting had taken place on 10th January 2014 regarding the future of Rural Health Care at which William Hague MP had agreed to take forward local concerns. C/Coun Grant said that there was to be a temporary closure on Gough Road and the clerk said that all councillors had been informed. Coun D Metcalfe asked if C/Coun Grant could ask about the drains which were blocked just over the bridge near Cottages Beck. He also asked if she would point out to the RDC that the signage on the new offices, Mercury House, could not be seen by the passing public, unless they were in a high vehicle or walking on that side of the road. Also Coun D Metcalfe mentioned the sign by the School playing field which had still not been straightened. The clerk had reported this to Risedale already and C/Coun Grant said she would check on the situation. Coun J Burbridge asked if C/Coun Grant could ask about the bus stop sign on Plumer Road which had no flag showing as buses were driving past without picking up.

11. (01.14) Risk assessment – completion of monthly form The form for the month of January was completed. The clerk reported that there had been a leak in the water pipe in the closed churchyard and she had notified both DE and Trent Severn Water Company. The water was flowing down Hall Lane and a culvert had been cut by the old garage site which allowed the water to congregate on the site causing considerable flooding. After consultation with the church, DE and the water company it was agreed that this work be carried out as soon as possible. Regarding the culvert the clerk, after consulting with the chairman, asked Mr Bowland if he would look at the situation and close the culvert off. This he did but unfortunately he checked the following day and the culvert at been reinstated. The drain adjacent to the site was found to be blocked with mud etc. and the clerk reported this to Highways. In order that this situation may be rectified C/Coun Grant was asked if she would be instrumental in arranging a meeting between, Highways, DE and the parish council as soon as possible.

12. (01.14) Precept for the coming year Following correspondence from RDC relating to the payment of a grant to make up any differences following the setting of the base rate, it was proposed by Coun D Metcalfe, seconded by Coun K Mendham that the precept should be set at £20,000 which was the same as last year. This was agreed by all and the clerk would complete the forms and submit them.

14. (01.14) Burial Board Members The clerk had received a letter from Coun A Munro who wished to stand down from the Burial Board committee. Coun A Bagley was appointed to take over and the clerk would notify the burial board clerk of this decision.

15. (01.14) Grass cutting The clerk had received a quote from the present grass cutter for the coming year showing only a marginal increase. After much discussion and in view of the splendid work carried out by him Coun D Metcalfe proposed that he be given the contract for the coming year and this was seconded by Coun A Metcalfe with all in agreement. The clerk was asked to contact the grass cutter and thank him for the excellent work which he had done over the past year. Finally Coun D Metcalfe asked if the verges at the entrance to the village could have extra cuts this year in order to keep them tidy.

16. (01.14) Mole hills on playing field Coun D Metcalfe asked if the mole hills could be flattened before the grass cutting season began. Coun K Mendham proposed, Coun A Bagley seconded that Just the Job be asked to do this as last year and this was agreed by all.

(01.14) Vehicle Damage to the Village Green/Hall Lane Coun D Metcalfe reported that there was considerable damage on the village green following the very wet weather and with the parking of cars on there. He also stated that there was damage at the corner of Hall Lane due to the heavy vehicles turning onto the main road. In view of the fact that the weather was still inclement the clerk was asked to contact Mr Bowland to look at the damage by the church and give a quote, the work not to be carried out until the weather improves. Regarding the damage by Hall Lane, it was decided that this matter should also be brought up at the meeting (see risk assessment report).

5. (02.14) Matters arising

Village Notice Board The notice board has now been erected and the vice-chairman thanked Coun Partridge for her help in sorting this matter out.

Council Web-site Coun Partridge had set this up and was liaising with the clerk as to the next steps. The vice-chairman thanked Coun Partridge for her help.

Mole hills on playing field The clerk had contacted Just the Job and the work had been carried out.

