EXECUTIVE SESSION: Motion by Mrs. Wells Seconded by Mrs. Wojtowicz to adjourn to Executive Session to discuss the following: WHEREAS, the Open Public Meetings Act, N.J.S.A. 10:4-11, permits boards of education to meet in closed session to discuss certain matters; NOW, THEREFORE, BE IT RESOLVED, that the West Essex Regional Board of Education adjourns to Executive Session to discuss Personnel, Student, Negotiations and/or Litigation matters; and BE IT FURTHER RESOLVED that public release of these discussions will occur when the need for confidentiality no longer exists.

PUBLIC NOTICE OF MEETING:

Notice of the July 17, 2017 meeting of the Board of Education was e-mailed to the Clerks of the Boroughs of Essex Fells, North Caldwell and Roseland and to the Township of Fairfield, and to the editor of The Progress on January 4, 2017 and The Star Ledger on the same day.

BOARD PRESIDENT’S REPORT:

Mrs. Wells hoped everyone was having a relaxing and enjoyable summer.

SUPERINTENDENT’S REPORT:

Mrs. Longo hoped everyone was having a relaxing and enjoyable summer, as well. She stated that the principal would not be giving reports this evening; however, everyone was busy planning for the beginning of the new school year.

DIRECTOR OF CURRICULUM’S REPORT:

Mr. Gupta commented on the success of the MS Title I Summer Program. He stated that PARCC results are not all in, yet. Once the outstanding results have been received, the complete results will be sent to parents. Mr. Gupta commented on the tentative AP scores.

COMMENTS FROM BOARD MEMBERS:

Mr. Rubinich commented on the success of the graduation ceremony, especially in light of the inclement weather.

BOARD COMMITTEE REPORTS/COMMENTS:

Policy Committee – Mrs. Wojtowicz, Chairperson, commented that the Committee met on June 20th and discussed Alert #212.Most of the policies will be voted upon later this evening.

PUBLIC COMMENTS:

Mrs. Wells opened the floor to the public for comments on agenda items by reading the following prepared statement: In accordance with Bylaw #0167, a copy of which is available on the District’s website, the Board is now opening the meeting for a period of public comment. Please remember to announce your name, place of residence, and group affiliation, if appropriate. Your statements will be limited to three (3) minutes in duration. While the Board respects the public’s right to voice any questions, concerns, or criticisms it may have regarding the conduct of the Board and/or its Administration, I want to remind you that this is a right, not an absolute and that statements that are abusive, obscene, irrelevant, overly lengthy, or interfere with the orderly progress of the meeting will not be permitted. Please remember that while you are certainly free to exercise your right to comment on issues before the Board, such comments are considered public statements and you should consider the rights of any individuals affected by those comments. The Board will, of course, consider your comments as they relate to its obligations to effectively govern the West Essex School District.  Mrs. Amy Pollaro congratulated the custodial/grounds crew for their efforts in making the graduation ceremony a success.

WHEREAS, the West Essex Regional School District Board of Education (“the Board”) has determined that it is necessary and advisable to acquire certain mailroom equipment, accessories and services (“Equipment”) referenced on the State and Local Term Rental invoice attached hereto for use within the West Essex Regional School District (“the District”); and WHEREAS, the Board desires to acquire the Equipment in accordance with N.J.S.A. 52:34-6.2(b)(3), through the National Joint Powers Alliance (“NJPA”), a nationally-recognized cooperative contracting agency for government and education agencies that utilizes a competitive bidding process; and WHEREAS, pursuant to a contract with NJPA, Contract Number 041917-PIT, Pitney Bowes, Inc. (“Pitney Bowes”) has offered the Board the option to lease the Equipment for $427.24 per month, for a period of 60 months, representing a lease in the total amount of $25,634.40; and

9. (continued) WHEREAS, the Board has determined that the use of the national cooperative purchasing agreement shall result in cost savings after all factors, including charges for service, material, and delivery have been considered; and WHEREAS, the School Business Administrator has documented that the Equipment best meets the needs of the District. NOW THEREFORE, BE IT RESOLVED that the Board hereby approves the Lease of the Equipment in the amount of $25,634.40, pursuant to the national cooperative agreement between NJPA and Pitney Bowes, NJPA Contract Number 041917-PIT. BE IT FURTHER RESOLVED, that the Board authorizes the Board President and the Board Secretary to execute the Lease Agreement on behalf of the Board and any other documents necessary to implement the Lease Agreement consistent with this resolution and to approve any changes or deletions to the Lease Agreement and related documents as may, in the judgment of the Board attorney be necessary, advisable and in the best interest of the Board.

10. To approve renewal of Benecard for the district’s prescription card plan effective July 1, 2017 through June 30, 2018.

11. To approve Hackensack UMC Mountainside Family Practice Associates to serve as the school physician for the West Essex Regional School District for the 2017/2018 school year in accordance with the attached proposal, for an annual fee of $18,686.

