Both on and off the field our member clubs and the League Management Committee are working well together, to try and tackle the many challenges and issues grass roots cricket faces in today’s competing landscape. Here are some of things we are doing in our league: • Attracting more scorers – by establishing a Scorers Sub-committee and starting a new TVL education programme • Improving the quality of player umpires – through a new TVL education programme • Introducing a shorter (90 Over) format at lower levels – Div 8 and below • Financially incentivising member clubs to improve administration and player discipline – via the TVL Respect for Your League Award • We have established a new IT Sub-committee to look at how the TVL might use technology to make match day administration and our results service easier. • We are working more closely with other local leagues, County Boards and other cricketing bodies. • We are supporting SOS Kit Aid and promoting this very worthy cause to all member clubs. I would urge you all to “come to the party”, to support these initiatives (and others) to ensure participation in and running of the TVL is enjoyable for all. A historic decision was made by member clubs at the 2012 AGM when you voted for a £25 subscription per season per team. Since the league started (over 40 years ago) the subscription levy has been zero but this decision will no doubt significantly help the financial stability and sustainability of our league. I commend our member clubs for this. Looking back at 2012 - the greatest summer of sport this country has ever seen - the TVL also played its part. Congratulations to Champions Reading, who bounced straight back into the HCPL structure. For the first time in many years there were no TVL sides relegated from the HCPL and with the resignation of one of our founder clubs Basingstoke & North Hants CC and also Odiham & Greywell (who both leave with our very best wishes) I don’t think the league constitution and format has ever been so heavily read so as to understand how the final promotion and relegation outcomes would be determined! 4 Other Divisional Winners to be acknowledged are: Datchet, Chesham, Aldershot, Tring Park 2, Beaconsfield 2, Kew 2, Sonning 2, Thatcham Town 2, Royal Ascot 2, Wokingham 3, Farnham Royal 3, Barnes Wild Geese, Aldershot 3, Finchampstead 4, Datchet Cranbourne, Hillingdon Manor 3. Record numbers (232) attended the 2012 End of Season Dinner, once again expertly hosted by British Airways CC, where England Selector Geoff Miller handed out the awards and enthralled us with his wit and enthusiasm for tales from his career (past and present) and his passion for the game. Hurst won the inaugural Respect for Your League Award and received a cheque for £1,000 from sponsors Morrant. Unquestionably our best dinner ever so many thanks to all those who attended or had any part in its organisation. The Dinner is a celebration of another season of TVL cricket it is not just for those clubs or individuals who have won something. I hope to see many more of you there this year. After 19 years service as one of our valued Results Secretaries, at the age of 82, Joe Dawson finally decided he should retire. On behalf of so many people over so many years I thank you Joe for your outstanding dedication and service to the TVL. In place of Joe we welcome Vic Devers (Harefield) to the results team. Amongst all that I forgot how wet 2012 was – a special mention therefore for all the grounds staff out there!! As always, thanks to our members clubs (your officers, staff and volunteers), to you the players, your Captains, your scorers and those who stand on our Umpires panel. To those who voluntarily serve (on behalf of member clubs) on our management committees to ensure we run an efficient, effective, vibrant and sustainable league – the biggest THANK YOU. Jeremy Davis – TVCL Chairman 5 THE LAWS OF CRICKET THE PREAMBLE – THE SPIRIT OF CRICKET Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action, which is seen to abuse this spirit, causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the Captains. There are two Laws that place the responsibility for a team’s conduct firmly on the Captain. Responsibility of Captains – The Captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws. Players’ Conduct – In the event of a player failing to comply with instructions by an Umpire or criticising by word or action the decisions of an Umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the Umpire concerned shall in the first place report the matter to the other Umpire and to the player’s Captain, and instruct the latter to take action. Fair and Unfair Play According