Vehicle Damage to the Village Green/Hall Lane The clerk had received a quote for the repairs to the grass on the village green. This needed to be carried out in the spring and would involve the areas in question being filled with top soil and then reseeded. Also the area would need to be cordoned off to allow the new grass to grow. Coun D Metcalfe pointed out that the council would be spending over £500 to repair the green which could then be damaged again due to the parking cars, some of which parked on the green every day. It was decided that this matter be put on the Agenda again next month. The clerk was also asked to contact at least two quarries and obtain prices for the placement of boulders around the edge of the green, size to be approximately 3ft x 2ft x 3ft to prevent cars parking there in the future. Coun Bagley would try and find out the name of the contact at the quarry in Leyburn and contact the clerk with the details.

6. (02.14) Police matters PCSO Ethan McQue attended the meeting and gave the following report: Crime – From 1st Jan’14 to 31st Jan’14 there were 12 crimes reported in the parish. For the same period in 2013 there were 11 crimes reported. Anti-social behaviour – Between 1st Jan’14 and 31st Jan’14 there were 13 incidents of ASB reported in the parish. For the same period in 2013 there were 12 incidents. Over the Christmas period North Yorkshire Police had made a major effort to drive down anti-social behaviour with high visibility foot patrols being carried out as a priority.

Operation Tornado This is an ongoing operation aimed at targeting scrap metal thieves with a clear message being sent to the criminal fraternity that Catterick Garrison is not “easy pickings” for scrap metal thieves. Co-ordination between North Yorkshire Police, CCTV and Trading Standards has led to a number of vehicle stop checks in the area and although the majority has been legal scrap metal dealers the few that are not have been dealt with by way of criminal proceedings. Contact North Yorkshire Police National 24hr non-emergency number 101, Crimestoppers anonymously on 0800555111 or in an emergency always call 999.

7. (02.14) County matters C/Coun Grant stated that she had addressed the items brought up at the last meeting and had emailed the clerk with the answers which the clerk had forwarded to the councillors. She went on to report about her contact with Highways and DE regarding the problems in Hall Lane. Coun Grant said that they had promised to have some answers for her to bring to this meeting but they had failed to do so and the meeting which was to be set up between some of the councillors, Highways and DE had also failed to be arranged. C/Coun Grant was very annoyed that there were these delays as she was aware that the councillors needed this problem sorted as soon as possible as matters were not improving in the Lane due to the weather. She would contact the clerk as soon as she had a firm date for the meeting but in the meantime she would contact DE and ask for a map to show the boundaries as to ascertain who was responsible for what. C/Coun stated that the road cushion, near the bridge was to be replaced with a concrete one as the existing one was in a bad state of repair. C/Coun Grant had attended various meetings and passed to the clerk some information booklets if anyone was interested in looking at them.

8. (02.14) District matters D/Coun Cullen was unable to attend the meeting but had sent an email with his report which was as follows: The district council is likely to recommend a council tax increase of 1.975% with a band D property increasing from £197.50 to £201.40 which would be 7.5p per week. Details of the final Government settlement had been received on 5th February which shows that from 2010-2016 the grant will have decreased by £1.94m which is a 46.4% reduction. The separation from the shared services agreement with Hambleton is now more or less complete and has been done without increasing operating costs or having any major impact on council services. The COF will re-open in April to receive any new applications and he stated that he had already sponsored (supported) two applications for Hipswell. There is some good news regarding the White Rose Club but any chance of it being re- opened in a community-led project is still only a possibility. D/Coun Todd was unable to attend the meeting but had also sent an email addressing the following subjects: She drew attention to the unauthorised rag and bone collectors operating in Hipswell but commented that the police seem to have it under control. She asked if there was a neighbourhood watch scheme in the village. Also it has been reported that some thefts have been occurring from gardens within the parish. There have been complaints about dog mess on the Allenby Estate and asked if this could be flagged up through the MOD. She also gave a reminder to residents that the parking enforcement team are in Hipswell parish regularly so they need to observe parking areas in order to avoid a hefty fine.

9. (02.14) Garrison Matters Coun D Metcalfe brought up the matter of Foxglove Covert and the proposed changes to the car parking. This item would be put on the Agenda next month.

10. (02.14) Traffic management issues Coun D Metcalfe asked if the clerk could contact the police regarding the amount of cars leaving the Garrison with only one light on and asked if the police could carry out a survey. Action clerk (2)

11. (02.14) Risk assessment – completion of monthly form The form for February was duly completed. The clerk reported that, after consulting with the Insurance Company, she had been advised that a sign be placed near the flooded area down Hall Lane with a warning about the deep water. After speaking to the chairman she contacted Mr Bowland who came straight to the site and put up a sign.

