HB1161 Paraphrase: HB1161, by Rep. Michael Rogers, R-Broken Arrow and Sen. , R-Tulsa, expands the definition of the term "teacher" to include district superintendent, principal, supervisor, school nurse and anyone employed in a supervisory or administrative capacity. It also modifies the definition of the term "career teacher" to mean someone who has completed three years or more consecutive complete school years as a teacher in one school district under a written continuing or temporary teaching contract. It removes outdated language. It modifies the requirements of a policy evaluation and professional development adopted by a board of education of a school district. The bill allows a school district board to adopt additional components and procedures in addition to the mandated components. The bill removes the mandate the every career teacher be evaluated every three years and allows evaluation at the discretion of the school district, provided that every career teacher participate in an annual or biannual profession growth plan review. It allows the board to establish a remediation plan for teachers who receive a rating below the acceptable level of performance. The bill allows the dismissal of a teacher who has engaged in sexual activity or sexual misconduct that has impeded the effectiveness of the individual's performance of school duties. It requires each virtual charter school to develop and adopt a policy regarding failure to participate in instructional activities and sets minimum requirements for the policy. It requires the Statewide Virtual Charter School Board to promulgate necessary rules.
