Invitation for Bids Date: 11 March 2019 Loan No. 42267-IND: Rajasthan Secondary Towns Development Investment and Title: Program - Tranche 1 RSTDIP/RTG-FTP-LXG/01: Cluster package of 3 towns in 3 Lots: • Lot 1- RSTDIP/RTG/01: Construction of Works of Sewer Network with House connections, and construction of Sewage Treatment Plant & Sewage Pumping Station and all allied Works and operation services of the entire system for 10 years at Ratangarh (Churu). • Lot 2- RSTDIP/FTP/01: Construction of Works of Sewer Network Contract No. with House connections, and construction of Sewage Treatment and Title: Plant & Sewage Pumping Station and all allied Works and operation services of the entire system for 10 years at Fatehpur (Sikar). • Lot 3- RSTDIP/LXG/01: Construction of Works of Water Supply Distribution Network Improvements with house service connections for nonrevenue water reduction and continuous pressurized water supply and operation services of the entire system for 10 years at Laxmangarh (Sikar) Town. Deadline for Submission of Extended to 8 July 2019, 18:00 hours (local time) Bids (e-tender): 1. India has applied for financing from the Asian Development Bank (ADB) toward the cost of Rajasthan Secondary Towns Development Investment Program (RSTDIP) – Tranche 1. Part of this financing will be used for payments under the contract named above. 2. The Local Self Government Department represented by Rajasthan Urban Infrastructure Development Project (RUIDP); hereinafter referred to as the “Employer”, invites online bids from eligible bidders for the Cluster package of 3 towns in 3 Lots as described above. The scope includes works on rehabilitation and expansion of existing water distribution infrastructure to achieve continuous water supply with house service connections & performance based operation, maintenance and management of the water supply system for 10 years at Laxmangarh (Sikar); Providing sewer network with house connections, construction of sewage treatment plant, sewage pumping station & performance based operation, maintenance and management of the entire sewerage system for 10 years on at Ratangarh (Churu) and Fatehpur (Sikar). 3. For the purpose of bidding, evaluation and award of contract, it is a single package. Contract for all 3 lots will be awarded to a single responsive bidder. On evaluation and determination of lowest bidder, separate notification of award for each lot will be issued to the single successful bidder. Contract agreement will be signed lot-wise. Contract implementation and management would be lot-wise. 4. Open Competitive Bidding (OCB) – International will be conducted in accordance with ADB’s Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible source countries as described in the Bidding Document. 5. To be qualified for the contract package, the bidder should as a minimum meet the following requirements: a) Average annual construction turnover of INR 1,231 million or its equivalent calculated as total certified payments received for contracts in progress or completed, within the last 3 years (Financial Year 2015-16, 2016-17 and 2017-18) or as per international practice. b) Participation in at least: • one (1) contract in water supply that has been completed or substantially completed where the value of the work exceeds INR 228 million or its equivalent; or • two (2) contracts in water supply that have been completed or substantially completed where the value of each work exceeds INR 163 million or its equivalent; AND • one (1) contract in sewerage work or Sewage Treatment Plant or Effluent Treatment Plant that has been completed or substantially completed where the value of the work exceeds INR 1,495 million or its equivalent; or • two (2) contracts in sewerage work or Sewage Treatment Plant or Effluent Treatment Plant that have been completed or substantially completed where the value of each work exceeds INR 1,068 million or its equivalent; within the last 10 years (from 1 March 2009 up to the bid submission deadline); c) Meet other financial and experience requirements as indicated in the Bidding Document. For bid submission: a) Participating bidders should be registered on http://eproc.rajasthan.gov.in through digital signature certificate (DSC). b) Pay a nonrefundable cost of bidding document which is INR 10,000 (USD 150 or equivalent) in form of demand draft (DD) in the name of Project Director, RUIDP, payable at Jaipur & fee for RISL amounting to INR 1,000 (USD 15 or equivalent) in the name of MD, RISL, payable at Jaipur which are to be submitted after online submission of bid but before the deadline specified in table below. Technical bid should be accompanied with bid security as indicated in bid document. Bidder will upload scanned copy of DD’s and bid security document on e-procurement web site. In case there is a holiday on the day of opening of bid, activities assigned on that date shall be carried out on the next working day. 9. All the prospective bidders are encouraged to participate in the Pre-bid meeting and it is advised that the work sites are visited and bid documents are studied thoroughly. .