12. To approve Positive Coaching Alliance for professional development at the cost of $1,800 per year, plus books, for the West Essex Regional School District for the 2017/2018 through 2019/2020 school years.

13. To approve the contract with Jordan Transportation for transportation services for the 2017 Extended School Year Special Education program, at the rate of $203 per day, from July 5, 2017 through August 3, 2017.

14. To approve acceptance of the amendment to the 2016-2017 IDEA Consolidated Formula grant award as presented in the amount of $302,567.

15. To approve acceptance of the 2017-2018 IDEA Consolidated Formula grant award as presented in the amount of $302,632.

16. WHEREAS, the West Essex Regional School District Board of Education (“the Board”) and Apple, Inc. (“Apple”) are parties to a Lease Purchase Agreement No. 9667089001 for the purchase of desktop (iMacs) computers; and WHEREAS, the Board has determined that it is necessary and advisable to lease purchase the products from Apple through the Hunterdon County Educational Services Consortium (hereinafter referred to as “HCESC”) cooperative pricing system, under bid number HCESC-TEC-16-01, Customer Contract Number 34HUNCCP, and Apple Corporate Contract Number 1049259; and

(continued) WHEREAS, Apple, Inc. is offering the lease purchase of such products in the annual amount of $10,745.02, with 4.05 % percent financing for a term of three (3) years, for a total contract sum of $32,235.06; and WHEREAS, the School Business Administrator has documented that the products are necessary and best meets the needs of the School District; NOW THEREFORE, BE IT RESOLVED, that the Board hereby approves the lease purchase of the products from Apple, through the HCESC cooperative pricing system, under bid number HCESC-TEC-16-01, Customer Contract Number 34HUNCCP, and Apple Corporate Contract Number 1049259, as well as Lease Purchase Agreement No. 9667089001, as amended, together with the Payment Schedule attached hereto; and, BE IT FURTHER RESOLVED that the Board President and the Business Administrator/Board Secretary are hereby authorized to execute the Lease Purchase Agreement, as amended, on behalf of the Board and any other documents necessary to implement the Agreement consistent with this resolution; and, BE IT FURTHER RESOLVED that payments under the Lease Purchase Agreement shall be subject to the annual appropriation of funds sufficient to meet the required payments; and, BE IT FURTHER RESOLVED that the Board Secretary is hereby directed to file the Agreement with the Executive County Superintendent pursuant to N.J.A.C. 6A:26-10.

17. 6. To approve North Jersey Outreach as a provider of ABA Therapy Services for the following out-of-district student for five hours per week at a rate of $100 per hour for the 2017-2018 school year. An additional 10 hours per week will be provided during specified school breaks for the 2017-2018 school year:  Student ID# 2300306

7. To approve North Jersey Outreach as a provider of Coordination Services for the following out-of-district student for 60 minute sessions, once a month at a rate of $125 per hour for the 2017-2018 school year. Services will be provided at the student’s home:  Student ID# 2300306

9. To approve the formation of a new Schedule B Club/Activity for the 2017/2018 school year named “TRI-M Music Honor Society” with Donna Mateyka as advisor.

10. To approve RJW Barnabas Health to perform cardiac screenings at a cost of $35.00 per screening, to be paid by the student, which will be offered to all grade 7-12 student athletes in the West Essex School District. Screenings are tentatively scheduled for August 8, 2017, and will be performed in the high school main gym.

11. To approve Low Level Project Adventure for Health and PE -7th-12th Grade, as well as installation of the lower level poles, ropes and climbing wall.

The following miscellaneous motions are made at the recommendation of the Superintendent of Schools:

CONSENT AGENDA Anything placed on this agenda, Items 1-3, 5-6 and 8-9, will be voted upon in one motion. Motion by Mrs. Wojtowicz Seconded by Mrs. Egan to approve the following motions:

1. BE IT RESOLVED that the Board hereby affirms the Superintendent’s decision in HIB Investigation No. 10 (HS), for the reasons set forth in the Superintendent’s Report to the Board and directs the Board Secretary/School Business Administrator to transmit a copy of the Board’s decision to the affected students’ parents forthwith.

2. BE IT RESOLVED that the Board hereby affirms the Superintendent’s decision in HIB Investigation No. 6 (MS), for the reasons set forth in the Superintendent’s Report to the Board and directs the Board Secretary/School Business Administrator to transmit a copy of the Board’s decision to the affected students’ parents forthwith.

3. WHEREAS, the Board has determined that the following policies need to be adopted expeditiously in order to comply with state mandates; and WHEREAS, Robert’s Rules of Order permits the suspension of rules in order to allow for the acceptance of a resolution that permits adoption of a policy on first and second reading in one meeting for health and safety reasons; and WHEREAS, the West Essex Regional Board of Education finds that it is in the best interest of the students attending both West Essex Regional Middle School and West Essex Regional High School for the Board to adopt the following policies with first and second readings in one meeting;