12. (02.14) Hall Lane This matter has been dealt with under the following headings: (7) County Matters and (11) Risk Assessment. Also Coun D Metcalfe had taken a number of photographs and it was agreed he would be re-imbursed for these.

(03.14) County matters C/Coun Grant stated that she had addressed the queries brought up at the last meeting and had emailed the clerk with the answers which the clerk had forwarded to the councillors. She went on to report about her contact with Highways and DE regarding the problems in Hall Lane. Coun Grant had received a map showing Hall Lane which she had forwarded to the clerk who, in turn, had forwarded to the councillors. C/Coun Grant had passed photographs showing the Lane to Highways and was still waiting for a date to hold a meeting.

8. (03.14) District matters D/Coun P Cullen gave his report as follows: • REDC Council Tax charge will be increased by 1.975% which equates to a Band D charge of £210.40 which is an £3.90 increase or 7.5p per week. • Regarding the proposed closures of the paediatric and obstetric services the RDC had agreed to object to this proposal. • New Planning Guidance – RDC forwarded objections to the YDNP’s decision to object to the Government proposals to allow permitted development rights to barns and agricultural buildings in the YDNP. 8. (03.14) District matters cont. Pilot Planning Applications – Coun Cullen further updated the parish council on the final stage of the Pilot Scheme to bring forward planning applications for affordable housing on surplus MOD land. Coun D Metcalfe asked Coun Cullen as to why it was going to take so long to rebuild the roundabout at Colburn and Coun A Bagley asked if D/Coun Cullen could take forward the fact that St Johns Road had some very bad potholes in it. 9. (03.14) Garrison Matters There were no matters 10. (03.14) Traffic management issues The clerk had contacted the police about the issue of cars leaving the Garrison with only one light on and had been informed that it would not be a good use of police time to carry out a survey. However following the meeting the clerk had received an email from North Yorkshire with a poster asking for cars to carry out checks on their cars to ensure that two lights were working properly.

11. (03.14) Risk assessment – completion of monthly form The form for March was duly completed. Coun J Burbridge pointed out that this should now include the stone plinths on the Leadmill Estate and the clerk would add this item to the monthly list. Regarding the sign in Hall Lane, the board is still there but the printed sign has disappeared. Coun D Metcalfe would paint on the sign the wording: Caution, Deep Water Keep Out and he would also place a chain and lock on the gate.

12. (03.14) Street Lighting Survey The clerk had received a survey form asking about the Part-Night Lighting Consultation which was duly completed by the councillors. They were in favour of a part-night switch off in the parish but felt that as the majority of lights in the village were RDC ones that these should be kept on as it would leave the Village in complete darkness including by the school and the old people’s bungalows.

13. (03.14) Internal Audit The clerk had contacted the person who carried this out last year and he had agreed to do this again for the coming year end. It was proposed by Coun D Metcalfe, seconded by Coun S Mendham that this kind offer be taken up.

14. (03.14) Repairs and Protection of Village Green The clerk had managed to obtain a quote from one quarry but was not sure whether or not the blocks would be what was required and she would find out more details. In the meantime she would also try and get some more quotes in time for the May meeting. It was agreed in principal that the placing of boulders around the green was a good idea as it would protect the grass from any further damage. Coun D Metcalfe asked if there could be any way that would allow cars to park for funerals, weddings etc. but it was felt that this would not work.

15. (03.14) Burial Board Report As Coun Bev Partridge was not able to attend the meeting due to illness she was unable, as Burial Board Chairman to give a report. This would now be deferred until a later date.

16. (03.14) Foxglove Covert Coun D Metcalfe had brought this matter before the council and the clerk had obtained more facts and figures regarding the proposed change of car parking facilities. It was felt that this move would alienate many people including the disabled, the young and the elderly as the walk of 600 metres from the proposed car park to the centre would be much too far for many of these groups to tackle. It was proposed that the clerk should write on behalf of the parish council to Col Padgett and express their very real concerns over this matter.
